Conflicts related to demographic and cultural change in Europe regularly find their expression in struggles over the presence and visibility of religious buildings and groups. As this editorial argues, these conflicts can best be understood from a postsecular perspective that takes into account overlapping and diverging histories of state-formation and secularization. The papers collected for this special issue on public religion and urban space demonstrate that many of the difficulties that European societies face in accommodating religious diversity stem from historically formed relationships between national political identities and religious identities. In many European cases, secularization did not entail a fundamental separation between religion and politics but the formal establishment of one single national church or two competing ones, but territorially based national churches. One of the consequences of these types of establishments is that certain religious traditions are generally described and experienced as fitting with the nation and others are not. The contributors to this special issue show in detail that the struggles of contemporary religious movements in Europe to become present in the public domain are related to commonly accepted understandings of where and how religion should manifest itself in the urban environment, based on the public life of religious traditions that are considered part of the nation.  相似文献

This paper argues that the approach to questions of authority, legitimacy, and personal identity characteristic of contemporary European law presents a paradox. The power of the legal project that emerged after the French Revolution lay in its deployment of the notion of abstract legal subjectivity to challenge claimed authority. Much is made of the public law dimensions of this revolutionary moment—the creation of political constitutions establishing national citizenship and human rights standards. But the transposition of abstract legal subjectivity into the private law through national social constitutions like Civil Codes has been far less successful. Abstract legal subjectivity in public law regimes necessarily privileges some personal identities over others in its construction of citizenship. These privileged identities of public law citizenship limit how legal subjects can express their identities in the private law. The paper proposes an alternative, pluralist, theorization of the diverse, iterative character of everyday human interaction that gives content to the idea of legal subjectivity in the private law. It seeks to reconcile a public law of abstract, unitary citizenship with a private law of plural legal subjectivities in a manner that advances the project of democratic constitutionalism.  相似文献

Since the late 1980s there has been a diversification of European migratory flows. States, which remain the key actors in migration policies despite growing European harmonisation, have responded to these complex patterns and contradictory pressures by diversifying migrant categories and statuses. The heterogeneity of migrant statuses, especially the growth in the number of those on temporary statuses and the undocumented, challenges the thesis of a post national citizenship as having been achieved in relation to non European Union or third country migrants in the European Union. The recent proposals to extend mobility and socio-economic rights to third country nationals in the EU will only apply to long-term residents with evidence of adequate resources. The inability to confront the contradictions and tensions between economic needs and political closure will lead to more repressive conditions for undocumented migrants and reinforced border controls, especially in the light of the electoral success of Far Right parties and widespread anti-immigrant attitudes in a number of European Union states.  相似文献

This article explores how the postcolonial cities of Kolkata and London are remembered across space and time through the translocal memories of a religious minority, followers of the Hindu reform sect, known as the Brahmo Samaj. London Brahmos represent a miniscule translocal community, historically located in the urban culture of Kolkata and yet with a long tradition of travel and migration inside and outside India. Drawing on interviews with London Brahmos, who migrated to London from Kolkata from the 1950s onwards, the article focuses on the role of urban memory as a translocal and sensory practice, infused with enchantment. I start by considering how London and Kolkata are connected through translocal memories of mobility and dwelling. I then move on to contrast sensuous and sterile memories, which emplace translocal urban imaginaries of Kolkata and London and examine the limits of translocality to connect cities and lives through mapping a variety of situated urban sensescapes.  相似文献

Abstract. This article explores the emergence of the dominance of racialised Turkish citizenship. Contrary to the conventional methods that investigate the early republican era, this paper starts by examining the final years of the Ottoman Empire with a special emphasis on the Balkan Wars as the birth of racialised technologies of citizenship. Then, I analyse the encounters between racialised thought in the Ottoman Empire in the twentieth century and its recurring counterpart in these encounters: ‘European modernity’. Next, I dwell on an illustration of a materialisation of racialised citizenship in the Ottoman Empire: the displacement and elimination of Armenian citizens. Finally, by probing the dominant strand of modern citizenship and nationhood in Europe, I articulate the commonalities of racialised citizenship in Europe and the Ottoman Empire in the early twentieth century. I conclude by arguing that race as a particular identity should not be seen as an institutionalised aspect of citizenship only in ostensibly ‘Oriental and absolutist regimes’. Instead, the focus should be on moments at which ‘European modernity’ and various nationalisms (racial, ethnic, cultural) mutually constitute each other.  相似文献

