Community engagement and citizen participation have long been important themes in liberal democratic theory, although managerial versions of liberal democracy have typically been dominant. In the past two decades, however, many countries have seen a shift away from a managerial or top-down approach, towards a revitalised emphasis on building institutional bridges between governmental leaders and citizenry, often termed ‘community engagement’. This paper outlines some of the main explanations for this shift, including international trends in governance and political economy; the availability of improved communications technologies; the need to share responsibility for resolving complex issues; and the local politics of managing social, economic and environmental projects. Some critical perspectives are also raised, suggesting a degree of scepticism about the intentions of government and implying serious limits on the potential influence of the citizenry and community groups. Important distinctions are drawn between policy arenas, in relation to the different dynamics and opportunities in different policy fields. The importance of building effective capacity for citizens and all non-government organisations (NGOs) to participate is emphasised. Typologies of community engagement are outlined, and linked to ideas about social capital.  相似文献

As one of Australia’s largest and most active non‐governmental development assistance organisations, Community Aid Abroad‐Oxfam Australia (CAA) places development education and advocacy among its priorities. This study evaluated one of CAA’s development education programs to determine if a program lasting only twenty‐eight days could heighten participants’ awareness of social justice issues sufficiently to be considered successful. The research aimed to determine what participants’ pre‐program expectations were, and if after completing the program, participants believed that they had been changed sufficiently by the experience to become activists for social justice, thus fulfilling CAA’s stated reason for running the program. The study revealed that all participants had their positive expectations of the program met and all hoped, and most expected, to become activists for social justice in some way in the future. It was therefore concluded that, in the context of a development education program with a limited number of annual participants, 28 days does make a difference.  相似文献

The study of clusters is an important area of academic research. Clusters are also an important tool for public sector economic development. Historically, many organically developed clusters were based around a community of like-minded people. This may have led to a commonly held assumption in the literature that all clusters are communities. We suggest that not every cluster is also a successful community, based on empirical findings for four biotechnology clusters. Three issues of interests to practitioners are causes for clusters not being communities, the link between cluster success and development of “community” and policy failure at creating community within clusters. The discussion also aims to extend theory, first, by dealing with the rarely discussed question of the lack of collaboration “across” communities, and secondly, by attempting to help develop a theory of community formation in clusters.  相似文献

Where community ownership of renewable energy projects is not feasible, there remains potential for residents to profit from locally sited projects through a ‘community benefits’ package from a commercial developer, usually as an annual cash payment to a community organisation. Despite support from policy-makers and developers for community benefit packages, the relationship between the benefit package and acceptance of renewable energy projects is not straightforward. Drawing on semi-structured interviews with local residents and other community actors near a wind development in central Scotland, this paper examines the ‘process’ and ‘outcome’ dimensions of the design and provision of community benefits, and considers how the relationship between these two dimensions affects local perceptions of the benefit of community benefits. Analysis of interviewees’ perceptions of the community engagement ‘process’ at the planning stage and the community benefit package ‘outcome’ reveals how a poorly defined engagement process, combined with a benefits package that is not deemed suitable for the needs of the community, can lead to negative perceptions of the project, even when these were initially positive. These findings have implications for renewable energy policy in Scotland, particularly as there is currently no legal obligation for developers to consult communities on community benefit arrangements.  相似文献

Abstract

In establishing the ASEAN Economic Community, ASEAN political elites emphasised their commitment to the rule of law. The definition of the rule of law adopted in the ASEAN Charter mirrored UN reforms that recognised the rule of law as interlinked with democracy and human rights. This commitment raises questions, given the various tactics employed by the grouping’s authoritarian and post-authoritarian regimes to silence dissent. This article critically assesses this apparent shift in regional governance. It first maps the inclusion of rule of law rhetoric in agreements since ASEAN’s foundation, and then examines the form and implementation of dispute settlement mechanisms. It finds that dispute settlement mechanisms have consistently retained the scope for protracted political and bureaucratic negotiation between disputing parties, and “opt out” clauses that enable their contingent application. These findings undermine claims regarding the development of a “rules-based community”, and indicate the continuation of rule by law rather than rule of law. The emphasis placed on ASEAN’s rule of law reforms by elites suggests, then, the rebranding of this political project in support of the ASEAN Economic Community so as to create confidence for investors in the region’s juridical environment.  相似文献

