Under the influence of the discourses and practices of global neoliberal urbanism, municipal administrations worldwide aspire to make their cities world class spaces, where informality is an anachronism and poverty can be made history. In this essay, drawing on fieldwork conducted in Jakarta, Indonesia, San Francisco (California), and Seattle (Washington), we address the question of how a geographic relational poverty approach can help us understand, or at least expand ways of thinking about these processes by attending to urban informality and the politics of poverty. Informality, a pervasive feature of the global South and North, functions as a survival strategy whereby the monetarily poor can compensate for their lack of income through commoning. Market-driven, state underwritten urban development initiatives for housing those with wealth is limiting the conditions of possibility for the monetarily poor, and informality. This is compounded by emergent political discourses rendering informality as inappropriate, and the monetarily poor as undeserving of a right to the city. Yet long-standing more-than-capitalist and communal informal practices pursued by the urban poor remain effective and necessary survival strategies, supporting residents whose presence is necessary to the city and whose practices challenge capitalist norms. 相似文献

Abstract: This article examines the capital value of bare life as part of aid/development in (post)Taliban Afghanistan. I argue that the political production and spatial fixity of homo sacer “as the object of aid and protection” within specific geographic locations subsequently territorializes gendered bodies as a site for capital accumulation and exchange value through aid/development allocation. This occurs through a continual discursive reduction of “full or proper” human life to the remnants of bare life. This subjective reduction subsequently elicits capitalist‐modernity as a prime method for rescuing bare life and transferring it to an image (and imaginary) of western political and economic life. Gendered multiplicities of bare life emerge from variant forms of political and economic opportunity among aid/development workers and Afghan recipients. I argue that the discursive framing of bare life is situated as a site for (re)constructing rights through “western” frameworks infused with geopolitical and economic exchange value. 相似文献

A Vietnamese geographer examines factors leading to the persistence of poverty in the coastal regions of Vietnam, against the backdrop of the country's overall recent success in poverty amelioration. After reviewing the spatial pattern of poverty for Vietnam as a whole, based on current government statistics, the author contrasts the situation in the country's interior relative to coastal locations, based on a detailed survey of over 200 households in Khanhhoa Province, located in south-central Vietnam. The changing labor market conditions in East Asia are discussed briefly in light of continued poverty reduction in the country. Foreign financial assistance for economic development and the discipline of development economics have traditionally been associated with US Cold War policy toward the Third World. This article, however, suggests that these practices were also shaped by the experiences of foreign aid for European reconstruction after the Second World War. The article traces loan negotiations between the World Bank and the Italian government, and argues that this process played a substantial role in shaping not only the World Bank's lending policies, but also the way its staff understood the institution's mission. The article emphasises Europe's significance as a site in the early history of development, suggesting new ways of understanding the evolution of development ideas, practices, and institutions after 1951. 相似文献

Under the umbrella of Toronto's city motto, ‘Diversity our Strength’, ethnically labelled Business Improvement Areas (BIAs) have become the object of branding strategies. While these branding processes generate tourist places and multicultural neighbourhoods for the creative and cosmopolitan, they challenge social cohesion. Branding often leads to urban revitalisation and thus causes the displacement of diverse communities and migrant enterprises through rising rents. Furthermore, ethnic place‐making and branding activity can create local conflicts around identity and urban images in which migrant agency plays a central role. This paper compares two ethnically‐branded BIAs in a political‐economy perspective to show that marketability between ethnic groups varies. It provides systematic analysis of urban policies towards the branding of migrant entrepreneurial neighbourhoods in Toronto. It further shows how heterogeneous power structures influence ethnic entrepreneurial neighbourhoods. 相似文献

Abstract As Manlio Rossi-Doria wrote, in the early postwar years, the Southern Question was primarily an agrarian one. The debate and policies that addressed the Southern Question, however, did not remain confined solely to the agrarian dimension. The transformation of Southern agriculture was inextricably connected to two additional features of the Italian Mezzogiorno: first, the huge demographic expansion, and second, the lack of an industrial sector able to absorb the excessive agrarian population and to lead a process of economic diversification and internationalization. Above all, the solution to the Southern Question was interpreted as a truly national task. The development of the Mezzogiorno was at the basis of the collaboration between Italy and the World Bank throughout the 1950s. That experience became the subject of an intense debate over development policies that went beyond the Italian borders and embraced the question of postwar development worldwide. The Italian experience turned eventually out to be a failure. One feature of that experience remained vital, though, and has been underscored by contemporary scholars: the solution to the Southern Question is to be found at the national level, not just regionally. 相似文献

