Organizing the ‘people’s community’: the NSDAP and the ‘ethnic Germans’ in Nazi-occupied territories

ABSTRACTThis article refers to recent scholarly debates on the term ‘people’s community’ (Volksgemeinschaft), which throughout the Third Reich remained rather vague and encompassed often contradictory purposes. It deals with the relations between the National Socialist German Workers’ Party (Nationalsozialistische Deutsche Arbeiterpartei, NSDAP) and some of the ‘ethnic German’ (volksdeutsche) organizations to exemplify how German society should be transformed into a ‘people’s community’ after 1933. Thus, it is necessary to analyse the ‘people’s community’ not by asking whether or not its different purposes were realized, but by examining its functions in the Nazi regime. This functional analysis of the ‘people’s community’ focuses on the NSDAP and its relations with ‘ethnic German’ organizations after 1933, primarily in Nazi-occupied territories during the Second World War. First, the article describes the NSDAP’s efforts to align the ‘Germans abroad’ (Auslandsdeutsche) after the seizure of power and to organize the German Front (Deutsche Front) in the Saar territories in 1934/35—an experience serving as a blueprint for the relations between the NSDAP and ‘ethnic German’ organizations during the Second World War. Second, it evaluates the creation of the Ethnic German Community (Volksdeutsche Gemeinschaft) in the General Government and its efforts to organize ‘ethnic Germans’. Third, it interprets the foundation of the German People’s Community (Deutsche Volksgemeinschaft) in Lorraine and its ongoing attempts to establish a racial hierarchy of ‘ethnic Germans’ over the autochthonous French population. Fourth, it looks at the connection between the Germanization of Lower Styria and the launch of the Styrian Homeland Union (Steirischer Heimatbund) as an ‘ethnic German’ movement. The article argues that the NSDAP’s operational routines regarding both the German population and the ‘ethnic Germans’ living in the occupied territories shaped the ‘people’s community’. 相似文献

This article reviews recent works on Indigenous politics and history in the Canadian context to produce insights about genocide in the Canadian context. The article is situated primarily in the field of Indigenous studies while also drawing on the field of settler colonial studies. It begins with contemplation of the concept of genocide and related terms in the Canadian context. The author suggests that it is useful to apply the concept of elimination developed by Patrick Wolfe to studies of genocide. The article then turns to Mohawk Interruptus with significant emphasis placed on how author Audra Simpson theorizes the concept of ‘refusal’ and the ‘fear of social and political death’. The last part of the article focuses on two books that examine the late nineteenth-century northern plains: Metis and the Medicine Line by Michel Hogue and Clearing the Plains by James Daschuk. These books succeed in detailing the great changes that occurred as the fur trade era fell away and a settler colonial regime emerged on the Canadian plains. For Indigenous peoples, these changes had, and continue to have, devastating consequences. Drawing heavily on the insights of Simpson, the second half of the article argues that studying the late nineteenth-century northern plains produces important methodological insights about the study of genocide in Canada. 相似文献

Following the 11 September terrorist attacks, a belief has emerged that one of the root causes of Islamic extremism lies in the repressive nature of the regimes that populate the Middle East. Thus the spread of democracy has become a major component of the Bush administration's ‘war on terror’ Previously dismissed as Wilsonian idealism, the promotion of democracy is now considered a strategic necessity to address the threat posed by terrorism. Despite the significant role democracy promotion has played in the present foreign policy of the United States, the focus has tended to be on the more controversial policies of preventive warfare and coalitions of the willing. The purpose of this article is to help rectify this imbalance by examining the role the promotion of democracy plays within the current administration's foreign policy in the Middle East. It considers the logic behind America's ‘forward strategy of freedom’ in the Middle East as well as the likelihood of this strategy succeeding. 相似文献

‘Friends and neighbours voting’, that is, the propensity of voters to support local candidates, is a characteristic of a number of contemporary democracies. The Republic of Ireland is one of the settings where this phenomenon has been explained and documented very comprehensively. In this paper, we study local candidate effects in the most recent Irish general election, held in 2011. We show that during this unusually volatile election, fought in the shadow of an EU/IMF ‘bailout’, ‘friends and neighbours voting’ persisted but was attenuated in comparison to what has been observed in the past. This was most pronounced in the case of the historically dominant party – Fianna Fáil – and (in a weaker form) for its all-time rival – Fine Gael. We describe the changing electoral strength of these two and other Irish parties in terms of fluctuating local candidate effects. 相似文献

This article discusses scholarly views on the rise of the human rights paradigm. Based on a case study of the Netherlands it argues that the appeal of human rights cannot simply be attributed to the memory of the Holocaust, or the rise of post-war generations disillusioned with traditional ideologies in the 1960s and especially, the 1970s. Instead, it proposes that human rights primarily owe their popularity to the ideological contest of the Early Cold War, even though means to convey the message all over the world were only available in the decades that followed. 相似文献

