We present new data from three village panchayats in northwest Tamil Nadu and investigate the associations between demographic and socioeconomic factors with temporary labour migration from this setting. Individual (n?=?1110) and household (n?=?278) level logistic regression models were used to demonstrate how factors at each of these levels can influence temporary labour migration trajectories. Young males were most likely to temporarily migrate for work from this region. Additionally, large households from historically disadvantaged castes with marginal land and housing were most likely to have at least one migrant member. Households with multiple migrant members appear to use temporary migration to cope with serious deprivation relative to households with only one migrant member. These findings provide a strong case that can be compared to other settings in India and can be used to inform improved policy and targeted development initiatives to support temporary migrant workers and their households.  相似文献

Restrictive immigration policies and the militarization of external border controls by the US and the EU have failed to significantly curb immigration from Latin America and Africa. Rather, they have led to greater reliance on increasingly risky and costly irregular migration and have paradoxically encouraged permanent settlement. A commonly presented ‘smart solution’ to curb immigration is to address the perceived root causes of migration through increasing aid or liberalizing trade with origin countries. Recently, policies to stimulate remittances and to promote temporary and circular migration have also been advocated as enhancing home country development, so that these forms of migration become a medicine against illegal and permanent migration. However, besides the limited scope and credibility of such policies, empirical and theoretical evidence strongly suggests that economic and human development increases people's capabilities and aspirations and therefore tends to coincide with an increase rather than a decrease in emigration, at least in the short to medium term. Under unfavourable conditions, trade, aid and remittances can be complements to, rather than substitutes for, migration also in the longer term. At the same time, demand for both skilled and unskilled migrant labour is likely to persist. Trade, aid, return migration and remittances are no short‐cut ‘solutions’ to migration, and sustained immigration therefore seems likely.  相似文献

Migration regimes that prioritise temporary and restricted work status have become increasingly prevalent globally. Temporary migration schemes that prioritise labour market flexibility, skills assessment and a reduced social burden, insert both legal and social stratification into the workplace and community through the restricted rights and future pathways available to migrants. Our contention in this paper is that in addition to their economic rationalities, such stratifications also take shape around governmental and popular articulations of nationalism that support and justify the differential inclusion of migrants as labour. In order to explore this intersection between nationalism and temporary migration management we focus on dairy farming in New Zealand, a key export industry that is often closely tied to national futures and identities, yet has come to rely on the presence of a substantial labour force of work visa holders who have limited rights and only very narrow pathways to longer term residence. We draw on interviews with people holding work visas, employers and intermediaries to draw attention to the way national stereotypes are created, accepted, and used to legitimise workplace inequalities within temporary migration schemes. National stereotyping had significant impacts on workplace hiring queues and segmentation, with key migrants, host communities and immigration practices commonly ignoring or downplaying the significance of the socio-cultural assumptions on which national stereotypes rest. This account demonstrates the need for greater understanding of the socio-cultural basis of ostensibly economically oriented migration regimes, the legitimation of stratification and the role of identity in negotiating temporally constrained labour migration.

This article presents a critique to the human trafficking discourse in relation to child migration, based on data obtained from the anti‐trafficking community in the Greater Mekong Sub‐region combined with an analysis of secondary material. It also presents a set of qualitative accounts of migration at a young age from Lao PDR and Thailand. On this basis a more theorized, grounded and nuanced perspective on child labour migration is developed. This situates child labour migration historically, embeds it within overarching processes of rural transformation and accounts for young migrants’ agency in the social process of migration, the latter shedding light on the social production of exploitation in relation to young migrants.  相似文献

In the late nineteenth century, the officers of the Eastern Extension Australasia and China Telegraph Company provided north Australia with a cable connection to London via Java, Singapore, and India. The telegraph project prompted a new era of colonisation in tropical north Australia and the officers of the company sought to ensure that the north would be shaped according to their notions of Indian Ocean colonial culture. They insisted on employing Asian domestic servants in opposition to White Australian nationalists who advocated restrictions on Asian migration. Like the pearling industry, which was permitted ongoing access to Asian labour, the telegraph company drew on the support of liberal parliamentarians, and leveraged their privileged position as providers of imperial telecommunications to develop an elite colonial counter-culture in north Australia.  相似文献

