This research applies a Bayesian multivariate modeling approach to analyze the spatiotemporal patterns of physical disorder, social disorder, property crime, and violent crime at the small‐area scale. Despite crime and disorder exhibiting similar spatiotemporal patterns, as hypothesized by broken windows and collective efficacy theories, past studies often analyze a single outcome and overlook the correlation structures between multiple crime and disorder types. Accounting for five covariates, the best‐fitting model partitions the residual risk of each crime and disorder type into one spatial shared component, one temporal shared component, and type‐specific spatial, temporal, and space–time components. The shared components capture the underlying spatial pattern and time trend common to all types of crime and disorder. Results show that population size, residential mobility, and the central business district are positively associated with all outcomes. The spatial shared component is found to explain the largest proportion of residual variability for all types of crime and disorder. Spatiotemporal hotspots of crime and disorder are examined to contextualize broken windows theory. Applications of multivariate spatiotemporal modeling with shared components to ecological crime theories and crime prevention policy are discussed.  相似文献

While broken windows policing has triggered explosive debates about law enforcement and racism across US cities, it has maintained considerable support by racialized urbanites. Focusing on Flatbush, Brooklyn, this paper seeks to understand the striking resilience of broken windows in inner‐city contexts. It uses Laclau and Mouffe's discourse theory to analyze dialogue at Precinct Community Council meetings and interviews with attendees. The paper makes the case that the New York Police Department normalizes broken windows through discursive constructions of social space and crime that naturalize the precinct scale, produce spatial meanings, and cast social difference in the mold of broken windows theory. The article illustrates beyond the politics of racialized fearmongering, the normalization of broken windows also occurs through this meticulous production of geographic knowledge. It also emphasizes that deconstructing the way the police portray space and crime provides signposts for substantive reform to broken windows.  相似文献

新国家空间理论是对国家空间重构的系统性描述,它将国家空间看作动态的"过程",而非预定的、固定的"容器"。其核心观点为:①以社会建构的国家空间为研究对象,并关注其多维重构,尤其是尺度重组过程;②关注资本积累方式的转变、国家管制模式转型和行动者的社会政治斗争等多重动因;③关注国家空间选择性及其演变趋势,以及国家空间重构的分层特征。不过,该理论也存在若干不足,如缺乏对行动者的详细探讨、缺乏对尺度和领域以外的空间维度的分析、重构趋势仍有待验证等。尽管如此,新国家空间理论有效整合了人文地理学关于国家治理与空间关系的相关理论,对于全球化研究、城市和区域治理研究以及行政结构重组研究等仍具有重要的借鉴意义。  相似文献

This article offers a critical geographic understanding of hospice work in Seattle Washington, and the US generally. It highlights the spatial divisions of labor between home and institutions in hospice care, as well as divisions within the home (where the majority of hospice occurs). It further shows how these divisions produce multiplications of labor for women carers in the home. I interpret these divisions and multiplications of labor as manifestations of neoliberal welfare state restructuring. A certain cultural conservatism, however, is also potentially reproduced by these geographies. These interpretations situate hospice work in a social theoretical context, and look beyond neoliberalism as the singular rightward keel of social policy.  相似文献

This paper introduces the articles that comprise the themed section ‘bodies across borders’ which investigates how the social and spatial dynamics of healthcare provision are being transformed by both neo-liberalization and globalization. The articles demonstrate how the central tenets of neoliberalism: the promotion of individual autonomy as realized through the instrument of consumer choice, the privatization, outsourcing and off-shoring of core competencies and service provision, the production of highly ‘flexible’ labour are at work in re-shaping access to, and delivery of, services in the domains of reproductive health, organ donation and globalized healthcare. In paying special attention to the ways in which these practices are cut across by class, gender and ethnicity, these accounts will hopefully encourage us to reject totalizing and homogeneous narratives of medical travel in favour of those that offer more nuanced understandings of the positionality of the individuals at the heart of them.  相似文献

