The New Partnership for Africa’s Development (NEPAD) states that democracy and good governance are preconditions for development. Given the fact that Black Africa is currently suffering widespread economic crisis and political disorder, how probable is it that electoral politics as it has been instituted over the last decade will lead to good government—which all, inside and outside Africa, now claim is the basis for sustainable economic growth? On the face of it, the argument is simple: democracy should reduce the scope for conflict and make good government more likely. In turn, good government should bring about the political stability, the institutional consolidation and the operation of the rule of law that are universally seen as the necessary framework for investment. Greater investment should facilitate economic growth. Growth provides the foundations for development. This article investigates the extent to which the political changes that have occurred in the last decade have made the possibility of good government and development more likely in Africa. It offers an analysis of why it is that the nature of politics in Africa today makes good government difficult and reconsiders the changes that have taken place in the exercise of power over the recent past.  相似文献

This paper examines the Angel Choir of Lincoln Cathedral (c. 1256–80) from the perspective of two interrelated concepts: the heavenly Jerusalem and joy. Building on previous scholarly discussions of the choir’s unusual creativity and profusion of organic and iconographic decoration, it traces connections between the choir and the rich corpus of writing on the joys of the heavenly Jerusalem. In juxtaposition with the hagiography of St Hugh, this opens a valuable seam of meaning and offers a possible explanation for the choir’s decorative intensity. It also reveals a number of ways, previously unnoted, in which Hugh of Avalon and his spirituality are recalled by the choir built to house his relics.  相似文献

The Responsibility to Protect doctrine (R2P), now ten years old, has been widely accepted at the international level. As the books under review demonstrate, debates around its legitimacy are over. Instead, we see a developing second generation of literature focusing on how the R2P needs to be understood more concretely in both academic and policy terms, as well as how it affects the linked issues of humanitarian intervention and state‐building. Within this literature, we see new and important questions emerging. These include how and when we should intervene and whether we can be successful at it; how we can assist states to ensure they fulfill their own responsibilities towards their populations; and where international authority lies. Unfortunately, the answers to these questions are hard ones. Implementation, and how it reflects embedded culture at the international level, may be as hard—if not harder—as introducing the doctrine originally.  相似文献

Material objects from distant societies and cultures have long been an axis for archaeological research. In recent research, however, growing attention has been drawn to exploring simultaneously the conceptual meaning of material substances as the products of humans. The visual appearance of material is in this respect no more than the tip of an iceberg, where only a small part of something largely hidden is evident. In this article, Skriðuklaustur, an Augustinian monastery which operated in Eastern Iceland from ad 1493 to 1554 will thus be approached as embracing the remains of an internationally based society that flourished on the outskirts of the medieval monastic world. An excavation of its ruins has revealed residues of a society whose material is both domestic and international but still reflects the universally based meaning of monasticism. The Catholic Church is in this manner regarded as having fabricated phenomena through its pervasive institutions, upholding a distinct monastic identity. This view does not though involve a general denial of cultural or social changes as it rather underlines the hybrid character of everything that is and, at the same time, the significance of examining the materiality of past cultures as the creation of humans in their relational context.  相似文献

This paper considers the impact of Snow's Two Culture's thesis on debates about the place of science and scientists in society in the latter part of the twentieth century. Debates concerned with the public understanding of science and the ‘science wars’, both of which relied to some extent on the dividing of society into ‘two cultures’, are contextualised within longer efforts by scientists to popularise definitions of science and society and their relationship with other epistemic communities. This paper argues that we should think about all these episodes as part of ongoing rhetorical boundary work, reflective of strains and stressors on science as an institution. The two cultures debate has provided one powerful rhetorical device, amongst many, for ongoing boundary work to establish or question science as the dominant form of knowledge in society and delineate who is allowed to speak for it, and wield its power.  相似文献

The period between the holding of the National Economic Summit Conference in April 1983 and the 1984 election has seen the politics of the Accord shift from a primary concern with wage setting through the Arbitration Commission to the management of trade‐offs in non‐wage areas between business, government and the ACTU. The politics of the Accord in this period is not understood by adopting an interest group approach to business, the ACTU and the government or by accepting EPAC's view of its own institutional role. Rather, business and the ACTU obey two different logics of collective action and Epac is a ‘disorganising’ institution. It is a representation system based on closure by exclusion called partial corporatism. Partial corporatism benefits business disproportionately and excludes women, welfare recipients and the unemployed.  相似文献

Analytic philosophy began in G.E. Moore's critique of idealist accounts of reality, implicating as dilemmatic F.H. Bradley's identification of the good with self-realization. Neither the tradition of British idealism nor the successor tradition of analytic metaethics was able to sustain the salience previously enjoyed by the concept of good. The essay's second part analyzes Alasdair MacIntyre's account of that longer tradition, and his argument that Aristotelianism's conceptual scheme provides the best solution to modern moral philosophy's dilemma about the human good.  相似文献

In a range of settings in health, education, social care, housing and justice, policy makers are urged to make decisions based on research evidence. At present, those seeking sound research evidence to underpin interventions with children and young people will frequently find the evidence cupboard disappointingly bare. This article signposts resources pointing to networks producing research evidence for policy and practice, and discusses drivers and obstacles to the use of research evidence in policy. The authors highlight the importance of synthesising different kinds of evidence in order for practice, policy and end point research users to have greater confidence in interventions in the lives of children and young people.  相似文献

Much of our present day perception of African agriculture is still indirectly based on the coloured accounts of the early explorers and administrators. It involves an often very static conception of ‘traditional’ African agriculture. Not only does this fail to dojustice to the rich and dynamic history of African agriculture, it has also led to an inappropriate research and development paradigm which treats African agriculture as a disrupted equilibrial system that needs readjustment to return to an equilibrial and productivestate. A diachronic study of African agricultural history reveals that many of our preconceptions of African society and agriculture are invalid: agriculturists are not inert, but respond in innovative and dynamic ways to the perturbations of their natural and socialenvironment. It appears that their survival is not so much dependent on the establishmentof a fine-tuned equilibrium, but rather on the dynamic responses to these external disturbances. It is very likely that the agro-ecosystems in large parts of Africa function mainly as non-equilibrial (unstable), but nevertheless persistent systems. This has importantimplications for development interventions and agricultural research. It requires a shiftfrom a synchronic approach to a diachronic approach that is firmly based on an understaning of the past.  相似文献

SUMMARY: Almost 200 horse bone measurements from 38 sites excavated across the city of London, dating to the period AD 1220–1900 were analysed. Results identified three main phases of size change: a reduction in size in the mid 14th to 15th century, and size increases in the mid 15th to 16th century and the 17th century. The decline in size testifies to the disruption of horse breeding in the wake of the Black Death, whilst the increases reflect purposeful attempts to increase the size of horses in England through a combination of regulated breeding and the importation of new bloodlines.  相似文献

The differential diagnosis of bone lesions in treponemal disease is well established in palaeopathology. However, the actual mechanism responsible for the characteristic distribution of bone involvement is not as clear. Two mechanisms are proposed in the literature. Firstly, that bone lesions are the result of direct extension from the skin rash of the secondary stage of disease. Secondly, that bones situated closer to the skin are more vulnerable to local trauma and therefore more likely to elicit a subperiosteal bone response. We propose an alternative explanation for the characteristic distribution of bone lesions in treponemal disease. This explanation is based on the close association between the lymphatic and skeletal systems and the pathogenesis of treponemal disease. This paper argues that the position of the lymphatic nodes and vessels, with little soft tissue intervention between bone tissue, mirrors the characteristic pattern of skeletal involvement in treponemal disease.
