In this article, we contrast the long‐term consequences of incrementalism and punctuated equilibrium. We test what the impact of each of these types of policy change is on long‐term budgetary outcomes for the American states. Policy scholars have applied both theoretical approaches to the study of budgetary spending as an extension of policymaking. Given the two contrasting paradigms of policy change, we develop the following line of inquiry: Does punctuated equilibrium create a different budget in the long term than incrementalism? We address this question through an analysis of American state budgets because the U.S. states provide a rich variation in both budgetary outcomes and political institutions. We use budget data from all American states across all government functions for the period between 1984 and 2009. We find that, first, state budgets and budget functions vary in their degree of punctuation and, second, the degree of punctuation in a state's budget function corresponds to smaller long‐term growth. Additionally, the kind of spending matters: allocational budget categories are more likely to exhibit punctuations.  相似文献

Several recent applications of Punctuated Equilibrium Theory (PET) have yielded compelling findings linking institutional design and change distributions, yet, much more work needs to be done to understand institutional arrangements that make punctuated processes more or less likely. In responding to the recent call for more research on unraveling particular mechanisms through which bureaucracy moderates the odds of policy punctuations, this research explores the potential of bureaucratic expertise and professionalism in fostering rational decision making, and thus the stability in change dynamics. One important feature of urban government receives close attention: the position by professionalized, trained bureaucrats in municipalities (city manager and chief administrative officer) and the effects of their discretion on altering municipal budgetary change distributions. Analysis of a novel dataset of fiscal policy changes, charter and census information of city governments in the State of Michigan, 2005–11, suggests city governments, on average, produce change patterns that conform to the expectations of PET; more importantly, it reveals that heightened levels of managerial discretion can have a significant implication for helping cities experience less abrupt, punctuated budget changes. The paper concludes with a discussion of the implications of these results for PET, policy change dynamics, and the design of city-governing institutions.  相似文献

According to Jones and Baumgartner's disproportionate information processing model, it is crucial to study fluctuations in congressional attention over time and across policy issues to understand congressional policy decisions including decisions on the federal budget. Drawing on classical ideas about reelection-oriented behavior, on the one hand, and the blocking power of federal agencies, on the other, this paper extends and specifies the attention-spending predictions of the disproportionate information processing model. Specifically, spending effects of congressional attention shifts are argued to be crucially dependent on both the spending preferences expressed by the U.S. public and on pressure from spending advocates. An empirical evaluation of the association between changes in congressional attention measures and federal budget appropriations across 12 spending domains and 33 years (1970–2003) supports this conditional hypothesis derived from the extended disproportionate information processing model.  相似文献

According to the punctuated equilibrium thesis, government attention allocation alternates between long periods of stasis and dramatic spurts of disequilibrium because democratic institutions enable minority groups to obstruct change. This article presents a critical discrepancy in contemporary China, where punctuated instability is significantly more intense despite a lack of democratic institutions to empower minority obstructionism. Our empirical analysis further reveals that punctuated intensity goes even higher for Chinese regions facing fewer signs of social discontent. We attribute the intensification of punctuated dynamics to an information disadvantage arising from the lack of diverse, independent sources of information under authoritarianism. Our finding contributes to punctuated equilibrium theory by underlining the function of opposition groups not only as obstructionists but also as challengers to policy priorities. By marginalizing these challengers, authoritarian institutions confine attention to known problems, leading to serious delays in the discovery of and adjustment to emerging issues.  相似文献

How and when issues are elevated onto the political agenda is a perennial question in the study of public policy. This article considers how moral panics contribute to punctuated equilibrium in public policy by drawing together broader societal anxieties or fears and thereby precipitating or accelerating changes in the dominant set of issue frames. In so doing they create opportunities for policy entrepreneurs to disrupt the existing policy consensus. In a test of this theory, we assess the factors behind the rise of crime on the policy agenda in Britain between 1960 and 2010. We adopt an integrative mixed-methods approach, drawing upon a combination of qualitative and quantitative data. This enables us to analyze the rise of crime as a policy problem, the breakdown of the political-institutional consensus on crime, the moral panic that followed the murder of the toddler James Bulger in 1993, the emergence of new issue frames around crime and social/moral decay more broadly, and how—in combination—these contributed to an escalation of political rhetoric and action on crime, led by policy entrepreneurs in the Labour and Conservative parties.  相似文献

