Policy Bubbles     
We develop the concept of a policy bubble to capture the notion of long‐term overinvestment in a policy. In sketching the relation of policy bubbles to economic bubbles, we describe how these two concepts have similar origins but different trajectories because they are filtered by different institutions. We examine in some detail three likely instances of ongoing policy bubbles: crime policy, school reform (charter schools and private education vouchers), and the contracting and privatization of public services. We show how these cases differ from the housing bubble of 1997–2007, how they differ from each other, and the extent to which they can be considered policy bubbles. Last, we suggest this concept can help unify the policy process literature with the practice of policy evaluation and outline testable hypotheses for future research.  相似文献

We assess the tendency for the public to use group‐centric policy evaluations with evidence from a survey experiment concerning two issues within the social policy domain, health care and aid to cities. By randomly varying target group identity within each issue and using both negatively and positively regarded groups our evidence shows that differences exist in the tendency for members of the public to use group‐centric heuristics. Group‐centric evaluations are related to party identification and political ideology. Across both issues conservatives and Republicans are more likely than liberals or Democrats to adopt a group‐centric heuristic. Partisan and ideological differences suggest that established theories miss the mark by emphasizing how universal policy designs are preferred to designs that target unpopular groups.  相似文献

This paper pushes forward political research from across disciplines seeking to understand the linkages between public opinion and social policy in democracies. It considers the thermostatic and the increasing returns perspectives as pointing toward a potentially stable set of effects running between opinion and policy. Both theoretical perspectives argue that opinion and policy are reciprocally causal, feeding back on one another. This is a general argument found in opinion‐policy literatures. However, much empirical research claims to model “feedback” effects when actually using separate unidirectional models of opinion and policy. Only a small body of research addresses opinion‐policy endogeneity directly. In this paper I consider an opinion‐policy system with simultaneous feedback and without lags. I argue that there is a theoretical equilibrium in the relationship of opinion and policy underlying the otherwise cyclical processes that link them. Given that available cross‐national data are cross‐sectional and provide limited degrees of freedom, an ideal theoretical model must be somewhat constrained in order to arrive at empirically meaningful results. In this challenging and exploratory undertaking I hope to open up the possibility of a general system of effects between public opinion and social policy and how to model them in future research. I focus on social welfare policy as it is highly salient to public interests and a costly area of government budgets, making it an area of contentious policymaking. Social policy is also a major part of the thermostatic model of opinion and policy, which was recently extended to the cross‐national comparative context (Wlezien & Soroka, 2012) providing a critical predecessor to this paper because identification of equilibrium between public opinion and social policy in any given society is greatly enhanced through comparison with other societies. This counterfactual approach helps to identify opinion‐policy patterns that may not change much within societies, but can be seen as taking on discrete trajectories between societies.  相似文献

Charter schools have generated support from politicians in both major American political parties while stimulating intense debate among interest groups. We investigate whether and how public attitudes reflect interest group polarization or politician consensus. Using an original survey, we find that charter school opinions diverge along ideological lines among high‐information respondents. With embedded experiments, we manipulate respondents' information using policy cues tied to opposing sides of the charter debate: We assess whether the role of private companies and nonunion teachers changes support for charter schools. We find that the public responds favorably to some informational cues; conservatives without prior information are especially persuaded by information about nonunion teachers. This explains how polarized opinion can develop even in the absence of strong partisan sorting among top political leaders and clarifies the partisan and ideological context of ongoing education policy debates.  相似文献

James Madison argued in Federalist 10 that "rival political factions" work against the public good. In contrast to Madison's pessimistic account, I suggest that factional conflict can lead to more representative public policy, and thus further the will of the people. I theorize that elected officials often seek a safe political position—one that corresponds to the preferences of the public at large—during periods of high conflict. I assess this theory in one, salient policy area, medical malpractice. I measure conflict with contributions for state candidates given by (i) the health and insurance industries, which generally support malpractice laws, and (ii) lawyers, who frequently oppose the laws. I find that group conflict matters to policy outcomes. I also find evidence that, under conditions of elevated conflict, adopted policies are more likely to move toward the general ideological preferences of the public at large. These results suggest that group conflict affects both the quantity and character of policy in the American states.  相似文献

