Contemporary practices and conflicts of cultural heritage preservation reflect shifting conceptions of what heritage is and what it should conserve. As such, the traditional notion of graffiti upon national monuments is currently being called into question, and within the context of this debate, this study argues that the emerging framework of intangible heritage is a useful model for reconsidering graffiti at heritage sites. Arguments for such graffiti as intangible heritage are particularly strong when it can be shown to function as a societal mirror that reflects political climates and protest activities. Such graffiti poses tensions between traditional theories and practices of heritage preservation, in which these markings are seen to interrupt conservation, and emerging inclusive models such that view these works as relevant layers of a site’s history. Within this context, we explore the case of the political graffiti on the north wall of a historical monument, the Iglesia de San Francisco in Santiago, Chile, through the lens of the emerging field of intangible heritage. 相似文献

We analyse a half‐century of Chilean urban reforms to explain the introduction of a system of urban accumulation by dispossession of public resources and opportunities. Three stages have been conceptualised in the imposition of a neoliberal creative‐destructive process: proto‐neoliberalism, roll‐back and roll‐out periods. Empirical studies have traditionally analysed this process by examining a single urban policy's evolution over time. In this paper, we go beyond these types of studies by performing a systemic analysis of multiple urban policy reforms in Santiago, Chile. We use a genealogical thematic analysis to track changes in laws, government programmes and planning documents from between 1952 and 2014. Our analysis identifies different “urban systems of accumulation” by looking at the interplay of four urban policies: (1) urban planning deregulation; (2) social housing privatisation; (3) devolution of territorial taxes; and (4) decreased public service provision. Moreover, our multidimensional policy analysis in Santiago characterises a more radical, fourth expression in the creative destruction process of “accumulation by dismantling”. Consequently, we advocate for more multidimensional urban policy research that goes beyond a three‐period analysis in order to gain a deeper understanding of contemporary neoliberal creative‐destructive processes in variegated geographies. 相似文献

Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the ‘Australian national climate’, claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia—in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability—is being exploited by the federal government and hampering climate change mitigation nationally. 相似文献

Collaborative Governance of Climate Change Adaptation Across Spatial and Institutional Scales

We examine two related questions that are key for understanding collaborative outcomes in complex governance systems. The first is the extent to which collaboration among policy actors depends upon their joint participation in policy forums. The second is how the scales at which these forums operate conditionally affect the likelihood of collaboration. We address these questions using data from a recent survey on actors’ collaborative interactions as well as their participation in climate change adaptation policy forums in the Lake Victoria region in East Africa. Exponential random graph models show that actors are more likely to collaborate if they jointly participate in policy forums. However, this effect weakens at progressively higher spatial levels at which forums operate. Similarly, collaboration is less likely among actors jointly participating in forums that sponsor decision making at the higher collective choice level rather than lower operational choice level. While policy forums may catalyze collaboration, our findings suggest that their capacity to do so may be subject to scale‐dependent transaction costs of political contracting. 相似文献

AbstractThe management of biodiversity represents a research topic that needs to involve not only several (sub-) disciplines from the natural sciences but, in particular, also the social sciences and humanities. Furthermore, over the last couple of years, the need for the integration of other kinds of knowledge (experience based or indigenous knowledge) is increasingly acknowledged. For instance, the incorporation of such knowledge is indispensable for place-based approaches to sustainable land management, which require that the specific ecological and social context is addressed. However, desirable as it may be, such an engagement of the holders of tacit knowledge is not easy to achieve. It demands reconciling well-established scientific procedural standards with the implicit or explicit criteria of relevance that apply in civil society — a process that typically causes severe tensions and comes up against both habitual as well as institutional constraints. The difficulty of managing such tensions is amplified particularly in large integrated projects and represents a major challenge to project management. At the Helmholtz Centre for Environmental Research — UFZ, several integrated research projects have been conducted over the past years in which experience has been gained with these specific challenges. This paper presents some of the lessons learned from large integrated projects, with an emphasis on project design and management structure. At the centre of the present contribution are experiences gained in the coordination and management of LEGATO (LEGATO stands for Land-use intensity and Ecological EnGineering — Assessment Tools for risks and Opportunities in irrigated rice based production systems, see www.legato-project.net), an ongoing, large-scale, inter- and transdisciplinary research project dealing with the management of irrigated rice landscapes in Southeast Asia. In this project, local expertise on traditional production systems is absolutely crucial but needs to be integrated with natural and social science research to identify future-proof land management systems. 相似文献