Internationalization of geography in higher education comes in many guises. This paper discusses some of these, with particular attention to curriculum development and transfer. The context is Bangladesh and a case study is presented of a link programme between three higher education institutions in that country and one in the UK. The British Council funded project INSPIRE provided funding and organizational support for a project that lasted 4 years and enabled 22 staff visits from Bangladesh to the UK and 6 in the other direction. As a result, curricula of 43 teaching modules in the general area of environmental hazard and risk, environmental change and climate change have been initiated or revised. While this type of transnational knowledge transfer has its drawbacks, we argue that there are specific circumstances in which it can work. 相似文献

Academics, policy‐makers and consultants have been increasingly focusing upon the ‘region’ as the crucible of economic development. This regionalist approach places institutions at the centre of the process of stimulating growth. Much debate has been ongoing in academic circles, particularly those inhabited by economic geographers, about the veracity of the regionalist approach and the explanatory power of the terminology associated with it. This paper analyses explicit efforts to engender regional economic development in the West Coast of South Africa. Our empirical evaluation indicates that policy actors have sought to upgrade the institutional infrastructure of the region and that some significant achievements are evident within this realm. However, these achievements are yet to be associated with sustained regional economic takeoff. The paper concludes by asking searching questions about the ability of the regionalist approach to deliver meaningful socio‐economic transformation. 相似文献

This article engages with the recent geographical literature on policy mobilities in order to examine how the World Bank mobilizes climate change adaptation 'best practices'. Drawing from the relational case study of the Kiribati Adaptation Project and the Community Resilience to Climate Change and Disaster Risk in Solomon Islands Project, the article explores the complex and intensive work required for mobilizing lessons and practices. The analytical work required in building the Kiribati Adaptation Project as a World Bank success story and policy model worthy of replication in new sites is demonstrated. However, heeding calls within the policy mobilities literature to avoid fetishizing mobility and attending to the contradictions between global flows and local institutional specificity, the article finds limited evidence of replication in noted sites of emulation. Instead, there is compulsive citation, publication, and circulation of experiences and successes within the World Bank, which operates to build internal and external legitimacy. 相似文献

AbstractTourism has been one of the industries most highly affected by COVID-19. The COVID-19 global pandemic is an ‘unprecedented crisis’ and has exposed the pitfalls of a hyper consumption model of economic growth and development. The scale of immediate economic impacts of the COVID-19 pandemic has shattered the myth of ‘catch up development’ and ‘perpetual growth’. The Crisis has brought unintended degrowth, presenting opportunities for an economic and social ‘reset’. In terms of long-term thinking post COVID-19, it is time to change the parameters of how we imagine a trajectory going forward, to prefigure possibilities for contesting capitalist imperatives that ‘there is no alternative’. In relation to tourism, the pandemic provides an opportunity for reimaging tourism otherwise, away from exploitative models that disregard people, places, and the natural environment, and towards a tourism that has positive impacts. Non-western alternatives to neo-colonial and neoliberal capitalism, such the South American concept of ‘Buen Vivir’, can help us to shift priorities away from economic growth, towards greater social and environmental wellbeing, and meaningful human connections. Taking a Buen Vivir approach to tourism will continue the degrowth momentum, for transformative change in society within the earth’s physical limits. Yet Buen Vivir also redefines the parameters of how we understand ‘limits’. In limiting unsustainable practices in development and tourism, a focus on Buen Vivir actually creates growth in other areas, such as social and environmental wellbeing, and meaningful human connection. Buen Vivir can reorient the tourism industry towards localised tourism, and slow tourism because the principles of Buen Vivir require these alternatives to be small-scale, local and benefiting host communities as well as tourists to increase the wellbeing for all. 相似文献

AbstractMicrofinance does not reduce poverty, but it does successfully construct economic relations between owners of capital and borrowers of capital, allowing surpluses to accumulate through finance. It does so by drawing on the agency of financialised civil society actors who facilitate financialisation by working around the state to build new markets in finance and other goods. This article understands financialisation as the expansion of the frontier of financial accumulation. Microfinance is shown to achieve this expansion by establishing credit-based linkages between owners and borrowers of capital, allowing surplus accumulation to take place via the credit relation. Underlying this material relationship, there is also a level at which financialisation motivates and pressures civil society actors to bring microfinance to the poor. By becoming financialised agents themselves, civil society organisations act as conduits for an expansion of financial markets and the construction of new market relations for other goods. A case study of microfinance for water and sanitation in India shows in detail how this construction of markets via civil society works in practice, highlighting the pressures and opportunities presented by microfinance as a vehicle for building markets. 相似文献

