An analysis is presented of how a particular psychotherapeutic practice, namely voluntary sector counselling, contributes to and resists neoliberal forms of governance. Neoliberal governmentality invokes a concept of the human subject as an autonomous, individualised, self‐directing, decision‐making agent, attributes fostered in different ways by psychotherapies and processes of professionalisation. In this context I explore accounts of counselling offered by voluntary sector counsellors in Scotland, focusing on practitioners' use of the idea of empowerment to describe what they do, and on how this idea intersects with the professionalisation of counselling. I argue that empowerment and professionalisation both privilege autonomy in ways that are consonant with neoliberal subjectivity, but I also argue that there are points of resistance to the individualisation associated with technologies of calculation on which neoliberal subject formation depends.  相似文献

Indigenous social movements have become important development actors in recent years. As the targets of "socially inclusive" neoliberal policies and protagonists in global anti‐capitalist movements, the position of these social movements in mainstream development is often ambivalent. This ambivalence reflects contradictions between economic neoliberalism and goals of social development as well as different understandings and practices in development‐with‐identity. We explore the relationship between the institutionalisation of ethnodevelopment and the creation of indigenous experts through indigenous social movements' engagement in popular training that emphasises indigenous knowledge. Drawing on Michael Watt's notion of governable spaces of indigeneity, we examine how institutionalisation is occurring in a range of ways that establish new alliances and cut across scales. Analysing the politics occurring at the development policy interface, we focus on the processes of representation, negotiation and embodiment involved in indigenous professionalisation, as activism shapes "scaled up" policy making.  相似文献

Abstract.  This paper explores interrelations between pricing, capacity choice, and financing in transportation networks. We build on the Mohring‐Harwitz result on self‐financing of optimally designed and priced roads and investigate it in a network environment under various types of second‐best regulation. A small network model with endogenous car ownership demonstrates that optimal congestion pricing and capacity choice over an entire network may cause user prices to increase more in initially mildly congested areas compared to heavily congested areas. Furthermore, a flat kilometer charge under optimal capacity choice may result in first‐best efficiency gains.  相似文献

The postauthoritarian democratisation process in the Philippines saw the rise of 'state feminism', which emphasised gender mainstreaming in government development planning. Various international development agencies, particularly the Canadian International Development Agency (CIDA), played an important role in harnessing the social capital of women's movements and nongovernmental organisations (NGOs) for gender and development (GAD) programs in the post‐Marcos era (1986–2002). This period was marked by a decline in the CIDA's direct assistance to women's NGOs in the Philippines and its shift to institutional capability‐building of government agencies, particularly the National Commission on the Role of Filipino Women (NCRFW). The article examines how local women's organisations have interpreted, engaged and negotiated transnational discursive practices on 'development', 'social capital', 'capacity‐building' and 'gender mainstreaming.' The CIDA‐funded Women NGOs Umbrella Project and Canadian aid to the Negros Occidental province are used as case studies to illustrate issues and problems in transnational linkages between Philippine women NGOs, national and local governments and Canadian development agencies. Such transnational linkages, embodied in the interesting mix of 'gender mainstreaming' and 'critical engagement' between states, donor agencies and women NGOs, show the interpenetration of the 'global' and the 'local' and the blurring of boundaries between 'state' and 'civil' societies in the course of gender advocacy. At the same time, transnational processes and demands may concurrently create better understanding, as well as conflicts and tensions between state machinery, NGOs and social movements, thus defeating the original intentions of development projects sponsored by international donor agencies.  相似文献

Geography's debates about how to maintain a sense of morally responsible action often emphasise the problematic nature of caring at a distance, and take for granted particular kinds of moral selfhood in which responsibility is bound into notions of human agency that emphasise knowledge and recognition. Taking commodity consumption as a field in which the ethics, morality, and politics of responsibility has been problematised, we argue that existing research on consumption fails to register the full complexity of the practices, motivations and mechanisms through which the working-up of moral selves is undertaken in relation to consumption practices. Rather than assuming that ethical decision‐making works through the rational calculation of obligations, we conceptualise the emergence of ethical consumption as ways in which everyday practical moral dispositions are re‐articulated by policies, campaigns and practices that enlist ordinary people into broader projects of social change. Ethical consumption, then, involves both a governing of consumption and a governing of the consuming self. Using the example of Traidcraft , we present a detailed examination of one particular context in which self‐consciously ethical consumption is mediated, suggesting that ethical consumption can be understood as opening up ethical and political considerations in new combinations. We therefore argue for the importance of the growth of ethical consumption as a new terrain of political action, while also emphasising the grounds upon which ethical consumption can be opened up to normative critique.  相似文献