There is a large body of literature devoted to how “policies create politics” and how feedback effects from existing policy legacies shape potential reforms in a particular area. Although much of this literature focuses on self‐reinforcing feedback effects that increase support for existing policies over time, Kent Weaver and his colleagues have recently drawn our attention to self‐undermining effects that can gradually weaken support for such policies. The following contribution explores both self‐reinforcing and self‐undermining policy feedback in relationship to the Affordable Care Act, the most important health‐care reform enacted in the United States since the mid‐1960s. More specifically, the paper draws on the concept of policy feedback to reflect on the political fate of the ACA since its adoption in 2010. We argue that, due in part to its sheer complexity and fragmentation, the ACA generates both self‐reinforcing and self‐undermining feedback effects that, depending of the aspect of the legislation at hand, can either facilitate or impede conservative retrenchment and restructuring. Simultaneously, through a discussion of partisan effects that shape Republican behavior in Congress, we acknowledge the limits of policy feedback in the explanation of policy stability and change.  相似文献

Past research on problem definition and public policy primarily focuses on the macro-system level. In this study, we propose a micro model of problem definition and policy choice at the individual level. We argue that while individual citizens' problem definitions and policy preferences are rooted in and filtered through their predisposition characteristics (such as socioeconomic status, political orientation, and informational base), their policy choices also strongly depend on how they define public issues, particularly how they perceive the image of an issue at hand and how they associate the issue with other public issues. Our empirical analyses, based on data from a national public survey on energy and power plant issues, support the key propositions derived from our theoretical model. Key contributions to and implications for policy studies are discussed in conclusion.  相似文献

The social construction of target populations has emerged as an influential framework for understanding the public policy process. In particular, target populations have been shown to shape the allocation of benefits and burdens by political elites. However, existing studies focus on the elite level, which overlooks whether public preferences are aligned with the allocation of policy benefits and burdens by political elites. Moreover, many studies treat social constructions as homogenous, which this paper calls into question. Using a nation‐wide survey experiment, I investigate variation in public support for affirmative action policies with randomly assigned target populations. The findings indicate that the public formulates policy preferences on the basis of perceived deservingness of target groups similar to political elites. In addition, the findings uncover heterogeneity in the effect of targeting on public opinion based on ideology and racial/ethnic group identity.  相似文献

Market‐oriented reforms in the health sector continue to dominate health policy agendas in many developing countries despite growing evidence of their negative impacts. This article critically examines eight key arguments that are used to justify market‐oriented reforms and that continue to hold widespread appeal among policy makers and analysts. The authors conclude that although the axiom that health care is atypical due to pervasive market failures is widely acknowledged by reformers, the scope and depth of the negative consequences of market competition and private sector involvement are systematically underestimated in policy design and implementation, while the regulatory capacity to overcome them is overestimated. Their analysis suggests that while there is considerable scope for market‐oriented reforms, the success of such reforms depends on a tight set of conditions that are often absent in the health care sector, especially but not exclusively in developing countries.  相似文献

Abstract: This article builds upon the literature on neoliberalism and environment as well as studies on community forestry by examining the creative accommodations that rural producers have made in navigating Mexico's neoliberal turn. In contrast to previous work that emphasizes macro‐level processes (eg privatization of public natural resources) and local resistance, I employ Bourdieu's theory of practice to examine the symbolic and material dimensions of local responses to neoliberal policy reform. Drawing on research from nine communities in the state of Quintana Roo, I argue that local producers have accommodated neoliberal policies and programs by adopting hybrid logics, property regimes, forms of organization, and modes of exchange. Moreover, I contend that these creative responses constitute elements of a longstanding “culture of accommodation” to institutional change that predates Mexico's neoliberal reforms.  相似文献

