罗斯福"新政"金融立法评介

自从二战结束以来,美国国内关于美国金融体系的争论一直没有停止过。20世纪80年代的放松管制改革．1999年《金融服务现代化法案》的通过,标志着美国的金融体系进入了一个新的历史发展时期。这场争论似乎是以对罗斯福“新政”金融立法的全面否定而告终。在这一历史背景之下,有必要对“新政”的金融立法进行客观的评价。     

老铁山·将军山积石墓浅析

在以往的考古报道和研究中,学者们多使用老铁山积石墓、将军山积石墓等遗址名称.经查,这两地点相距不远,而且积石墓相连成片①,同时有学者指出:"过去所谓老铁山积石冢,实际上是包括将军山积石冢在内" ②.因此笔者以为这两个遗址名称名义上指代的是两个遗址,实为同一墓地的两个不同称谓.为避免引起混淆,笔者建议将该遗址合称为老铁山·将军山积石墓.     

辽代夹山考

史学界对辽代"夹山"的具体位置众说纷纭,未有定论,<山西通志>及<绥远省通志稿>把夹山定在今包头市东五当召谷,与史料记载及考古调查的实际情况不符.这是受<辽史·地理志>的错误造成的.另有认为"云内州的夹山.必在土默特左旗的万家沟境内是无庸置疑的"①.笔者认为辽代云内州之夹山,即今大青山.     

George W. Bush's City on a Hill

This paper explores the various and sometimes contradictory meanings of the metaphor of A City on a Hill, with an emphasis on how such an investigation can contribute to an understanding of the foreign policy of George W. Bush, especially in terms of the War on Terrorism in general and the war in Iraq in particular. The strands within the metaphor include religious, political, economic, and technological dimensions which too often exacerbate the confusions about national self-image many Americans have about our role in the world and about what has been called the right-wing Wilsonianism of the Bush White House. Greater clarity about the role of this metaphor in our history might help in minimizing what can fittingly be called the law of unintended consequences.     

Hill Pits,Blaenavon

Abstract

The Hill Pits presents to the Industrial Archaeologist a number of interesting items for study and speculation. Not only are there the remains of the pits themselves, but also the major part of the system of communications that linked the workings with the Blaenavon Ironworks, now in the care of the Secretary of State for Wales. This system of communications comprises a tramroad and inclined plane with the remains of a brake engine at the head of the latter.

This paper is the result of field work conducted under the auspices of the Department of Extra-Mural Studies, University College, Cardiff by the Blaenavon Class in Industrial Archaeology.

胡汉民的立法思想与立法实践

1 92 8年南京国民政府建立后 ,胡汉民以孙中山先生“遗教”代言人身份 ,坚持旧三民主义 ,充分阐述了自己的建国、立法主张。他提出“以党治国”的训政纲领 ,奠定了南京国民政府的宪政基础 ;借鉴西方以个人利益为本位的经济立法原则 ,结合中国传统的“仁恕公平”的思想 ,提出“王道主义”的社会经济立法原则 ;还提出了男女平等、妇女解放等民法、继承法的立法主张。在 1 92 8——— 1 931年担任立法院院长期间 ,完成了立法院的组成框架 ;任用高水平的立法委员 ;主持制定了大量的新法典、厘定了旧的法律、法规。他为南京国民政府六法体系的形成及中国近代法律体系的完备作出了建设性的贡献。

寂静岭上:碛口故事

碛口之名,最早见于《隋书》,是山西面对匈奴的防御要塞。乾隆年间,碛口则是有名的"晋商西大门,黄河大码头"。时至今日,山西碛口镇长在被黄河造就的黄土高坡上,受着繁荣的晋商经济辐射,这里的人们也有了新的生活。摄影师李双喜在山西碛口李家山拍摄到一组图片,借着窑洞、黄土和城墙,记录下历史的脚步,和这里万年未变的黄河交响乐。     

南京临时参议院立法活动的若干考察

南京临时参议院中的资产阶级革命党人及某些立宪派人士,为制定建立资产阶级共和国所必需的法律、法规进行了积极的努力,在近代中国立法史上写下了重要的一页,具有不可忽视的进步意义;某些立法规则、程序没有得到严格的遵循,则可视为中国资产阶级革命不彻底性的一种表现。
