This article seeks to test the assumption that realism is completely hostile to the ethical and political notions of humanitarian intervention. The popular understanding of realism states that the national interest and international order will always trump the moral impulse to assist those suffering gross human-rights abuses at the hands of their government. The article makes the argument that this understanding of realism emerged from a particular period of history and under the pens of specific individuals reacting to these conditions. By affording a much deeper historical scope to the term ‘realism’, this article shows how realism cannot be damned uniformly by those writing and thinking about humanitarian intervention in the present period, and the role it holds in contemporary debates on humanitarian intervention.  相似文献

This article introduces a novel concept, humanitarian security regimes, and enquires under what conditions they arise and what is distinctive about them. Humanitarian security regimes are driven by altruistic imperatives aiming to prohibit and restrict behaviour, impede lethal technology or ban categories of weapons through disarmament treaties; they embrace humanitarian perspectives that seek to prevent civilian casualties, precluding harmful behavior, protecting and ensuring the rights of victims and survivors of armed violence. The article explores how these regimes appear in the security area, usually in opposition to the aspirations of the most powerful states. The existing regimes literature has mostly taken a functional approach to analyzing cooperation, lacks a humanitarian hypothesis and does not explore the emergence of new regimes in the core area of security. The author argues that in the processes of humanitarian security regime‐making, it is the national interest that is restructured to incorporate new normative understandings that then become part of the new national security aspirations. This article intends to fill this gap and its importance rests on three reasons. First, security areas that were previously considered to be the exclusive domain of states have now been the focus of change by actors beyond the state. Second, states have embraced changes to domains close to their national security (e.g. arms) mostly cognizant of humanitarian concerns. Third, states are compelled to re‐evaluate their national interests motivated by a clear humanitarian impetus. Three conditions for the emergence of humanitarian security regimes are explained: marginalization and delegitimization; multilevel agency, and reputational concerns.  相似文献

‘Humanitarian space’ denotes the physical or symbolic space which humanitarian agents need to deliver their services according to the principles they uphold. This concept, which separates humanitarian action from its politicized environment, is widely used in policy documents and academic texts, even though empirical evidence abounds that this space is in fact highly politicized. To some extent the uncritical use of the concept of humanitarian space is understandable because of its aspirational character. This article explores a different angle: how different actors use the concept and the language of humanitarian space and principles in the everyday politics of aid delivery. It proposes an empirical perspective that approaches humanitarian space from the perspective of everyday practices of policy and implementation. It maintains that the humanitarian space is an arena where a multitude of actors, including humanitarians and the disaster‐affected recipients of aid, shape the everyday realities of humanitarian action. The paper develops this perspective for two humanitarian operations: a protracted refugee camp in Kakuma, Kenya, and the tsunami response in Sri Lanka.  相似文献

14至17世纪的文艺复兴时代,也是西欧近代技术的起步时期。除印刷术、火药和指南针这些产生重大影响的技术成果外,还出现了许多明显具有人文关怀倾向、对人类生活关注度极高的重要技术,例如时钟、玻璃、眼镜、望远镜和显微镜的发明。本文在对这些技术的创造和早期演变过程进行了深入考察后,认为这些技术所饱含的人文关怀倾向,不但来自人文主义者和科学家,也凝聚着普通民众重视日常生产生活包括发明创造的“世俗”意识和态度。还可以说,大众对自身“世俗”生活的关注,是文艺复兴人文主义得以广泛传播的社会思想基础。  相似文献

This paper engages with the military‐humanitarian technology of migration management from the vantage point of the European Union Naval Force Mediterranean (EUNAVFOR MED) “Operation Sophia”, the naval and air force intervention deployed by the EU in the Central Southern Mediterranean to disrupt “the business model of human smuggling and trafficking” while “protecting life at sea”. We look at the military‐humanitarian mode of migration management that this operation performs from three vantage points: logistics, with a focus on the infrastructure of migrant travels; subjectivity, looking at the migrant profiles this operation works through; and epistemology, building on the mission's first stage of intelligence and data gathering. Through this multi‐focal approach, we illuminate the productivity of this military‐humanitarian approach to the migration crisis in the Mediterranean.  相似文献