This article assesses the impact of rural–urban migration on gender disparities in children's access to healthcare in China and India. Much research has shown widespread discrimination against girl children in both countries, including in health investments, contributing to the well‐known problem of Asia's ‘missing’ women. Much less clear is the impact of the massive rural–urban migration now occurring in China and India on discrimination against daughters. Migration is usually thought to have a positive effect on child health, because of improved access to healthcare facilities, but this is not necessarily equally beneficial for both sons and daughters. Based on fourteen months of fieldwork with rural migrant families in Shenzhen (China) and Mumbai (India), this article argues that where migration improves access to healthcare, it may increase rather than decrease the gender gap in treatment of child illness in the short term, as resources are concentrated on the treatment of sons. Furthermore, it is not the case that rural–urban migration necessarily leads to better access to healthcare even for sons: some forms of migration may actually have an overall negative effect on child health outcomes. For these two reasons, development strategies focusing on large‐scale rural–urban migration should not be seen as a short‐term solution to problems of gender inequity in child health.  相似文献

Abstract

Across most of Europe, the countryside seems to show a polarized development in which large districts are depopulating, while certain areas, mainly around big- and mid-sized cities, are increasing in population. The latter development is often described in concepts of “rural gentrification” and “rurbanization”, symbolizing a transformation of rural communities to communities with urban values and lifestyles. Most studies of the effects of these processes have focused on social and cultural consequences, as e.g. the displacements of lower-income households with higher-income residents and of rural culture and values with urban ones. This paper examines the phenomenon from another perspective, namely the effects of the “rurbanization” processes on countryside's labour markets and economic life. This paper aims at analysing the determinants of net migration to rural areas in general and to different types of regions, and the impacts of in-migration on rural labour markets, self-employment and other socio-economic conditions in Sweden for the period of 2003–2005. We find that net migration into rural areas increases with the size of adjacent local and regional centres, whereas net migration decreases with the average commuting distance of workers in the rural areas. When comparing in-migrants to rural areas with rural area stayers, our results indicate that the former has lower incomes, a lower employment ratio and a lower degree of entrepreneurial activities. These differences could—at least partly—be explained by the fact that rural area stayers were on average 6 years older than rural area in-migrants, i.e. the two groups were in different stages of their life cycles.  相似文献

In the context of the continuing and lively debate on the estimates, trends and determinants of rural poverty in India, this article examines the sharp decline, since the late 1970s, in the incidence of rural poverty in the state of Kerala, well known for its record of social development. It is argued that, given the slow rate of growth of the Kerala economy in general and agriculture in particular since the mid-1970s, the ‘trickle down’ theory cannot explain the decline in poverty. Similarly, the fact that rural wages have increased faster than the consumer price index does not constitute a sufficient condition for crossing the poverty line. Expansion of state-directed programmes is seen to be the single most important determinant in reducing rural poverty. The effect of public intervention programmes is roughly estimated to be equal to one fifth of the consumption of rural labour households. The lesson of Kerala for poverty alleviation is that social protection expressed in terms of meeting the basic consumption requirements of the poor, especially the vulnerable among the poor, should be a necessary component of development policy. However, this is not a sufficient condition: there should also be a growth strategy which would provide adequate employment to all members of the labour force from the poorer sections of the population. The current line of official thinking in India, in the context of economic liberalization, is hardly conducive to such a strategy.  相似文献

As former bonded labourers (or slaves), the Kamaiya of far-west Nepal have a history of marginalization, poverty and limited mobility due to the constraints inherent in the Kamaiya system of bonded labour (banned in 2000). Based on ethnographic research in the post-slavery era, this article examines how mobility is becoming an important part of Kamaiya masculinities. I consider in particular an account of migration acquired over a series of interviews with a Kamaiya man named Ram. Ram’s migrant trajectory from Nepal to India and back over variable lengths of time reflect a broader literature on circular migration in India. I argue that transnationally performed migrant masculinities are alternatively subordinated and hegemonic across geographically diverse contexts. By accepting and performing subordinated, often oppressive masculine roles in a broader South Asian context, men such as Ram are producing new, locally hegemonic or at least desirable masculine roles in Kamaiya villages in Nepal.  相似文献