This article uses John Kingdon's “multiple streams” model of the policy process to explore the role of French public intellectuals in processes of cultural and educational policy formation. The relative autonomy attributed by Kingdon to the “primeval soup” of ideas constituted by the policy stream (as distinct from the “problems” and “politics” streams posited by his model) provides the basis for this exploration. However, Kingdon's model is not developed with any reference to France, public intellectuals or cultural policy. The corresponding adjustments required are themselves enlightening. Public intellectuals must thus be distinguished from policy experts. They are characterised by their public visibility, the broad frame of reference that they bring to bear on the issues of the moment, certain limitations in technical expertise, and a capacity not simply to work through policy alternatives, but also to project their own counter‐agendas. These issues are explored particularly in relation to a selection of policy reports produced by public intellectuals.  相似文献

During the pre‐reform era, Chinese state‐owned enterprises (SOEs) operated not only as firms, but also as mini‐welfare states, providing employees with lifetime employment, inexpensive housing, free health care, and pensions. Since China’s market transition began in the late 1970s, however, SOEs have had to bear increasingly heavy burdens for welfare provisions to their employees. The steep increase in welfare spending has not only eroded the base of state revenue, but has also impeded further SOE reforms. To lighten welfare burdens upon SOEs and to remove institutional obstacles to marketization and privatization embedded in the existing welfare system, the Chinese state has imposed many welfare reforms aimed at shifting responsibilities for welfare provision from SOEs to a combination of government, enterprises, communities, and individuals. This article examines the belated welfare reforms in China’s state sector and their impact upon the reform of SOEs. It finds that reform implementation has been sluggish. To achieve the policy goal of welfare reforms, high degrees of state autonomy and capacity are needed.  相似文献

In the face of the reemerging threat of preventable diseases and the simultaneous vaccine risk controversy, what explains variations in Americans’ policy preferences regarding childhood vaccinations? Using original data from a recent nationwide Internet survey of 1,213 American adults, this research seeks to explain differing public opinions on childhood vaccination policies and related issues of governance. As Mary Douglas and Aaron Wildavsky's grid‐group cultural theory of policy preference formation suggests, cultural biases have a significant impact on the formation of preferences toward various vaccination policies. Hierarchs are in support of mandatory vaccination, oppose religious and philosophical exemption, and believe the government should preside over vaccination‐related decisions. Fatalists strike a bold contrast in their opposition to mandatory vaccination policy and support for religious and philosophical exemptions and the role of parents in deciding on vaccinations. Falling between hierarchs and fatalists, egalitarian support for vaccinations is stronger than individualists‘.  相似文献

Risk perceptions are important to the policy process because they inform individuals’ preferences for government management of hazards that affect personal safety, public health, or ecological conditions. Studies of risk in the policy process have often focused on explicating the determinants of risk perceptions for highly salient, high consequence hazards (e.g., nuclear energy). We argue that it is useful to also study more routinely experienced hazards; doing so shows the relevance of risk perceptions in individuals’ daily lives. Our investigation focuses on the impact perceived risk has on citizens’ preferences over hazard management policies (as distinct from identifying risk perception determinants per se). We use a recursive structural equation model to analyze public opinion data measuring attitudes in three distinct issue domains: air pollution, crime, and hazardous waste storage and disposal. We find that citizens utilize perceived risk rationally: greater perceived risk generally produces support for more proactive government to manage potential hazards. This perceived risk–policy response relationship generally holds even though the policy options respondents were asked to consider entailed nontrivial costs to the public. The exception seems to be when individuals know less about the substantive issue domain.  相似文献

Building upon existing literature, we offer a particular model of network policy diffusion—which we call sustained organizational influence. Sustained organizational influence necessitates an institutional focus across a broad range of issues and across a long period of time. Sustaining organizations are well‐financed, and exert their influence on legislators through benefits, shared ideological interests, and time‐saving opportunities. Sustaining organizations' centralized nature makes legislators' jobs easier by providing legislators with ready‐made model legislation. We argue that sustaining organizations uniquely contribute to policy diffusion in the U.S. states. We evaluate this model with a case study of state‐level immigration sanctuary policy making and the role that the American Legislative Exchange Council (ALEC) played in disseminating model legislation. Through quantitative text analysis and several negative binomial state‐level regression models, we demonstrate that ALEC has exerted an overwhelming influence on the introduction of anti‐sanctuary legislative proposals in the U.S. states over the past 7 years consistent with our particular model of network policy diffusion. This paper explores the reform of environmental policy‐making by the Hawke government through its creation of the Resource Assessment Commission (RAC). The paper pursues two themes. First, it argues that this reform must be seen within the broader context of the Hawke government's approach to public policy generally. The paper argues that the Australian Labor Party (ALP) has instituted a model for policy politics based on key strategic and normative approaches—a model this paper refers to as ‘Accordism’. Secondly, this paper looks at the RAC and in so doing argues that, on the basis of the norms that underpinned the reform of environmental policy‐making based on this body, the Commission may be placed squarely within the ‘Accordist’ paradigm.  相似文献

