T he major raison d'ětre of democratic governments, local and otherwise, is to provide public goods and services that their citizens wish to have and for which they are willing to pay taxes. However, it is not feasible or expedient for individuals to choose types and amounts of public goods that they wish to "consume" at a given "price" as they would for products sold on the market place-because public goods are non-rival and/or non-excludable, and/or they generate externalities. Therefore, decisions regarding public goods and the taxes to pay for them have to be placed in the hands of representatives who are entrusted with the task of articulating the citizens' collective will.  相似文献

ABSTRACT We investigate whether an aging population may challenge the supremacy of large working cities. To this end, we develop an economic geography model with two types of individuals (workers and retirees) and two sectors (local services and manufacturing). Workers produce and consume; the elderly consume only. As a result, the mobility decision of workers is driven by both the wage gap and the cost‐of‐living gap, unlike the elderly who react to the differences in the cost of living only. We show that the return of pre‐industrial urban system dominated by rentier cities does not seem to be on the agenda. Quite the opposite, the future of large working cities is still bright, the reason being that today's urban costs act as a strong force that prevents a large share of local services and manufacturing firms from following the rentiers in the elderly cities, while the supply of differentiated b2c services impede their complete separation.  相似文献

This paper integrates the methodology of the National Transfer Accounts and Budget Forecasting Model to compute and forecast the impact of population ageing on India's public finance from 2005 through 2050, based on the fiscal structure in 2004–2005. The empirical results are new and have useful policy implications. The forecasted increase in the share of total public expenditure on elderly individuals is largely accounted for by expenditure on civilian pensions and other cash transfers, government services, and poverty and other social protection. Elderly individuals are found to be not very expensive in terms of public health expenditure. Tax revenues increase and result in a decline of debt-to-GDP ratio because population ageing does not lower tax buoyancy in the long run. Overall, the increasing total budget surplus and fiscal support ratio implies that the long-term impact of population ageing may be fiscally sustainable.  相似文献

While most Australians are conscious of the amount of waste that they place in garbage bins, relatively few would be aware of the waste that is generated in the course of producing the goods and services that they consume. This ‘embodied waste’ makes up a large part of the ‘ecological rucksack’ of those goods and services. This study develops a waste account for Queensland, using the ecological rucksack framework to illustrate patterns of waste production in the Australian economy. It classifies wastes both by type and broad sector of production. The study finds that the Queensland economy generated more than four billion tonnes of waste during the 2006–2007 financial year. The largest waste streams are produced at the resource extraction and distribution stages, and are predominantly materials that are disposed of without being used or are lost through inefficient use. The majority of the waste is produced upstream of the point of consumption and a large part is associated with materials produced for export.  相似文献

In 1616, the English East India Company expanded its trade into Safavid Iran. The chief merchants in India hoped to acquire a significant share of the Iranian silk trade. After several difficult years in India, the English traders in Surat felt pressure to establish a solid foundation in Iran where they could redirect Iranian silk through Iran’s southern ports and onto Company ships for Europe. Despite Robert Sherley’s promise of wealth and a prosperous market for English cloth, many in the English camp, predominantly Sir Thomas Roe, objected to the silk trade on grounds that it was generally a risky venture. But several leading merchants dismissed Roe’s concerns and pursued the trade without his approval. After early indications that the venture had potential for success, the English silk trade quickly began to falter and finally ceased to exist by 1640. Although its demise was once described as the Company’s failure to produce a substantial quantity of purchasing power—eastern goods, precious metals, and English commodities—this paper explores an alternative explanation that suggests the Company’s failure in Iran was not exclusively the consequence of poor economics.  相似文献