Even in the current economic situation, in developed countries, rhetoric about cutting "poverty" is misleadingly outmoded—because it implicitly suggests that government income transfers can be the vehicle for achieving substantial reductions in poverty. Almost all Americans already live far above subsistence poverty: most because of their earnings, and the rest because of government transfer programs. This decline in material poverty is obscured by weaknesses in how the official U.S. poverty measure counts income. What is now called poverty is really "income inequality." Reducing income inequality is also a vitally important social goal, but it cannot be accomplished through income transfers alone. The authors argue that, although income transfers have a role to play in lessening the impact of material deprivation, real progress in raising incomes will require building the human capital of the economically disadvantaged. This means both increasing the earnings capacity of lower-income workers and reducing the number of female-headed families. 相似文献

Abstract: This article is concerned with the politics of inclusion. It analyzes the institutionalization of participatory citizenship as the formation of regimes of \"civic governmentality\". Through the study of key civil society organizations such as SPARC and Hezbollah, it studies three dimensions of civic governmentality: an infrastructure of populist mediation; technologies of governing (for example, knowledge production); and norms of self-rule (for example, concepts of civility and civicness). However, such regimes of civic governmentality operate within frontiers of urban renewal and indeed often facilitate and manage such types of development. The article examines the limits and contradictions of the politics of inclusion in the context of the bourgeois city and also studies radical forms of citizenship that emerge to challenge these limits. 相似文献

The rapid growth of the immigrant population in the United States, along with changes in the demographics and the political landscape, has often raised questions for understanding trends of inequality. Important issues that have received little scholarly attention thus far are excluding immigrants’ social rights through decisive policy choices and the distributive consequences of such exclusive policies. In this article, we examine how immigration and state policies on immigrants’ access to safety net programs together influence social inequality in the context of health care. We analyze the combined effect of immigration population density and state immigrant Medicaid eligibility rules on the gap of Medicaid coverage rates between native‐ and foreign‐born populations. When tracking inequality in Medicaid coverage and critical policy changes in the post‐PRWORA era, we find that exclusive state policies widen the native‐foreign Medicaid coverage gap. Moreover, the effect of state policies is conditional on the size of the immigrant population in that state. Our findings suggest immigrants’ formal integration into the welfare system is crucial for understanding social inequality in the U.S. states. 相似文献

Abstract: The starting point for this paper is the observation that a reshaping of global capitalism is underway, centred on the rise of dynamic centres of accumulation in Asia. It is argued that a critical understanding of this process (supported without reservation by such organizations as the IMF, the OECD and the World Bank) requires a questioning of the imagined link between “capitalism” and the “West”, and a recognition that the international organizations are committed to a universal project aimed at empowering capital and promoting competitiveness on a global scale. A case study is provided of the recently adopted plan for the creation of an ASEAN Economic Community as a “single market and productive space” by 2015. The regional context in which it is placed is contrasted with that of the European Union, and the need for further study of varieties of capitalism in emerging economies is noted. 相似文献

This paper sheds light on the largely unknown negotiations between Chile and the World Bank (WB) during the presidency of Salvador Allende (1970–1973). The prevalent understanding of the WB's involvement in Latin America portrays the Bank as a loyal ally of the U.S. government and as an institution with the power to impose its views on its borrowers. Yet, an in-depth analysis of previously unexamined primary sources demonstrates that rather than reflecting a dynamic in which the relationship was between Washington and the WB on the one hand, and Chile on the other hand, these relations constituted a WB–U.S.–Chile asymmetric triangle. Despite profound ideological discrepancies, multiple pressures, and constraints, Allende's government and the WB conducted high-ranking negotiations that challenged the U.S.-promoted economic embargo against Chile. The examination of this counterintuitive relationship sheds new light on Allende's positioning in the international arena and on the functioning of the World Bank, thereby providing a unique prism through which to reconsider dichotomist perceptions of the Cold War in Latin America. 相似文献

Two economic geographers analyze the unprecedented growth of China’s information and communication technology (ICT) industry over the past decade (2000–2010)—an industry increasingly important as a new engine powering exports and providing infrastructure and services critical to sustaining economic growth. Using agglomeration and inequality indices including the Herfindahl and the Gini, the authors show that the geographic concentration of ICT activities has decreased over time, in tandem with a decline in their regional inequality; however, a new ICT development index (IDI) designed for this study reveals a significant and persistent gap in ICT development between the country’s advancing and lagging provinces. The paper also explores a range of factors contributing to “leapfrog” ICT growth in some provinces, as well as the challenges likely to be faced by the industry in the future.