Abstract: The task for critical urban research is to analyze processes of neoliberalization “on the ground”. This paper examines—based on original empirical research—in how far the outsourcing of former local state responsibilities for public services and urban infrastructure is expressed in the promotion of community gardening in Berlin (Germany). It shows the contradictory outcomes: on the one hand, a failing strategy of outsourcing towards residents and the opening up of opportunity structures for other interests. On the other hand it shows how far the emergence of open green spaces maintained by volunteers can only be understood against the background of “roll‐back” neoliberal urban politics and that their rationality cannot be separated from “roll‐out neoliberalism”.  相似文献

The paper is concerned with the problem, amelioration and contestation of a ‘majority community’ in a decolonising political culture. The late-colonial administration in Mauritius employed repeated and increasingly elaborate constitutional innovation to counter-balance the perceived inability of Mauritians to distinguish between political preference and community affiliation. These measures raised the constitutional profile of the ‘community’, ostensibly in order to offset it politically. The colonial state's determination to derive community definitions from census data was soon frustrated by the calculated identification and sensitisation of corporate identities by political entrepreneurs. The definition and defence of community became a compelling preoccupation of post-war political campaigns on the island. However, this communalism – misunderstood and condemned by Imperial social science as apolitical or even antithetical to politics – concealed a political culture of considerable flexibility and pragmatism. At no point did the colonial administration address the fact that the locus for the generation of communalised political propaganda lay in a political rivalry for leadership of one community – that of the Hindu Indo-Mauritians.  相似文献

The development of archaeology in Greece has been determined by the central role classical antiquity played in the European and Greek imagination. Classical archaeology, with its aesthetic view of the material culture, has dominated the discipline and its popular perception ever since. The state has been entrusted with the exclusive authority on archaeological heritage because of its national importance. This paper argues that the combination of the classical and state monopoly has led to the isolation of Greek archaeology from the world and from the Greek people. The aim is to critically assess Greek archaeology and introduce community archaeology as a means to make archaeology relevant to the Greek people.  相似文献

The community energy sector is widely understood to be a pluralistic sector, encompassing a broad range of aims, motivations, and practices. This heterogeneity is, however, still not very well understood. Dominant analytical frameworks in the study of energy geographies offer little in the way of exploring the diversity of motivations, visions, and social relations that are present within the community energy sector, nor their causes or consequences. Drawing on the notion of ‘critical pluralism’, this paper aims to highlight the diverse range of sociotechnical configurations that make up this sector in Scotland, and begins to discuss some potential causes and consequences. To do so, it presents a novel community energy typology, based on an analysis of technical and social dimensions of 367 projects in Scotland. This shows that whilst the Scottish community energy sector contains a broad range of motivations, technologies, and social practices, the sector has become dominated by groups for whom energy generation is a means to achieve local socio-economic development. The paper discusses the community-level and policy drivers that may have contributed to this. It also discusses how we can begin to understand a diverse sector’s ability to affect the wider structures in which it operates.  相似文献

In Aotearoa New Zealand, as elsewhere, partnership programmes overtly targeted to the strengthening of local communities are developing in a range of institutional sites. This development, it is claimed by some, moves social governance well beyond the narrow, market‐oriented, contractualism of earlier forms of neoliberalism, and into a new era of joined up, inclusive governance. Here we highlight the emergent role of "strategic brokers" who do the grounded joining up of governance in this new partnering ethos. Drawing on the findings of a large project on local partnerships in Aotearoa New Zealand, we show how community activists have played a distinctive historical role in shaping the form that local partnerships take. We then turn our attention to the current context, examining the rise of mandatory partnership working and the implications of this for community activists. We highlight key aspects of new forms of gendered professionalism, including the need to have both knowledge of and knowledge about communities. In outlining the historical development and current scope of strategic broker roles, we ask what we can learn about the nature of would‐be "post‐neoliberal" social governance.  相似文献