Intra-household time transfer is an important intergenerational support, less emphasised but more prominent than monetary transfers in the Indian family system. This paper attempts to study, empirically, the nature and pattern of time transfers between co-residing and non-co-residing parents and their adult married children in an urban setting in India. From the analysis of 673 representative sampled households, we have found that reciprocative time transfers between adult children and their parents constitute a central feature of the intergenerational support system, regardless of co-residency status. Significant correlates of time transfers to elderly parents are age, presence of other siblings in the household, headship status, and monetary support received from and made to parents. However, there is no evidence of inter-substitution between time and money between the two generations, i.e. married adult children and their parents. Time support is more frequent and intense when parents reside in the same city, whereas monetary transfers dominate when parents reside in a distant city or village.  相似文献

Epidemiological studies show strong association between lack/inadequate family support with increased mortality and poor health among the elderly. This study examined the effect of living arrangement on elderly health status by analysing the data of 39,694 persons aged 60 and above included in India's second National Family Health Survey conducted in 1998–1999. Results indicate that elderly who are living alone are likely to suffer more from both chronic illnesses, such as asthma and tuberculosis, and acute illnesses, such as malaria and jaundice, than those elderly who are living with their family, even after controlling for the effects of a number of socio-economic, demographic, environmental and behavioural confounders. The findings have important programme and policy implications for countries such as India, which has the second largest elderly population in the world. There is a strong need for the implementation of specific public support systems and health care strategies focused on the elderly population in general and elderly living alone in particular.  相似文献

This paper provides an overview of the Indian services sector. It shows that services is the fastest growing sector in India, contributing significantly to gross domestic product (GDP), GDP growth, employment, trade, and investment. India is a major proponent of liberalizing services both in the World Trade Organization and in its bilateral trade agreements. However, there are some concerns. In the recent past, economic growth and growth of the services sector has slowed down. Growth in employment in services has not been commensurate with the share of the sector in GDP. Although India is a major exporter of services, its export competitiveness concentrates in few sectors and a few markets. The paper identifies a number of barriers faced by the services sectors and suggests policy measures which, if implemented, will lead to inclusive growth, increased productivity, generate quality employment, increase trade and investment, and enhance India’s global competitiveness in services.  相似文献

Homeowners who make their homes their primary residence have resisted the entry of rentals into their neighborhoods and cities. Possible reasons underlying this resistance are that rentals reduce the property values, increase the property tax burdens, and raise the price of public services for these homeowners. We relate the market values of single-family homes occupied by permanent homeowners, the effective property tax rate of these homeowners, and the tax price they pay for public services to shifts in their city's housing units toward a variety of different types of rentals and second homes. Our analysis is based on large panels of Florida homes containing hundreds of thousands and millions of observations. Our results show that increases in the share of a city's housing units used as rentals or second homes reduce the home values, increase the property tax burdens, and raise the public services prices of homeowners who permanently reside in single-family homes. Impacts vary in magnitude among single-family, condominium, and mobile homes used as rentals and second homes. Estimated impacts are the strongest for share increases in single-family rentals and second homes.  相似文献

本文以北京城市老年人购物行为问卷调查数据和访谈资料为基础,揭示北京城市老年人购物决策过程中的评价性认知特征。影响北京城市老年人食品类购物决策最主要的三个因素依次为购物地离家距离、食品价格因素和购物地所提供食品种类丰富程度,有低成本主导型的倾向;日用品类购物决策时考虑的最主要的三个因素依次为购物地离家距离及购物地所提供地商品种类丰富程度和商品的价格和质量,有低成本和高收益并重的特点。同时,随着购物地离家距离的增加,距离因素的重要程度有下降的趋势,而商品特性的评价认知重要程度则不断上升。  相似文献

以山东省Q市为例,从公共服务满意度视角探讨城市空间正义问题及其作用路径。研究发现,近年来我国城市存在公共服务视野下明显的空间不正义问题,临近省市政府能享受更多、更好的公共服务,而区政府并不显著,且远离政府权力中心的边缘地带更加严重。不过,这种空间不正义问题更多源自省市政府权力的空间资源配置失衡,区政府没有足够话语权;主要在市辖区层面,街道尺度并不显著。受制于公共产品属性不同,不同公共服务的空间不正义问题有明显差异,弱排他性或弱竞争性的问题较小。另外,权力空间化通过公共产品配置数量和质量影响空间不正义问题,且质量层面远大于数量层面。新时代城市要从提高公共产品质量入手实现空间正义。  相似文献

