After a swift decline during the 1990s following the collapse of the Soviet Union, period fertility rates have either been stagnating or increasing in all countries of Central Asia. In this paper, I investigate the role of data artifacts, population composition effect, economic context and shifting tempo effect in explaining fertility changes in Central Asia. The analysis is primarily based on comparison of fertility data from the vital registration system with estimates from other data sources. The results show that the recent changes to be real and not a result of data artifact. The most plausible explanations are to be found in the three other non-exclusive factors (population composition effect, economic context and shifting tempo effect) that contributed jointly and simultaneously to push up the period fertility rates in the region.  相似文献

African clothing industries have declined since the implementation of economic liberalization policies in the early 1980s whilst used‐clothing imports to Africa have increased. The general effects of economic liberalization on African clothing industries are well documented, although little research has been conducted on the particular impact of increased imports of second‐hand clothes on the local manufacturing sectors. Whether these two processes are causally related is difficult to determine due to limitations in official data sets. In this article, the used‐clothing trade is explored in detail and a broad range of cultural and local economic processes are investigated. Trends such as declining local purchasing power and the opening of African markets to cheap new clothing imports, as well as imports of used‐clothing, are examined, along with the converse boost to African clothing export production resulting from preferential trade agreements in the 2000s. With respect to the differential legal and illegal imports of second‐hand clothing to selected African countries, it is demonstrated that official trade data sets often fail to capture the nuances of contemporary social and economic processes.  相似文献

Although it is widely recognized that demographic transition is not an uninterrupted process, demographers and population economists have treated short‐term swings in fertility with a measure of curiosity. Iran's experience of population growth after the Revolution in 1979 points to a double paradox of a steep and unprecedented surge in population growth in the 1980s followed by a swift restoration of fertility decline in the 1990s. Both periods have been characterized by extensive socio‐economic and institutional changes combined with radical and far‐reaching sways in Iran's post‐revolutionary population policy. This article applies standardized decomposition analysis to separate out and quantify the proximate components of change in the crude birth rate during these two fertility ‘boom’ and ‘bust’ phases. The aim is to ascertain to what extent structural/demographic or behavioural factors can explain the dynamics of change in fertility and population growth in Iran since the late 1970s. Our findings point to a hitherto neglected role of population momentum in initiating the ‘Islamic baby boom’ as well as a more limited role for population policy in explaining the genesis(rather than the momentum) of both boom and bust phases.  相似文献

For the purpose of increasing the capacity of foreign trade and attracting more foreign capital, Turkey began to modify its relevant economic laws and institutions in the 1980s. This restructural process proved its success, increasing the number of firms with foreign capital operating in Turkey 29 times between 1980 and 1997. However, considering other developing countries on a global scale, this increase rate was less than expected. When the conjuncture of global political systems undergoing dramatic changes since the previous century is regarded carefully, entering the twenty-first century as a country still in the process of developing, it is most probable that Turkey will become a country of significant power in this century with its historical, geographical, ethnic, and economic potentials in the Balkans, Middle Eastern and Caucasian regions. Due to the emergence of new opportunities in the Middle East, the Turkic Republics, Ukraine and the Federation of Russia since the beginning of the 1990s, in order to preserve its external appeal, Turkey has been obliged to adapt to the changes in the goals of this area. With the advantage of being a coastal city positioned at the crossroads of trade routes throughout history, Istanbul has been the centre of commercial control and coordination. Today the advantage of its geographical position makes Istanbul an important centre preferred by global capital for reaching local markets and resources. In other words, Istanbul is a candidate to be the centre of the functions of control and accessibility within these interregional networks. In this respect, the pattern of foreign direct investment (FDI) in producer services has been investigated. This essay follows the development of the Italian political system over the last twenty-five years, starting from the collapse of the principal political parties that had previously dominated the history of the Republic. In institutional terms, it seems legitimate to describe this as a transition, since the outcomes of initiatives to reform the electoral system, to abolish the previous system of ‘perfect bicameralism’, and reshape relations between the State and the regions are still unknown. But I argue that many fundamental changes in the relationship between the country and its political system were already evident in the 1980s.  相似文献

