Abstract

The authors discuss the interpretation of Old Parliament House in Canberra, which ceased being the site of the Australian Federal Parliament in 1988 and is now an historic building and open to the public. The challenge lies in a building, which is not only an historic piece of architecture, which contains the National Portrait Gallery, but also the site of all Australian federal political life for sixty years. How to tell such a plethora of stories to a variety of visitors remains a daunting proposition.  相似文献

Abstract

Semi-arid landscapes are vulnerable to cultivation, overgrazing and climate variability, although it is difficult to identify the relative significance of these three factors. In the South African Karoo, the ‘desertification debate' seeks to explain a change to more shrubby vegetation in heavily grazed areas. We examine these issues in catchments where farm reservoirs provide sediment stores with 137Cs, 210Pb, geochemical and mineral magnetic signatures. Rainfall data and stocking numbers are reported and current erosion rates are estimated. Sediment accumulation in the reservoirs increases between 1935 and 1940, probably due to rises in the frequency of rainfall events of >25mm day. Significant increases in sedimentation rates (×8) occur during rain-fed wheat cultivation. In an uncultivated catchment, sediment yields remain relatively high and reflect increases in erosion from hillslopes, colluvial storage, and cultivated land sources. Gully systems have acted as transport routes rather than sediment sources over the last ~70 years. Badland erosion rates average ca. 50t ha?1 yr?1. At Ganora, their development in the 1920s strongly influences peak sedimentation between 1970 and 1980. Any delay between badland initiation and increased sediment yield appears to be a function of landscape connectivity. Recovery following disturbance is occurring slowly and is likely to take >100 years. De-stocking and better management systems are reducing erosion rates but may be offset by increases in rainfall intensity.  相似文献

In the last decade of the twentieth century a shift occurred in the way western governments defended their cultural policies. New, instrumental arguments were put forward. This collided with the way the arts had learned to see themselves in the twentieth century: autonomous, with a value of their own. This article elaborates this confrontation of the arts and policy in two ways. First, it is shown that the distinction between an instrumental and an intrinsic value of the arts originates in a misperception of recent history. It was the political constellation of the Cold War that made governments in the second half of the twentieth century support the arts to be free and independent. Next, an attempt is made to anchor the value of art in a unique kind of instrumentality. With the help of philosophers and historians of culture, it is argued that the arts should be considered instruments of experience.  相似文献

Museums of History and Art provide accounts of the past and the transition of nations into their current situation. They follow a certain line of interpretation of past events which reflect the dominant belief system in a nation. These narratives told in this process leave room for interpretation. Which particular string of the available narratives is followed while neglecting the others, and is influenced by the current self‐understanding of a nation and its political considerations. Latvia and Lithuania, two Baltic Nations, were planning to set up museums of contemporary art in 2009 and in 2011, respectively. Due to the financial crisis at this time, however, both projects have been put on hold. Based on interviews with key personnel and experts, the paper shows how the museums in both countries interpret their Soviet past and align it with the new European master narratives.  相似文献

The paper provides a theoretical contribution to the multi-level governance debate, discussing the role of the policy instruments in tailoring polities for local development strategies. To this purpose, it examines the Community-Led Local Development (CLLD), a policy tool of the EU Cohesion Policy 2014–2020, which has generated more than 3000 local initiatives across the EU. An institutionalist perspective enables a reflection on the multi-level normative dimensions of these local initiatives. A combination of the post-functionalist governance theory, the soft space debate, state-theory and strategic-relational approach provides an interpretative framework to be deployed for a dedicated research agenda. The interpretative challenge is about whether the CLLD enables spatial-temporal fixes in which a deliberative polity pursues a spatial imaginary for an ad-hoc territory. The consequent analytical dimensions can be found in (a) the relationship between attendant ad-hoc polity, policy agenda, territorial design and societal processes; and (b) the meta-governance dimensions that locate the bottom-up constituency of this institutional technology in the shadow of state’s hierarchy. An overview of the CLLD implementation across the EU provides evidence on the latter.  相似文献

Traditionally, the Norwegian modernization process has been presented as a success story that focuses on how social movements and democratized political institutions in the 19th and 20th centuries laid the foundations for a society and culture with an emphasis on social equality. The paper offers an alternative analysis of this process, based not on the issue of material equality and inequality, but on the concepts of normality and deviance. A comparison of the development of the Norwegian national education policy since the middle of the 19th century with the Danish and Swedish experiences involves the exclusion of the dissimilar as a distinct feature of the Norwegian policy. ‘Disability’ was constructed as a category of deviance by public policies and administrative and professional practice. The professions – particularly teachers and doctors – were important actors who offered alternative conceptions of normality and disability. However, the constructions that they selected were those that were in closest dialogue with the particular challenges confronted by the Norwegian modernisation process: first the liberal, then the social democratic construction. Because the national conditions confronting the Scandinavian modernization processes differed from each other, so did the related constructions of disability.  相似文献

The arts can be a powerful tool for emancipation, community building and political expression. This article makes the argument that artistic and cultural expression should be viewed by politicians and policy makers as an effective form of political engagement and an important feedback loop for understanding the political dissatisfaction of the electorate. It draws on one particular historical example, the Négritude movement, to highlight the value and strength of cultural movements in responding to questions of politics and to draw out lessons for current policy makers in recognising the value of culture in effecting political change. Against a contemporary political and scholarly narrative of disaffected citizenship, this article demonstrates that a lack of trust in a political model does not necessarily demonstrate a disinterested citizenry; rather it can suggest a citizenry who have found new and innovative ways to engage.