The Italian debate on industrial districts suggests that local development can be based on small and medium-sized firms, provided they work in teams and are embedded in a local system of social relations. If the availability of local public goods complements the private supply of local specialized services and goods, Marshallian external economies are engendered. When inner social and economic relations boost the supply of local public goods, and are reproduced by the consistent economic behaviour of local (economic and political) agents, they become local factors of economic development, or, in other words, the district's social capital. These propositions are considered within a three-layered framework comprising structure, conduct and performance. The relations among these levels allow joint consideration of three different processes of economic selection: competitive, strategic, evolutionary. This complexity is necessary if the conditions that foster significant Marshallian external economies are to be represented correctly.  相似文献

Edmund Burke argued that abstract or universal rights to food and medicine were less valuable than the aid of ‘the farmer and the physician’. His point remains unanswered. Human rights receive universal lip service, but their status and justification remain murky. From one view they are universal requirements matched by counterpart universal obligations: but if so they cannot be defined or created by international Covenants. From another view they are defined by convention and have force only when states ratify international Covenants: but if so, they are not universal. This matters particularly for rights to goods and services, such as rights to food and health care. These rights require the active collaboration of those who are to deliver needed goods and services: yet this active engagement is endangered by imposing overly complex requirements in the name of compliance with human rights. Excessive demands for compliance, and excessive emphasis on complaint, compensation and blame as remedies for non‐compliance, endanger the effective contribution of the farmer and the physician, and of others on whom the provision of needed goods and services most depends.  相似文献

While public support for culture has become a less self-evident privilege than in the past, the economic evidence for benefits a society gains from these goods has become essential for both cultural economics and cultural policy. The aim of our study is to investigate socially preferred ways of allocating scarce public resources among municipal theaters in Warsaw. The problem investigated is a current issue for local policy-making, but in a broader sense, it illustrates how state-of-the-art stated preference methods can be employed to support cultural policy. We find that inhabitants of Warsaw assign a positive value to the broader accessibility of the theaters, and their willingness to pay for making them a truly public good (by introducing a program of highly discounted tickets) exceeds the costs of such a policy. However, we also find that the cost-benefit relationship varies across theaters with different types of plays in their repertories. Our results imply a different level of socially efficient support for experimental, drama, children’s and entertainment theaters.  相似文献

ABSTRACT

As the potential for cultural and creative industries to drive growth and job creation is increasingly recognised, developing countries like South Africa are examining their cultural goods and services trade in a new light. This article investigates the pattern of South Africa’s cultural trade, with a focus on the strategically important BRICS trading bloc. Results show that, like many small, open developing countries, South Africa has a significant cultural goods trade imbalance, especially with China and India. While cultural trade policy is still somewhat fragmented, there are indications that where policies have been put in place, such as in the crafts and audio-visual sectors, progress in reducing significant deficits has been made. At the same time, the pattern of CCI trade preferences currently favours SADC, the EU and EFTA over BRICS partners. Finally, South Africa performs well in a number of services sectors for which cultural trade is important.  相似文献

Diasporic Somalis are increasingly leading a transnational life in which family members are sustained through networks of relations, obligations and resources that are located in different nation-states. These networks and relations enable diasporic Somalis to seek safety for themselves and their relatives, minimize risks and maximize family resources. In this article, I examine three key dimensions of such a way of life, namely: migration; remittances; and transnational family care. I focus on the roles that women play in this family-based support system. For instance, women move and facilitate the movement of other family members; they remit to family members; and they provide care for children and sick relatives. But these transnational households are not free from tensions. Family members are placed in hierarchical relations shaped by age; parental authority; possession of western citizenship; financial resources; and bonds of familial reciprocity and gratitude. Women gain appreciation from relatives and a sense of self-respect for their new roles. Some of the women also make use of the family network to arrange for the care of their children and sick relatives, while they engage in transnational trading activities. However, young and single female relatives often sacrifice or delay their individual dreams because of their familial obligations. I conclude that transnationalism – as a way of organizing and sustaining livelihood, resources and relations of Somali families – is not always emancipating or marginalizing for Somali women. Rather the benefits and challenges of such a way of life for women are different, mixed and uneven.  相似文献

