Drawing on ethnographic data collected among a group of coastal villagers in Southwest Madagascar between 2006 and 2011, this article looks at the relationship between hospitality towards strangers and land dispossession, a major issue of concern in Madagascar, especially given the comparatively recent mineral, energy resource, and stone mining rush in the country. For over five decades, Pictou Landing First Nation, a small Mi'kmaw community on the northern shore of Nova Scotia, has been told that the health of its community is not impacted by a pulp and paper mill pouring 85 million litres of effluent per day into a lagoon that was once a culturally significant place known as “A'se'k,” and which borders the community. Based on lived experience, the community knows otherwise. Despite countless government‐ and industry‐sponsored studies indicating the mill's pollutants are merely “nuisance” impacts and harmless, the community's concerns have not gone away. Using a “Piktukowaq” (Mi'kmaw) environmental health research framework to guide the interpretation of oral histories coming from the Knowledge Holders in Pictou Landing First Nation, we convey the deep, health‐enhancing relationship with A'se'k that the Piktukowaq enjoyed before it was destroyed, and the health suppression that has occurred since then. Conducting the research using a culturally relevant place‐based interpretive framework has demonstrated the absolute necessity of this kind of approach where Indigenous communities are concerned, particularly those facing health impacts vis‐à‐vis land displacement and environmental dispossession.  相似文献

In this article, which is based on research in Leicester and Nairobi undertaken for the Cultural Olympiad exhibition Suits and Saris (New Walk Museum and Art Gallery, Leicester, 2012), we examine the phenomenon of Japanese saris — fashion-forward synthetic saris manufactured in Japan — and Leicester sari shop owners’ role in their design and popularity in the 1970s and early 1980s. We use this previously untold story to explore transnational identities as manifested through cultures of dress. We investigate the transnational space in which these saris were produced and used, and we focus in particular on the multiple migrant experiences of East African Asians, many of whom emigrated to Britain during the late 1960s and 1970s. We argue that the truly global phenomenon of Japanese saris would not have been possible without the transnational and multiple migrant nature of the South Asian diaspora.  相似文献

There has been a lack of attention to the role of la sorcellerie (witchcraft) and the occult in geographical work on extraction, power and resistance, despite the ways in which these epistemologies inform conceptions of power, wealth and violence. In two towns along the Chad–Cameroon Oil Pipeline, epistemologies of la sorcellerie frame understandings and critiques of the invisible actors and processes that effect the pipeline's uneven distributions of violence, wealth and risk. Far from expunging the experience(s) of extraction by erasing the pipeline's visible traces on the landscape, the oil consortium's infrastructural and discursive erasures serve to situate the pipeline within a knowledge system that associates invisible actors and materials with evil, wrongdoing, suspicion and distrust. This article addresses (i) how the production of dispersed extractive landscapes reinforce epistemologies of witchcraft by alienating the people who live within them from networks of power in ways that provoke a mistrust and jealousy that is absorbed within families and communities and (ii) the socio-political significance of this epistemological structuring of the pipeline as a logic of resistance against hydrocarbon capitalism.  相似文献

South Africans today inhabit a fragmented and discontinuous landscape, often despite their most cosmopolitan intentions. Grounded in the Coloured neighbourhood of Wentworth in Durban, this paper asks how remains of the past appear as differently temporalised artefacts, some buried in the archaic past and others more readily used to critique the present. In particular, I explore photographs of inmates of a concentration camp from 1902, township youth appropriating a specific commons in the early 1980s, black political photography from the late 1980s, and film wrestling with the ambiguities of post-apartheid political life in a Coloured neighbourhood next to an oil refinery. What unites these moments is not just a meta-theoretical concern with photography as both documentary and aesthetic, but the specific political uses of images, exemplified by the work of two black political photographers. Their practice provides cues for situating these other photographs in a long century of multiple dispossessions. The paper explores when and how photographs might shock the viewer into recognising resemblances, connections and potential solidarities, not just with the past, but with subaltern critique of racial space and subjectivity in the present. I suggest how we might view photographs from various moments relationally, to understand how, in one corner of contemporary South Africa, people continue to wait for justice despite uncertainty and official dissimulation, in a state of anticipatory frustration.  相似文献

