The apartheid history of South Africa contains racial and religious discrimination, both running parallel to and supporting each other. South Africa's exodus from a society of forced religious homogeneity to one of celebrating religious pluralism adds valuable and unique patterns of thought to the promotion of religious pluralism and religious freedom. A brief history is presented of religion within the context of racial discrimination and eventual democracy in South Africa. The current plural religious demography of South Africa is presented to create a sense of the extent of diversity in the country and the extent of religious pluralism that should be considered for today. This demographical position necessitates an investigation into the current legal position on dealing with such a religiously plural state as well as the challenges it presents. This is also necessary in order to present the evolution of religious pluralism in an oppressive state to the right to religious freedom in democratic South Africa. This evolution can also serve as an example internationally to countries struggling with the issue of religious pluralism. The article is also of importance to sensitise South Africa to existing and escalating challenges against religious pluralism within the country.  相似文献

This paper assesses the process of military restructuring in South Africa in the context of that country's negotiated transition. A number of key issues, ranging from the practicalities of the integration process to future defence doctrines, are explored. It is concluded that the restructuring in the military has mirrored the process of elite pacting between key sociopolitical actors. On the one hand, this has ensured the stability of the transition. On the other, radical restructuring has been deferred, and the organisational structures of the former South African Defence Force retained. While a reduction of force levels is planned, the military has rapidly expanded in the past five years.  相似文献

Abstract

The traditional focus regarding the Angolan Civil War, 1974–1976, has been on the nature of Soviet and Cuban involvement, the American response to communist activities, and South Africa's invasion. A point often mentioned, but rarely elaborated upon in the literature, is the degree to which the United States of America (USA) encouraged South Africa to intervene in the Angolan conflict. This paper investigates the extent and nature of American collusion with South Africa in the civil war, and the degree of complicity of senior American officials. The paper argues that on balance, the evidence suggests that senior elements of the United States executive branch, covertly and informally, colluded with South Africa. South African politicians overestimated the depth and extent of American support for its intervention, and when the USA ceased its assistance, they felt betrayed by Kissinger.  相似文献

During the first half of the twentieth century, despatches about the coldest corner of the British Empire were circulated to three, sometimes four, of its southern neighbours under the British crown: Australia, New Zealand, South Africa and the Falklands. Of these four, South Africa seemed the least interested in Antarctica, despite the keen interest of some influential individuals and a strategy of bringing Antarctica into the imperial fold through British dominions that were proximate to Antarctica. In this context, we ask how South Africa viewed itself in relation to the Antarctic to the south and the British metropole to the north. We discuss the key activities that connected South Africa to Antarctica—whaling and weather forecasting. Moreover, we consider some of the enterprising plans for a South African National Antarctic expedition, and what these plans reveal of South Africa's perception of itself as a southern country. This article interlinks with a growing scholarship that is critical of treating Antarctic history as politically and culturally isolated, including showing how the relatively simple natural and political ecology of the Antarctic can throw into relief multiple national and international concerns.  相似文献

ABSTRACT

Despite a troubled trade history dominated by disputes over agriculture, the negotiation of a European Union (EU)–Australia free trade agreement (FTA) was initiated in 2015. The initiation of these negotiations was made possible because of the shift in EU trade policy towards the negotiation of what the EU terms ‘new generation free trade agreements’. The EU has concluded FTA negotiations with South Korea, Singapore, Vietnam and Canada, and is negotiating other FTAs— notably with Japan and the USA . The EU faces many commercial challenges to its FTA negotiations that go beyond tariff reduction, including the protection of its geographical indicators, public procurement and investor–state dispute settlement. These issues are likely to be substantial features of any EU FTA with Australia. In addition to these challenges, the promotion of sustainable development interests and human rights through FTA negotiations is an important component of the EU’s approach. The EU’s position on the trade-related aspects of sustainable development and the negotiation of human rights conditionality has presented significant challenges to the EU’s trade agenda, particularly in negotiations with Canada and Singapore. This article draws lessons from the EU’s new generation trade agreement negotiations to date. It compares these negotiations with Australia’s approach to FTA negotiations, and analyses potential stumbling blocks for an EU–Australia FTA in light of past tensions in the relationship. The article argues that shifts in both EU and Australian trade policies and positive developments in the relationship mitigate past obstacles to a negotiated agreement. However, EU– Australia relations still suffer from the tyranny of distance. The resulting deficit in foreign policy salience between the EU and Australia broadens the best alternatives to a negotiated agreement.  相似文献