NGOs across the world work on a daily basis to assist marginalized and working poor communities to meet their most basic needs. As NGOs take on the provision of many services that previously existed in the domain of the state, they enter into a contradictory relationship. As they work to improve these communities abandoned by the state, they can become the conduit whereby neoliberal state policy enters marginalized communities. Growing numbers of NGOs find that their primary sources of income come from donors and state agencies that share a propensity for neoliberal forms of governance. In the colonias, working poor Mexican communities, of the US Southwest, the triumvirate relationship among the state, NGOs, and grassroots leaders can create a disabling situation. I examine these cases, in which the neoliberal preference for self‐help projects and a focus on the fulfilment of individual needs can overshadow more collective forms of social change.  相似文献

Conventional thinking about war is encumbered by an inappropriate geographic paradigm that conceptualizes "targets" in terms of fixed latitudinal/longitudinal locations. This paper reconceptualizes terms such as "war" and "targets" to recognize intangible problems and develop appropriate counter‐terrorist strategies. This requires geographic inquiry focused on spatiality, not on location. We frame our discussion about terrorist networks (Al‐Qaeda in particular) in terms of understanding a network's sense of place and sense of space . The former "places" a network's meeting and recruiting grounds; the latter clarifies the operational dynamics of a network across space, at different scales, from the body to the neighborhood, to the region, and across nations. We argue that the roots of terrorism lie in conditions of disenfranchisement in particular types of places, understanding, however, that the socio‐cultural fabric of a terrorist network such as Al‐Qaeda evolves across space as well as time. Counter‐terrorist strategies should target neither people nor places but rather the conditions that give rise to terrorism; further, "intelligence" should focus on network dynamics, beyond particular people in particular places. We draw from network theories (specifically actor network theory and network approaches in economic sociology) to unravel network dynamics, and we draw from the literature on spatiality to interpret such dynamics in space, over time. We advocate a non‐military engagement with terrorism on both moral and strategic grounds; here we focus on the strategic dimension, the value of which has received scant attention.  相似文献

论文以美国加州圣地亚哥中国大陆的专业技术新移民为个案,通过问卷形式,从双语能力、认同类型、文化保持与文化适应、跨国活动和跨国倾向等方面对受访的华人群体进行了调查。通过对调查结果的梳理分析,得出三点结论:一是大部分受访者具有较强的中英双语能力,这既是其高度融入美国主流社会的基础,也是其较强文化适应程度的表现;二是在受访的华人群体中,规律性、经常性的跨国活动并不明显,但其跨国认同度较高;三是在受访的华人群体中,跨国认同是一个多层次、多类型的结合体,它既包括以中国人的族裔认同为主、美国人的国家认同为次的双重认同,也包括混杂性的中美双文化认同。  相似文献

This paper asks what happens to the civic identity of people who have hybrid, transnational identities during times of geo-political tensions when the interests of individuals' historical/symbolic homeland clash with those of individuals' country of current residence. We focus our inquiry on the digital spaces where much of identity work and exercise of citizenship takes place today. Inspired by the concepts of “digital acts of citizenship” (Isin & Ruppert, 2015) and “affective publics” (Papacharissi, 2015), we report the results of a case study that explores the performative, playful forms of digital citizenship enacted by members of the Russian-speaking audiences in the ex-Soviet, Baltic countries of Estonia and Latvia. Against the backdrop of the on-going crisis in Ukraine, members of this group tend to use these forms of digital citizenship to resist the emotionally charged pre-election discourse of essentialization and securitization, and to de-politicize complex, painful issues of geo-politics and nation-building. The strategies utilized by them reveal that transnational audiences actively employ digital devices in order to maintain their hybrid identity, and civic autonomy and dignity and to “make peace” during times of geo-political conflict.  相似文献