The analysis of neoliberalism has become a key point of departure in critical urban studies and political geography. Its application in theorising new forms of residential environments is no exception. Common interest developments, gated communities and, in the Australian case, masterplanned residential estates (MPREs) are cast as vehicles of neoliberalist privatisation, extending private property rights and embedding market logics and neoliberal modes of privatised governance. This paper is a critical theoretical and empirical engagement with the interpretation of these residential developments as iconic expressions of urban neoliberalisation. We bring poststructuralist thinking on neoliberalism as an assemblage of diverse practices and projects together with poststructuralist conceptions of the public and private as contextual and enacted political constructions, to provide an alternative analytic—an analytic of assemblage—for investigating putative pathways of neoliberal privatisation. We suggest the purchase of this extended framework through an exploration of MPRE development by Sydney's largest MPRE developer. In this framework, MPREs become contingent productions in which multiple and overdetermined projects, practices and paradigms of governance are at work including, amongst others, social sustainability and interventionism. Rather than producing neoliberal privatisation, we explore how MPRE developments involve the complex constitution of new forms of public and private that exceed coding as neoliberal. We conclude that the framework engaged with here can enable productive advances for urban theorising. Its emphasis on practice, enactment, multiplicity and assemblage can resist a tendency to reify urban neoliberalism and nurture the development of new conceptions and discourses of urban governance less bound to the neoliberal imaginary.  相似文献

This paper explores some dialectics of neoliberalism and socialisation in contemporary urbanism. The significance of socialisation—nonmarket cooperation between social actors—in both production and reproduction has tended to increase in the long term. Socialisation does not always take politically progressive forms, yet it always has a problematic relation with private property and class discipline. Socialisation of diverse forms grew during the long boom, but this exacerbated the classic crisis tendencies of capitalism and resulted in increasing politicisation. Neoliberalism offered a resolution of these tensions by imposing unmediated value relations and class discipline, fragmenting labour and capital and fostering depoliticisation. However, this has led to manifest inefficiencies and failure adequately to reproduce the wage relation. Many longstanding forms of socialisation have therefore been retained, if in modified forms. Moreover, substantially new forms of urban socialisation have developed in cities. This paper examines the role of business organisations, industrial clusters, top–down mobilisation of community and attempts at “joined–up” urban governance. It is argued that these fill gaps in socialisation left by neoliberalism. Their neoliberal context has largely prevented their politicisation, in particular heading off any socialist potential. Indeed, the new forms of urban socialisation have internalised neoliberal social relations and often deepened social divisions. Thus, paradoxically, they can achieve the essential aims of neoliberalism better than “pure” neoliberalism itself. Nevertheless, these forms of socialisation are often weakened by neoliberalism. Contemporary urban class relations and forms of regulation thus reflect both opposition and mutual construction between neoliberal strategies and forms of socialisation. The paper ends by briefly contrasting this theorisation with associationalist and regulationist approaches.  相似文献

Italy could be considered a social laboratory in relation to radical theories, practices, struggles and radical political conditions. It is worth exploring what kind of laboratory Italy is and investigating some of the features of current struggles that challenge neoliberalism and the revival of fascism. One way to grasp the specificity of the Italian context is by considering an inherent set of social conflicts that take the form of multidimensional challenges, embracing social, cultural, economic and decision‐making dimensions. Put succinctly, a prefigurative politics is the lens suggested to interpret the experience of squatting and commoning, which are the fundamental attributes of many related struggles over housing and Social Centers and environmental protection.  相似文献

自2008年的经济危机之后,新自由主义作为西方国家和城市治理的主要手段也受到根本性的挑战,这些政治经济的失败,最终表现在都市空间的治理当中。本文将以新自由主义的扩张案例入手,通过国内外都市空间治理的实践经验,剖析新自由主义所带来的短期和长期的政治经济危机后果,并讨论全球不同空间尺度当中撤退空间的治理与挑战。新自由主义的问题不仅存在于西方国家,在网络时代和全球化的趋势下,资本的累积是在全球范围内产生危机,亚洲国家以及中国也必须思考如何应对危机,以及探索后新自由主义的发展道路。最后,文章从全球到地方的撤退空间讨论当中,反思新自由主义作为一种全球性的都市治理政策在全球的流动,认为就后政治的城市来说,要超越新自由主义的局限还有待观察,中国城市走向后新自由主义的治理转型就必须勇于摆脱英美社会脉络所产生的都市治理论述,建构符合地方社会脉络的理论和实践。  相似文献

