Abstract

Florida waters are home to the remains of such diverse watercraft as galleons, freighters, sailing yachts, steamboats, and prehistoric canoes. Managing these resources, especially regarding questions of access versus preservation, can be a daunting task. Florida’s Underwater Archaeological Preserves programme is an experiment in public participation to further both the awareness and the preservation of submerged heritage through site conservation and interpretation, incorporating various stakeholders during each step in the process. The logic in Florida’s Preserves programme is that an involved public given free access to a shipwreck site can be an ingredient for, instead of a hindrance to, preservation. Although one of several programmes worldwide, the concept that sets Florida’s Underwater Archaeological Preserves programme apart is its use of public involvement to promote education that fosters attitudes of conservation and preservation. If the public feels a share as stakeholders in the preservation of their maritime heritage, then submerged cultural resources will be more effectively protected.  相似文献

In recent years, several middle-income countries, including Chile, Mexico and Uruguay, have increased the availability of early childhood education and care (ECEC) services. These developments have received little scholarly attention so far, resulting in the (surely unintended) impression that Latin American social policy is tied to a familialist track, when in reality national and regional trends are more varied and complex. This article looks at recent efforts to expand ECEC services in Chile and Mexico. In spite of similar concerns over low female labour force participation and child welfare, the approaches of the two countries to service expansion have differed significantly. While the Mexican programme aims to kick-start and subsidize home- and community-based care provision, with a training component for childminders, the Chilean programme emphasizes the expansion of professional ECEC services provided in public institutions. By comparing the two programmes, this article shows that differences in policy design have important implications in terms of the opportunities the programmes are able to create for women and children from low-income families, and in terms of the programmes’ impacts on gender and class inequalities. It also ventures some hypotheses about why the two countries may have chosen such different routes.  相似文献

Kicking in soccer has been the subject of scientific research for more than 40 years yet review articles summarizing the biomechanical fundamentals of kick optimization as a guide to coaching are scarcely to be found. The current review article aims to bridge the gap between scientific research into the maximal instep kick (including studies employing 3D motion capture and full-body biomechanical modelling) and the application of such research in coaching. It does so by supplying a scientifically founded, coaching-friendly article explaining identifiable characteristics and motor control sequencing that define this skill. Relevant biomechanical factors are identified in a way that should help coaches better develop training programmes and, at the same time, foster better understanding of the skill among athletes. Such information will contribute to both accelerated skill acquisition and, by concomitant gains in skill efficiency, the development of programmes that minimize risk of injury to athletes during training.  相似文献

Micro‐finance programmes are currently dominated by the ‘financial self‐sustainability paradigm’ where women’s participation in groups is promoted as a key means of increasing financial sustainability while at the same time assumed to automatically empower them. This article examines the experience of seven micro‐finance programmes in Cameroon. The evidence indicates that micro‐finance programmes which build social capital can indeed make a significant contribution to women’s empowerment. However, serious questions need to be asked about what sorts of norms, networks and associations are to be promoted, in whose interests, and how they can best contribute to empowerment, particularly for the poorest women. Where the complexities of power relations and inequality are ignored, reliance on social capital as a mechanism for reducing programme costs may undermine programme aims not only of empowerment but also of financial sustainability and poverty targeting.  相似文献

Abstract

This paper presents the results of a survey of internships offered in undergraduate geography programmes in the United States and discusses a required internship for undergraduate geography majors at Illinois State University. Our survey reveals internships to be widespread in the United States, and the Illinois State internship programme is one of the few in the country that is a requirement for the major. The dynamism of Environmental Management in the 21st century has predicted the need for students to emerge from tertiary programmes with a set of skills that are functional and more widely applicable in the contemporary workplace. To foster the development of such tools and skill sets, there has been an increasing trend amongst teaching practitioners to move from objectivist to constructivist views of learning and teaching. Using the theoretical heritage of constructivism, we in this paper offer an example of the effectiveness of constructive alignment in teaching tools and assessment methods for first year Environmental Management students. Drawing inspiration from the successes reported by Biggs et al. (2010) and Park (2003), we offer further discussion on the merits of such approaches, but from a first-year undergraduate cohort. Through a discursive analysis of student writings and formal feedback received through course evaluation questionnaires, we in this paper demonstrate how this combination of teaching methods led to a cohort that actively participated in their own learning. The results revealed that such methods could be successfully implemented at earlier stages of Environmental Management degree programmes, to encourage normally pragmatic, minimalist work ethic, first-year students, to be active, enthusiastic learners both within and outside the University.  相似文献

The South African Spatial Data Infrastructure (SASDI) was established in 2003.Registration of geographical information science (GISc) practitioners by the South African geomatics professional body followed in 2004 and accreditation of university GISc programmes in 2012. In 2010, the Committee for Spatial Information identified inadequate knowledge and skills of GISc practitioners as a challenge for the implementation and maintenance of SASDI. In response, SDI knowledge and skills requirements for GISc professionals were specified by GISc industry representatives and the professional body's academic model was qualitatively compared against these requirements. Results are discussed and improvements recommended.  相似文献