Sherilyn MacGregor astutely highlights possible points of tension between the socioeconomic agendas, processes and outcomes of ecocity and feminist urban visions. MacGregor also claims ecofeminism may benefit from utilising the language of citizenship to move beyond essentialised gender and spatial associations of care to address such possible tensions between ecological and feminist agendas. Responding to MacGregor's reflections on options for taking care into the public realm, and the need in this to question the public–private divide, this paper asks whether the traits highlighted by Chantal Mouffe's citizen can be applied to the socioeconomic aspirations of the ecocity, addressing possible tensions between ecocity and feminist aspirations on the basis of a de‐essentialised ethic of care.  相似文献

The goal of this research is to examine the processes of suburbanization and sprawl in two post-socialist capital cities in Southeast Europe – Belgrade, Serbia and Sofia, Bulgaria. Our analysis begins with a survey of relevant historical developments in the two cities, which illustrates the impact of major political, economic and social drivers on urban development processes and form. We follow this with an empirical study aimed at identifying contemporary features of peri-urban processes occurring in the two cities. Specifically, we explore spatial patterns, general population trends and changes in urban densities. Our study confirms earlier observations by other researchers that processes of suburbanization are occurring in Belgrade and Sofia. Yet this research goes further and emphasizes the specific combination of conditions inherited from the era of state socialism and the features of South-east European urban culture. Thus regarding the form of urban expansion, we observe relatively weak trends of sprawl with strong local specifics. On this basis, we discuss our empirical results with the objective of identifying the specifics of studied processes in Belgrade and Sofia as a grounds for the articulation of an appropriate policy framework.  相似文献

Recent public debates about Australia's children and young people have begun to acknowledge the direct impact of urban development on their health and well-being. This paper reviews a broad range of trans-disciplinary literature addressing child-friendliness in contemporary Australian cities, drawing particular attention to the fact that even some of the most recognised texts on children and young people in Australia still make few references in their analysis to the issue of place and neighbourhood. More specifically, the paper points to two particular research challenges confronting the ongoing study of young people's well-being in urban areas, including (a) the need for a more thorough analysis, both conceptual and applied, about how children and young people's well-being is affected by different urban forms and by the social and ecological variations that occur throughout cities; and (b) the focus on younger children needs to be complemented by a focus on adolescents and young adults who in turn need to be actively involved in confronting these challenges.  相似文献

There is a link between changes in the contemporary political economy and the criminalization of homelessness. Anti-homeless legislation can be understood as an attempt to annihilate the spaces in which homeless people must live, and perform everyday functions. This annihilation is a response to the economic uncertainty produced by the current political economy. The process of criminalizing homelessness 1) destroys the very right of homeless people to be; and 2) reinforces particularly brutal notions of citizenship within the public sphere. Such laws are made possible when urban government and surrounding communities and elites seek to promote the urban landscape at the expense of urban public space. This usurpation of public space will have profound impact not only on homeless people but also on how the housed interact with each other.  相似文献

Regime theory provides a framework for exploring changes in development patterns and internal dynamics of growth coalitions. Academic debates on sport and urban development have focused on large American and European markets, where such venues are increasingly led by urban regimes that aim to leverage public goals through private investment. Based on a detailed qualitative analysis of four projects in three major Israeli cities, this work examines a different typology of sport venue development – ‘public regime’, which operates in a small market context. The Israeli public regime neither allows the private sector to assume central roles in the design, development and operation of venues nor does it stimulate real estate development anchored by the venue. The assumption that professional sports is not a viable business in small markets is used to justify the public monopoly that regards the venues as public amenities, legitimizing the lack of strategic and business plans, producing benefits for the local political elite but doing little to stabilize professional sport and secure economic returns for the public. The more affluent city of Tel Aviv demonstrates a breakout from a pure public regime, where public control is retained but more business-oriented considerations are incorporated.  相似文献

Women’s public lives in Pakistan are often presented through tropes of oppression and restricted mobility. While women do struggle with all kinds of limitations that curtail their movement in the public sphere, they also negotiate their way and find their place in the public realm through various means that remain understudied in this context. In this article I track women’s movements in public space in the historic quarters of Karachi, Pakistan’s largest and most populous city. What emerges in the study is that a key aspect of women’s movement through their neighbourhood is their membership in or attachment to various sovereign arrangements – political and religious, formal and informal – that seek to rule and govern the space of the quarter. These arrangements include political parties and groups, religious organizations and the shrines of Sufi saints. Ultimately I argue that women’s public lives are driven not so much by the assertion of an individualized citizenship as by an attachment to and association with collective arrangements that allow a participation in the making of political and religious imaginaries.  相似文献