This article examines the role played by gendered constructions and categories in Canadian cold war appropriations of Aboriginal lands for nuclear production. Focusing primarily on the ways in which gendered tropes were mobilized by wives and companions of uranium workers recently arrived in the Serpent River watershed (home of the Serpent River Anishinabe) at the end of the first global uranium boom in which uranium production in the watershed was severely threatened, I explore how gendered constructions and categories provided important cartographies and reference points with which to order and maintain possession of the lands of the Serpent River watershed as a singular, Canadian, nuclear space. Drawing on Kaika's (2004) work on the discursive production of ‘home’, I argue that representations of the watershed as home in the wilderness and as imperilled domestic space, as well as the important ways in which they worked to secure discursive rights to space within the broader registers of white Canadian post war gender difference, relied on the near-complete erasure of Aboriginal presence and culture from the land for continuity. I conclude that while this erasure facilitated (morally and practically) the further incorporation of the watershed into Canadian geographies of nuclear production, it also worked to obscure the ways in which the industry and uranium economy were able to capitalize on Aboriginal lands, labour and their subordinate position in Canadian society.  相似文献

In 1975 it was discovered that the small Ontario community of Port Hope was widely contaminated with radioactive waste from the local uranium refinery, including hundreds of homes. Through close analysis of state archives, regulatory documents, media, and key informant interviews, I analyze how the radioactive contamination of the home constitutes an in-situ dispossession, a material, corporeal and psychosocial dislocation in everyday life. In so doing, I reveal discrepancies between internal state positions and those publically conveyed, while showing how the categories of normal and abnormal are malleable social constructs and geopolitical tools of state power. By investigating the contamination of Port Hope through the lens of everyday life, I aim to add to critical geographies of home while contributing to scholarship demonstrating the multi-scalar interconnectedness of body, home, and nation-state.  相似文献

Policy-makers and urban planners struggle to find the right formula to implement urban regeneration processes based on cultural assets, often focusing on the desired outcomes, but rarely questioning how the policy process can shape them. This paper examines different governance models for the implementation and organization of cultural districts, and evaluates how they can affect their actual realization by investigating three cases in Copenhagen, Denmark. The deindustrialization of Copenhagen left many of the city’s harbour areas disused and in turn provided the opportunity to develop three new cultural districts in the city centre. The paper contributes to the literature on cultural districts by matching specificities and contingencies attached to a particular urban area with the governance model adopted for its development. The paper claims that temporal experimentation has to be included in cultural planning and a mix of bottom-up and top-down approaches is more desirable than both a totally unregulated initiative and a real estate-driven development and a totally unregulated initiative, as it ensures that initiatives remain financially viable and that the creative workers and companies retain a certain control of the area development, and in turn counteracts gentrification.  相似文献

This study investigates the experience of a gold mining community two decades after corporate mining activities ceased and were replaced by informal subcontract small-scale mining in Itogon, Philippines. Drawing on David Harvey’s accumulation by dispossession and Daanish Mustafa’s hazardscape, we consider the lasting effects, from 1903, of dispossession upon the establishment of the first commercial mines in the Philippines as experienced by traditional miners in Itogon. Despite the closure of mining operations, mineral lands remain privately owned, resulting in the persistence of legal land dispossession among local small-scale gold miners. Mining activities still continue as small-scale miners are able to access abandoned mines through subcontract mining. Subcontract mining has changed the source of capital that funds mining activities from mining corporation to rent-seeking small-scale mining financiers, but the new economic relations still benefit from the capitalist logic of low natural resources and labour value. We argue that the production of hazardscapes is a consequence of accumulation by dispossession through (1) processes of expropriation of mineral lands and the consequent creation of free labour among local miners; (2) the externalisation environmental cost as an accumulation strategy that results in the production of socionatural hazards; and (3) exploitation of those who labour and who are made to work in precarious work environment while contributing to the production of hazardscapes.  相似文献

This article examines cultural policy strategies supporting urban regeneration, focusing on its particular characteristics in the Ibero-American context. We start by developing a systematic contrast between the different circumstances that have led to the emergence of these strategies in the Ibero-American sphere and in other parts of the world. Our examination of the Ibero-American regenerative experience also includes a consideration of the paradigmatic cases that arose initially in the Iberian Peninsula and the typological analysis of subsequent Latin American experiences. The consideration of all these different elements ends up providing a global vision of the specificity of the phenomenon in its Ibero-American context.  相似文献