On June 8, 2006, the Food and Drug Administration approved Merck & Co.'s vaccine Gardasil, which protects women from the human papillomavirus (HPV). Twenty‐four states began entertaining initiatives that would make the vaccine mandatory for all fifth‐ and sixth‐grade girls in public schools. However, as the vaccine gained traction in the media, the dominant issue frame put forth by Merck & Co. was undermined by several competing morality concerns raised by citizens in newspaper opinion pieces. Using an analysis of selected media coverage and a logit analysis modeling the influence of competing morality, economic, and public‐health determinants on states' decision making, we investigate the ascent of issue salience surrounding the HPV vaccine, and the policy consideration process. The results from the analysis indicate that citizen‐initiated opposition increased the salience of the topic and changed the issue framing in which the mandatory vaccine legislation was being considered. State policy consideration was influenced by a mix of morality and public‐health determinants. Moreover, Merck's attempts to influence state policy failed to increase the likelihood of policy consideration.  相似文献

Globally, sea‐level rise is expected to impact on many coastal regions and settlements. While mitigation of global greenhouse gas emissions remains an important task, adaptation is now seen as a critical component of the policy equation. Local government is a key player in adaptation planning and managing risk through their mandated role in land use planning and development control. Yet, managing the predicted impacts of climate change is proving to be a complex and difficult task for planners and policy makers. This paper reports on a case of local government deliberation on possible planning responses to address future sea‐level rise impacts in New South Wales, Australia. Using structured, expert opinion of planners and other technical experts engaged in a collaborative network in the Sydney region, we explore the feasibility of implementing planning and policy measures at the local and regional scales to respond to inundation risk as a result of sea‐level rise and storm surge events. Our research shows how local governments employ specific scale‐oriented strategies to engage private and public actors at different scales to manage legal, financial, and technical risks in coastal adaptation.  相似文献

Public opinion features prominently in policy research because it sets bounds on the definition of policy problems and acceptable policy solutions. We contend that public opinion is also important for setting bounds on the level of government at which policy hazards are regulated by shaping preferences for uniformity of regulation and, relatedly, preferences for centralization. We offer a theoretical argument for why risk creates pressures for uniform standards and examine the extent to which preferences for uniformity and centralization are the product of fairly stable individual-level predispositions (e.g. partisanship and ideology) versus more fluid attitudes like perceptions of risk, which vary in response to crises, new information, and issue framing. We test our argument using survey data in the policy domain of food safety and find that individuals who anticipate greater risk from food-borne illness prefer more uniform food safety regulation, which translates into preferences for federal-level policymaking. Our results imply that contextual circumstances and strategic communications that influence risk perceptions can create not only generalized public demand for more regulatory policy but specific demand for uniform, centralized regulation.  相似文献

This study explores how a scientist's location in science‐based policy networks can affect her policy‐oriented behaviors. In particular, we hypothesize that those scientists who fill structural holes in their networks will be more likely than others to engage in policy‐oriented behaviors. The network data are defined by scientists' coauthorship on policy documents regarding climate change in the Great Lakes. We employ a two‐mode network analysis to identify clusters of scientists who coauthored similar documents, and relative to those clusters, we identify those who fill structural holes by bridging between clusters. We find that those scientists who bridged between clusters were more likely to engage in policy‐oriented behaviors of policy advocacy and advising than were others in the network. This is an example of a link between network location and policy‐oriented behavior indicative of the broader phenomenon of how individuals exert agency, given structural constraints.  相似文献
