电子政务平台用户数据为认知城市问题、开展空间治理提供了新路径。研究以武汉市为例,以日常治理问题为对象,基于留言板数据及自然语言处理技术,提出城市治理问题空间识别方法,利用空间自相关和负二项回归分析,探究治理问题空间特征及影响因素。研究发现:(1)治理问题热点区集中于开发区及新旧城区交界,冷点区集中于老城核心地带;(2)社会交互因素上,老年群体在线上治理中存在“失语”现象,高学历群体更重视多元包容类问题表达;(3)地理因素上,人口密度增加并不必然导致城市治理问题增加,为高密度城市实现高质量治理提供依据。  相似文献

ABSTRACT

Smart city experiments have the potential to reshape urban climate change governance. Smart city initiatives have been supported by international technology companies and the European Union for many years and continue to be promoted by national and municipal governments. In relation to sustainability and climate change, such initiatives promise more efficient use of resources through the use of information and communications technology in energy infrastructure. Experiments with smart city technologies such as urban smart grids have shown the potential to restructure relationships between energy utilities, energy users and other actors by reconfiguring the dynamics of energy supply and demand. But do urban experiments lead to institutional change? The aim of the article is to provide a better understanding of how smart city experiments reshape the urban governance of building energy use. Hyllie, a new city district in Malmö, Sweden, was home to two smart city experiments that contributed to the institutionalization of urban smart grid technology. However, the analysis of Hyllie’s policy assemblages shows that this institutional change could redefine sustainability at the expense of energy efficiency.  相似文献

This article develops the concept of “urban frontier” to explore conflicts over state regularisation of city edge informal settlements in Zimbabwe’s capital Harare. It conceptualises the presence of “lawless” urban frontiers and “illegal” territorial authorities in capital cities as expressions of a permissive form of central statecraft. In so doing, the article takes forward debates over the politics shaping the margins of Africa’s rapidly expanding cities, redressing scholars’ tendency to neglect central party‐state strategic calculations and party politics in their analyses of unregulated settlements. Dominant interpretations generally hinge on state absence or weakness and emphasise localised influences. The case of Harare’s highly politicised city‐edge informal settlements reveals the inadequacy of apolitical approaches particularly clearly, as all were controlled by the ruling ZANUPF party. The conflicts provoked by regularisation provide a lens on disputes within the ruling party, which we interpret as disputes over different forms of clientalist statecraft. Analyses of urban frontiers can thus help move away from generic one‐size‐fits‐all explanations of informality and patronage politics in Africa’s expanding cities.  相似文献

In December 2013, a replica of ‘Mawson’s Hut’ (a historic structure in Antarctica) joined a growing list of polar tourist attractions in the Australian city of Hobart, Tasmania. Initially promoted as the city’s ‘latest tourist hotspot,’ the ‘replica museum’ quickly took its place in Hobart’s newly redeveloped waterfront, reinforcing the city’s identity as an ‘Antarctic Gateway’. The hut forms part of a heritage cluster, an urban assemblage that weaves together the local and national, the past and present, the familiar and remote. In this article, we examine the replica hut in relation to the complex temporal and spatial relations that give it meaning, and to which it gives meaning. Our focus is the hut as a point of convergence between memory, material culture and the histories – and possible futures – of nationalism and internationalism. We argue that the replica hut, as a key site of Hobart’s Antarctic heritage tourism industry, reproduces and prioritises domestic readings of exploration and colonisation over a reading of Antarctic engagement as a transnational endeavour. However, like other ‘gateway city’ heritage sites, it has the potential for aligning with a larger trend in international heritage conservation and heritage diplomacy, that of prioritising narratives of the past that weave together transnational connections and associations.  相似文献

In recent times, local governments in Australia's major cities have embraced the idea that the trees in their streets, parks, and private gardens are parts of a collective urban forest that can be managed to address complex policy problems and create more liveable and sustainable cities. In light of this proposition, applied and critical urban forest researchers have typically focused on questions of quantity with regard to some of the factors that influence the density and distribution of urban tree cover. In a few cases, however, researchers have documented qualitative changes to the urban trees and woodlands that ostensibly constitute the urban forest, suggesting that it might be apprehended in a more mutable and dynamic way. Building on these accounts, we turn to Deleuze and Guattari's theory of becoming to read the urban forest in an active and malleable light, developing a historical geography of urban forestry in Australia that discerns three urban forest projects we call the ‘forest in a city’, the ‘city forest’, and a new but not yet realised, ‘city in a forest’. This finding renders the urban forest in more contingent, multiple, and mutable terms, leading us to finish the paper with a consideration of what seeing the urban forest as becoming means for future research. There, we suggest that Deleuze and Guattari's becoming directs us to different kinds of empirical, political, and ethical concerns that haven't received significant interest in the current literature. These include asking how, why, and with what consequences do particular styles of urban forestry emerge at particular space‐times. How is qualitative difference and urban forest multiplicity dealt with in practice, as well as focusing on affect and everyday embodied encounters between people and trees in different urban places.  相似文献