This article inspects the nature of the Scottish National Party and its place in the breakdown of the two-party system across the United Kingdom in the 1970s and 1980s. This is achieved through an examination of the SNP’s approach in the small city of Dundee, where the party enjoyed a sustained period of success. It highlights the commonalities between the SNP and the Liberals in the 1970s and SDP-Liberal Alliance in the 1980s. The Nationalists adopted a similar third-party role in Dundee, centring their approach on their moderate politics rather than solely on the issue of self-government. The party’s effectiveness in pursuing this approach allowed it to hold on to the Dundee East constituency from 1974 to 1987, until ideological changes affecting the national party made it increasingly impossible to hold firm to this strategy. Nonetheless, this study makes clear that the rise of Scottish Nationalism was a part of a process of British-wide political change, and should not be understood in isolation from the rest of the country. 相似文献

Responding to Kai Horsthemke’s call for the valorisation of universal knowledge within the debate on indigenous knowledge, the paper argues for an understanding of knowledge that is based neither universalism nor relativism. Arguing against the dualisms of ‘indigenous knowledge’ and ‘science’, the paper proposes that the debate be focused rather on knowledge diversity. Drawing on the work of Nelson Goodman and Catherine Elgin, the paper argues that diverse epistemologies ought to be evaluated not on their capacity to express a strict realism but on their ability to advance understanding. Such an approach allows for the evaluation of the advancement of understanding without necessarily requiring the expression of the literal truths that divide ‘belief’ from ‘knowledge’. 相似文献

United Nations (UN) demands for the unconditional ending of colonial rule troubled British officials confronted by local political difficulties impeding their efforts to establish self-government for Fiji, alarmed Indigenous Fijian leaders who initially resisted that reform, and encouraged the polarizing demand by Indo-Fijian leaders for a common franchise. India was initially at the forefront in maintaining UN pressure on Britain to move Fiji rapidly to independence with this franchise. Yet in the last two years of British rule, as ethnic tension in Fiji rose dangerously, India assumed the lead in urging moderation at the UN. India’s volte-face from antagonist to ally of the British helped open the way to the political accord on which Fiji’s independence constitution was based. The article highlights the major part played by the pre-eminent Indigenous leader Ratu Kamisese Mara in winning India’s support for a cautious approach to reform. 相似文献

Noel Pearson and Jon Altman are two of the central intellectual figures in the contemporary debate on how to address the poverty and disadvantage of Indigenous Australians living in remote regions. This article compares their visions for Indigenous economic development. Pearson advocates greater integration of Indigenous people into what he calls the ‘real economy’, but Altman has produced an alternative approach to Indigenous development – the ‘hybrid economy’ approach – which he suggests is more in keeping with the aspirations of many Aboriginal people to maintain a degree of autonomy from non-Indigenous Australians and to continue living close to ancestral lands. This article argues that both men should be understood as advocates for Indigenous self-determination, but different ways of conceptualising Indigenous autonomy and cultural survival has led them to contrasting policy positions.

This article situates Charlotte Brontë’s writing within the context of mid-nineteenth-century discourses of gender and travel, and posits that Brontë contributes to the discursive construct of the flâneuse through her writing about women walking the city in her letters from Belgium and in the novel Villette (1853). Through a critical framework drawing together literary historicism on women in the Victorian city and mobility theories of embodied and sensory movement, the analysis reveals how Brontë foregrounds the experience of the body in her writing of women walking, and uses this as a mode through which to explore gendered discourses of mobility, and especially women’s urban walking. It argues that Brontë offers a new model of female urban spectatorship which privileges the body of the flâneuse as the prime site of knowing the city; this positively reconfigures the possibilities for autonomy and agency that urban walking affords, while at the same time making the body a site through which ambivalence about women’s mobility is expressed. The article reveals Charlotte Brontë to be a writer actively engaged with discourses of mobility and modernity that have been overlooked in her work, and situates Brontë as a significant contributor to debates about women and the city. It advances literary histories of city walking by locating Villette as a key participant within the field, and contributes to Brontë studies by revealing new perspectives on the significance of women’s travel in her works. 相似文献

This paper focuses on anti-discrimination guidelines covered by the mandates and reports of the Equal Opportunities Commission (EOC) as well as the Truth and Justice Commission (TJC) in Mauritius. It argues that in setting up the EOC and TJC, the government appears to have initiated a rethinking of the national ideology of multiculturalism from recognition in terms of ethnic collage to recognition as inclusive of issues of access and opportunity. This shift is particularly relevant for ‘bivalent’ communities such as the Creole minority, with respect to the ‘Malaise Creole’ problematic. These institutions have however only had a symbolic function to-date as the government has shied away from considering the redistribution dynamics that the commission reports have raised. The absence of disaggregated data precludes a coherent and long-term assessment of the impact of anti-discrimination programmes on marginalized populations, highlighting the diluted nature of the equal opportunity plans. 相似文献