The increasing fortification of borders produces new urban forms of irregular migration. This paper invokes the concept of “borderzone departure cities” as urban constellations created where global migration routes meet blocked borders in cities which become jumping-off points from which migrants try to depart. The paper examines Athens and Calais as borderzone departure cities located at both sides of the EU Schengen area. By focussing on the Athenian City Plaza squat and the makeshift Calais Jungle camp as emblematic yet relational spaces of departure, the paper moves beyond the squat/camp divide to better understand how irregular migrants struggle against hostile bordering apparatuses through urban practices of meanwhile inhabitation and mobile commoning. The paper illustrates how these spaces were variously assembled, run, and experienced to form the conditions for movement and stay, each holding different potentials for creating solidarity infrastructures and negotiating forms of migrant citizenship to support the uncertain urban realities of those stuck on the move.  相似文献

Abstract:  Recently a "mobility turn" has entered critical geographic discourse. This mobility turn recognizes that mobility is at once physical movement and contains social meanings that are manifested in a politics of mobility. In this paper I contribute to this emerging line of inquiry by exploring how the politics of mobility is manifested in localized urban processes. Mobility, as with the broader localized urban process, is political and ideological, and this is particularly true with contemporary debates about automobiles and parking in cities. I explore parking as an example of the broader contestation of urban space, using a case study of San Francisco, California. There are three broad factions in San Francisco's parking debates—progressives that advocate for less parking, neoliberals that advocate that market-based pricing determine the amount of parking, and neoconservatives that advocate for more parking. Throughout the paper, I provide thoughts on the relationship between parking, space, ideology, and the broader urban process.  相似文献

By examining the geographical, economic, religious, and social changes experienced by those who became Pentecostals, and by comparing the religious and cultural backgrounds of native and migrant Angelinos in the 1920s and 1930s with the Pentecostal message, this article demonstrates that several factors contributed to the receptivity of those who lived in the Los Angeles region. First, a deep sense of dislocation predisposed a number of white Angelinos to religious realignment. Next, African Americans were just emerging from one of the most trying times in their long history of suffering, and that suffering had led to millennial expectations that the Pentecostal movement seemed to presage. Then, the Pentecostal message influenced the direction of that realignment by appealing both to those expectations and to other specific cultural characteristics common to many Angelinos. Finally, the article shows that the Pentecostal experience provided a sense of empowerment that some in the movement found transformative.  相似文献

This paper explores the politics of migration through a focus on labor migration regimes and the urban lives of migrants in the Seoul Metropolitan Region of South Korea. In particular, it draws attention to the ways in which migrant lives highlight the limits of the contemporary emphasis on control in migration management regimes. The paper contends that while migration management certainly reworks the socio‐legal status of migrants, the desire for control is often displaced in the everyday presence and practices of migrants as urban residents. In order to develop this argument I focus on the notion of the urban periphery as a spatio‐temporal configuration that manifests marginalization but is also potentially generative, innovative and destabilizing. The paper proceeds by exploring three dimensions of the periphery: (1) the mobile commons that emerges in everyday life; (2) the process of becoming undocumented and the subversion of control; and (3) the tactics of recognition that challenge the peripheral location of migrants. In each case the focus on the urban periphery draws attention to the importance of visibility and invisibility in migration, to the uneven spatio‐temporal configuration of migrant lives in the city, and to the ways in which migrant desires constitute a politics that exceeds what is normatively expected of them.  相似文献

Since the early 1990s, Henri Lefebvre's theory of the social production of space has become widely used by Anglophone academics to understand contemporary urban processes in the Western world. This article argues that care must be taken in transporting Lefbevre's theoretical framework from one context to another. When applied in places like U.S. cities, it must be contextualized in relation to significant sociospatial processes, especially race. It is also argued that when the racialized geographies of U.S. cities are taken into account, Lefebvre's work—with its focus on the role representation plays in the production of space—aids our understanding of contemporary urban processes. The article develops this argument through an engagement with the racialized public spaces in and around downtown Lexington, Kentucky. The killing of an African-American teenager by a White police officer and the ensuing violence and commentary, especially two editorial cartoons, provide the opportunity to contextualize Lefebvre's theory. Furthermore, the case allows us to understand the role racialized representations of space play into the construction of urban geographies. The paper concludes by emphasizing the role of the body in Lefebvre's understanding of space and suggests that his twin notions of "the right to the city" and "the right to difference" hold out hope for the grassroots development of antiracist urban public spaces.  相似文献