This article is a critical exploration of the issues raised by the attempt to integrate aims and concerns derived from one European Union (EU) policy domain into another. It does this via an examination of the ways in which the European Employment Strategy (EES) has been taken into account in the design and initial implementation of Structural Fund programmes in the 2000–2006 round. In particular, it examines the nature of this ‘mainstreaming’ relationship in terms of the structures and mechanisms associated with current Objective 1 programmes operating in the UK. It maps out the vertical and horizontal linkages between European, national and regional levels, and assesses the extent to which strategic frameworks, programme guidance and programme content have successfully integrated EES considerations. The article concludes by identifying some implications for theories of European governance.  相似文献

Recent decades have witnessed an increasing involvement of archaeology projects in planning and carrying out heritage education programmes to increase heritage awareness among the public. This paper aims to explore ways in which models of education programmes in public archaeology could be more effective in ensuring the protection of heritage sites by examining the one of the worlds longest-running education programme, run by the Çatalhöyük Research Project in Turkey. It is important to pay attention to multi-vocal elements such as social, political and educational backgrounds of the communities to develop more effective education programmes, and most importantly it is crucial to assess the effectiveness and success of those programmes. However, most of archaeological education programmes have failed to carry out this important component. In order to be effective and successful, the success of the education programmes and the ways in which they are implemented and their results must be known and critically examined. Specifically, this paper will discuss the necessity of measuring the effectiveness of education programmes, suggest the most suitable methodology for assessment through examining the Çatalhöyük education programmes.  相似文献

Methods for evaluating regional and urban policies have become increasingly sophisticated in recent years. However, this paper argues that the evaluation of Structural Funds programmes has systematically underplayed the effect of governance on both programme design and implementation. This paper uses the role of voluntary and community sector organizations in promoting community economic development initiatives within the European Union's Structural Funds programmes in South Yorkshire as a case study. An argument is made for extending evaluation methods, especially theory-based evaluation, through using multi-level governance as a “theory of change”. A key finding is that to explain how programmes work, evaluators need to consider formal partnership and management arrangements, their traditional focus, but also wider governance structures and the importance of informal policy networks. Such a focus allows for a consideration of issues such as resource mobilization and power.  相似文献

Levels of child malnutrition in India have fallen only slowly during the 1990s, despite significant economic growth and considerable expenditure on the Integrated Child Development Services (ICDS) programme, of which the major component is supplementary feeding for malnourished children. To begin to unravel this puzzle, this article assesses the programme's placement and its outcomes, using NFHS data from 1992 and 1998. The authors find that programme placement is clearly regressive across states. The states with the greatest need for the programme — the poor Northern states which account for nearly half of India's population and which suffer from high levels of child malnutrition — have the lowest programme coverage and the lowest budgetary allocations from the central government. Programme placement within states is more progressive: poorer and larger villages have a higher probability of having an ICDS centre, as do those with other development programmes or community associations. In terms of outcomes, the authors find little evidence of programme impact on child nutrition status in villages with ICDS centres.  相似文献

ABSTRACT

Along Florida’s nearly 13,000 km of shoreline, nearly 4000 archaeological sites and over 600 recorded historic cemeteries are at risk from climate change impacts including coastal erosion and a 2-metre rise in sea level. In 2016, the Florida Public Archaeology Network (FPAN) created the Heritage Monitoring Scouts (HMS Florida) programme to engage the public in monitoring sites at risk. The programme grew quickly during the first year of operation to include 233 volunteers who submitted 312 monitoring forms. The programme exists beyond the singular act of a volunteer reporting site conditions; across Florida, varied combinations of local partnerships present unique opportunities for programmes, for example, the pilot program at the Guana Tolomato Matanzas National Estuarine Research Reserve. Preliminary outcomes from the first year of HMS Florida and the pilot indicate the programme is effective in public engagement and a powerful management tool for tracking change to sites over time.  相似文献

The Programa Bolsa Família (PBF) is one of the largest conditional cash transfer (CCT) programmes in the world. CCTs have been described as a ‘magic bullet’ for development, and PBF is widely regarded as an exemplary programme. Examination of its conceptual underpinnings, features, impact and limitations shows that PBF provides substantial income support to the poorest. However, PBF is also self‐limiting and it can offer only limited long‐term gains to the poor. More significant outcomes require the expansion of the scope of PBF and other social programmes towards the universalization and decommodification of social provision in Brazil.  相似文献

Conditional Cash Transfer programmes aim to alleviate short‐term poverty through cash transfers to poor households, and to reduce longer‐term poverty through making these transfers conditional on household investment in the health and education of children. These programmes have become increasingly popular with institutions such as the World Bank. However, the need for conditionalities has been questioned on a number of levels, including its necessity: it has been suggested that the cash transfer in itself may be sufficient to secure most of the programme's wider aims. The example of Nicaragua supports this contention, demonstrating that only a small incentive is needed to bring the desired changes in the uptake of education, since this is something prized by the poor themselves. In health, the Nicaraguan case suggests that demand‐side initiatives might not be as important as supply‐side changes that improve the affordability and accessibility of services. The Nicaragua case also highlights the long‐term limitations of applying such programmes in countries with high levels of poverty and low economic growth. A gendered analysis of the programme highlights the fact that women ‘beneficiaries’ bear the economic and social cost of the programme without apparent benefit to themselves or even necessarily to the household in the short or longer term.  相似文献