Smallholder settlement schemes have played a prominent role in Kenya's contested history of state-building, land politics, and electoral mobilization. This paper presents the first georeferenced dataset documenting scheme location, boundaries, and attributes of Kenya's 533 official settlement schemes, as well as the first systematic data on scheme creation since 1980. The data show that almost half of all government schemes were created after 1980, as official rural development rationales for state-sponsored settlement gave way to more explicitly welfarist and electoralist objectives. Even so, logics of state territorialization to fix ethnicized, partisan constituencies to state-defined territorial units pervade the history of scheme creation over the entire 1962–2016 period, as theorized in classic political geography works on state territorialization. While these “geopolitics” of regime construction are fueled by patronage politics, they also sustain practices of land allocation that affirm the moral and political legitimacy of grievance-backed claims for land. This fuels on-going contestation around political representation and acute, if socially-fragmented, demands for state-recognition of land rights. Our findings are consistent with recent political geography and interdisciplinary work on rural peoples' demands for state recognition of land rights and access to natural resources. Kenya's history of settlement scheme creation shows that even in the country's core agricultural districts, where the reach of formal state authority is undisputed, the territorial politics of power-consolidation and resource allocation continues to be shaped by social demands and pressures from below.  相似文献

In recent years, the intensity of the criminalization of homelessness in Hungary gave rise to a veritable tug‐of‐war between the ruling party and grassroots activists. In fact, today it is the only country in the world where the possibility of penalizing homelessness is encoded in the constitution itself. In this paper, I first provide an overview of the rise of homelessness since the late 1980s. Then, I go on to examine changing public and political attitudes towards homelessness in post‐socialist Hungary and place the growing trend towards penalization in the larger context of an emerging criminal paradigm. After examining the recent authoritarian turn, I argue that the radical intensification of criminalization is a strategy not only to secure political dominance, but also to obscure the failure of the state to address the social, political and economic contradictions that became salient at the time of the regime change.  相似文献

The explosive growth of tourism in China since the 1980s has generated attendant interest in tourism research in the country, among researchers both in the mainland and outside. The dialogue between the two communities (domestic and international researchers) is also growing, but is as yet still limited, with insufficient contributions from Chinese mainland tourism researchers to the international academic world. China provides a rich field for examining the cultural, social and institutional context in which tourism develops. Recent studies of village-based community tourism development in China, with an emphasis on institutional perspectives, provide some insight on the dynamic and complex changes of rural communities along with tourism development. In general, these papers show that village participation in decision making is growing, although examples of disempowerment are as rife as those of growing empowerment. Contested resources are one of the most influential factors in this struggle, along with the rapid growth of tourism that the country has experienced since the 1980s. The papers in this special collection also demonstrate the distinct character of domestic tourism research in China, which engages the rich body of literature published in Chinese, but is generally less connected to broader international debates in the predominantly Anglo-American English publishing realm.  相似文献

This article analyses the role of historically‐determined institutional and political characteristics in determining both the nature of the adjustment process, and its economic and political outcomes, in Turkey. In particular, the author explores the degree to which the formation of rent‐seeking coalitions has contributed to the failure of neo‐liberal economic reforms in the country. The analysis suggests that the Turkish experience since the early 1980s offers a unique case for studying the relationships between the state bureaucracy, the military, the business sector, civil society, and international economic actors. Unlike previous research in this area, this article focuses especially on the role of the military as an interest group in the process of economic liberalization in Turkey.  相似文献