The achievement of past international treaties prohibiting anti‐personnel mines and cluster munitions showed that unpropitious political situations for dealing with the effects of problematic weapons could be transformed into concrete, legally binding actions through humanitarian‐inspired initiatives. Although there is now renewed concern about the humanitarian consequences of nuclear weapons, some policy makers dispute the relevance of these past processes. This article examines how and why cluster munitions became widely reframed as unacceptable weapons, and the nature and significance of functional similarities with contemporary efforts of civil society activists to instigate humanitarian reframing of nuclear weapons and promote the logic of a ban treaty in view of its norm‐setting value among states. In the case of cluster munitions, the weapon in question was signified as unacceptable in moral and humanitarian law terms because of its pattern of harm to civilians with reference to demonstrable evidence of the consequences of use. Ideational reframing was instigated by civil society actors, and introduced doubts into the minds of some policy‐makers about weapons they had previously considered as unproblematic. This is relevant to the current discourse on managing and eliminating nuclear weapons in the Nuclear Non‐Proliferation Treaty, in which there is dissonance between the rhetoric of those states claiming to be responsible humanitarian powers and their continued dependence on nuclear weapons despite questions about the utility or acceptability of these arms.  相似文献

As part of their efforts to intervene constructively in conflict-affected regions, non-governmental agencies and associated research centres publish different types of literature intended to improve performance. This article provides an overview of this material and assesses its significance for a wider constituency of scholars and policy analysts. The literature falls into three main categories: 1) reviews of issues that agencies must address when seeking constructive modes of intervention; 2) case-studies of particular conflicts; and 3) skills-development and training materials. The great value of the literature to the broader international relations community is the richness of the empirical material presented, and the consequent insights into conflict dynamics that come from the 'bottom-up/insider-out' community-level perspectives.  相似文献

While critical authors have interrogated the roots of business logistics, this paper extends the analysis and contributes to a larger critique of the cohering field of Humanitarian Logistics (HL), noting the overlap in the logistical cartographies of militarism and humanitarianism. The focus is on the UAE's expanding logistics space into the Horn of Africa and the production of specialised HL zones like Dubai International Humanitarian City (DIHC). The article makes three core arguments. First, a logistics lens enables us to expand the study of aid beyond immediate conflict zones, into more distant spaces often constructed as “stable”. Second, the placement of logistics at the core of aid delivery has been a key mechanism for inserting market imperatives into humanitarian activities. Third, this gives countries outside the advanced core, such as the UAE, power to leverage and expand their logistics space for multiple purposes, in war making, aid, and commercial activities.  相似文献

This article explores how framings of the 2014–16 outbreak of Ebola as a crisis, its causes, nature and consequences gave rise to two seemingly contradictory types of interventions within affected communities in Sierra Leone: a militarized state of emergency on the one hand, and efforts to foster local engagement and ownership on the other. Teasing out explicitly the underlying logic of these two modes of response, we are able to discern the convergence between containment and engagement approaches that are at the heart of contemporary humanitarianism. Rather than being opposed or contradictory, the article shows how they were mutually constitutive, through negotiations between different ways of knowing and responding to the Ebola crisis. The resulting divisive practices, juxtaposing ‘Ebola heroes’ and ‘dangerous bodies’, re‐ordered the landscapes that individuals had to navigate in order to manage uncertainty. Tracing these logics through to the ‘subjects’ of intervention, the article tells the story of one traditional healer's ‘epistemic navigations’ in his efforts to survive both the epidemic and its response. Bringing these dynamics and their consequences to the fore in the Sierra Leonean case invites broader reflections on a humanitarian assemblage increasingly reliant on the mutual constitution of containment and engagement, security and resilience, in its approach to managing ‘at risk’ populations.  相似文献