In September 2009 The Sunday Times (South Africa) published a controversial cartoon depicting Jacob Zuma preparing to rape the figure of Lady Justice. This image precipitated a barrage of complaint and criticism surrounding issues of race, gender violence and freedom of speech. The cartoon represents a critical geopolitical moment through which to analyse the entrenchment of democracy in South Africa. I argue that careful analysis of the image and the responses generated provides insights into a series of constitutional challenges in South Africa and provides an entry point for those researching and teaching about political geographies outside of the traditional ‘core’ of the discipline. Problems with colonial legacies and the strategic depoliticisation of race are highlighted as key concerns for post-apartheid nation-building. Opposition to the cartoonist's freedom to criticise political leaders highlights the continued deployment of race in political ways while reminding us of the transitional challenges facing the state and the African National Congress party. The cartoon also provides a moment to address threats to the independence of the judiciary from political bodies through inflammatory and intimidatory rhetoric and protest. Questions over gender equality and security are highlighted through the rape motif of the image and responses to the cartoon. It is argued that the challenges made visible through this cartoon are critical to the consolidation of democracy in South Africa. The potential for political cartoons to be used by political geographers to engage with issues beyond the discipline's geographic ‘core’ is also stressed.  相似文献

The promotion of the German language abroad and of German Studies plays a central role in German Foreign Cultural Policy. With regard to Sub-Saharan Africa, otherwise a peripheral region for foreign policy, German as foreign language is firmly established as second language after English. Learners especially in Francophone West and Central Africa have increased over the past decade. Numerous funding programmes and actions are supported by German nongovernmental organizations at college/university levels. But bilateral cooperation between German and African academic institutions are challenged both by negative perceptions of the ‘Global South’ among Western colleagues and by an infrastructure adverse to research and to career development in most African countries. Additionally, North/South relations are traditionally seen in terms of (under-)development by German institutions, effecting cooperation. The paper develops a differentiated picture of African Studies in Africa, and outlines benefits that can be attained through collaboration ‘at eye-level’.  相似文献

The role of the private sector in international development is growing, supported by new and evolving official programmes, financing, partnerships and narratives. This article examines the place of the private sector in ‘community development’ in the global South. It situates corporate community development (CCD) conceptually in long‐standing debates within critical development studies to consider the distinct roles that corporations are playing and how they are responding to the challenges and contradictions entailed within ‘community development’. Drawing on field‐based research across three different contexts and sectors for CCD in Fiji, Papua New Guinea and South Africa, the article suggests that caution is required in assuming that corporations can succeed where governments, non‐governmental organizations (NGOs) and international development organizations have so often met with complex challenges and intractable difficulties. We argue that four specific problems confront CCD: (a) the problematic ways in which ‘communities’ are defined, delineated and constructed; (b) the disconnected nature of many CCD initiatives, and lack of alignment and integration with local and national development planning policies and processes; (c) top‐down governance, and the absence or erosion of participatory processes and empowerment objectives; (d) the tendency towards highly conservative development visions.  相似文献

This article argues that the agrarian studies literature sheds new light on the multiple,nonlinear trajectories of capitalist development occurring in the context of accelerating global integration. Cast in relation to classical political economy, work on agrarian change is centrally concerned with multiple paths of agrarian transformation. It attends both to historically specificforms of social property relations and to the ways that struggles over resources and labor are simultaneously struggles over culturally constructed meanings, definitions, and identities. Accordingly, it goes well beyond the "new institutionalism" that figures prominently in the literature on industrial restructuring. The article draws on recent research in globally linked industrial districts in former bantustan areas of South Africa to illustrate thecontemporary and continuing salience of agrarian histories and concepts. It also suggests how attention to multiple trajectories of sociospatial change can be used to challenge the neoliberal orthodoxy taking hold in post-apartheid South Africa.  相似文献

ABSTRACT

This article explores the challenges and coping strategies of undocumented migrant youth in Cape Town, South Africa. Drawing on a theatre-based case study conducted with a core group of 10 participants the article shows firstly that participants’ lives are affected by emotional, legal and practical challenges such as loneliness, discrimination and fear. Secondly, the article develops the concept of ‘performative agency’ to illustrate how participants cope with and contest their challenges. Specifically, the article shows that the young people's theatrical performances draw on stereotypical notions of vulnerability and victimhood as a means to denounce the discrimination and oppression they experience. In public interactions with others, by contrast, the young migrants use performative agency to emphasise their strengths and positive attributes, thereby enhancing their integration in a hostile environment. The insights provided by this study can help strengthen policy responses to better support undocumented migrant youth in South Africa and elsewhere.  相似文献

The development of new generic technologies occurs within traditional structures of industry-government interaction, but also unleashes a process of 'creative destruction' generating new institutional patterns. This article, focusing on biotechnology, describes and compares policy processes and institutional arrangements in Australia and Sweden. The Swedish biotechnology sector displays a pattern of fragmentation and relatively weak state steering. Australia, by contrast, has implemented a set of comparatively coordinated regulatory and other measures to foster the growth of biotechnology. This observation contradicts the characterisation of Sweden as a 'strong state' economy, and challenges the depiction of Australia as lacking in state steering capacity. The relative open-endedness of the search in these countries for a mode of regulation of biotechnology suggests that the role of the state in economic restructuring today is fundamentally distinct from that of earlier periods.  相似文献