Reflecting wider debates on the city as a site of coercion and opportunity, Delhi is marked by the coordinates of both cultural nationalism and neo-liberal aspiration. The former positions the city as a site of cultural pollution, at times claiming ‘western lifestyles’ have contributed to gendered assault. In juxtaposition, Delhi’s neo-liberal landscape positions the female body as a valued commodity, iconic of ‘globalised living’, embedded in discourses of autonomy and modernity. This article will argue that these entangled cultural constructs have created a city of threat and discomfort that problematizes women’s access, be it for livelihood or leisure, enclosing women within coordinates not of their making. Yet rather than acquiesce to this urban topology, the agency of the single, middle-aged, middle-class women in this ethnographic study extends our understanding of the agonistic relationships within urban space, and the capacity to negotiate them using practices of avoidance, deception, adaptation, defiance, and care, at times creating their own enclosures in the process that enabled access to the city. Age and class as well as gendered expectations impacted on the available resources and outcomes of these negotiations, revealing the diverse possibilities of urban living that can enable pockets of social and political flourishing even within a difficult city.  相似文献

One of the European Union’s 2014–2020 cohesion policy’s new aims is to promote integrated urban development strategies that enhance sustainable urban development. Following the emergence of the integrated urban development policy, city policies in EU show a trend in that direction but overall changes towards a sustainable integrated urban development are limited. One of the major problems for planners and implementing actors seems to be the management of complexity, which originates in three sources: the policy, the planning and implementation processes as well as the implementation place. The paper elaborates on the question: what is triple complexity and how can planning and implementing actors of the EU integrated sustainable urban development policy manage it? The paper suggests the use of a place-oriented theory and proposes a theory-guided ex-durante (ongoing) evaluation called Place Scan. I assume that the method can support planners and implementing actors to manage complexity and to improve quality of ex-durante evaluations.  相似文献

Under German colonial rule and the British mandate, Dar es Salaam was a racially segregated city. The means of segregation were a series of building ordinances that established varying standards of construction in the city's neighborhoods. A result of these ordinances was the concentration of expatriates—those people living outside their home country—in two areas of the city: the City Center and the Msasani Peninsula. Using qualitative survey and interview data with fifty expatriates in contemporary Dar es Salaam, this paper demonstrates that segregation persists in spite of postcolonial efforts to desegregate the city. In fact, segregation in contemporary Dar es Salaam affects more than just residential patterns; all aspects of expatriate everyday life are overwhelmingly concentrated in these two urban areas. This paper engages with colonial city and expatriate literatures to identify the lingering effects of colonialism and the various ways that residents perceive and transform urban space. Several explanations exist for the persistence of this segregation. These two areas historically housed expatriates and thus contain desirable urban amenities such as supermarkets and shopping malls. These areas also offer expatriates the comfort of living among other expatriates in a perceived safe environment.  相似文献

There has, historically, been considerable uncertainty over the meaning of ‘urban nature’ and, therefore, the extent to which culture and nature are bound in the urban setting. We explore, in this paper, the spatiality of everyday nature as experienced by youth in an urban setting. To do so, we draw on the results of a participatory mapping activity that was designed to elicit information about where youth felt most connected to nature while in the city. Using sketch-map survey instruments, we collected hand-drawn responses from forty-three high school students in the downtown core of Tacoma, Washington. Data were digitized and analyzed in a GIS, and results were revealing of the contingency of the ‘nature’ concept in urban space as well as the centrality of ‘loose’ space to urban experiences that are evocative of being in nature.  相似文献

This article situates Charlotte Brontë’s writing within the context of mid-nineteenth-century discourses of gender and travel, and posits that Brontë contributes to the discursive construct of the flâneuse through her writing about women walking the city in her letters from Belgium and in the novel Villette (1853). Through a critical framework drawing together literary historicism on women in the Victorian city and mobility theories of embodied and sensory movement, the analysis reveals how Brontë foregrounds the experience of the body in her writing of women walking, and uses this as a mode through which to explore gendered discourses of mobility, and especially women’s urban walking. It argues that Brontë offers a new model of female urban spectatorship which privileges the body of the flâneuse as the prime site of knowing the city; this positively reconfigures the possibilities for autonomy and agency that urban walking affords, while at the same time making the body a site through which ambivalence about women’s mobility is expressed. The article reveals Charlotte Brontë to be a writer actively engaged with discourses of mobility and modernity that have been overlooked in her work, and situates Brontë as a significant contributor to debates about women and the city. It advances literary histories of city walking by locating Villette as a key participant within the field, and contributes to Brontë studies by revealing new perspectives on the significance of women’s travel in her works.  相似文献