The article examines longitudinal trends in expenditures by over 1,200 private firms, finding evidence of punctuated equilibrium—a pattern of change widely interpreted as evidence of stick‐slip dynamics in decision‐making processes. Levels of punctuation in the private sector closely resemble those observed in studies on public budgeting, suggesting that the private sector is not on average any less resistant to change than government. Both private‐ and public‐sector decision making is a function of deliberative processes, which the article compares to market systems. Deliberative decision making takes place when a group comes to a consensus about the allocation of resources. Market processes aggregate the actions of many independent decision makers to arrive at an outcome, such as the value of a commodity. The article considers the relative informational efficiency of these two processes and concludes that market systems should be more adaptive to incoming information. Three case studies provide natural experiments to investigate the stability of outputs during periods of deliberative and market control. A key finding is that when outputs are determined by market systems it greatly reduces the magnitude of punctuation.  相似文献

Despite a decline in crime rates, the 1990s witnessed extensive media coverage of several high‐profile stranger abductions and murders of children. State legislators' swift response to the public's growing fear of sex offenders with the adoption of sex offender registration and notification (SORN) laws raises questions about the role of politics. Punctuated equilibrium theory and the diffusion of innovation jointly provide a context to conduct an event history analysis to assess the extent to which politics enhanced legislative responsiveness to public opinion in SORN policymaking. Contrary to the commonly held belief that attributes legislative interest in SORN to salient crimes against children, the results suggest that factors such as the percentage of a conservative population, district‐level competition, and state innovativeness accelerated the diffusion of innovation of the laws.  相似文献

From the 1950s to the 1990s, the “incrementalist” model dominated theories of policymaking. Since Baumgartner and Jones's Agendas and Instability in American Politics was published in 1993, however, the “punctuated equilibrium” model, borrowed from evolutionary biology, has supplanted the incrementalist model. But what do such alien models do to the discipline of political science, and what does the discipline do to the models, when they are thus imported? In this article, I first discuss the functions of concepts in political science, then discuss and analyze the creation and meaning of the concept of punctuated equilibrium in biology, then trace its transformation as it was initially adopted by political scientists, then analyze the manner in which its meaning developed and altered as it grew in popularity within the discipline, and finally assess its value to political science now. I will conclude with some general observations about the process of importing concepts from outside the discipline.  相似文献

The budgeting literature has long focused on “institutional friction” as a cause of ubiquitous punctuated equilibrium (PE) findings. A recent wave of scholarship looks to identify specific institutional mechanisms that affect the number of punctuations in policy outputs. We contribute to this growing body of research by focusing on the complexity of the institutional environment surrounding a policy area as well as that of the government as a whole. These factors have opposite effects: the more complex a policy area, the greater the likelihood of extreme spending changes. But, higher institutional capacity in general leads to greater stability. To test these ideas, we develop a novel index of budgetary change that balances the conceptual importance of extreme changes while analyzing the entire distribution of budget changes, not only the tails. In addition, we also demonstrate that findings are robust to a number of important distinctions, such as between series associated with slowly moving demographic trends or quickly moving stochastic events. We, therefore, demonstrate the robustness of important findings from the established literature, add a new measure of the dependent variable, and push the literature forward with a new focus on issue complexity and institutional capacity.  相似文献

The early childhood education policy community has been described as a “divided constituency” in which groups with the same underlying goals sometimes work at cross purposes. This article examines how this internal division affects the contemporary funding of preschool education. It finds that states with a relatively large Head Start community are significantly more likely not to fund preschool education and significantly less likely to dedicate preschool funding exclusively to a freestanding state program. These results suggest that the creation and political solidification of Head Start generated policy feedback. They contributed to an ongoing tension within the early education community as Head Start beneficiaries viewed the creation of a freestanding preschool program as a political threat. This political dynamic illustrates the more general way in which the existence of a public policy can alter the dynamics of future political action.  相似文献