The paper explores the perspectives of caregivers and other adults on the nature and timing of childhood transitions, elicited through group discussions in five Ethiopian communities, as reflective of the community norms that shape childhood transitions. The paper uses data from Young Lives, a longitudinal study of children growing up in poverty, to investigate the transitions made by girls from childhood to the onset of puberty. It argues that these transitions are rarely linear, singular, or focused on ‘learning’, but instead multiple and often contradictory. While girls are said to be constrained by lack of opportunities, the main constraint to successful transitions in the communities discussed in the paper is having too many potentially contradictory opportunities, too soon.  相似文献

From Herder to Benedict Anderson, language and nation have been at the centre of ideas about (imagined) community. This hypothesis, however, poses a problem for analysing ideas about Europe. How can we understand “Europe” as a concept or form of identity when language and nationality are considered the foundation of imagined communities and loyalties? This article addresses this difficulty. It uses J. G. A. Pocock’s definition of “sub-languages” to suggest that one can investigate the rhetorical strategies, images and vocabularies with which texts articulate ideas about Europe. These sub-languages evoke imagined communities, most obviously when texts name and identify particular groups of people as “Europeans.” But by using images and rhetorics about Europe, these texts also appeal to a readership that comprehends—even if it does not fully accept—certain assumptions about the continent. In this way, texts evoke an imagined community of readers who purportedly share a similar way of understanding Europe, or who can perhaps be persuaded to think about it in similar terms. These processes are historically particular, and so the article concludes with concrete examples. It focuses on how early-nineteenth-century philhellenes evoked a European imagined community to solicit support for the Greek Revolution (1821–32).  相似文献

This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

This paper forms part of a project to attempt to understand what we are really doing when we engage in the practices of public archaeology and heritage. It starts from the premise that there is no necessary correlation between intention and outcome, nor that practice follows belief. Instead, we construct our ideas about the world, about ourselves, our values and associations from what we do. The stories told here raise issues about the ability of archaeology to change the world and the distinction that we can too easily blur between professional expertise and citizenship.  相似文献

Current understanding of the Iron Age polity of Phrygia in Central Anatolia is primarily based on excavations and survey in the region of the Phrygian capital of Gordion. In order to expand our knowledge of the Phrygian polity, we assess the scale and nature of Iron Age communities in the western (Eski?ehir) region of Phrygia. We address the challenge of interpreting ceramics derived from large-scale archaeological survey by utilizing Neutron Activation Analysis (NAA) of ceramics from 12 sites across the region collected by the Eski?ehir archaeological survey project as well as an excavated assemblage from ?ar H?yük. While the uniformity in ceramic technology and styles suggest the region is part of the larger Phrygian community, NAA results reveal that (a) ceramic production was regionally highly localized with limited evidence of standardization during the Iron Age and (b) based on evidence of community interaction it is possible to establish a partial chronological sequence of development. These results have implications not only for understanding the internal dynamics within the Phrygian core but also for developing a methodology for comparing ancient polities using commensurate units of interacting communities. This article aims to present a political analysis of the relationship between the Shi?a community in Afghanistan and the new political system that emerged after the US military intervention of 2001. In light of the sectarian conflicts in the greater Middle East and the connection between South West Asia and the Syrian war since 2011, this article illustrates the limits of the social empowerment of the Shi?a communities in Afghanistan. The article outlines the internal religious scene and the connections between āyatollāhs (marāje?), mainly from Iran or Iraq, and Afghan Shi?ite believers. It also examines how the Afghan Shi?ite community differs from those of Iran and Iraq.  相似文献