Human-induced changes to global climate have become increasingly difficult to ignore in recent years. As the frequency and severity of extreme weather events increases, the impacts on both natural and human systems are becoming difficult to manage with the current policies. In Canada, one of the most vulnerable regions to climate change is the Arctic, where temperatures are rising at a rate two to three times that of the global average. Warmer seasonal temperatures have led to melting permafrost and increased variability in sea ice conditions, which has contributed to a rise in coastal erosion. The ongoing resilience of Arctic communities will depend heavily on their ability to implement successful long-term adaptation policies. The development and implementation of any action on climate change adaptation should involve collaboration with local stakeholders in order to reflect the views and experience of those living in the Arctic. 相似文献

The National Council for Culture and Arts (NCCA) is the public agency responsible for the implementation of cultural policies in Chile. It was created in 2003 as part of a group of public organisms designed to promote democracy in post-dictatorship Chile, and its objectives include the encouragement of citizen participation in the national culture. This paper aims to call into question the scope and limits of citizen participation in the Chilean cultural field, through a systematisation of paradigms implicitly developed by the NCCA. Those paradigms include participation on the political level, the creation of symbols, recognition of cultural manifestations and access to reception and symbolic appropriation. It identifies challenges of these paradigms regarding representation, recognition, access to creation and reception of cultural manifestations. 相似文献

There is limited knowledge of risk perceptions in coastal communities despite their vulnerability to a range of risks including the impacts of climate change. A survey of 400 households in two Australian coastal communities, combined with semi‐structured interviews, provides insight into household perceptions of the relative importance of climatic and non‐climatic risks and the subsequent risk priorities that may inform household adaptive action. In contrast to previous research, the results demonstrated that geographic location and household characteristics might not affect perceptions of vulnerability to environmental hazards. However, past experience was a significant influence, raising the priority of environmental concerns. Overall, the results highlight the priority concerns of coastal households (from finance, to health and environment) and suggest to increase the profile of climate issues in coastal communities climate change strategies need to better demonstrate links between climate vulnerability and other household concerns. Furthermore, promoting generic capacities in isolation from understanding the context in which households construe climate risks is unlikely to yield the changes required to decrease the vulnerability of coastal communities. 相似文献

Drawing from the literature on public participation and stakeholder collaboratives, this article investigates the influence of power and wealth, as well as political and economic context on the output of stakeholders advisory committees convened to formulate state greenhouse gas (GHG) mitigation policies. Using small sample regression techniques, we analyze the outputs of stakeholder groups in 18 states that have completed Climate Action Plans to reduce GHGs. We find that an increase of 1 percent in the number of energy industry representatives that participate in Climate Action Councils significantly predicts a 4 percent reduction of GHG mitigation targets for the energy sector. More surprisingly, the results also show that where the utilities represent a larger share of the state economy, the Climate Action Plans identify more aggressive GHG reduction goals for the energy sector. We also find that the political orientation of the executive of the state is not correlated with GHG mitigation requirements for the energy sector, suggesting that GHG mitigation is less partisan at the state level than in Washington, DC. We find no evidence that state wealth is associated with GHG mitigation requirements. Finally, we suggest additional research needed to clarify the role of stakeholder participation processes in the evolving arena of climate change policy. 相似文献

Food security remains a critical global issue, made more difficult because of the rising world population, climate challenges affecting food production and a focus on market-based solutions that undermine subsistence production in vulnerable rural areas. Particularly affected are countries across Asia where poverty, hunger and malnourishment affect a significant proportion of the population. Drawing on Sen’s entitlement theory, we argue that a shift in focus from national food production to intra-household food access enables a critical reflection on consumption smoothing strategies adopted at this level. In particular, we draw attention to the tendency for women and girls to eat less as an intra-household adaptation strategy. We present findings from our research in rural areas of Bangladesh and note that adaptation strategies adopted by households in response to food insecurity. We note that strategies designed to address food insecurity must include gender mainstreaming to ensure that women and girls are not taking a disproportionate responsibility for intra-household food security. 相似文献

This article engages with the recent geographical literature on policy mobilities in order to examine how the World Bank mobilizes climate change adaptation 'best practices'. Drawing from the relational case study of the Kiribati Adaptation Project and the Community Resilience to Climate Change and Disaster Risk in Solomon Islands Project, the article explores the complex and intensive work required for mobilizing lessons and practices. The analytical work required in building the Kiribati Adaptation Project as a World Bank success story and policy model worthy of replication in new sites is demonstrated. However, heeding calls within the policy mobilities literature to avoid fetishizing mobility and attending to the contradictions between global flows and local institutional specificity, the article finds limited evidence of replication in noted sites of emulation. Instead, there is compulsive citation, publication, and circulation of experiences and successes within the World Bank, which operates to build internal and external legitimacy. 相似文献

