A founder member of the International Atomic Energy Agency (IAEA), South Africa embarked on an ambitious nuclear weapons programme contrary to the IAEA Statute. Against the background of the Cold War, South Africa's threat perception included, amongst others, threats posed by the Soviet Union, which was a nuclear-armed state and a supporter of the banned South African liberation movements. Moreover, the South African government's apartheid policies resulted in the country's increased international isolation, which also affected its relations with the IAEA. A major global campaign to isolate the apartheid government in South Africa spilt over to the IAEA, resulting in several punitive actions against South Africa. Tracing the South African case through several phases, this article illustrates the intimate links between state identity, state ideology, nationalism, status, and threat perception. The South African case illustrates the need for sustained scholarship on all the dimensions of the Cold War.  相似文献

The struggle against terrorism in the Middle East, and the success of the Islamic State in Iraq and Syria in its use of social media to spread its ideas, has led to a search for new messages to counter the appeal of violent extremists. Thus far, United States counter‐messaging has failed to articulate a normative position that is compelling to its target audiences. The US has also not found an effective way to speak to and with other parts of the Muslim world. The article shows that these failures are not accidental but reflect profound factors in American culture and society. The US’ normative position has also failed to take into account the crucial differences between ‘liberals’ and ‘moderates’ in the Muslim world. To proceed one must acknowledge that there are two fundamentally different interpretations of Islam, both of which are supported by a close reading of the Qur’an and other major texts. To draw on that difference, the article shows, requires drawing on voices and resources not available in the US. The article proposes a way forward that both acknowledges the inherent weaknesses and liabilities of the US government as a messenger and points to more credible messengers within the Muslim world.  相似文献

While the advent of the personal computer in 1990s Britain has been well documented by historians of computing and technology, there remains little research on the everyday experience of this phenomenon. In this article, we use material held in The Mass Observation Project (MOP) archive to explore the way men and women in late-modern Britain experienced and understood the changes brought about by personal computing. The reflexive and yet private nature of responses held in the MOP archive make it an important window into the cultural and social contexts in which personal computers were encountered. Our research indicates that the advent of the personal computer brought about a number of historically-specific changes in the way Mass Observers scribed and composed their written communications. The processes through which people turned ideas into text were irreversibly recalibrated by the possibilities of saving, editing, copy and pasting on screen. As personal computer resources moved from being predominantly accessible at work to being a staple part of the home, the lines between labour and leisure, business and pleasure and the personal and the professional were blurred. Ultimately, evidence from the Mass Observation Archive indicates that the advent of the personal computer had a significant effect on the processes through which individuals composed a sense of self on a day-to-day basis. It introduced new tensions, possibilities and anxieties to the act of negotiating a ‘modern’ identity. Building on this insight, our paper makes interventions in two areas: the history of writing and the history of the home. Placed alongside one another, these findings open up suggestive new questions for the heavily contested historiographical trope of the late-modern ‘self’.  相似文献

This article examines how international and humanitarian organizations participated and positioned themselves in relation to discourses on genocide during the Nigeria–Biafra war (1967–70). During the first half of the conflict, the powerful Biafran propaganda regularly accused the Nigerian government of genocide against the Biafran population. The article looks at the way in which the International Committee of the Red Cross (ICRC), one of the main humanitarian organizations present on the ground, reacted to Biafran accusations. In doing so, it analyses how information received from delegates in the field were apprehended and used—or not—by the headquarters. It shows that the ICRC attitude towards public denunciation was more nuanced than is often presented. Furthermore, the article sheds light on the involvement of the UN in the promotion of the counter-discourse developed by the Nigerian government to deny the genocide accusations. With a focus on the outcomes in the field, it fathoms the leeway the organization had in this situation—a civil war—and how it used it. The limits of the counter-discourse, illustrated by the persistence of the accusation of genocide by groups like the French doctors, reveal the complexities involved in the usage of this term by relief workers. Finally, in studying the way in which these international and humanitarian organizations dealt with genocide claims, this article contributes to the history of the violence that took place during the war.  相似文献

Despite the Eisenhower administration's strong support for the Pahlavi monarchy, tensions simmered under the surface of Mohammad Reza Shah's relationship with the United States throughout the 1950s. Following the Qarani coup attempt and the overthrow of the Iraqi monarchy in 1958, the shah sought to diminish the Soviet threat to his regime and reduce his dependence on the United States by exploring Moscow's offer of a non-aggression treaty. Drawing on American, British, and Iranian sources, this article provides the first detailed history of these secret Soviet–Iranian negotiations that ended in disastrous failure for the shah in February 1959.  相似文献

Australia, Japan and the USA are all facing dual pressures that require them to do more with less. Internationally, they deal with the challenge of managing China’s rapid rise. However, domestically, they must cut government spending and reduce government debt. With internal balancing effectively ruled out as a long-term solution, the three states are seeking ways to optimise external balancing, or cooperation with like-minded states. This article focuses on Australian motivations regarding the recent proposal for submarine cooperation with Japan, and places it in the context of longer trends that poise the USA, Australia and Japan for even greater trilateralism in the future. Australia’s proposal to buy submarines from Japan, should it go through, would cement Australia and Japan’s fledgling security relationship in steel and coin. For Australia, it would help it to overcome its undersea capability gap, and Japan could set a precedent to re-enter the global weapons market if all goes well. Furthermore, Australia can use defence-technology cooperation with Japan to signal to the USA the seriousness of its commitment to burden-share in pursuit of regional security and determination to politically support the USA’s ‘Pivot’ to the Asia-Pacific. However, domestic politics have begun to play an important role in Australia, with a ‘spill’ motion against Prime Minister Tony Abbott barely overcome by a backroom deal with the opposition to build the submarines domestically, and this is an important development to keep an eye on.  相似文献

The shrunken medieval hamlet of Wintringham lies in the parish of St Neots some 2 miles east of the town centre. The position of the settlement was clearly defined by the remains of the peasant crofts, moated enclosures and bj the ridge and furrow of the open fields, which surrounded much of the site.

