Abstract

Underwater Cultural Heritage (UCH) as an outstanding division of the cultural heritage of humanity appears to be crucial and complicated when more general issues regarding preservation and conservation are raised. The essence of in situ preservation should be equally discussable for any kind of archaeological remains; on land or underwater.

There is a long history of different methods and concepts of intervention in a variety of sub-aquatic archaeological sites; from shipwrecks to submerged settlements. This paper will present an introduction to different techniques and theories of preservation and conservation of underwater cultural and archaeological sites since this kind of heritage has scientifically been explored and studied. A range of different preservation methodologies, from total or partial transference inland, to preservation underwater, will be compared; the advantages and disadvantages of each option will be highlighted. Different examples of international best practices will be illustrated. Different types of in situ conservation/protection will be explained and categorized. Furthermore, there will be a focus on the UNESCO Convention of 2001 on Conservation and Preservation of UCH, where the in situ conservation option has been recommended.

Moreover, the technical issue for preservation of UCH sites, either in situ or after displacement, will be explained. The implication of relocation for different sorts of sites and materials will be argued; for example, cases where some sites, such as shipwrecks, would more easily be displaced compared with submerged settlements, villages, or ports.

Finally, by stressing that the state of ‘being underwater’ makes many sites qualified to be regarded as UCH, the in situ preservation approach will prevail that this state is maintained.  相似文献

ABSTRACT

This article explores factors concerning the urban integration of archaeological heritage in towns and settlements. Archaeological heritage refers to visible, immovable archaeological remains (such as the remains of buildings or structures), sites, and areas (larger complexes). As part of the multidisciplinary process of archaeological heritage management, based on understanding the significance of a site and the goal of enhancing and preserving archaeological heritage in situ, urban integration and its determining factors have not been the subject of systematic research. The present study is derived from the application of deductive research based on theoretical assumptions validated by a qualitative survey. Research has identified 17 factors as the basis for the urban integration of archaeological heritage in towns and settlements. These factors represent a theoretical and practical contribution not only to urban planning but also to archaeological heritage management.  相似文献

Abstract

There are roughly 2300 recognized archaeological sites in Taiwan. Under the Cultural Properties Preservation Law (CPPL) of 1982, archaeological heritage falls under the category of 'historic relics'. However, archaeological sites are not designated as such until they have been excavated and studied to prove their cultural value. Protection of the archaeological heritage has been reinforced through the Environmental Impact Assessment Act (EIAA), which regulates all environmental management plans. These study and determine the degree and scope of the potential impact of development on the cultural environment.

The CPPL was extensively amended and promulgated in 2005, and in this recent document discussed archaeological heritage in a distinct chapter (Chapter 3 with 16 acts). Furthermore, three regulations have been issued concerning the examination of designations of archaeological sites, qualification standards for excavation, as well as the administration and protection of archaeological sites. The newly enacted Cultural Law and Regulations confer competent authorities at all levels with all powers to supervise, administer, and then protect valuable buried cultural property. Although the protection of archaeological heritage has been better enforced since 2005, archaeological remains in Taiwan are still under various threats. Preservation of the cultural heritage is threatened by development, in many cases resulting in impasse. This paper discusses several recent examples of such dilemmas and presents a personal opinion on a better way to settle the controversy.  相似文献

The governments in Africa implement various development projects to improve livelihoods. The projects are both large and small scale. Large-scale projects include construction of dams, railway lines, roads, industrial complexes, expanding cities and new mines. Small-scale ones include establishing new residential houses and maintenance of roads linking administrative divisions. Both large- and small-scale projects involve land disturbance and have the potential to destroy archaeological heritage particularly when not accompanied by salvage studies. Unfortunately, archaeological salvage studies largely focus on large-scale projects. Only a handful of studies may have investigated the impact of small-scale projects. This paper focuses on small-scale projects and investigates the seven-hectare archaeological site of Bweni in NE Tanzania. The project to build fishing ponds on an area of only 350 m2 destroyed archaeological heritage including human remains and ceramics of the early Swahili period, ceramics and beads of the Swahili ‘golden age’ period, and archaeological records of the post-Swahili period.  相似文献

