The article deals with the economic relations of the socialist bloc with less-developed countries in the 1960s and 1970s. It focuses on the economic policies envisaged by technocrats and policy-makers in the Comecon's Commission for technical assistance. It argues that the original formula based on autarky, whereby socialist aid aimed at building a clear alternative to the West and less-developed countries were advised to introduce Soviet-style planning, nationalisation and industrialisation, was progressively abandoned during détente. Doubts on the appropriateness of the Soviet model emerged, especially in Eastern European governments. Trade became increasingly crucial and the strategy of promoting an international division of labour based on mutual advantage turned into an obsession with importing strategic raw materials. In the mid-1970s, despite the official socialist view, the East pursued ‘realist’ policies that made sense in terms of economics rather than ideology. The myth of socialist modernity as a variant of industrial modernity had definitely collapsed, and socialist countries' participation in the Western-dominated world economy became a necessity. Eventually, the developing world became the place where a joint East–West co-operation could take place, often in the framework of the so-called trilateral co-operation, where Western Europe had a special role.  相似文献

This article examines the connection between détente in Europe and East–West nuclear technology transfers through the lens of Romania's co-operation policy in the field of atomic energy in the 1960s. It argues that until 1967 the bourgeoning relations between Western Europe and Romania did not stem from a desire to overcome the artificial division of Europe, but rather from the pursuit of unilateral economic benefits. This situation worked to the advantage of the Romanians, who acquired an important nuclear research reactor from the British by playing West European countries against one another. Afterwards, in order to boost their competitiveness, the West Europeans started pooling their nuclear industries together, although traditional rivalries such as the Anglo-French competition endured. Despite these efforts to achieve closer integration, the West Europeans failed to sell a nuclear power plant to Romania because of internal problems within their nuclear–industrial complexes, and because of Soviet meddling in the internal affairs of its satellites. This research adds to our understanding of Romania's détente policy during the 1960s, while also shedding light on the development of East–West relations in the field of atomic energy.  相似文献

A Soviet planning official discusses planning for the BAM project, a major new railroad to be completed by 1982 in East Siberia and the Soviet Far East. The construction of a well equipped rail line, supplied with specially designed tank-cars unit trains, was found to be more economical than the construction of an ordinary railroad, needed for resource development north of the present Trans-Siberian, and of a separate oil pipeline from West Siberia's oil fields across Siberia to Far Eastern refineries and tanker export terminals. Under the decision taken by the Soviet planning authorities, crude oil will move by pipeline from the West Siberian fields to Tayshet, where it will be trans-shipped to tank-car trains taking the oil to Urgal. This article investigates tensions and dynamics in global socialism through a focus on Tanzanian students in East Germany between the late 1950s and 1990. Disciplinary techniques partially known from Tanzania and everyday strategies of survival explain why most students complied with official requirements, but did not necessarily agree with East German ideological tenets. Additionally, throughout the decades, mobility across the Iron Curtain remained an important strategy to further own interests. The article concludes that an analytical framework spanning several decades and paying attention to dynamics in the country of origin sheds new light on agency and mobility among ‘East’, ‘West’, and ‘South’ during the Cold War.  相似文献

Finland enjoys a positive country image in Japan, where, reportedly, enthusiasm for things Finnish reached the state of a ‘boom’ during the 2000s–2010s. What is this positive visibility based on? To shed light on the foundations of Finland’s visibility in Japan, this article tracks Finland’s national imaging there from a historical perspective. Through an empirical study of Finnish diplomatic archives, the article looks beyond nation branding – the latest mode in the official promotion of states to foreign audiences – and opens a window into the past practices of Finland’s official promotion in the distant East Asian case. In the 1960s, the Press Bureau of Finland’s Foreign Ministry drafted an image policy to support Finland’s neutrality and to broaden the country’s interaction with the West. The policy was implemented through Finland’s embassies, and therefore Finland’s newly defined characteristics also became actively promoted in Tokyo. As a result of this intensification of Finnish public diplomacy in the Cold War, many of the modern aspects of Finland’s later nation branding in Japan were introduced. Of the redefined official autostereotype, cultural and commercial dimensions proved the easiest to promote, whereas its foreign political dimension was met with the most local contradiction.  相似文献