India's rise in Africa has been largely overlooked, despite the important implications of the growing presence of Indian corporations and a rise in New Delhi's political ties with the continent. Not only are Indian actors providing much‐needed investment and capital, but Indo‐African connections represent a further important diversification of Africa's international relations, something which reflects a major development for the continent. Indian activity in Africa may be said to constitute a middle ground between China's profit‐maximizing and largely statist approach and the much‐resented intrusive conditionalities associated with western policies. It is evident that India's growing activity in Africa has the potential to help African companies become more efficient by exposing them to competition, new advances in technology and modern labour skills. African governments could potentially use the opportunity of an increased Indian corporate presence in Africa as sources of appropriate technology, skills and advice for economic development. However, if not handled correctly, any goodwill that India possesses in Africa will quickly be squandered and/or India will become just another actor in Africa. It is up to Africans to negotiate with Indian actors to ensure that the benefits accrued from Indo‐African ties are evenly shared and that Indian interest in the continent, alongside that of others, may help to serve as a catalyst for economic revitalization. The key issue is how African leaders can seek to leverage newfound Indian investment and interest in Africa so that Africa's place in global trade networks becomes more proactive and beneficial to the continent's citizens.  相似文献

This paper estimates China’s future population and labour force by developing a novel forecasting model for population. It combines information about age-specific parameters on fertility and mortality for both rural and urban areas using information about rural–urban migration and the transformation of rural areas into urban ones. This model takes into account the effects of urbanisation on changes in the age structure of the Chinese population; and provides separate projections on the rural and urban populations. Our findings show that (i) the shares of people aged 65 and over, in China’s rural and urban populations, will double between 2010 and 2030; this implies that the ageing problem in rural areas will continue to be more serious than in urban areas; (ii) the rural labour force will shrink by 45 per cent, between 2010 and 2030, while the urban labour force will grow by 34 per cent; and (iii) China’s urbanisation rate will increase to 71 per cent by 2030.  相似文献

International migration has a long history in Asia but in recent years it has acquired an unprecedented scale and diversity and is a significant influence on the economic, social and demographic development of all Asian nations. International migration is now an established structural feature of the region although many nations still dismiss it as a temporary, passing phenomenon. Asian nations are developing international migration policies but much of this has not been informed by high quality research relating to the causes and effects of migration. The present paper examines each of the major types of international migration influencing contemporary Asia, reviews major developments within them and puts forward relevant policy and research challenges associated with each type of movement. Issues examined include south–north migration, migration and development, the role of diaspora, international labour migration, the feminization of migration, student migration and the increasing role of governments in influencing movement.  相似文献

This article presents a study of the Australian temporary staffingindustry. It explores how temporary staffing markets are manufacturedthrough the interactions between industrial relations and regulatorysystems, on the one hand, and the structures and strategiesof domestic and transnational temporary staffing agencies onthe other. The article draws on secondary datasets and semi-structuredinterviews with government departments, labour unions, staffingagencies and their trade bodies to analyse the size, structureand characteristics of the Australian temporary staffing market. It argues that the Australian market differs in important waysfrom those other ‘neoliberal’ labour market regimes—suchas those in Canada, UK and USA—with which it is oftencompared. The article argues for an approach that seeks to explorethe (often gradual) mutual transformation of temporary staffingorganizations and the institutional and regulatory systems inwhich they are embedded, rather than privileging one at theexpense of the other.  相似文献

Conventional migration theory suggests that rural to urban movement was a one-way once and for all movement which resulted in the severance of ties to a rural homeland and the gradual adoption of an urban lifestyle and culture. Analysis of Welsh migration to English towns in the mid-nineteenth century suggests that by no means all migrants conformed to this stereotype. Whilst Welsh migrants displayed similar characteristics to other rural-urban movers and fitted easily into an urban labour market, they were able to retain many of their rural traditions and customs in an English urban environment. They also maintained close links with Wales whilst some engaged in return migration. Although easily accepted into English urban society, the Welsh were able to live in two culture worlds for much of the nineteenth century. It is suggested that detailed longitudinal studies of other migrant groups will demonstrate diversity in the extent to which rural traditions were subsumed by urban culture in the nineteenth century.  相似文献