Since the onset of the economic reforms more than three decades ago, the Chinese growth miracle has been based on exports and investment. While strong output growth was maintained even during the financial crisis, imbalances within the country increased. To return to a more sustainable development path, recent government policies have aimed to improve the role of private consumption. This article argues that China's institutional framework is an impediment to this strategy, as it weakens the incentives of households to consume. As well as a low level of social security and highly regulated financial markets, the authors stress the relevance of the hukou system as the main driver for modest consumption, especially in recent years. After controlling for different income levels, the average propensity to consume is found to be significantly lower for migrants, as their access to public services is limited. If not accompanied by relevant reforms, the urbanization strategy of the government is likely to raise the number of migrants with limited hukou rights, further increasing the downward pressure on consumption. Therefore, in the absence of reforms in the household registration system, the shift towards consumption‐driven growth is at risk.  相似文献

Public policy has often addressed the problems of water supply and sanitation from the supply side to the neglect of demand side aspects in developing countries like India. This policy has not only rendered a large number of projects financially unviable but has also resulted in inadequate coverage of aspects such as population and ecological unsustainability. This article, based on household level information from six villages in a water scarce region of India (Rajasthan state), examines inter- and intra-village variations in water use and the costs, direct and indirect, involved in obtaining water. It also estimates households' willingness and ability to pay for water, using the contingent valuation method (CVM). Using qualitative as well as quantitative methods, it is argued that it is the failure of government policy and of institutions which has led to severe water shortages in harsh environments rather than supply or financial bottlenecks per se. While the estimates of price elasticity of water use indicate the feasibility of water pricing in the rural areas, the willingness to pay estimates question the general assumption that rural households are willing to pay 5 per cent of their income/expenditure for water. Various economic and extra economic factors such as household income, low opportunity costs of women and children, and attitudes towards female labour and public goods are vital in influencing the households' willingness to pay for water.  相似文献

Contemporary theories of childhood recognize children as experts in their own lives, individuals whose perspectives are worthy of study. Immigrant and refugee children riding waves of historical, geographical, political, cultural and familial changes are likewise recognized as ‘socially competent actors’, anchored in part by their capacity to express personal interests and to form opinions. In a Montreal-based 2012 phenomenological study, 19 of these socially competent actors representing 5 continents were invited to share their perspectives concerning the role of the natural world in their socio-cultural adaptation process. Data provided information concerning children's lived experiences of nature. Research findings provided strong evidence that children entered into relationship with nature. Within this relationship, nature nurtured children by providing a space not unlike that of Winnicott's ‘holding’ or Bion's ‘containment’.  相似文献

论文通过调研华裔、印度裔、巴基斯坦裔等少数族裔在苏格兰的创业活动,分析了苏格兰华裔、印度裔、巴基斯坦裔等少数族裔移民的人口与经济活动及创业障碍。认为尽管少数族裔创业对促进少数族裔就业、改善少数族裔群体生活条件、促进地区社会稳定与经济增长作出了重要贡献,但少数族裔创业仍存在难以获得外部融资、可获得建议渠道有限、创业动机不太积极、行业过分集中导致竞争激烈以及创业者素质有待提高等局限性。主要原因可归结为少数族裔创业环境的"政策缺失"和"社会资本弱化"。这两点可通过"政府引导"与"社会资本引入"管理制度的创新进行改善和补偿。  相似文献