So far, historians working on the two sides of what used to be a divided Europe have had considerable contacts but they have operated – at least in the realm of international history and the history of European integration – with largely separate agendas and networks. The authors of this special-issue introduction have both come to work on the increasing interaction between East and West in the framework of détente, and feel that the time is ripe for a scholarly analysis of the concepts, strategies and approaches of the Socialist regimes to pan-European co-operation in the long 1970s. Through a collaborative research effort, specialists on specific Socialist countries and historians of Western Europe (and particularly of its integrative experience) are brought together in this special issue of the European Review of History to bridge the existing gap between two parallel strands of scholarship. Their close collaboration is the key to the conceptual development of a broader view of pan-European co-operation against the background of global economic trends.  相似文献

The article investigates the ‘long 1970s’ (1968–82), when Hungary re-orientated its economic and foreign-trade relations. Hungary was always a promoter of a deepening of Council for Mutual Economic Assistance (CMEA) co-operation and when it noticed that socialist integration stagnated at the level of the bilateral exchange of commodities, Budapest gradually launched a policy of opening up to the world outside the CMEA. The year 1977 was a turning point in economic policy. Hungarian elites' thought and attitude towards the West changed, but not independently of the world economic crisis and its impact on Hungary. The oil crisis sharpened latent tensions, and behind the robust growth serious problems appeared. Although Hungary intensified its interrelations with the West and the Third World, the country was not able to profit from the advantages of international trade and co-operation. Abstract

Over the past few years, there has been growing interdisciplinary interest in the history of European solidarity movements that mobilized on behalf of the ‘Third World’ in the wake of the post-war decolonization process. Focusing on European campaigns against the Vietnam War and Pinochet’s Chile, this article aims at positioning these international solidarity movements in the broader history of North–South and East–West exchanges and connections in Europe during the Cold War. It explores some key ideas, actors and alternative networks that have remained little studied in mainstream accounts and public memories, but which are key to understanding the development of transnational activism in Europe and its relevance to broader fields of research, such as the history of Communism, decolonization, human rights, the Cold War and European identity. It delves into the impact of East–West networks and the Communist ‘First World’ in the discovery of the Third World in Western Europe, analyses the role of Third World diplomacy in this process, and argues how East–West and North–South networks invested international solidarity campaigns on ‘global’ issues with ideas about Europe’s past and present. Together, these networks turned resistance against the Vietnam War, human-rights violations in Pinochet’s Chile, and other causes in the Third World into themes for détente and pan-European cooperation across the borders of the Iron Curtain, and made them a symbol to build a common identity between the decolonized world and Europe. What emerges from this analysis is both a critique of West-centred narratives, which are focused on anti-totalitarianism, as well as an invitation to take North–South and East–West contacts, as well as the role of European identities, more seriously in the international history of human rights and international solidarity.  相似文献

This essay analyses the relationship between nuclear technology and ideas about the nation in the late 1950s by looking at the US–West German bilateral agreement and at American proposals to develop reactors in West Berlin, both of which emerged from Eisenhower's 1953 Atoms for Peace programme. American efforts to maintain tight control over the German nuclear sphere contradicted the claim that reactors were solely instruments of peace. At the same time, plans to build a reactor in West Berlin underscored that city's status as an occupied city with an uncertain future and with ill-defined relationships to East and West Germany.  相似文献

This article combines historical analysis with international-relations theory to contend that geopolitical developments around the Eastern Mediterranean in the middle third century BCE were indirectly responsible for the emergence of the Parthian state and a new international system of states in the ancient East. Since the death of Alexander the Great, the Seleucid Empire had ruled over much of the East; however, disastrous military conflicts at home and abroad in the West caused a sudden decline of Seleucid power in the 240s–230s BCE. The troubles of the Seleucid state caused what political scientists call a power-transition crisis that damaged Seleucid hegemony over the East when the Seleucid satraps of Parthia and Bactria declared their independence. Moreover, the deleterious civil wars between Seleucid dynasts in the West and the rebellions of eastern satraps encouraged the nomadic Parni tribe from the Central Asian steppe (later known as the Parthians), who had been seeking a new homeland for decades, to invade northeastern Iran and establish a new kingdom. With the Parni's successful conquest of Parthia and its immediate consequences, a new interstate system of tripolarity between the Seleucid Empire, Bactrian Kingdom, and the newly formed Parthian state emerged in the ancient East.  相似文献

