Is there evidence of significant ethno-linguistic/ethno-national rallying around the nation in Ukraine—as social science would have us expect in times of conflict? And, if so, might we expect this ethno-linguistic/ethno-national identity to rise with the prolongation of war? Or instead, is Ukrainian “civic-ness” the primary rally call that shaped and shapes collective identity in Ukraine? And if this collective identity is not ethno-linguistic in orientation then what values and political dispositions are bringing Ukrainians together in a time of crisis and war? Whilst political science might suggest that violence and extended periods of war can produce rallying to ethno-linguistic/ethno-national identity—original panel survey data collected among the Ukrainian population in March/April 2019, January/February 2021, and 2 December 2021/16 February 2022 coupled with a cross-sectional nationally representative survey collected 19–24 May 2022 provide evidence that ongoing regional war, crises, and now all-out invasion by Russia have shored up civic and not ethno-linguistic/ethno-national identities. Moreover, this civic identity is bounded to pro-European pro-democratic orientations.  相似文献

This article examines the rebuilding of World War II cemeteries and mass graves. It compares the cult of the war dead in Germany, Romania and Russia and analyses examples of restorations of war cemeteries by these countries in Moldova. This reveals how the former war allies and adversaries now collaborate, as well as their attempts to overcome the political and ideological divides of recent decades through the reburial and remembrance of the war dead. The search for the war dead occurred at a time when each of these countries was “coming to terms” with its recent totalitarian past and, at the same time, was looking for recognition in a new international context. The convergence of the private and the political in the remembrance of the dead led at times to reconciliatory discourses and at others to a restatement of the “sacredness” of the past or of exclusivist national ideals.  相似文献

Populations are affected by shocks of different kinds, and wars, a priori, may be among the most prominent. This article studies the effect of the Spanish Civil War (1936–1939) shock on the distribution of population, especially on cities. One of the main contributions of this study is that it underlines the importance of distinguishing between winning and losing sides, an aspect which until now has been largely overlooked. While previous research on war shocks has also tended to be concerned with inter-state wars, this paper concentrates on a civil war. We take advantage of a new, long-term, annual data set. Our results show that, overall, the Spanish Civil War did not have a significant effect on city growth. However, we also find a significant and negative effect in the growth of cities that aligned themselves with the losing side. These results are robust to heterogeneity in the effect of the war shock, measured as war severity and duration. Although short lived, the temporary effect on growth results in a permanent effect on the size of cities on the losing side.  相似文献

This article presents three distinct interpretations of how parliamentary war powers affect British foreign policy more generally, based on a detailed analysis of the debate preceding the vote in parliament in August 2013 on whether Britain should intervene in the Syrian civil war. The first interpretation treats parliament as a site for domestic role contestation. From this perspective, parliamentary war powers matter because they raise the significance of MPs' doubts about Britain's proper global ‘role’. The second interpretation treats parliament as a forum for policy debate. There is nothing new about MPs discussing international initiatives. But now they do more than debate, they decide, at least where military action is involved. From this perspective, parliamentary war powers matter because they make British foreign policy more cautious and less consistent, even if they also make it more transparent and (potentially) more democratic in turn. The final interpretation treats parliament as an arena for political competition. From this perspective, parliamentary involvement exposes major foreign policy decisions to the vagaries of partisan politicking, a potent development in an era of weak or coalition governments, and a recipe for unpredictability. Together these developments made parliament's war powers highly significant, not just where military action is concerned, but for British foreign policy overall.  相似文献