Historical explanations for the American “noble experiment” with alcohol prohibition based on individual conspiracies, cultural changes, social movements, or self‐interested bureaucracies are partial and unsatisfying. Recent advances in punctuated equilibrium theory shine new light on this historical enigma, providing a more persuasive account of the dramatic episodes associated with both constitutional prohibition and its repeal. Through longitudinal analysis of a unique data set reflective of early twentieth century public alcohol control sentiments, this article suggests that, as but one of a range of potential alcohol policy options, national alcohol prohibition was hardly a foregone conclusion. The ultimate adoption of prohibition over competing alcohol control alternatives, as well as its eventual repeal, can best be understood with reference to particular feedback processes inherent in the institutional structure of American policymaking, which readily account for both the mad dash for prohibition and the widespread clamor for repeal, which have traditionally eluded historical explanation.  相似文献

The U.S. Department of Labor admits temporary immigrant workers to address labor shortages in local markets. Yet, do elected officials make it less difficult for some immigrants than others to secure employment in a state? Using U.S. temporary immigrant labor admissions data between 2006 and 2014, I examine the extent to which growth rates of main foreign‐born subgroups influence E‐Verify policies that require employers to authenticate the legal immigration status of employees. I find that state policymakers are less likely to enact E‐Verify policies in response to the growth of immigrants who work in specialty occupations (H‐1b visas). In contrast, the growth of immigrants working in nonspecialty occupations (H‐2a and H‐2b visas) increases the likelihood of enacting E‐Verify policies over time. The results suggest that policymakers release strict rules for employment only for highly educated immigrants who work in specialty occupations that offer higher paying salaries and career advancement opportunities. Disaggregating a monolithic foreign‐born population indicator into more specific class components provides an important contribution to public policy studies. Scholars will likely overlook the contrasting effects of specialty and nonspecialty immigrant workforce growth on policy decisions relating to immigrant employment.  相似文献

Punctuated equilibrium theory (PET) has reoriented the study of public policy and American politics in particular. In this study, we documented how a policy punctuation that appears to take hold at the macro level of the polity in the form of a policy regime has difficulty penetrating subsystem politics. We drew on subsystems theory, PET, and the latest work on policy regimes to document the resistance of the agriculture subsystem to efforts to add a civil rights dimension to agriculture policy between 1935 and 2006. We concluded that the issue evolution of agricultural support programs, and their insulation from civil rights policy, is a prime example of how subsystems use negative feedback to resist change.  相似文献

This article examines the role of the institutional power of executives in public budgeting; specifically, how executives change spending on particular budget items. Leveraging extant theories of the policy process concerning preference expression, attention, and institutions, we argue that executives deepen large cuts and boost large increases in budgetary change. The strictures of the budgetary process force trade-offs for executives in preference expression such that increases to preferred categories typically require decreases in other categories. Literatures in public policy and political representation suggest that all executives would like to express fiscal preferences, thereby contributing to categorical budget oscillations; however, not all executives are created equal. We employ quantile regression to examine whether the institutional strength of governors determine cuts, stasis, and expansion in spending across all budget functions in the American states between 1985 and 2009. Our model includes a host of political and economic variables found in the literature of fiscal policymaking, such as partisanship and divided government. The desire to change policy may be widely shared across executives, but we find that the ability to “top off” categorical increases and bottom out categorical decreases is a function of an executive's capacity to call attention to preferred categories via agenda-setting power and to secure those changes via veto power. The findings show strong governors are well positioned to influence public policy through the budgetary process.  相似文献

In this paper, I apply Mettler's concept of the “submerged state” to aid for children at private schools in the United States, including education vouchers, in‐kind aid, and property tax exemptions. All aid policies are “submerged” in that they help private organizations take on state functions but some are more submerged than others. Theoretically, this paper distinguishes between subcategories of submergence. Using policy data from 50 states and an original database of court challenges between 1912 and 2015, I employ probit regression with sample selection to evaluate the effect of submergence on successful court challenge. I find that more submerged policies are less likely to be successfully challenged than less submerged policies. Submerged policy design enables supporters to avoid legal as well as political challenge.  相似文献