Though possibly best known today as a specialist on the Middle East and Islam, it is often forgotten how central the Cold War was in defining Fred Halliday's understanding of world politics before 1989 and indeed even after. Building on the earlier work of Isaac Deutscher and E. H. Carr, Halliday developed a distinct theory of the Cold War which afforded him great insights but ultimately failed in explaining the complexities of the East–West relationship, and why it came to an abrupt conclusion in the late 1980s.  相似文献

The papers in this special issue examine the nuclear order that began to emerge in the 1970s after the entry into force of the Nuclear Non-Proliferation Treaty in 1970 and the Strategic Arms Limitation Talks agreements in 1972. Several general themes are discussed: the international economy and the nuclear order; strengthening the non-proliferation regime; reactions to US non-proliferation policy; the East–West arms race; the nuclear order in 1980; the international system and nuclear order. The argument is made that the changes in the international system in the 1970s had important effects on the nuclear order, creating a North–South axis alongside the existing East–West axis; provoking disagreements and disputes over the transfer of nuclear technology; and giving greater prominence to nuclear power in a period of energy crises. This is still an order of states in which transnational and international NGOs play a secondary role. There were a variety of responses to the new order: acceptance; resentment; attempts at modification; independence; evasion and circumvention. The constitution of the order was a matter of great interest to a good number of states and the focus of many debates and much political conflict.  相似文献

第二次世界大战结束后,美苏两国在政治经济领域和地缘政治方面的矛盾和冲突频仍,冷战格局逐渐形成。在此过程中,以不同社会或文化属性为特征的跨国民众组织纷纷建立,并借助思想和文化的力量将裂痕延伸至民族国家内部,形成更为深度的东西方对峙样态。学生群体在这场冷战对抗中表现格外突出。以美国全国学联和国际学生大会为代表,跨国学生组织虽然参与到冷战政治对抗进程中,却并未完全遵循政府议事日程。学生组织的独立性和进步性使其始终与冷战政治保持距离,并成为促进冷战缓和乃至终结的重要力量。对“学生冷战”及其悖论展开探讨,有助于建立更加完整的冷战叙事,回应仍旧处于争议中的冷战史研究母课题。  相似文献

This paper examines the roles that dogs played in Anglo‐Saxon (420–1066 CE) society in East Anglia, drawing on data from the Late Roman site of Icklingham and the Anglo‐Saxon sites of West Stow, Brandon and Ipswich in Suffolk, England. The archaeological context of these dog finds is described, along with zooarchaeological data on dog sizes, ages at death and paleopathology. The data indicate that Early and Middle Anglo‐Saxon dogs are less varied than Late Roman dogs. Ageing and paleopathological data indicate that the West Stow dogs, in particular, had hard lives. Early and Middle Saxon dogs from East Anglia were relatively large, with an estimated withers height of about 60 cm. They may have served as guard dogs and herding dogs. The West Stow dogs may also have been involved in hunting and fighting. Late Saxon dogs from Ipswich reveal an increasing morphological diversity, suggesting that they played multiple roles in Late Anglo‐Saxon urban sites. Cross-border and local co-operation can foster local learning and contribute positively to business performance and social cohesion. This paper considers firms' economic motivation for both types of co-operation around the Ireland–Northern Ireland border. This area, while inevitably impacted by civil unrest in Northern Ireland, shares many of the economic and developmental characteristics of border areas throughout Europe. Simultaneous probit models are used to examine the determinants of co-operation. Overall, around a third of firms in Ireland and Northern Ireland engage in local co-operation of some form; around one in six in Northern Ireland and one in twelve in Ireland also engage in cross-border co-operation. Proximity to the border, perceived barriers to cross-border co-operation and country uncertainty reduce the incidence of cross-border co-operation rates below that of local co-operation. Cross-border co-operation in Northern Ireland is more common because of small region size and fewer perceived barriers to cross-border co-operation.  相似文献