For over half a century, a border zone mandated by bilateral treaty has existed along the full length of the international border between Nepal and China's Tibetan Autonomous Region (TAR). Since 2002, people classified as “border inhabitants” who live within 30 km of the border on both sides have been issued “border citizen cards” which allow them to cross the border without a passport or a visa, and travel up to 30 km on the other side. This article explores historical and contemporary experiences of life in the Nepal–TAR border zone for such border citizens. Their state-sanctioned cross-border mobility complicates existing work on Tibetan refugee citizenship, and expands previous models for understanding ethno-political identities and sovereignty in the Himalayan region. The legally recognized category of border citizenship between Nepal and China's TAR provides a compelling example of how states may create alternative categories of citizenship in response to practices from below, while further shaping such practices through regimes of differentiated citizenship. I argue that this form of border citizenship emerges out of non-postcolonial trajectories of state formation in the Himalayan region, which offer important contrasts with other parts of South Asia.  相似文献

This paper examines indigeneity and spatial production in the city of Winnipeg, home to the largest urban Indigenous population in Canada. Using data from semi‐structured interviews with Indigenous inhabitants, municipal officials, and Indigenous leaders, this paper argues that the right to the city and to difference are deradicalized for urban Indigenous communities. Indigenous engagement in processes of everyday urbanism occurs through broadly participatory public consultation and through mechanisms designed by City Hall to communicate with Indigenous communities about municipal initiatives. To arrive at a more robust and meaningful Indigenous urban visibility in Canadian cities, spatial production and programming mechanisms will need to be reconstituted. Guided by the perspectives of Indigenous participants, this paper considers some of what Indigenous urbanism might yet entail. Fulfilling coexistence and reconciliation is dependent on enabling Indigenous urbanism to guide the course taken in urban governance, spatial planning, and the built environment of Canadian cities.  相似文献

Edward Said's concept of Orientalism portrays the high tide of nineteenth‐century imperialism as the defining moment in the establishment of a global discursive hegemony, in which European attitudes and concepts gained a universal validity. The idea of “religion” was central to the civilizing mission of imperialism, and was shaped by the interests of a number of colonial actors in a way that remains visibly relevant today. In East and Southeast Asia, however, many of the concerns that statecraft, law, scholarship, and conversion had for religion transcended the European impact. Both before and after the period of European imperialism, states used religion to engineer social ethics and legitimate rule, scholars elaborated and enforced state theologies, and the missionary faithful voiced the need for and nature of religious conversion. The real impact of this period was to integrate pre‐existing concerns into larger discourses, transforming them in the process. The ideals of national citizenship and of legal and scholarly impartiality recast the state and its institutions with a modernist sacrality, which had the effect of banishing the religious from the public space. At the same time, the missionary discourse of transformative conversion located it in the very personal realm of sincerity and belief. The evolution of colonial‐era discourses of religion and society in Asia since the departure of European imperial power demonstrates both their lasting power and the degree of agency that remains implicit in the idea of hegemony.  相似文献

The economic and demographic changes currently manifest in many Western cities—referred to as urban decline or urban shrinkage—are receiving increased attention in public and academic debates. Although the general processes driving these changes have been identified, such processes cannot explain why regions and cities which have been exposed to similar processes still differ in their economic and demographic developments. This Western European and US-based literature review attempts to answer the question of how this interregional and intraregional variation in levels of economic and demographic decline can be understood. It is argued that the degree to which wider societal forces (such as deindustrialization, changes in international and domestic migration and changing fertility levels) impact on a particular area depends on how these forces are filtered, first, through the institutional and, second, the spatial context that the region or city is located in. To understand the differences between the cities within one region (being part of the same institutional and spatial contexts), we need to descend to the city level and take account of the local (dis)amenities, comprising its physical, social and economic assets, and the influence of (the place characteristics of) other cities in the vicinity and the socio-political framework.  相似文献