A host of research has been produced in the decade since Baumgartner and Jones' theory of punctuated equilibrium first drew attention to the dynamics of policy change over time. Much of this research follows a topic across time, highlighting the shift from negative to positive feedback as challengers push an issue from subsystem to institutional level. Far less attention has been paid to the periods between major punctuations, neglecting key questions about whether incremental periods reflect an absence of challengers or the successful defense of established subsystem interests.
This research is a comparison of policy change across two segments of environmental policy. The breakup of the timber subsystem was a clear victory for environmentalists, yet these same actors have been largely unsuccessful at dislodging established grazing interests. These findings highlight the strategic value of venue shifting for bypassing entrenched interests and illustrate the potential for successful challenges to occur in judicial venues.  相似文献

This study develops and employs congressionally based indicators to track the evolution of the tobacco policy subsystem between 1945 and 2005. It concludes that far from disintegrating, the tobacco subsystem has proven resilient, weathering several punctuations over the course of the study. The subsystem has, however, undergone a significant transformation resulting in both the introduction of new ideas as well as changes in the policies affecting tobacco.  相似文献

We analyze morality policy change from the perspective of punctuated equilibrium theory (PET) to test whether reform dynamics in this policy sector follow a distinct pattern. First, we propose a new measurement scheme capturing changes in the intensity of morality policy output. Second, we demonstrate that morality policy change is strongly punctuated. Finally, and most importantly, we show that the degree of policy punctuations varies between different domains of morality policy, but not according to institutional features operating on the country level, supporting existing PET research, which has discovered similar domain‐specific dynamics in changes of public spending. Specifically, punctuations are particularly pronounced in areas of manifest morality policy, that is, policies characterized by strong value conflicts, whereas punctuations are less pronounced for latent morality policies, that is, policies in which other dimensions of conflict are present next to the value dimension. Significant differences in reform dynamics are neither discerned for countries belonging to the religious or the secular world, nor for countries with majoritarian or consensual democracies. The analysis relies on an original dataset capturing legislative changes in five manifest (abortion, euthanasia, prostitution, pornography, and homosexuality), and three latent morality policies (drugs, gambling, and handguns) in 19 European countries (1960–2010).  相似文献

This article investigates how presidential policy attention is allocated across policy tools and whether there is a channeling of tool use by policy area. I also examine whether there is evidence of disproportionate information processing within presidential policy attention allocation and whether it is common across presidential policy tools. Presidential messages, hearings on administrations' legislative proposals, amicus briefs, and executive orders are employed to capture presidential policy tools. The allocation of attention via these four instruments is examined from 1957–2007 in the policy areas of defense and foreign affairs, macroeconomics, banking and commerce, civil rights, law and crime, and labor and immigration. I find that there is a canalization of presidential policy attention by instrument, and that the opportunity structure of policy tools shapes attention allocation. Additionally, I find evidence for punctuated equilibrium theory in the allocation of presidential policy attention via these four tools. When presidents do shift their attention to an issue area, they often attack the issue with some coordination of their policy instruments.  相似文献

How do interest groups shape the diffusion of policies they oppose across the states? This study explores this question using the case of teachers' unions and education reform policies. Using a novel dataset on charter, voucher, and performance pay policies spanning 1992–2013, I find evidence that strength of the teachers' unions decreases the likelihood of performance pay and that additional strength is less impactful with more Democratic control of the legislature. Teachers' unions are weakly related to a lack of charter laws and do not impact voucher laws. The latter two policies are more strongly associated with policymaker learning and education reform advocacy groups, respectively. These findings suggest that vested interests most strongly impact the policies that most fundamentally threaten their organizational strength and that this effect is conditioned on the party in power; increases in interest group strength are not necessary when policymakers are already sympathetic.  相似文献