In this article we examine the ways in which young D/deaf British people express and experience their identities and how their D/deafness intersects with other self‐identifications. We examine the controversial debates within D/deaf communities, cultures and studies about D/deafness as disability versus D/deafness as linguistic minority. We explore the ways in which 'Deaf ' and 'deaf ' definitions and identities contradict, overlap, coexist and compete. At the same time we discuss the problems with binary constructions of deaf/hearing or Deaf/deaf for capturing the full experiences of young D/deaf people's lives. We consider the reasons why there is such a dearth of research within the social sciences which focuses on young D/deaf people's lives and discuss the complexities of conducting this type of research. Young D/deaf people's articulations of identities and cultural experiences are presented. We conclude with suggestions for researchers and also with a hope that the current D/deaf challenges towards the hearing world and deaf challenges within the Deaf world may bring future possibilities and opportunities for D/deaf young people in the U.K.  相似文献

Scholars studying migration processes through the transnational prism have expanded the concept of ‘diaspora’ with a new meaning as a transnational, hybrid identity and condition, which has displaced the classical interpretation constructed around ethnicity and territory. By analyzing the activities of the Ukrainian Canadian Congress, which represents the organised Ukrainian community in Canada, an old‐type diaspora, this paper argues that transnationality and hybridity have always been the inner attributes of diaspora identity and experience and stresses the importance of an essential characteristic of diaspora: the conscious effort to maintain a distinctive collective identity. Only if a community succeeds in maintaining its collective identity throughout multigenerational change can it qualify as a diaspora. These two dimensions – the self‐consciousness of diaspora as a distinctive group and the survival of its distinctive identity through multigenerational change – set diasporas apart from transnational communities.  相似文献

A variety of politics are waged through recourse to the language of ‘citizenship’ and ‘democracy’: from George W. Bush's selling of free trade for the Americas by invoking freedom and democracy, to the calls for citizenship and equality by popular movements throughout Latin America and other regions. This article links these paradoxical and transnational constructions of ‘citizenship’ to the daily economic and political struggles of indigenous women in rural Mexico. A transnational and what Cindi Katz calls a ‘topographical’ analysis of local processes deepens and complicates our understanding of local changes as they articulate with global dynamics, and it transforms how we conceptualize the global. Drawing on an ethnography of local gendered political transformation in Cherán, Mexico, I map processes visible locally onto spatialities of power and meaning across scales, weaving together various symbolic and material processes—the intentional actions and negotiations of individual women; the history of Cherán as a place and community; neoliberal economic globalization; and the effects of profoundly gendered and racialized nationalisms—in order to produce a situated knowledge of global citizenship politics. This approach highlights how women in Cherán, situated within global political economic relations and the symbolic horizons of ‘modernity’, transform the meaning and practice of citizenship and political subjectivity.  相似文献

The recent transnational, global, and cultural turns have challenged international historians to reconsider the approach, purpose, and value of their field. Although the new trends are beneficial to the extent that they challenge the premise that the nation-state should be the primary framework of historical inquiry, the boundaries of international history have expanded too far, and the cultural turn's preoccupation with national discourses at the expense of international structures and processes is diverting the field away from the analysis of the causes of war and the conditions of peace. The author argues that international history should distinguish itself from global and transnational history by drawing clear yet open disciplinary boundaries. Every field of inquiry needs some consensus about what it is, where it is going and why: in other words, an identity, purpose, and values. The author argues that what defines international history is its focus on the origins, structures, processes, and outcomes of international politics, above all the causes of war and the conditions of peace.  相似文献

This article explores the practice of giving birth in the U.S. for the purpose of obtaining U.S. citizenship for the newborn children, among upper and upper-middle class mothers who otherwise are permanently located in Turkey. Focusing on their motivations, anxieties and practices, we situate our analysis with respect to discussions of intensive mothering, transnational motherhood and multi-layered meanings of citizenship. We suggest that the motivations women have for traveling to and staying in the U.S. in the later stages of their pregnancy reveal a new terrain of intensive mothering, tied to locally specific perceptions of future unpredictability and restrictions on individual choice. This particular discourse of intensive mothering involves the promotion of individualistic-decision-making and individualized efforts to control macro-processes, and reveals how citizenship acquisition for the children reproduces and disguises inequalities at the transnational level. Yet, this is also an intensely emotional process, not only indicative of the pressures on mothers, but also women’s multilayered conflicts of belonging and identity across spaces and scales of citizenship.  相似文献

ABSTRACT

Australia Day and Anzac Day, held on January 26 and April 25 annually, are key moments used by prime ministers to share, shape, and reproduce their understanding of what and whom is representative of a unique Australian identity and nationalism. This paper uses qualitative and quantitative methods with content analysis to evaluate and compare prime ministerial and party rhetoric in their Australia Day and Anzac Day speeches between 1990 and 2017 regarding class and economic relations, gender and sexuality, and race and national identity. We ask: How have prime ministers as reflexive actors used their speeches on Australia Day and Anzac Day to represent what it means to be Australian? The study reveals that despite prime ministers sometimes using intentionally inclusive discourses, they simultaneously reproduce a classless, hetero-masculine, and Anglocentric Australianness as a normative representation of national identity in Australian society.  相似文献