This article reassesses the value of a term that has proved very durable in late medieval historiography. It identifies three main research clusters using ‘civic religion’ (North American, Francophone and Germanic), and examines inherent problems with the term, particularly its association with ‘civil religion’ and its ambiguity of meaning, at once ‘urban’ (specific to towns) and ‘municipal’ (governmental). The term has been applied particularly to the city-states of northern Italy: the article also looks at three different cities outside this region, Zaragoza, Bruges and Salisbury, as case studies to consider the term's wider applicability. Despite their differences, this article argues that there were in all of them common religious practices associated with urban government; and that ‘civic religion’ does serve as a useful term to classify these practices as a basis for future research – not as aspects of advancing ‘civil religion’, but to describe the connections and elisions that city councils made in sacred terms between ‘municipal’ and ‘urban’ interests.  相似文献

Second-tier cities have been experiencing renewed interest within policy and research contexts, which is reversing a tradition of relative neglect due to the long-standing focus on large cities and capitals. This paper compares European second-tier and first-tier cities with regard to the presence of urban functions and how these are spread over their urban regions. The analysis shows the existence of a substantial ‘first city bonus’: a surplus of urban functions in first-tier cities which cannot be explained by their size or network embeddedness. We also show that second-tier cities are better served with urban functions in the absence of a dominant capital. In first-tier urban regions, the core municipality exploits the critical mass of the urban region to support its own functions, leaving that region functionally underserved. Second-tier cities lack this absorptive capacity, and their urban regions are endowed with more urban functions. These functional differences mean that second-tier cities demand a differentiated research and policy approach, in which city-regional integration becomes an important territorial development strategy. Rather than the dispersion process in first-tier cities leading to a ‘regionalization of the city’, integration in second-tier urban regions may be seen as a process of ‘citification of the region’.  相似文献

This article presents a new analytical framework for studying cities in the developing world based on the ‘political settlements’ approach. This has a dual purpose: to enrich comparative urban research by bringing new theoretical ideas to bear on this field, but also to use capital cities as a lens to better understand national political settlements. The central argument is that urban built environments and their transformations in situations of late development reflect the workings of different varieties of clientelism, and by analysing the former we can better understand the latter. Specifically, issues such as the nature of urban land use and land allocation, the pace and form of construction, the effectiveness of environmental regulation and the provision of housing for different income groups are all revealing of political settlements and their broader development implications. The potential of this approach is explored through three narrative ‘sketches’ of contemporary urban development in Eastern Africa: the ‘city as marketplace’ (Kampala), the ‘city as expo’ (Kigali) and the ‘city as construction site’ (Addis Ababa). In presenting this framework, the article seeks to advance debate on epistemological and analytical approaches to the study of both power relations and differential patterns of urban development.  相似文献

This article combines political and economic geographies with social and cultural theory by reviewing structural and actor-centred approaches to urban governance alongside work on identity, community, masculinity and ‘rights to the city’. The article seeks to bring these literatures into dialogue via an analysis of mayoral politics, presenting empirical research from a UK city in order to highlight the influence of class, sexuality and racism on urban politics. It shows how theoretical and empirical engagement with unequal social relations and their discursive construction through cultural forms and practices offers fruitful avenues for geographical understanding of territorial and relational urban governance.  相似文献

In this paper, I bring together ideas of ‘diaspora space’ and ‘the right to the city’ and empirically demonstrate how the formation of diasporas is frequently dependent on migrants attaining certain rights to the city. These rights, I argue, are conditioned and attained by the interplay of urban structural context with the place-making strategies of migrants. Drawing on 8 months of ethnographic fieldwork, I demonstrate that Moroccan migrants in Granada, Spain, have achieved a partial right to a neighbourhood of the city, producing a multi-sensory, self-orientalised diaspora space. First, I show that certain urban conditions in Granada provided a foothold for Moroccan migrants to begin to form a diaspora and transform urban space. Second, I demonstrate that through the mobilisation of a strategically self-orientalised cultural capital, the diaspora have partly appropriated the valuable history of Al-Andalus, a key component in the city’s tourist imagery. These factors and strategies have enabled Moroccan migrants to gain a right to have a visible presence in the city, a right to produce and transform urban space and a right to spatalise diverse identities – all key rights, I argue, in the formation of a diaspora.  相似文献