In contemporary Australian politics, challenges to the Prime Ministerial role have become more common. Australia saw five Prime Ministers from 2010 to 2015 including Australia’s first ever woman Prime Minister, Julia Gillard. A stark contrast is evident in media portrayals of Gillard and her male counterparts, apparent most recently in the response to Malcolm Turnbull’s ascension to the Prime Ministership. A range of evidence has been produced, in disciplines including political science and media studies, suggesting the existence of systemic gender bias in the mainstream media in English-speaking democracies. This article is the first to compare the media portrayals of Gillard and Turnbull’s respective ascensions to leadership, which it does drawing on Judith Butler’s concept of gender performativity and using a content and discourse analysis. ABSTRACTBy 1860, Hawai‘i’s Indigenous population had declined by 75 per cent when compared to its estimated pre-contact level. Legislators and physicians attributed this crisis to the seasonal migration of Hawaiian prostitutes. After contracting syphilis from sailors in Honolulu, these women returned to their Native villages where they unwittingly spread the disease. Drawing on legislation, health reports, and newspapers, this article underscores the urban-rural nature of Hawai‘i’s syphilis epidemic by analyzing the 1860 Act to Mitigate the Evils and Diseases Arising from Prostitution (ATM). The law compelled prostitutes to enlist on a government registry, undergo medical inspections, and submit to treatment if infected. Arresting depopulation, adherents argued, hinged on the government’s ability to police Indigenous women within a conspicuous urban environment. In designing and enacting the ATM, legislators and physicians characterized Honolulu as a syphilitic breeding ground that catalyzed Indigenous depopulation by sheltering transient carriers of this highly gendered disease. 相似文献

This study investigates the interaction of women's gendered identities and performances in the modern middle strata with the new apartment, while complicating the boundary between the legitimizing discourses of modern architecture and ideas around femininity, during the 1950s and 1960s in Turkey. It conceptualizes domestic premises as the inhabitant's space, where gender roles are formed and performed. Drawing on research concerning the postwar construction of women's identities and diverse ideas of feminine space in a global context, I examine how the apartment was a place for women, who were conceptualized as Western and happy housewives amid Cold War geopolitics. The study ponders ways in which women negotiated/subverted conflicting expectations of the modern housewife. The apartment mediated powerful discourses on structures of patriarchy and identities, while simultaneously allowing women to define and live out the modern domicile as active agents. It embodied the intermediate space between the concepts of modern and traditional, Western and non-Western, urban and rural, and masculine and feminine. 相似文献

ABSTRACTIn the 1920s, two strong intellectual trends were simultaneously developing in Russia: the studies of languages and cultures of the indigenous population of Siberia and the Far North (led by Vladimir Bogoras, Leo Shternberg, and others), and sociolinguistic studies (led by Evgeniy Polivanov, Afanasiy Selischev, Rosaliya Shor, and others). Sociolinguistics as a new and fashionable branch of knowledge included many topics (sociolinguistic theory, social dialectology, influence of rapid social changes on language), but there never were attempts to study sociolinguistically the languages of indigenous “Northern” minorities. In 1929 Roman Jakobson and Nikolai Trubetskoy, who by that time were both living abroad, launched a project called “Languages of the USSR.” The project could have united the two trends, but it was soon terminated because of the Great Depression in the West and a sharp turn in Stalin's policy in 1929 when many Russian scholars were prosecuted, academia became split in a fight over who represented “the true Marxism”, and international collaboration became dangerous for Russian scholars. Another reason for the lack of interest in sociolinguistic studies of indigenous minority languages was the evolutionist paradigm of Siberianist cultural anthropology of the time. As a result, the Soviet language planning for Northern indigenous minority languages in the1930s and later did not sufficiently take into account the sociolinguistic aspect of the problem; this may be responsible for its many failures and inconsistencies. 相似文献

Within the field of children's geographies several calls have been made to develop ‘teenagers’ geographies’ as a complementary field of research and practice. It has been stated that teenagers remain ‘invisible’ or ‘marginalised’ in public debates as well as in research and practice, even within childhood studies and children's geographies. Further explorations in teenagers’ geographies could contribute to the research on ‘diverse childhoods’. This article explores the spatial worlds of teenagers (approximately 12–16 years) in Flanders (Belgium), a region characterised by a dense network of smaller cities and ‘urban sprawl’. Based on street interviews and observations in a small city several mental maps and patterns of teenagers’ use of public space were identified. Starting from a case study in the city of Mechelen, this article suggests how these perspectives can be integrated into urban planning by identifying and tying together relevant planning layers, thus creating a more closely knit ‘teenage space network’. 相似文献

This article examines the importance of Calvinism in producing the public/political “mind-set” of the United States, and how, after the Second World War, the export of this mind-set was as significant as the export of democracy, rock-’n’-roll, jeans, and Coca-Cola. It discusses the historical legacy and evolution of Calvinism from a civil religion to a religion of civility, and how the form and manner of Calvinist thinking—more specifically its ethic and aesthetic—has persisted in a secular manner so that much that Calvin would have found damnable is now intrinsic to the “religion of civility.” It then concludes that the central principles and practices of this religion of civility have had success within nations already “Christianized” but, perhaps understandably, not outside of that sphere. 相似文献