South Africans have a long association with water. It has provided a source of food, a medium for trade and a catalyst for migration and development. The country??s geographical position as a crossroads of maritime trade between Europe and the East means that its history is inextricably linked to the history of the rest of the world. The result is a multi-faceted representation of sites, objects and mythologies related to water and maritime heritage that reflect not only local historical and social development, but global cultural change as well. Given the importance of South Africa??s underwater cultural heritage (UCH), managers have grappled with management principles, ethics and theoretical models in an effort to produce and enforce heritage legislation that is relevant and effective. This paper outlines South Africa??s maritime context from 1.5 million years ago until the present, summarises legislative and mitigation developments over the past half century and provides details of current trends in maritime archaeology and UCH management at the southern tip of Africa. Training programmes and public awareness are keys to this strategy to bring UCH and maritime archaeology into the mainstream and counter treasure hunting and looting of this rich, friable resource.  相似文献

The world-wide British merchant shipping industrial dispute of 1925 threatened to bring the commerce of the British Empire to a halt. Although it rapidly faded in Britain itself, the strike took off with remarkable effect in the ports of Australia, New Zealand and South Africa, almost paralysing the southern hemisphere operations of the world's largest cargo and passenger fleet. Through exploring the course of the strike in Durban, South Africa, this article shows how this globalised British labour dispute brought out tensions within the politics of the empire, both between dominions and metropolis and between political factions within those dominions. The article analyses the strike from the perspective that the exercise of power within the empire was radically fragmented. It shows that the course of the struggle was shaped by intensely conflictual relationships between South Africa and imperial power-holders in London, by rivalries between political factions within the South African state and by regional divisions between the Pretoria government and Natal Province. Together, these tensions produced the state policies towards the strike that enabled it to last far longer in Durban than might initially have been predicted.  相似文献

Abstract

The Cornish are known around the world for their mining skills. In the 19th century the migration of Cornish mining families created a diasporic community with settlements in the United States, Mexico, South Africa and Australia centred on copper, tin and gold mines. While the Cornish are generally associated with underground mining, recent research in Australia suggests that ancient methods for working surface tin deposits played an important role during the gold rush. The identification of Cornish tin-streaming as the source of alluvial mining technology in Australia sheds light on a little-documented branch of mining that has played a significant role in shaping the landscape of goldfields regions.  相似文献

Aside from NATO, the Five Eyes intelligence network between the USA, the UK, Canada, Australia and New Zealand is the world’s most enduring multilateral arrangement of its type. While the Five Eyes network does not constitute a formal security alliance in the classic sense of the term, it does emulate significant features of how alliances operate in practice, including active burden-sharing and intra-alliance bargaining. Most analysts claim that the USA dictates in hierarchical fashion the terms and conditions of how the Five Eyes network functions, and that junior partners have little alternative but to fall in line if they want to preserve the flow of high-grade intelligence from Washington. Using Australia as a case study, this article shows that a more fluid relationship has been at play, one that challenges conventional assumptions about asymmetrical alliances and the role of junior partners.  相似文献

The life of Maria Dlamini, a contract cleaner at the University of the Witwatersrand, is used to explore continuities and discontinuities between the apartheid labour regime and the neoliberal, post‐apartheid order in South Africa. As South African institutions have adopted neoliberal market strategies, the growth in the contracting‐out of cleaning has intensified work and reduced wages and benefits for many workers. Significantly, as was the case with the migrant labor system under apartheid, it has also increasingly displaced the burden of social reproduction onto the households and communities of the working poor. Whereas the racial spatial order under apartheid was dictated by national‐level political decisions, through use of the concept of “boundary drawing”, we show how the language of the market justifies new exclusions based upon the micro‐politics of the “rational” restructuring of institutions such as universities.  相似文献

Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

Rock art is the most easily accessible of archaeological material. In Zimbabwe, there are thousands of sites, mostly in open-air environments which can be accessed and enjoyed by many people without any restrictions. Yet, rock art is also easily damaged and therefore requires conservation. Social, political and economic challenges in the last two decades have had profound effects on the conservation status of this particular cultural heritage. This paper examines the state of conservation of rock art, conservation approaches and challenges in Zimbabwe. It also discusses possible solutions especially as the country is making frantic efforts at international re-engagement. The story of rock art conservation in Zimbabwe is similar to what is happening in many neighbouring developing countries such as Kenya, Uganda and South Africa. Therefore, the discussion in this paper also informs on general issues in rock art management and conservation in Africa.  相似文献