This article investigates how expansive new security projects have gained both legitimacy and immediacy as part of the 'global war on terror' by analysing the process that led to the fencing and securitising of the border between India and Bangladesh. The framing of the 'enemy other' in the global war on terror relies on two crucial shifts from previous geopolitical boundary narratives. First, the enemy other is described as not only being violent but also as outside the boundaries of modernity. Second, the enemy other is represented as posing a global and interconnected threat that is no longer limited by geography. These two shifts are used to justify the new preventative responses of pre-emptive military action abroad and the securitisation of the borders of the state. This article argues that in India the good and evil framing of the global war on terror was mapped onto longstanding communal distinctions between Hindus and Muslims. In the process, Pakistan, Bangladesh and increasingly Muslims generally are described as violent, irrational and a threat to the security of the Indian state. These changes led to a profound shift in the borderlands of the Indian state of West Bengal, where fencing and securitising the border with Bangladesh was previously resisted, but now is deemed essential. The article concludes that the framing of the war on terror as a global and interconnected problem has allowed sovereign states to consolidate power and move substantially closer to the territorial ideal of a closed and bounded container of an orderly population by attempting to lock down political borders.  相似文献

This article analyses ethnic nationalism and liberalism as expressed in the views of Croatians in the aftermath of the 1991–5 war – a war during which ethnic-nationalist rhetoric played a large role. Because the war was part of systemic change in the nation, including the adoption of more democratic and capitalist social formation, we also anticipated economic and political liberalism to be present among a sizeable portion of the population. We provide an analysis of the structural conditions fostering these sentiments, an analysis potentially applicable to a range of societies presently in transition. Based on 1996 survey interviews (N=2,202) conducted throughout Croatia, we show that ethnic nationalism in the Croatian context is more widely shared than is liberalism. The effect of religious fundamentalism, educational attainment and media exposure are as predicted, based on theories of liberalism and nationalism. Wartime experiences and position in the occupational system have a weaker and more mixed influence than hypothesised. Perhaps most importantly, we find that three out of five Croatians embrace both ethnic-national views and views that are distinctly liberal, suggesting that liberal nationalism is now dominant in Croatia. The characteristics of groups holding differing views suggest that recent events and current changes in Croatia bode positively for continued growth of liberal sentiments, but this will not necessarily be at the expense of ethnic nationalism.  相似文献

During the last two years media attention has centred on the issue of torture during the Algerian war. An exploration of this debate shows that the deep passions and tensions which have, in the past, bitterly divided the participants in the war and prevented an objective historical investigation or dialogue, are now receding. In France, in spite of a long history of state secrecy surrounding 'sensitive' archives, there has been a quiet but significant liberalisation of access and a new body of research based on this huge and growing body of evidence is dramatically changing our understanding of the war. Although many historians hope to see a growing Franco-Algerian collaboration, the torture debate reveals at the same time how far the current political crisis in Algeria and the authoritarian military regime continue to impede access to archives and a more open research agenda.  相似文献

Strategic discourse and the use of force in the twentieth century have become increasingly virtual. Leading the way, as the dominant actor in global politics, is the United States, whose diplomatic and military policies are now based on technological and representational forms of discipline, deterrence, and compellence that could best be described as virtuous war . At the cyborg heart of virtuous war is the technical capability and ethical imperative to threaten and, if necessary, actualize violence from a distance—with no or minimal casualties. Using networked information and virtual technologies to bring 'there' here in real time and with near-verisimilitude, virtuous war exercized a comparative as well as a strategic advantage for the digitally advanced. It has already become the 'fifth dimension' of US global hegemony, with a very real gap opening between technological capability and strategic value on the one side, and theoretical understanding and ethical awareness on the other. There is a clear and present need to develop a virtual theory that can assess the perils and promises of this intimate relationship between modes of representation and violence.  相似文献

Abstract

In George W. Bush's inaugural address, informed by ‘compassionate conservatism’, there was a tension between two familiar goals in US political discourse: conserving the status quo and changing the world for the better by cleansing it of sin. In Bush's discursive construction of the war on terrorism, ‘compassionate conservatism’ and the construction of sin were folded into a unified discourse, with the emphasis on preventing dangerous change rather than creating positive change. A static state of safety, constantly protected by ‘compassionate conservatism’ and war, is now offered by American conservatives as the most viable and most patriotic way to stave off the forces of sin.  相似文献