Focusing primarily on Guillermo Núñez’s work, this essay juxtaposes two almost-identical exhibits of his ‘exculturas’ (sic: xculptures/ex-cultures) – one at the Chilean-French Cultural Institute in 1975, which resulted in his detention and exile, the other in 2010 for the official inauguration of the Museum of Memory and Human Rights (MM) – to explore their relationships to memory production in Chile four decades after the military coup. In the first, Núñez offered a pointed critique of the repressive post-coup context through a series of caged and netted objects; the second reconstructed the first as a memory gesture, framed within the ultra-modern, state-sponsored MM, in its designated art space, at once included and physically separated from the historical narrative of the Museum. How do the politics, aesthetics and design of the MM work to complement, complicate, or contradict Núñez’s – and, perhaps, any – artistic proposal? What challenges might the aesthetic of memory in Núñez’s work pose to the Museum’s narrative frame? Examining Núñez’s ‘exculturas’ (and, briefly, Gonzalo Díaz’s reconstructed Lonquén) reveals several tensions – around politics of inclusion and exclusion, the state’s role in memorysites, and the relationships between human rights concerns and museological and artistic strategies – marking the social production of memory in Chile today. 相似文献

ABSTRACTWe report a study in which we systematically reviewed the recent literature dealing with human-environment interaction in prehistory. We first identified the 165 most highly cited papers published between 2005 and 2015. We then identified the major research themes covered in the sample of papers and assessed whether the themes fall into clusters and/or vary greatly in popularity. Subsequently, we identified potentially important lacunae. Our review identified dozens of themes and four major clusters: 1) improving our reconstructions of past environments; 2) the impact of climate change on past human societies; 3) human adaptation to past environmental conditions; and 4) human impacts on past environments. We also identified several gaps that led us to make a number of suggestions for future work. One is to pay more attention to the epistemology of causality. A second is to take into account nonlinearity when considering causal relationships. A third is to study the impact of chronological uncertainty on analyses. Lastly, our review revealed that there are differences between the aspects of human-environment interaction in prehistory that interest scholars and those that interest policy-makers and the general public. Climate change poses worldwide challenges, perhaps most in coastal areas. Governments on different scales respond with planning and policy measures, many with drastic impact. In this paper we assess the role of cultural heritage in planning for climate change on the former island Goeree-Overflakkee in the Netherlands. We do so by exploring the theoretical discourse on the nexus of climate change and heritage discourses and relating these to an analysis of mitigation and adaptation measures on the island of Goeree-Overflakkee in the Dutch river delta. It appears that the scale and political urgency of climate change induces involvement of many different governments, resulting in an inconsistent integration of cultural heritage in these plans and policies. These outcomes demonstrate that in order to integrate heritage in climate adaptation and mitigation planning, governments cannot rely on established planning traditions for other spatial challenges. 相似文献

This paper explores the shaping of Bangladesh's southern coastal region, often framed as the most climate vulnerable place in the world, as a zone of climate crisis. As rising waters threaten communities inhabiting the low‐lying coastal islands scattered across the deltaic plain, many within the government and donor community have identified shrimp aquaculture as a principal adaptation strategy. Shrimp aquaculture is integral to the dynamics of what I call anticipatory ruination, a discursive and material process of social and ecological destruction in anticipation of real or perceived threats. I elaborate anticipatory ruination as a process that both responds to and produces Bangladesh's climate crisis. I use this concept to explore not only the dynamics taking place in Bangladesh's delta region, but also the ways in which climate crisis is constituted more broadly. 相似文献

We are living with anthropogenic climate change and must address the causes and reduce the negative impacts on our planet, humans, and other species. This commentary offers a brief review of environmental history from deep time to recent waves of environmentalism demonstrating that climate change has occurred before; that people have faced perceived end times; and that predictions of doom have helped us to act to avoid that potential scenario. These are important lessons for how we may live today and into the future, given the shift from climate change denial to narratives of impending doom because we have already failed to act. The commentary presents a matrix of positions adopted in relation to climate change and environmentalism more generally, highlighting narratives of hope, doom, and urgency. While not exhaustive, these summarised positions alert us to possibilities and are intended to generate wider discussion about how we may live with anthropogenic climate change. We have to learn to live with anthropogenic climate change while addressing the causes and reducing the negative impacts on our planet, humans and on other species. 相似文献