Half of the world's population now lives in cities. This number is expected to grow to two-thirds in the next fifty years. And yet, it is only recently that anthropologists have begun to take urban contexts seriously as fieldwork sites. In this article, I analyze three recent volumes on urban anthropology which each propose a distinctive theoretical and methodological approach to the study of the city. I suggest that there is a fine line to be drawn between urban determinism—the suggestion that the city is the pivotal force in shaping individual lives, a perspective that ignores both human agencies and the complexities of causality—and anthropology which relegates the city to mere context, ethnographies that, almost by chance take place in urban contexts but say little about the realities of city life. The texts examined share two features in common: firstly, they are most effective when they, through close ethnographic or archival engagement, show the complexity and variation in urban contexts; and secondly, each text displays an absolute commitment to ethnographic fieldwork as a powerful tool to understand the lived experience of the urban. As a commitment to long-term participant observation is the sine qua non of our discipline, my central question is whether “urban anthropology,” is not just anthropology after all?  相似文献

Debates centred on ‘planetary urbanisation’ have raised questions over the adequacy of existing theories and epistemologies to explain the quantitative and qualitative transformations of cities. However, this theorization of the urban has met with opposition from post-colonial and feminist researchers amongst others. The comparative, empirical research in this collection, from Bolivia, India and Turkey, highlights that the city remains an important analytical and concrete framework, demarcated by contingency and cultural change through which residents must navigate. In particular we focus on the specificity of women’s lives and their capacity to problematise universalist theory, documenting their interrogation of simplistic binaries such as modern/traditional; their innovative approaches to informal settlement, housing and markets; their production of urban knowledge in order to negotiate the city; and processes and practices of mobility, experimentation, risk taking and aspiration that contest or support a myriad of urban imaginaries. Whilst not rejecting the need for theories that allow comparative perspectives on cities, our conclusions underscore the importance of recognising the multiple logics that generate city space and urban cultures, and the consequent need to parochialise the empirical basis of theories that claim to be global in outreach.  相似文献

Drawing from recent affective geographies of drinking and drunkenness, this article explores the affective atmospheres of spaces of mobility in Melbourne's night-time economy and how these atmospheres shape the experience of alcohol-related problems. Our discussion is grounded in the analysis of interview data collected in 2012 among 60 young adults living in Melbourne. Participants included youth residing in the inner-city who reported taking a tram, walking or cycling to nearby venues along with youth from periurban communities who used trains, buses or taxis to travel to and from venues in the inner-city. Each group reported spending varying amounts of time on the move during a night-out drinking, although the atmospherics of mobility differed for each group. Inner-city participants described ‘comfortable’ or ‘fun’ journeys on the tram, walking or cycling, whereas participants from periurban communities spoke of ‘boring’ or ‘unpleasant’ journeys via train, night-bus or taxi. Moving beyond reports of the ‘priming’ effects of affective atmospheres, we conclude that these atmospheres are (co-)constituted in encounters between bodies, human and non-human, as they move. We close with a brief discussion of the implications of our analysis for the study of alcohol-related problems in the city at night.  相似文献

The COVID-19 pandemic has profoundly affected people in urban areas. This article reports on a comparative empirical study of the pandemic in Guangzhou and Xi’an in 2021 and analyses how residents responded to social media during the crisis. Using Baidu’s hot search time machine to search for hot topics related to the spread of disease during each outbreak of COVID-19, we collected 35 and 41 hashtags for Guangzhou’s and Xi’an’s epidemics, respectively. Based on a thematic analysis of those hashtags, we considered how residents reconstructed expressions of urban identity in both cities. We found that China’s unique official accountability system in local anti-epidemic practices led to stricter forms of top-down urban governance and that urban residents deployed forms of bottom-up agency in response. Our work provides a refined agenda for geographers and other social scientists to examine the interconnections among urban resilience, urban social responses to major public crises, and urban culture.  相似文献

On 9 July 1391, a mob assaulted the Jewish quarter of Valencia, killing and forcibly converting its inhabitants. This attack, one of many across Spain that summer, is much debated as a turning point in medieval Jewish history, but little attention has been paid to the role of the urban government. This article shows how the city council of Valencia shaped its narrative of the assault to further its goals for urban reform. In 1391, the Valencian council was in the midst of a reform initiative informed by the principles of Christian urban planning in Francesc Eiximenis’ Regiment de la cosa pública. The jueria was seen as an impediment to reform. The council’s retelling of the 1391 attack shifted responsibility onto the Jews and the jueria itself, considered a block to public order in the city. This laid the groundwork for the council’s solution: the removal of the jueria from Valencia.  相似文献