Drawing largely on archival records, this paper examines the Australian use of a detachment from the Native police force to guard the Australian war criminals' compounds for Japanese war criminals established at Rabaul and Manus Island, both in the Territory of New Guinea, from 1945 to 1953. Australia was the only Allied country in the immediate post-war period to utilise civilian police as guards for Japanese war criminals, let alone to draw principally upon Indigenous personnel. While Australian views of the Indigenous population remained paternalistic, if not outright racist, throughout this period, the use of the Native police opened up some small space for more complex perceptions of questions of racial difference. Yet, the Native police detachment to the Australian war criminal compounds has been, until now, generally overlooked in the broader history of the Native police forces of Papua and of New Guinea.  相似文献

The Battle of Cheriton in 1644, one of many English Civil War battles, was a major turning point in the war. The battle has not been studied in detail, but the battlefield has been subject to extensive amateur metal detecting. Until now, only a very small percentage of the Cheriton battlefield assemblage has been examined. This paper aims to gain a new understanding of the events of the battle by analysing the assemblage of small finds that has been collected from the battlefield site. The result of this analysis is that the true location can now be provided with some certainty, along with a better understanding of the events and range of weapons used at the battle.  相似文献

The main goal of the 2003 war with Iraq of the coalition forces led by the United States was to topple Saddam Hussein's regime and establish a new political system that would adopt democratic practices. Iran, a country that deemed Saddam's regime to be a threat, considered this war to be very helpful in many ways — first because it put an end to Clinton's “dual containment” approach and would thus help Iran to become a regional superpower at Iraq's expense. Second, a war with Iraq could put an end to the decades of oppression of the Shi'a community in Iraq. This article argues that Iran's involvement in Iraq's internal affairs created chaos in Iraq and contributed to the sectarian conflict against Sunni terror groups, notably the Islamic State of Iraq and Syria (ISIS), also known by the Arabic name Daesh, a terror group with the most extreme form of Sunni Radical Islam ever known. The sectarian conflict that resulted from the above is now taking place between the Sunnis and the Shi'a of both Persian and Arab backgrounds and this clash could not have become as radical as it is without Iran's aggressive foreign policy. It should, however, be noted that Iran is not the sole player in the country and therefore its part in inflaming sectarian conflicts should be viewed through a realistic prism that allows other forces — domestic and foreign — to be seen as having influenced the events for their benefit.  相似文献

Abstract

During this last century war has taken more lives and wrought more damage than in all of human history. Its persistence - with over a hundred armed conflicts on the scale of ‘war’ raging in the last decade - prompts a search for causes, since diagnosis comes before a cure. Many fingers point to the stress of poverty as a major contributing factor, but both anecdotal and modelling approaches reveal that poverty has not been and is not now a significant proactive or enabling factor: if poverty were to become a thing of the past there would be no assurance that wars would be eliminated or even significantly reduced. Poverty is associated with societal stress and with sporadic and endemic societal violence, but stress does not lead to war or play a major role in enabling the rise to power of war prone leaders and their associated elites unless other factors are at play. The causal factors conducive to war making are varied but all are characterised by tribal, religious, and ethnic rivalries that political leaders exploit to mobilise support for war, and/or by the lust for money or hegemonic power of the political leadership. It is exceptionally difficult to prevent the rise of leaders who, for various self-serving reasons, are able to gain power and are prone to pursue policies leading to war. The way to thwart these ambitions is to create conditions, nationally and internationally, that are inimical to the rise to power of such leaders and, if they do gain power, to make the realisation of their war bent policies too costly to them. At the national level of governance the essential elements of policies to create such war inhibiting conditions are education, especially at the primary level, a free independent media, and a guaranteed protection of political and civil rights - in a phrase, democratic governance. At the international level of governance the support calls for financial and other forms of assistance that would enable national governments to carry through the democracy enhancing programmes and projects related to education and to political and civil rights, and measures to strengthen democratic control of the system of international institutions and to constrain the exercise of national sovereignty in those areas where doing so enhances ‘the global common good’, one key element of which is the radical diminution of international and intrastate wars. Economic and social rights are the other aspects that comprise the concept of ‘human rights’, and, though they are mutually reinforcing, for tactical reasons the struggle to achieve these rights should be pursued on a separate track from the struggle to gain political and civil rights that appear to face less formidable obstacles and could thus, in the short and medium term, progress sufficiently to have a significant impact in reducing the occurrence and intensity of wars.  相似文献

