南京大屠杀前后,留在南京的欧美侨民建立国际安全区,为减轻人民生命财产损失作出了重要贡献,赢得了南京难民的尊敬。本根据新近出版的一些留宁欧美侨民的档案史料,对当时留宁欧美侨民的内心世界试作分析,将南京大屠杀史的研究深入到欧美侨民的思想,从而力求深刻全面地理解他们的行为及意义。由于史料的限制,本主要分析留宁欧美侨民群体中典型人物的思想活动。  相似文献

Here we focus particularly upon some implications of the symposium articles for future research agendas and priorities in environmental policy. First, however, we return to the central question posed by this symposium: “How can environmental policies achieve a combination of democracy with legitimacy and adequacy with effectiveness under conditions of great uncertainty?” In different ways, all articles addressed this problem in reconciling democracy with competent environmental management under conditions of uncertainty. Abstract: By exploring the shifting and uneven power relations among state, market and civil society organizations in US environmental foreign aid policy‐making, this article forges new ground in conversations about conservation and neoliberalism. Since the 1970s, an evolving group of non‐governmental organizations (NGOs) has lobbied the US Congress to support environmental foreign assistance. However, the 1980s and 1990s rise of neoliberalism laid the conditions for the formation of a dynamic alliance among representatives of the US Congress, the US Agency for International Development, environmental NGOs and the private sector around biodiversity conservation. In this alliance, idealized visions of NGOs as civil society and a countering force to corporations have underpinned their influence, despite their contemporary corporate partnerships. Furthermore, by focusing on international biodiversity conservation, the group has attracted a broad spectrum of political and corporate support to shape public policy and in the process create new spaces for capital expansion.  相似文献

This paper presents the results of a simulation exercise designed to explore and understand the implications of trying to survive in a marginal and poverty-stricken African community. The aim of the simulation was to create an approximation of a community involved in an income-generating project, akin to a Public Works Programme. This project sought to enable every person to earn a dollar a day on which to live. In addition, the exercise helped the participants to question and assess whether the Millennium Development Goals (MDGs) have a chance of reaching their proposed targets. The nearly one hundred participants were undergraduate geography students, reading Development Studies and Demography at Rhodes University in Grahamstown, South Africa. The outcome of the simulation was that the students developed a clearer understanding of poverty, particularly the ‘Deprivation Trap’, and how complex the development process is in practice.  相似文献