Anton Dumitriu (1905–92) was a Romanian philosopher and logician who attempted to develop the more or less consistent theory of an ‘axiomatic’ tradition, referring to culture and civilisation in the ‘East’ (defined actually as Far East) vs. the ‘West’ (mainly Europe, both Western and East-Central) especially in the inter-war and post-war periods. Dumitriu's essays on Romanian culture or on Eastern vs. Western culture as published in his book Eleatic and Heraclitic Cultures (1987) will make the object of this study. This work is a revised version of his East and West (1943). It should be noted that most of the material discussed here is actually still available only in Romanian since Dumitriu's work on Logic is already translated into English, but his musings on culture and civilisation are available only in Romanian and are, consequently, almost unknown outside the country. This study attempts to make up for that and also to connect Dumitriu's views on culture and civilisation or East and West both to earlier Romanian views and currents in defining culture as well as to contemporary general European trends, while also taking into account the context of the Communist regime in which the second edition of his book was issued.  相似文献

In the early 1970s, the economic consequences of European Community (EC) policies forced the Council for Mutual Economic Assistance (CMEA) to devise its trade policy vis-à-vis the outside world. With the implementation of its Common Commercial Policy, the EC was about to change the rules and conduct of its foreign trade. The East–West trade boom that took off in the 1960s had created significant commercial links, and substantial dependencies, across the Iron Curtain. The smaller members of the CMEA began to advocate an opening up towards the EC due to their fears of worsening trade prospects caused by the new EC policies. After reconsideration of its allies' commercial needs, the Soviet leadership was pressured to change its mind in favour of a common approach vis-à-vis the EC. This article follows the debate within the CMEA Executive Committee on the socialist countries' dependency on the Western market and on the advisability of opening up to the global market. It relies on official CMEA documents as well as Soviet and German Democratic Republic (GDR) policy-making documents. This article analyses the process of socialist integration in connection with the simultaneous developments taking place in their Western European counterparts, and thereby fills a gap in the historiography of Europe in the Cold War.  相似文献

The French–Portuguese Ethnological Mission to Portuguese Timor (1966/1969) financed by French and Portuguese research bodies and initially directed by Louis Berthe was the first mission that conducted lengthy and thorough ethnographic research in East Timor vernaculars and with East Timorese communities. Using personal and scientific archives, printed and oral sources, this article analyses the mission’s background, the role of Ruy Cinatti (a Portuguese poet, former colonial official in Timor and anthropologist trained in Oxford) in its launch, and its political and scientific context. The mission, undertaken during the Portuguese late colonial period and subject to the Portuguese authorities’ approval and surveillance, marked East Timor as a site of anthropological inquiry into the Anthropology of European tradition produced in Southeast Asia, affiliated to post-war structuralism. This case study throws light on individual agency, Portugal’s shortcomings in modern anthropology training, the international competition for Portuguese Timor as part of the Indonesian “field of ethnological study” and the transnational connections in its construction in the era of decolonization.  相似文献

Contemporary innovation processes increasingly involve a large number of networked actors, and cross-fertilization between knowledge institutions and firms has thus become a significant driver for innovation. Important insights into the differing nature of research and development (R&D) collaboration in particular sectors have been provided by research inspired by the knowledge-base approach embedded within innovation system (IS) theory. This study aims to contribute to this body of literature by applying the concept of differentiated knowledge bases to the former state-socialist countries, where the IS operates through a firewall between academia and industry. Data on collaborative R&D projects co-financed by public resources have allowed a detailed analysis of the nature of collaboration networks, revealing emerging patterns of academia–industry linkages and questioning the propositions stemming from the knowledge-based approach. The study concludes that collaborative science–industry networks show a very distinct topography when analytical and synthetic knowledge is compared.  相似文献

ABSTRACT Increasing strains on self-sufficiency within the block of East European command economies resulted in the dramatic decision to change over to an economic system largely based on market forces. The painfulness of the ensuing transformation process will be mitigated somewhat by supportive economic policies of the West, including the European Community which is itself aiming at complete economic integration by the end of 1992. The consequences for the developing countries of these far-reaching policy changes in East and West are likely to be negative, at least in the immediate future. This is true for the volume of development assistance given by East and West, as well as for the export prospects of developing countries. Favourable effects might at best be expected in the longer run.  相似文献