The now widespread Igbo belief in a Jewish ancestry goes back to the 18th century. However, it was during and after the Nigerian civil war (1967–1970), in which at least one million Igbo died in the failed bid for Biafran independence, that Igbo identification with and as Jews concretized. Igbo saw themselves as sufferers of genocide, like the Jews of World War II in Europe, and as inhabitants of a beleaguered plot of land surrounded by hostile forces, similar to the state of Israel. The civil war and its disastrous consequences initiated a still ongoing period of intense questioning among the Igbo concerning their history, present predicaments, and future prospects. A small number of Igbo began to question why, if they were in fact Jews, they should continue practising Christianity. Their community now numbers between 2,000 and 5,000 people throughout Nigeria. There are three established Nigerian synagogues in Abuja, the federal capital, most of whose members are Igbo. The significance of Biafra, the centrality of the state of Israel, pride in Jewish ancestry and practice, and questions surrounding the range of Jewish skin colour, predominate in Igbo Jews' discussions of their identity. In contrast to the vast majority of Igbo who, if they maintain a sense of Jewish identity, do so while practising Christianity, Igbo Jews have severed themselves from the now dominant religion. Understanding themselves to be part of the global Jewish community of the diaspora and the state of Israel, the Igbo practising Judaism in Nigeria are eager for religious and political recognition from world Jewry and the Jewish state. However, self‐identifying Jewish groups without documented historical connections to more established Jewish communities face considerable challenges in gaining such recognition, particularly as genealogical Jews.  相似文献

Understanding the determinants of attitudes toward war is important for the prevention of military conflicts and the promotion of peaceful conflict resolution. To examine American and Iranian attitudes toward war, questionnaires were administered to American and Iranian college students in the United States and Iran respectively. The results of the study revealed that American students generally have more positive attitudes toward war than Iranian students. Since most Iranians in the sample experienced eight years of war with Iraq whereas Americans never had direct experience of war, it was predicted that direct experiences of military action could explain this cross-national difference. Among Iranians those who experienced the Iran–Iraq war had more negative attitudes toward war compared to Iranians who did not have such experiences. The results further demonstrated that being authoritarian, religious and male were independently related to having positive attitudes toward war in both samples.  相似文献

Between the announcement of the armistice on 8 September 1943 and 1948, the anti-fascist ruling class developed a narrative of the ‘Fascist war’ that was destined to mark deeply the historical conscience of the country and the national self-image. Until now, extraneous to both of these has been the awareness of Fascist Italy's role as protagonist in a policy of aggression towards various foreign states (Ethiopia, Albania, France, Greece, Yugoslavia, the Soviet Union) and as an occupation regime distinguished by violent forms of repression and control not dissimilar to the abominations committed by Nazi Germany in western Europe. A study of the debate on the question of Italian war crimes and criminals from 1943 to 1948 will shed light on this lacuna in the historical memory of the Italians.  相似文献

The countryside around towns is under increasing pressure for development as a result of the centrifugal forces which have characterised the capitalist urbanisation process in the post‐war era. Conflict between pro‐growth and anti‐growth interests is now endemic in many peri‐urban areas. This paper identifies the principal agents involved in the production of the built environment in the urban fringe and presents a detailed analysis of how divergent interests interact to determine the nature of the fringe environment. The research informs academic debate on rural land conversion and provides guidance for decision‐makers charged with management of the urban fringe.  相似文献