ABSTRACTRecent research has focused on the impacts of environmental change to tourism. In particular, the perceived costs of climate change have been increasingly studied. However, the relationship between costs and benefits resulting from the changing environmental conditions for the industry has been less examined. This paper identifies the locally observed changes in the natural and socio-economic environments and aims to analyse the financial costs and benefits to tourism businesses in two tourism-dependent communities in northern Finland. The specific focus is on adaptation and adaptive management in a tourist destination scale. Adaption is understood as an investment creating not only implementation costs, but potentially also benefits for tourism operations. Research materials were collected among tourism and tourism-related businesses through 41 semi-structured thematic interviews. Results indicate that the evaluated benefits of environmental change seem to exceed those of costs. This conforms to the on-going discourse of climate change–tourism relations associated with the Arctic region where both awareness and vulnerability to change are considered relatively high but the level of responses, i.e. adaptation, low. These results can help to further identify the most vulnerable sectors in tourism and assist entrepreneurs preparing for environmental and climate change. However, the paper concludes that while global environmental change, with specific adaptive management strategies, may create local short-term direct benefits for the industry, a long-term sustainability of tourism in the Arctic calls for mitigation responses to climate change. 相似文献

The negative impacts of climate change for the ski industry have been well documented. However, research has largely focused on key ski markets in North America and Continental Europe. The study presented in this paper addresses climate change perceptions and responses in the more marginal ski destination of Scotland. Using a qualitative, interpretivist methodology, this paper contributes through a local-scale, single-site study of a ski area where technical adaptations are not utilised and which therefore relies on business responses to climate change. Findings suggest that while local weather is perceived to be a large and unmanageable risk to the industry, and a downward trend is identified in terms of snow reliability, these risks are not perceived to be connected to the wider anthropogenic climate change discourse. Waiting for knowledge to increase before taking adaptive action appears to be the most popular business strategy; however, autonomous adaptation is taking place in the form of business diversification, which mitigates against risks including, but not limited to, climate change. This paper concludes that experiences and perceptions of climate change will be highly localised and as a result so too will adaptive behaviours. Marginal ski destinations such as Scotland will be facing a range of non-climatic impacts which will contribute to their contextual vulnerability to climate change and capacity to adapt. 相似文献

This paper explores the perceptions of drought by residents in outback South Australia and their associated responses to the drought. Behavioural Geography methodology is used with data drawn from interviews with pastoralists, business owners, and residents of small outback towns and Aboriginal communities. Although they were not resident in the region, the perceptions of tourists were also garnered. The results show that perceptions varied between the groups of people interviewed. Outback residents contrasted their own frugal water use with reports of wasteful behaviour by foreign tourists. Local inhabitants were largely ‘accepting’ of the drought, having survived worse droughts in the past and over many years. They were therefore of the sentiment that they would cope with future droughts. Despite the sentiments of acceptance, the dropping groundwater levels and continued lack of rainfall were leading to growing concerns for the future. The concerns point to a boundary to community resilience to drought in outback South Australia. 相似文献

ABSTRACTNatural environments and the human interactions that occur within, are continuously changing and evolving. However, increasingly, the impacts of climate change, natural and man-made disasters, economic instability, and other macro-environmental factors, have profound implications on local and global economies, fragile ecosystems, and human cultures and livelihoods. In response, tourism within these natural environments is also changing and evolving rapidly in both developed and developing regions. While at times this is spurred by new opportunities, it is often also the result of resource and user-conflicts and changing environmental circumstances. The articles in this special issue examine the numerous ways in which changes in the natural environment impact tourism, and how the tourism industry is responding and adapting to such changes. Detailed case study examination of human interactions within what are often fragile ecosystems can provide us with important insight on social and ecosystem resiliency, innovation and adaptation, and factors that drive tourism success. This was the focus of a session at the inaugural Tourism Naturally Conference, held in Alghero, Italy, 2–5 October 2016, and formed the basis for this collection of articles. From these contributions, what is evident is that while adaptation can be passive in nature, it can, and should ideally be much more proactive, with individuals and organizations seeking improved knowledge and learning. Such actions will contribute to greater resilience within the tourism industry, whether in response to climate change and its subsequent impacts, or an increasing scarcity of the natural resources upon which tourism relies. 相似文献