Advances in technology have created opportunities for collaborative multi-institution programme delivery which are increasingly attractive within a constrained financial environment. This paper details the development of a cross-institution collaboratively delivered masters and postgraduate diploma programme in Geographical Information Science in New Zealand. We explore the benefits of such an approach as well as the lessons learnt from its implementation. The recommendations presented will be of interest to teaching faculty considering specialized collaborative programmes as well as more senior staff who are keen to combine institutional resources to meet new and emerging demands for skills.  相似文献

This article examines whether the transitional government in the wake of the December 2018 Sudanese revolution succeeded in realigning social policy with public demands. The article focuses on the evolution of cash transfer programmes from the 2012 cash programme under the Ingaz regime to the transitional government's programme 2021. While the recent programme was popularly viewed as a ‘World Bank programme’, its originators were in fact Sudanese professionals. Similarly, the Ingaz regime experimented with cash transfers before seeking out World Bank technical support. In this sense, cash transfers cannot be seen as an external imposition, as domestic actors have favoured them across different regimes. Yet, their appeal may still reflect the ‘choicelessness’ that Thandika Mkandawire associated with structural adjustment, as in both cases cash transfers were introduced as part of broader economic reform. Sudan's case is distinct in the sense that its domestic policy makers did not begrudgingly accept cash transfers but were enthusiastic instigators of them. The article traces the origins of this enthusiasm within Sudan's recent political history and explores the way in which alignment with international mainstream policy making locks Sudan into a bind. The country urgently needs to reverse the fragmentation of social policy along geographic and racial lines, yet these programmes do little to overcome such regional and racial inequalities. Thus, even after a popular revolution displaced the prevailing political settlement and called for radical change, policy makers remain misaligned to public demands.  相似文献

Abstract

This paper presents the work in progress of TEMPER (Training, Education, Management and Prehistory in the Mediterranean), a research project conducted by a consortium of seven partner institutions in the UK, Greece, Malta, Israel, and Turkey. TEMPER is funded by the European Union, as part of their Euromed Heritage II programme [1] and is the only project funded by the programme focusing on our prehistoric cultural heritage. The aim of TEMPER is to make the prehistory of the Mediterranean more accessible. This will be achieved through the development of educational programmes at pilot sites around the Mediterranean, the development of management plans for pilot sites, the delivery of a related training programme and dissemination of the project results. It is shown that audience members actively select amongst available programmes on television. This selection is based upon the social role and situational characteristics of the viewer and it is also directly related to the reasons given by viewers for watching television.

Patterns of programme selection are related to three clusters of needs and reasons. The two most important of these are composed of needs relating to information and diversion. The least important cluster is concerned with the self and social contact.

Escape and diversion needs are satisfied by almost any programme; selection is minimal by those viewers expressing these needs. Information needs are best satisfied by news and other informational programmes, while social and self needs are best satisfied by quiz and variety programmes, popular drama and movies.  相似文献

This paper examines the role of accelerator programmes in promoting transnational entrepreneurship. Designed to assist the growth of start-ups by providing seed finance and structured entrepreneurship support, these programmes are now a prominent feature in many entrepreneurial ecosystems around the world. Drawing on in-depth qualitative evidence focused on one particular programme, the paper shows accelerators play an important intermediary or ‘brokerage mechanism’ providing start-ups with enhanced relational connections and networks. Transnational entrepreneurs attracted to these programmes are highly focused on exploiting these networks whilst maintaining multiple levels of embeddedness in various contexts to maximize the opportunities afforded by accelerators. While many governments are attempting to replicate accelerators programmes within the public sector, the paper concludes that such attempts may prove problematic within weaker entrepreneurial ecosystems.  相似文献

Payments for Ecosystem Services (PES) programmes increasingly reflect multiple stakeholder demands and rarely operate in market form. In Guatemala, the earliest forestry incentives — a form of PES — benefited larger landowners and functioned as subsidies for both extractive forest production and ecosystem services. Smallholders and indigenous communal land managers in Guatemala campaigned for PES programmes to meet their needs, leading to the creation of a second programme that focuses on improving rural development, coupled with ecosystem services. This article examines how these historically marginalized groups have used PES as an opportunity to engage with the state and demand embedded development that more strongly reflects their values of forests and their desired relationship with the Guatemalan state. As a result of this activism, these Guatemalan forestry incentives reach smallholders more successfully than PES programmes in many other countries. However, more far-reaching changes in land use are tempered by power imbalances and structural inequalities that are unaddressed and, in fact, reinforced by PES programmes, such as underfunding, narrow conceptions of land ownership, and unequal representation.  相似文献
