Competing hegemons? Chinese versus American geo-economic strategies in Africa

For the first time since the era of the slave trade, African trade is arguably re-orienting from the “Global North” to the “Global East.” Chinese investment and trade with Africa is rising quickly. At the same time, the U.S. has increased its strategic engagement with Africa very significantly since the terrorist attacks of 2001. As a consequence of this, the continent has moved centre stage in global oil and security politics. This paper investigates the nature of Chinese and American investment and trade in Africa; the ways in which these governments view the continent, and explores the economic and political impacts of enhanced geo-economic competition between the West and the East there. It finds that current trends are reworking the colonial trade structure, strengthening authoritarian states, and fuelling conflict. However, there are also progressive dimensions to the current conjuncture which could be built on with more robust international coordination and action.     

EMU versus the regions? Regional convergence and divergence in Euroland

There is currently considerable interest in and debate overthe impact of increasing European economic and monetary integration(EMU) on the regions of the EU. Opinion is sharply divided overwhether EMU is leading to regional economic convergence or regionaleconomic divergence. This paper examines the theoretical argumentsand empirical evidence for these opposing views, and presentssome additional analysis of patterns of regional productivitytrends and employment growth over the period 1975–98.The picture that emerges is a complex one: whilst worker productivityshows only very weak convergence across the EU regions (a processwhich halted altogether after the mid-1980s), regional employmentgrowth has been sharply divergent. Although there is littlesupport for the claim that EMU will lead to regional convergence,these findings suggest that until much more detailed investigationof the specific impacts on particular types of region is undertaken,the regional implications of EMU will remain a contentious issue.     

Conservation versus Regeneration?: Case of European Capital of Culture 2010 Istanbul

The purpose of this research is to review different perceptions on the possible future role and impact of the European Capital of Culture (ECoC) 2010 Istanbul in enabling conservation to contribute to regeneration. The paper attempts to understand the vicious relationship between conservation and regeneration and it analyses the ways in which the ECoC event can resolve potential contradictions enabling conservation to contribute to regeneration by constructing an empirical study based on interviews and documentary research. It concludes with specific remarks in the name of attaining more effective and sustainable outcomes from the process both for Istanbul and Turkey.     

Why Aren’t Jewish Women Circumcised?

From Hellenistic to modern times, in the eyes of Jews and non-Jews alike, circumcision is a sign that marks the boundary between Jews and non-Jews. Jews are circumcised, gentiles are not. What, then, of Jewish women? Why are they not marked with a bodily sign attesting to their place within the covenant? Cohen argues that the Jews of antiquity seem not to have been bothered by this question probably because the fundamental Otherness of women was clear to them. Jewish women were Jewish by birth, but their Jewishness was assumed to be inferior to that of Jewish men. Jews and Christians, however, who opposed circumcision, used the non-circumcision of women as one of their supporting arguments.