While Census data are generally employed to examine permanent migration, they also provide a unique window on temporary population movements, a phenomenon largely neglected in Australia. Building on the work of Zelinsky, this paper outlines a conceptual framework for analysis of temporary mobility and reviews the strengths and limitations of the Census as a source of information. Data from the 1991 Australian Census are then used to analyse the incidence of temporary movements, the characteristics of temporary movers, and their spatial distribution. It is shown that temporary mobility is selective of certain groups and that there are substantial concentrations of temporary movers in both coastal and inland locations. By combining analysis of their origins with the attributes of their destinations, a preliminary typology of temporary population movement is proposed. The concluding section considers the implications of this form of mobility and identifies some avenues for further research.

An attempt is made to explain how a group of people moved from being newcomers to town in the 1940s to being one of the most permanent and stable residential elements in Papua New Guinea's towns in the 1970s. Circular and permanent migration, as Young maintains, are not 2 distinct processes, and both initial rural urban movements and migrants' decisions to return or not to return home are examined simultaneously. The hypothetical career of a migrant is considered all the way from village residence to permanent urban residence along with the different decision points that might vary this career. In this case study focus is on 2 sets of factors that affect migration decisions: an imbalance in rural and urban economic conditions and the effects of the migration process itself. The people discussed come from what is now known as the Malalaua District of the Gulf Province and are referred to as Malalauas. Historically, there are several feastures of Malalaua urban migration that are important. Malalaua migration began earlier than that of most urban migrant groups in Papua New Guinea. In the 1963 urban population there were a number of Malalauas who first came to Port Moresby before or during World War 2. Migration from the Malalaua District has continued in a steady stream from the 1940s to the 1970s, although there is no evidence on absolute numbers of new migrants in any 1 year. The pattern of Malalaua migration to towns over the entire period has been largely one of the movement of young single adult males and young female adults moving to town on marriage. Both the absolute numbers of migrants and the proportion of Malalauas absent from the District have risen rapidly over the 20 years to 1972. Finally, children are being born to Malalaua migrants in town. Malalauas are possibly the migrant group most firmly established in town. The Malalauas are one of the most longterm and residential groups in Port Moresby. In Papua New Guinea as a whole they must be one of the migrant groups with the greatest commitment to urban living. Economic factors have been very important in Malalau decisions to leave the village, particularly the decisions of adult males. The migration process itself has increasingly affected migrant decisions: factors such as the diminished attraction of a depopulated rural community, a change in tastes towards urban based ways of living, the growth of strong personal and family ties among urban residents, and a simultaneous reduction in such ties with rural residents. It is argued that this 2nd set of factors over time increases in importance relative to rural-urban economic imbalance as an explanation of migration behavior. In general, rural urban economic opportunities have become less important over time. So in the 1970s and 1980s it would be argued that many Malalauas would not respond to increases in urban unemployment of rural incomes by moving back to the village. They would be permanent townspeople. This explanation of migration decisions is dynamic: in the history of individuals and groups the context and thus the explanation of decisions change.  相似文献

Abstract

Taking its cue from Pooley and Turnbull's (1998) claim that there is no evidence of any difference in the propensity to migrate by region or settlement size, this article investigates the appropriate scale for migration research. It presents some preliminary findings from a micro-level study of three occupationally contrasting communities in Cornwall in the second half of the 19th century. Reconstructing the migration histories of a cohort of children from the 1851 census enumerators' books and making use of local and online census and civil registration index databases, the study identifies some clear differences in migration patterns and propensity at the community level. Moving from patterns to processes it argues that labour markets and occupational structures remain the most important explanatory variables structuring migration, but that these were mediated at the individual level by the influence of the family which played a key role in facilitating or deterring movement.  相似文献