The British preference of Australian immigration policy was challenged by the demands of a rapidly expanding post-war programme overseen by the newly established Department of Immigration. An essential function of the department was the screening of prospective migrants against criteria shaped by national population policy preferences. This paper examines Australia’s post-war immigration security screening policies in domestic and international contexts. It compares the immigration department’s approaches to immigrating British subjects with their approaches to those from other national and ethnic backgrounds. We explain how assumptions about the free passage of British subjects across empire could persist until the 1970s despite revelations that Australian authorities were powerless to stop those with serious criminal histories gaining entry to the country. These revelations about risky British migrants exposed the limits of Australian control over entry and exclusion, while illuminating the emerging frameworks of post-war border controls.  相似文献

In this paper, we analyze the politics, experiences and dynamics of state formation in a particular context of climate crisis. Through the study of the implementation of state-led adaptation and mitigation projects in two rural localities of northern Colombia, we interrogate the ways in which these interventions shape the everyday lives of those who happen to be located in the targeted areas. We found that, in spite of the different goals and particular configurations of the adaptation and mitigation interventions, these climate projects engendered the same contradiction. They promised a resilient and environmentally sound future, but the path towards that future has not been available to everyone. Furthermore, we show that the subjects of climate interventions do not embrace state promises in the same way. Local expectations, desires and engagement with the state are ambivalent and heterogeneous, and cannot be taken as a given. This paper develops these ideas by way of three arguments. First, we argue that exclusion, dispossession and marginality are inherent to the promises of climate mitigation and adaptation in the cases we study in the Colombian Caribbean. Secondly, the goals of state-led adaptation and mitigation programs we study are at odds with the material and social conditions of the areas of implementation. And thirdly, paying attention to the dynamics of state formation in the Colombian Caribbean in relation to climate change challenges common binaries opposing state absence/presence, failure/success, and retreat/return.  相似文献

After both the First and Second World Wars, the Polish state used nationality law as a tool for ethnic de-integration and dispossession, albeit in varying measure and with differing impact. After 1918, legislation and implementation focused less on economic interests than on those of the nation-state. Through the liquidation of private property against compensation, the German population, especially in Western Prussia, Poznań and Pomerelia, were to be persuaded to leave Poland voluntarily. These measures were within the legal framework set by the Versailles Treaties and the national tradition of civil law.  相似文献

Studies of transnational families tend to filter understandings of mobility and stasis through a bi-national framework that juxtaposes the movement of migrants across international borders with the immobility of in-place kin within equally static national spaces. This article examines the concept-metaphors of mobility and stasis through the eyes of later-life (over 50 year-old) Western migrants living in Penang, Malaysia and Bali, Indonesia. By treating “in-place” kin as mobile subjects I examine the extent to which the movement of individuals and families within and across a range of national borders affects the lives, concerns and movements of these older, Western migrants and retirees in Southeast Asia. By examining the concept-metaphors from the perspective of these migrants I illustrate the extent to which such people both succumb to yet exceed scholarly imaginings of im/mobility and juxtapositions between mobile selves and immobile others. Migrant thinking about these concept-metaphors, I suggest, complicates an ongoing tendency within the field of transnational family studies to view mobility and stasis as categorical opposites and offers fresh insights into the role and relevance of these concept-metaphors in the lives of Western migrants in Southeast Asia and their transnational relations with teenage and adult children, ageing parents and grandchildren.  相似文献

Climate change has emerged as one of the key issues of the early years of the twenty-first century, bringing together concerns about human relations to nature, the responsibility of rich nations to poorer, the links from local activities to global conditions, and the obligations of present to future generations. This paper focuses on three key ‘narratives’ that are enshrined in international climate policy – asserting that ‘dangerous climate change’ is to be avoided; that the responsibility for climate change is common but differentiated; and that the market (in the form of carbon trading) is the best way to reduce the danger. The goal of the paper is to analyse the origins of these narratives, the power relations they reflect and promote, and some of the concepts and images used to support them, including those of climate determinism, climate stabilisation, ‘burning embers’, ‘tipping points’, Global Warming Potentials, targets and timetables, and carbon credits. I argue that by choosing the market solution of trading carbon we have created a new and surreal commodity, unfairly allocated pollution rights to nation states based on 1990 emission levels, and established a new set north–south relations and carbon transactions in the name of sustainable development.  相似文献