This article identifies how scholars have displaced antagonism within histories of Sikhism and South Asian Studies more broadly. In contrast to this displacement, this article foregrounds antagonism by taking into account a third element within the presumed colonizer and colonized relationship: a curved space of nonrelation that signals there can be no colonial relationship. By considering the constitutive nature of antagonism within social reality that remains unable to be demarcated, this article examines the generative principles of Sikh practices and concepts that both structure Sikhism's institutions and productively conceptualize this antagonism. Examining these concepts and practices, I consider the possibility of different modes of both historical being and becoming not bound within our current conceptual rubrics. These different possibilities culled through Sikh concepts and theories demand we reflect upon the rabble: those unable to be contained within colonial civil society or within attempts by the colonized for self‐determination in political societies. This void then fractured Sikh reform organizations historically, providing multiple avenues for politics unaccountable within our bifurcated and asymmetrical understandings of civil society and political societies and colonizer and colonized.  相似文献

Developing a critical analysis of the relational and situated practices of social policy, this paper draws on an evaluation of an early intervention project in Scotland (UK) where volunteer adult mentors supported young people ‘at risk’ of offending or antisocial behaviour. Contributing to ‘enlivened’ accounts of social practice, we explore how practices of mentoring developed through the co-presence of mentor and young person in the often transitory spaces of care which characterized the ‘diversionary activities’ approach in the project. We expand the notion of the relational in social practice beyond the care-recipient dyad to include wider networks of care (families, programme workers, social institutions). The paper explores how such social interventions might both be ‘good’ for the young people involved, and yet recognize critiques that more individualized models of intervention inevitably have limitations which make them ‘not enough’ to deal with structural inequalities and disadvantages. Acknowledging the impacts of neoliberalism, we argue critical attention to diverse situated relational practices points to the excessive nature of engagement in social policy and provides scope for transformative practice where young people’s geographies can be ‘upscaled’ to connect to the realms of social policy and practice.  相似文献

This essay elaborates a critical geographical perspective on neoliberalism that emphasizes (a) the path–dependent character of neoliberal reform projects and (b) the strategic role of cities in the contemporary remaking of political–economic space. We begin by presenting the methodological foundations for an approach to the geographies of what we term “actually existing neoliberalism.” In contrast to neoliberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are “unleashed,” we emphasize the contextual embeddedness of neoliberal restructuring projects insofar as they have been produced within national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. An adequate understanding of actually existing neoliberalism must therefore explore the path–dependent, contextually specific interactions between inherited regulatory landscapes and emergent neoliberal, market–oriented restructuring projects at a broad range of geographical scales. These considerations lead to a conceptualization of contemporary neoliberalization processes as catalysts and expressions of an ongoing creative destruction of political–economic space at multiple geographical scales. While the neoliberal restructuring projects of the last two decades have not established a coherent basis for sustainable capitalist growth, it can be argued that they have nonetheless profoundly reworked the institutional infrastructures upon which Fordist–Keynesian capitalism was grounded. The concept of creative destruction is presented as a useful means for describing the geographically uneven, socially regressive, and politically volatile trajectories of institutional/spatial change that have been crystallizing under these conditions. The essay concludes by discussing the role of urban spaces within the contradictory and chronically unstable geographies of actually existing neoliberalism. Throughout the advanced capitalist world, we suggest, cities have become strategically crucial geographical arenas in which a variety of neoliberal initiatives—along with closely intertwined strategies of crisis displacement and crisis management—have been articulated.  相似文献

Over the last decade, numerous crime prevention programmes have been implemented across the German school sector. Although several serious violent attacks have happened in the last 12 years in German schools, the emergence of crime prevention programmes within the education sector cannot simply be conceived as a reaction to a rise in youth crime. Following Michel Foucault's writings on power and governmentality, and drawing upon extracts of a discourse analysis of crime prevention programmes and political speeches, we argue that crime prevention within German schools signifies a new mode of governing childhood. Although we focus on Germany, our findings may illustrate an international trend within education policy, which first tends to spatialise socio-structural problems and transform them into local solutions, and second seeks to create childhood subjectivities that cause children to feel responsible for their own safety, while simultaneously subjecting children and young people to wide-ranging social control via area-based networks.  相似文献