An excavation was arranged by the Department of the Environment and the Deserted Medieval Village Research Group in 1971 and 1972 to examine the moated enclosure, lying in the southern part of the site, before it was levelled and ploughed. The finding of four superimposed houses and their associated buildings revealed much information about the construction and expansion of a substantial timber house between circa 1175 and 1340.

The excavation finds have been presented to the University Museum of Archaeology and Ethnology, Cambridge.  相似文献

This article examines the gender-specific experiences of female prisoners, using SOE agents arrested by the Nazis during the Second World War as a case study, in order to contribute an understanding of the complex interaction of the identities of ‘woman’, ‘soldier’ and ‘prisoner’. Using oral history, as well as information gleaned from auto/biographies and SOE reports, it is argued that many female captives resorted to gender stereotypes by ‘playing the daft lassie’, that they experienced punishment with distinct sexist and sexual overtones and that gender was significant in their accounts of incarceration within concentration camps. Examining the gendered experiences of captivity casts light on the male chauvinistic nature of the Nazi regime, illuminating the SS and Gestapo response to being confronted with women who overstepped traditional gender boundaries by undertaking paramilitary roles.

Late nineteenth and early twentieth century China faced a grave national crisis resulting from intense foreign pressure and a rigid political system that was incapable of adapting to the challenges of the modern world. China’s decline did, however, lead to a wave of nationalism that swept across Chinese society. Set against this backdrop, a new generation of patriotically minded intellectuals, one with relatively broad exposure to Western thinking and academic methods, turned its focus to enlightening the oppressed masses as a means of bringing about national salvation. These intellectuals pursued this forward-looking aim by looking to the past for inspiration. More specifically, they looked to folk culture as a means of connecting with the common people and weaving together a new discourse that promoted national unity. Under these circumstances, a group of professors at Peking University, including Zhou Zuoren, Liu Fu, and Gu Jiegang, began to search for vernacular works in folk culture. This article examines folklore studies at Peking University expanding from folksongs to folk customs and other forms of folk literature. It focuses on early folklorists’ activities, folklore organizations, and primary publications. Under the university’s influence, folklore studies appeared in various newspapers and other research institutions in Beijing and Shanghai in rapid succession.  相似文献

Capitalism has always been a global system, but not in fixed ways. Different national powers have emerged and become dominant over the centuries, but the fundamental processes underlying the uneven development of global capitalism have not altered; they continue to be driven by imperialism — the struggle of large capital over economic territory of various kinds. Since the late 1960s, only the East Asian region has shown notable increases in its share of global GDP, and for the last two decades this has been dominated by the rise of China. This is directly related to the ability of the Chinese state to control the economy and to implement heterodox policies with very high investment rates. However, the Chinese case is exceptional: few other developing countries have followed a trajectory anything like that of China. Meanwhile, internal inequalities have increased across the world, as the bargaining power of capital vis‐à‐vis labour has increased dramatically in every country. This reflects the changed form of 21st century imperialism, which relies increasingly on the international legal and regulatory architecture as fortified by various multilateral, plurilateral and bilateral agreements that establish the hegemony of global capital in different ways.  相似文献

The interpretation by Italian scholars of the institutions of the French Fifth Republic was directly linked not only to the new French constitution and to the evolving practice of power in France, but also to the scholars' own judgement on the Italian constitution and on their changing perception of the role of the political parties within Italian republican institutions. Three main phases in the development of the interpretation of the Fifth Republic by Italian jurists and political scientists can be identified. During the first – extending from 1958 to the late 1970s – it was strongly criticized by most as anti-democratic. The second phase – from the late 1970s to the early 1990s – was marked by the end of anti-democratic suspicions; but only during the 1990s – the third phase – were the Fifth Republic's institutions proposed by some scholars as a model to be imported in to Italy.  相似文献

This article looks at the backchannel dialogue that took place between the Provisional IRA and the British government from 1972 to 1975, a time when violence was at its peak. Interest in this notoriously murky subject has grown in recent years. Articles, several book-length narrative histories and a biography have covered its various aspects. But, using new archival and oral sources (including an exclusive interview with a member of the British 1975 talks-team), a narrative of the backchannels is presented before a new interpretation is given. Above all this study concludes that, behind its hard-line rhetoric and uncompromising violence, a significant element of the Provisional IRA was interested in, and actively explored, a political solution to the conflict within months of the start of the Troubles.  相似文献

Abstract

Uncritical use of flawed literature has allowed a number of misunderstandings to affect gunflint terminology and typology, thereby preventing the establishment of a reliable chronology. With reference to the most recent research into the subject, this article discusses gunflint terminology and, on this basis, a gunflint typo-chronology is suggested. As most British gunflint assemblages known from the archaeological literature tend to be late, and most terminological/typological problems in general appear to relate to 16th/17th-century gunflints, the recently discovered early gunflint assemblage from Dun Eistean, Lewis, Western Isles, has been given special attention.  相似文献