This paper uses unpublished data from official sources to analyze variations in urban marital and overall fertility in Eastern Australia between 1966-71 and between 1971-76. It further attempts to assess the relevance of the convergence thesis to changing fertility patterns and to evaluate the utility of an ecologic analysis of interurban fertility differences. The data indicate that urban fertility levels declined dramatically in 1966-76 and interurban differentials were substantially reduced. By 1976, the 2-child family norm had been widely adopted throughout Australia, regardless of region, community size, or sociocultural composition. Examination of marital fertility trends suggests that, although different areas had different elasticities of response to cyclical fertility movements in the 1960s, the magnitude of these differences was insufficient to do more than slow the pace of the decline while increasing the pace of interarea differential convergence. Declines in both proportions married and marital fertility after 1971 were reflected in declining overall fertility in all urban areas in Eastern Australia. During this period, however, divergence replaced the convergence evident in the 1960s. The present high level of uniformity in both marital and overall fertility rates throughout the study area about mean levels means that the regionally variable effects of future cyclical changes in fertility levels may be difficult to identify. As a result, detailed analyses at the individual/behavioral level that focus specifically on attitudes, values, and family size preferences may be more appropriate for understanding of post-transitional demographic change than studies based on spatial analyses at the local level.  相似文献

Many models have been proposed to explain both the rapidity of China's fertility decline after the 1960s and the differential timing of the decline in different places. In particular, scholars argue over whether deliberate policies of fertility control, institutional changes, or general modernization factors contribute most to changes in fertility behavior. Here the authors adopt an ethnographically grounded behavioral-institutional approach to analyze qualitative and quantitative data from three different rural settings: Xiaoshan County in Zhejiang (East China), Ci County in Hebei, (North China), and Yingde County in Guangdong (South China). The authors show that no one set of factors explain differential timing by a combination of differences in social-cultural environments (e.g. spread of education, reproductive ideologies, and gender relations) and politico-economic conditions (e.g. economic development, birth planning campaigns, and collective systems of labor organization) during the early phases of the fertility decline.  相似文献

This paper applies shift‐share analysis, a tool often used in economic geography and regional science, to regional fertility change in Italy, 1952–1991. During this post–World War II period, Italian fertility declined by over 33 percent, but the decline varied widely from region to region. Moreover, the demographic originations of the decline in births are not fully understood. Using birth data for nineteen Italian regions, this analysis is able to break regional change in births into three main components: a national effect, a cohort effect, and a regional differential effect, which in turn provide insight into the roots of fertility change at the regional level. These three components of change are then further disaggregated to account for the differences between changes due to population change and those related to actual changes in birth rates (the number of children produced by each woman). Strong regional differences between the north and south of Italy are demonstrated.  相似文献

This article argues that, since the early 1980s, there have been two regimes in Turkey. The first, which is broadly akin to Michael Mann's characterization of Semi‐Authoritarian Incorporation, has predominated in areas of the country not administered through emergency legislation. In keeping with his model, it has been most fully asserted in areas of key economic value — particularly the Marmara region and the environs of the capital, Ankara. In the thirteen predominantly Kurdish provinces of the south‐east of the country, on the other hand, a second of Mann's regime types, Autocratic Militarism, is discernible. This was institutionalized under a new constitutional structure introduced following the 1980 coup as a means of dealing with a rise in pro‐Kurdish insurgency.  相似文献

The renewed interest in Marxism that occurred in social sciences and humanities after the 2008 economic crisis has not yet found its counterpart in spatial planning. This paper examines what Marxist planning theory and practices could mean in the current conjuncture. It does so through scrutinising (1) the vibrant Marxist discourse in planning that existed in the late 1970s and early 1980s, (2) the recent history (since the 1980s) of planning theory and its relation to the political economy, and (3) the current political economic context (not least defined by the diabolic crisis). Where previous Marxist approaches to planning were very strong on analysing the political economy, I argue there is currently a need—with old hegemonies losing ground, communicative approaches losing support, and neoliberalism in the political economy losing legitimacy—to also discuss establishing alternatives.  相似文献

