COMPOSITION VARIATIONS IN OBSIDIAN SOURCES AND THE ARCHAEOLOGICAL IMPLICATIONS*

An obsidian source can exhibit considerable variations in chemical composition. One such flow at Borax Lake in Lake County, California has been carefully investigated by neutron activation analysis of specimens from a number of different loci. It was found that the variable elements were completely coherent, and thus judgements concerning provenience could be just as definitive as with extremely homogeneous materials.     

THE LONG-RUN ECONOMIC IMPACTS OF FEDERAL,STATE, AND LOCAL FISCAL POLICIES IN METROPOLITAN AREAS*

ABSTRACT. This paper uses new estimates of metropolitan factor demand and output supply functions to study how federal, state, and local fiscal policies affect metropolitan economies. We illustrate our work with findings for ten metropolitan areas in five states for changes in state corporate income taxes, local property taxes, the federal corporate income tax, an investment tax credit, interest rates, public capital stocks, output prices, and tax and regulatory policies affecting gross wages. It is clear from these simulations that a policy that is nominally the same everywhere will have repercussions that vary widely across regions and cities.     

THE NET FISCAL IMPACT OF SELECTED FEDERAL BLOCK GRANT PROGRAMS*

This paper examines the net fiscal benefits of various federal grants and taxes paid to finance them. Net, effective tax rates are calculated for all county areas in the U.S. for seven measured grant programs, and the distributions of such tax rates are examined in conjunction with the median family incomes of the county areas. Inferences about the progressivity (or regressivity) of the grant programs are made, as well as inferences about the horizontal equity of the grant programs through the use of a new class of index numbers. It was found that more progressive grant formulas, which provide greater rates of subsidy to areas with lower median family incomes, also tend to be less horizontally equitable.     

PUBLIC INFORMATION ON SOCIAL CHANGE: TV COVERAGE OF WOMEN IN THE WORKFORCE*

This article analyzes the thematic and visual content of ten years of nightly television news coverage of women in the workforce and employment discrimination. The authors find that the total amount of coverage is small, the visual context often undercuts the usually anti-discriminatory text, and NBC provided the most coverage. The possible sources of these patterns are examined: the elite newspaper agents, male domination of network news, decision-making, cultural definitions of event news, and consensus values and news controversy.     

LOCAL ECONOMIC POLICIES AND SOCIAL CITIZENSHIP IN SPANISH CITIES

This paper examines the restructuring of the local economy in Spain's largest cities, particularly Barcelona, but also Madrid and Seville, in relation to the main changes that have taken place in the urban environment since local democracy was re-established after the elections of 1979. This involves an analysis of the real capacity and impact of local council intervention in the economy and in the extension of the social dimension of citizenship. Despite their relatively small resources, local administrations have in the last few years attempted to create a more dynamic approach of leading, or at least collaborating in, economic and social reconstruction. The increasing role of localities in the economy has been particularly important since, in addition to counteracting a strong centralist tradition, it has coincided with the emergence of a new urban democratic arena which permits more social participation. However, the restructuring of state political and administrative power remains problematic at the local level due not only to the historical will of central government to apply a homogeneous pattern to heterogeneous urban realities, but also to the control that new regional governments seek to exercise over cities.
