The investigation of consensus was a leading theme in the political sociology of democracy from the early 1950s until the late 1960s. Consensus has since become something of a suspect category of social inquiry. The consensus literature (V. O. Key, R. Dahl, H. Eckstein, S. M. Upset, G. A. Almond) has been charged by the ‘post‐behaviouralists’ as conservative politics disguised as impartial social science. This paper investigates the possibility of restoring consensus as a research category through an examination of its original use by John Stuart Mill. The link between Mill and contemporary political sociology is Edward Shils, who is here identified as one of the guiding spirits of the consensus literature. The paper compares consensus as treated in Mill's explicitly political science with Shils’ implicitly political science. The ‘post‐behaviouralists’ sought the recovery of the political as the leading theme of social inquiry. This is exactly as Mill originally intended. The consensus literature, however, took its bearing from Shils’ restatement of Mill, in which the political categories are submerged according to the demands of a novel and apolitical science of politics. The recovery of democratic consensus as a research category would greatly benefit from the substitution of Mill's original project in place of Shils's much weaker, if more influential, restatement of it.  相似文献

ABSTRACT

This article responds to the statistically established finding in democratisation studies that British rule seems to have been good for the survival of democracy in its former empire, and that the longer a nation spent under British rule, the likelier it is to have sustained democracy since independence. This is a finding which puzzles political scientists because they think of democracy and empire as opposites. The article considers the uses made of democratic innovation by the British and the responses anti-colonial nationalists made to the offer to ‘lead them to democracy’. It places democracy and empire in a different, more complex relationship. It also considers the contribution of anti-colonial protest to the working of democracy.  相似文献

The Five Virtues theory, designed to legitimate rules, was based on the belief in a cosmological system. The theory of the Five Virtues was replaced by the theory of Confucian orthodoxy based on moral critics during the renaissance of Confucianism in the Song Dynasty. The intellectual elites in the Song Dynasty launched a campaign against the Five Phases theory and the Apocryphal Texts, Fengshan, and Chuanguoxi, which constituted the main body of traditional political culture. They sought to eliminate the theoretical value of these traditions and eradicate their influence on people’s thoughts. Their high keyed and advanced political and ethical notions during the Song period became universal values in the Yuan, Ming, and Qing dynasties. The changes in the traditional political culture reveal the intellectual trends from the Song Dynasty throughout the Qing Dynasty. The idea of the ‘integrated museum’, a more socially inclusive form of cultural institution, was a key outcome from the UNESCO/ICOM ‘Round Table of Santiago’ in 1972. Many of the concepts embodied in this idea became part of ecomuseum philosophy and practice during the 1970s and 1980s, in particular the need to involve local communities and make museums more democratic. The ecomuseum has the potential to be a socially inclusive mechanism and is now a worldwide phenomenon. Many of its tenets (the museum as territory, fragmented sites, in situ conservation and community leadership) are used—in a variety of ways and with varying success—as a mechanism to conserve cultural and heritage resources and to construct and promote local or regional cultural identities. Although the philosophy and practice of ecomuseums has been subject to criticism, they are still being created, mainly in rural areas, as a means of conserving traditional landscapes and ways of life. Japan has embraced the ecomuseum philosophy, and three contrasting ecomuseums (Hirano, Asahi and Miura) are described here, their roles analysed and their democratic nature questioned. It appears that the ecomuseum does have the ability to be a truly democratic method of heritage conservation, but that ultimately much depends on leadership and the identification of the local community as the key stakeholder.  相似文献

This article examines Austrian policy towards the Italian states from the Congress of Vienna to the revolutions of 1848. It argues that the paramount concern of Habsburg policy was not revolution, but rather the maintenance of a hegemonic position in the peninsula against threats from the Habsburgs’ traditional enemy ‐ the French. Revolution caused significant concern only because it might provide the French with a pretext for intervention in the peninsula. Consequently a number of strategies were adopted both to forestall insurrection (vigorous policing, encouraging moderate reform programmes, armed intervention), and to retain influence over the peninsula's rulers (diplomatic pressure, dynastic and military alliances, promises of assistance against unrest). However, by the 1830s the Austrians were faced by increasing challenges to their position of dominance. This was in part because of the personal ambitions of individual Italian rulers, but it also reflected the changing situation in Paris after the July Revolution, and in Vienna after the death of Francis I.  相似文献

Abstract

In this essay, the author will attempt to analyze the overall relationship established between the party of Christian Democracy (so named for its affiliation with a traditional religion) and the phenomena of the sacralization of politics that have so profoundly shaped the character of mass parties in the twentieth century. The quest for consensus led the Catholic party to adopt a new language, based on mythical thinking and profoundly indebted – in content and mode of communication – to the experiences of totalitarianism. The active rivalry with political religions marked, both in the phase of development and in the process of communication, the forms of mass political expression of Christian Democracy. De Gasperi's proposal concerning the definition of new identities and political affiliations, both on the national level and on the broader Western level (both in European and Atlantic terms) was the product of a unique ideological development in keeping with the requirements of modern mass politics.  相似文献

Abstract. This article posits that individuation is a determining factor in making democratisation efforts workable or, where it is absent, ethnic conflict likely. Somalia serves as a case study. Since the Somali state has not been able to secure individuals' social welfare or their futures, citizens use genealogies, which chart trustworthiness, to construct social welfare safety-nets. There is also a moral dimension to genealogy. This is quite different from what occurs in the democratic West, where the state has guaranteed individuals a significant measure of social welfare security over time, and where identity can be considered situational. I argue that under conditions of uncertainty, such as have existed in Somalia, identity is not at all situational, but is fixed and fixes individuals in ethnic groups. The push to democratise can then lead to armed ethnic conflict.  相似文献

(一) 庆历新政和熙丰变法是北宋中期两次大的变革运动,虽然这两次改革运动中间相距差不多24年的时间,但是一般认为熙丰变法是庆历新政在更大规模和范围上的继续.这是因为:一、庆历新政拉开了宋代变法运动的序幕,由于庆历新政的昙花一现,未能缓解日趋尖锐的社会矛盾,因而随着统治阶级的危机的加深,士大夫要求改革现状的呼声不断高涨,"方庆历、嘉祐,世之名士常患法之不变也."①二、在局部地区出现了改革的新举措和新动向,如陕西青苗钱,郭谘千步方田法,浙江路李复圭改用出钱召人承募衙前役等②.从而为大规模的变法运动作了准备.由这二点来看,把从庆历新政到熙丰变法约半个多世纪的历史过程,称作变革时期,大致是符合历史事实的.  相似文献