ABSTRACT

Regions or regional development have not only gained importance in spatial planning, but also got fuzzy meanings. Originally regions refer to a specific geographical demarcated area, often with an inductive historic or cultural meaning. In the meantime, in our networked world, the concept also refers to transport regions based on models of daily urban systems, or functional regions based on distinctive urban or social functions. Within the post-industrial era, the concept also gained importance as economic regions. In this paper, we will explore how regional concepts emerge out of specific economic interest concerning technological innovation. We will focus on a cross-border municipal case, for example, the triangle Eindhoven–Leuven–Aachen. With the help of the assemblage and actor-network theory, we will show how the identity of regions is translated by evolving actor-networks, and how these actor-networks are influenced and adapted by those alternating regional identities themselves. From these insights, we will come up with some ideas and propositions how regional planning could play an important role within these co-evolving processes.  相似文献

世界城市内部多种跨国要素作用形成的跨国空间已经成为一类新空间类型和客观存在。在跨国经济、跨国社会、跨国文化、跨国主义生活方式等跨国要素的交互作用下,跨国空间的形成发展、演绎逻辑表现出多样化分野。具体表现为:跨国空间在不同历史时期的分化、不同类型的差异以及全球化时代"资本"和"生活"的博弈,地方和空间的割裂与相互渗透等。在此基础上,对跨国空间的研究理念、形成机制和价值体系三方面却存在着合流的趋向,共同指向了全球化时代国家管治模式、自由主义生活方式以及软性制度的改革。  相似文献

This paper concerns the negotiation of cultural categories embedded in and informing the ongoing nation formation of Canada. It discusses the construction of cultural identities by health care professional students as they participated in a qualitative study concerned with health care practice in an increasingly culturally diverse society. The study methodology, embedded in layers of narrative about «difference», fostered a negotiation of «self» and «other» on the part of the students and provided an intense site for reflection on cultural identities and social categories in a period of rapid demographic change in Canada. As the students defined and interpreted cultural issues during their fieldwork placements they interrogated and contested various dimensions of difference, including their own sense of Canadian-ness as this played out in «lived» multiculturalism in a specific Canadian city. It is argued that the students» negotiations of boundaries of the cultural «self» were closely linked to a changing place narrative and identity of Canada, expressed in discourses and material practices around difference at local and national scales.  相似文献

The globalization of economic activities and transnational corporations (TNCs) has led us to think that we are entering a 'borderless' world. Some prophets of globalization argue that it has led to the end of geography. To them, the state has ceased to be an institution capable of exerting influences on the activities of transnational capital, which has also become increasingly 'placeless'. This paper aims to contest the issue of the alleged end-state discourse of a 'borderless' world. It argues that, despite the accelerated processes of globalization, national boundaries still matter in the decision-making and global reach of capital. The notion of a 'borderless' world is more folklore than reality. Based on theoretical and empirical literature in international political economy and business studies, the paper offers a dialectical perspective that examines the changing relationship between capital and the state, and the embedded relationship between capital and space in the organization of the global space-economy. Together, both arguments point to the importance of understanding dynamic transformations of the global economy, before considering its globalization tendencies.  相似文献

In Aotearoa New Zealand, as elsewhere, partnership programmes overtly targeted to the strengthening of local communities are developing in a range of institutional sites. This development, it is claimed by some, moves social governance well beyond the narrow, market‐oriented, contractualism of earlier forms of neoliberalism, and into a new era of joined up, inclusive governance. Here we highlight the emergent role of "strategic brokers" who do the grounded joining up of governance in this new partnering ethos. Drawing on the findings of a large project on local partnerships in Aotearoa New Zealand, we show how community activists have played a distinctive historical role in shaping the form that local partnerships take. We then turn our attention to the current context, examining the rise of mandatory partnership working and the implications of this for community activists. We highlight key aspects of new forms of gendered professionalism, including the need to have both knowledge of and knowledge about communities. In outlining the historical development and current scope of strategic broker roles, we ask what we can learn about the nature of would‐be "post‐neoliberal" social governance.  相似文献