出境旅游市场是我国当前三大旅游市场中增长最快的市场,对出境旅游发展水平与阶段的正确认识是理论研究与政策实践的基础。基于全球44个主要的国际旅游客源国家与地区的1980年至2004年出境旅游及相关数据,本文采用截面回归与面板数据模型进行的研究发现:随着人均GDP与人均国民总收入的增长,一国的出境旅游率将会呈现指数形态的上升,在现价美元16000元左右将会出现出境旅游的爆发性增长;但一国的出境旅游率存在大国效应,人口规模与出境旅游率呈负相关关系;研究结果还显示,只有经济发展到达一定阶段后,经济增长速度对出境旅游增长的影响才会明显表现出来。  相似文献

Hong Kong, like other countries with developed economies, is experiencing significant population ageing. The shift in the population age structure results from a combination of decreasing mortality rates and prolonged low fertility rates. This paper investigates the economic impact of changes in a population's age structure. We forecast on sex-specific labour force participation rates (LFPRs) and the economic dependency ratio (EDR) using different scenarios. Our results show that the below-unity level for the EDR—prevalent since 1996—will exceed unity in 2015 and rise steeply thereafter. By 2036, the projected EDR will reach an unprecedented high of 1.4, where every three economically-inactive persons will be supported by two economically-active persons in Hong Kong. This projection not only reflects a significant age shift towards the older end of the age spectrum, but is also driven by declining LFPRs among men.  相似文献

The Communist Party of Vietnam’s (CPV) market reform policies—introduced in the late 1980s and carrying on today—have opened the country to foreign investment, deregulated state-owned enterprises, decollectivized agricultural cooperatives, and encouraged foreign direct investment. However, what the Party has not wanted reformed, and has fought strongly on behalf of, is culture. Using primary source official CPV cultural policy documentation and secondary sources highlighting contemporary meanings of Vietnamese and foreign cultures, this paper evaluates the Party’s use of culture as a resource in the direction and regulation of the nation’s market economy with a socialist orientation. While culture is expedient for all governments, I argue that the CPV’s intent is unique in that it uses culture as an instrument to maintain its ownership, rather than simply to legitimize its regulatory ability, over the national political economy. This paper aims to show how culture is part and parcel of post-socialist governance’s political-economic framework and contributes to debates surrounding the reach and impact of neoliberalism in formerly command economies.  相似文献

In this article, I employ feminist and Marxist tools to expose the struggles over the constant plunder and expansion of global capitalism along Mexico's northern border, specifically in Ciudad Juárez, Chihuahua. In particular, I examine how an official politics – promoted by the Mexican and US governments – for forgetting the economic and social devastation of a transcontinental drug war contributes to the mechanisms for further exploiting the working poor. By combining a feminist focus on the daily struggle of social reproduction with a Marxist emphasis on accumulation by dispossession, I show how this official ‘forgetting’ segues with an international gentrification plan in downtown Ciudad Juárez that seeks to expand the rent gap by denying place, legitimacy and legal status to the working women and their families who have made this border city famous as a hub of global manufacturing. As such, I argue that the social struggles against the official forgetting are struggles against a violent political economy that generates value via a devaluation of the spaces of the working poor, even of the spaces of their literal existence.  相似文献

In this study I demonstrate how presidents influence the decisions of the House Rules Committee. I show that, since the late 1980s, this rise in presidential influence has not been at the expense, but rather at the behest, of Speakers intent on instilling greater partisan order over the House. Speakers direct the Rules Committee to protect through restrictive rules those bills expressly supported by co-partisan presidents. Moreover, they do the same for bills opposed by presidents from the competing party. Statistical analysis of rules granted to almost 1,800 bills between 1977 and 2004 shows that these exogenous partisan factors perform more robustly than prevailing committee-based spatial models in the explanation of Rules Committee decisions in the postreform era. I conclude that scholars must continue to develop and refine formal and statistical models that explain the role and influence of partisanship not just within institutions, but also across them.  相似文献