This paper offers a historically contextualised intellectual history of the entangled development of three competing post‐war economic approaches, viz the Austrian, Chicago and post‐Walrasian schools, as three forms of neoliberalism. Taking our cue from Foucault's reading of neoliberalism as a mode of governmentality under which the social is organised through “economic incentives”, we engage with the recent discussions of neoliberal theory on three accounts: neoliberalism is read as an epistemic horizon including not only “pro‐” but also “post‐market” positions articulated by post‐Walrasian economists who claim that market failures necessitate the design of “incentive‐compatible” remedial mechanisms; the Austrian tradition is distinguished from the Chicago‐style pro‐marketism; and the implications of the differences among the three approaches on economic as well as socio‐political life are discussed. The paper maintains that all three approaches promote the de‐politicisation of the social through its economisation albeit by way of different theories and policies. © 2013 The Author. In this paper we look at the place of memory and nostalgia in peoples' narratives of an old, traditionally white, working-class market in London, which over the last decade has experienced social and economic decline. We argue that in this hollowed out space, abandoned by many of those who can move, has emerged a nostalgia for the halcyon days of the market when people came from far and wide to shop, and when there was a strong sense of community. What these nostalgic discourses mask are the social divisions (particularly racialized divisions) of the time, while in this romanticized vision of the past, the new population of asylum seekers have become an easy trope for the dissatisfactions of the present. Regeneration strategies in an area such as this need to confront the force of these nostalgic discourses in order to tackle the deep social and racial divisions and reverse the socio-economic decline.  相似文献

This Forum Debate explores the confluence of neoliberal, populist, conservative and reactionary influences on contemporary ideologies and practices of social policy, with a focus on the poorer peripheries of global capitalism. Several fundamental tensions are highlighted, which are largely overlooked by the social policy and development literatures. First, many recent social policy innovations have been discredited by their association with neoliberalism. The rising political Right has been much more successful than the Left at exploiting this discontent, despite simultaneously deepening many aspects of neoliberalism once in power. At the same time, right-wing movements have proactively used social policy as a political tool to fashion the social order along lines deemed amenable for their interests and ideologies, expressed along nationalist, racialized, ethnicized, nativist, religious, patriarchal or other lines, and to innovate practices of segregation, exclusion and subordination. While these synergies of neoliberal and right-wing populism are observed globally, they need to be carefully and differentially interpreted from the perspective of late industrializing (or late welfare state) peripheral countries. Nonetheless, common themes occurring across both centres and peripheries, as identified by the invited contributions to this Debate section, include exclusionary identity politics, hierarchical and subordinating inclusions, and patriarchal familialism. In this context, segregationism is an ominous possibility of post-neoliberal social policy.  相似文献

Abstract: The Western Alaska Community Development Quota (CDQ) is an economic development program that allocates a portion of regional fisheries to groups representing poor, mostly indigenous people of western Alaska. The CDQ groups lease their quota to industrial fish firms and reinvest their revenues back into the fishery. In this way, quota becomes a form of property used for capital accumulation. The CDQ is conceptually confusing because it appears as neoliberal privatization and as redistribution motivated by social justice. Rather than choosing between these, this paper argues that quota‐as‐property brings together these seemingly opposed goals. Once the idea of property is expanded to include interdependence and reasons for property relations, it is possible to see that privatization in the CDQ embodies multiple logics without being incoherent. The paper concludes that the complex social relations of property open up space for identifying diverse practices within neoliberalism.  相似文献

This paper looks at the relationship between the discourses of racism and sexism and the configuration of school space in an Australian high school. I argue that school space is proliferative of racialised and sexualised divisions. Divisions can be identified between groups of 'Asian' girls, between 'Asian' girls and 'Asian' boys, and between 'Asian' students and 'non-Asian' students. While these divisions are legislated by discourses of racism and sexism, this paper focuses attention on 'Asian' girls response to this situation. I argue that against the experience of social marginality 'Asian' girls tactically reproduce differences. By highlighting the changing dynamics of spatial-social divisions in school, I show how 'Asian' girls contest and rework racialising/sexualising discourses to recompose 'Asian'/femininity.  相似文献

Dominant anti‐trafficking policy discourses represent trafficking as an issue of crime, “illegal” migration, victimhood and humanitarianism. Such a narrow focus is not an adequate response to the interplay between technology, trafficking and anti‐trafficking. This article explores different levels of analysis and the interplay between human trafficking and technology. We argue for a shift from policy discourses with a very limited focus on crime and victimisation to more systemic understandings of trafficking and more robust micro‐analyses of trafficking and everyday life. The article calls for an agnotological understanding of policy responses to trafficking and technology: these depend upon the production of ignorance. We critique limitations in policy understandings of trafficking‐related aspects of online spaces, and argue for better engagement with online networks. We conclude that there is a need to move beyond a focus on “new” technology and exceptionalist claims about “modern slavery” towards greater attention to everyday exploitation within neoliberalism.  相似文献