Underwater cultural heritage sites draw thousands of diving tourists lured by the excitement of shipwrecks and the beauty of the marine environment. Through scientific research and interpretation, archaeologists have the opportunity to educate these visitors about the history of the sites and, perhaps more importantly, about the need for preservation. Effective interpretation leads to appreciation of underwater cultural heritage sites as links to our past, rather than simply as mines of ‘treasure’ to be salvaged for personal gain or sites of interest to be consumed by tourists. This paper describes a selection of interpreted maritime sites from the continental US (with specific reference to Florida), the Caribbean, and the Pacific to show how archaeological tourism, specifically shipwreck preserves and heritage trails, can begin to change mindsets, engage emotions, and inform visitors. It also discusses ways in which we can improve upon assessment, monitoring, and long-term preservation strategies after the trails are created and the sand has settled.  相似文献

Abstract

This paper argues that the development of the Ecosystem Services framework, which has recently emerged as an internationally recognized framework for valuing ‘the ‘natural capital’ of ecosystems, presents a number of opportunities for heritage management and the archaeological record, arguing that the inclusion of archaeological and palaeoenvironmental ‘value’ within this framework presents an opportunity to incorporate heritage alongside a range of other critical ‘services’. It presents a short case study focusing on the problems facing the preservation of peatland archaeological sites and deposits in situ alongside developments within peatland conservation and restoration initiatives partly driven by the ability of healthy, functioning peatlands to sequester carbon and hence mitigate climate change. It is argued that this drive towards peatland re-wetting may bring both positive benefits and opportunities for heritage management but also presents a number of practical issues, which now require active engagement from the archaeological community.  相似文献

Somalia has suffered a civil war since early 1991. Systematic looting, destruction and illicit excavation of sites continue without the international community (including academics, government organisations, heritage workers and humanitarian aid organisations) acknowledging this problem, let alone addressing it. The pre-war approaches to Somali cultural heritage lacked awareness-raising initiatives and basic dialogue with local communities, and hence remained uninformed about local views and methodologies regarding heritage. This has resulted in a lack of interest in building a local foundation and infrastructure for heritage management and archaeological research in the country. Today, it is clear that no measures were taken to protect cultural heritage during two decades of armed conflict in Somalia. Recently, archaeological material has become the target of ideologically motivated destruction. However, in post-conflict Somaliland, a self-declared, de facto country where there is peace and stability, possibilities for protection and management of cultural heritage exist. In order to carry out such work, an understanding of local practices is necessary. Hence, this paper presents unique research into local heritage management strategies and unveils indigenous heritage management methods, which the author refers to as the knowledge-centred approach. This approach emphasises knowledge and skill rather than objects, helping cultures such as the Somali, with strong oral transmission of knowledge, preserve their cultural heritage even in times of armed conflict. Also, this paper presents a critical assessment of the Somali cultural emergency as a whole and suggests ways of assisting different stakeholders in the protection of Somali heritage in the conflict and post-conflict eras.  相似文献

ABSTRACT

This paper proposes a classification of the risks threatening archaeological sites in southern Iraq and suggests some possible remediation to better preserve them. This has been possible thanks to a research methodology that combines remote sensing and ground control on a sample of 558 sites documented by the Iraqi-Italian QADIS survey project. A three-tier typological framework has been created illustrating the risks jeopardising the cultural heritage of the region. This research showed that the most impacting risks are the ones caused by agricultural activity, despite current narratives which mainly focus on looting and violent destruction. To get at the root of the problem, current laws protecting cultural heritage in Iraq are analysed, as well as how the cultural authorities are organised on the ground. Improving the organisation of the SBAH, engaging the local communities towards the issue of sites’ protection and introducing preventive archaeology are among the solutions proposed.  相似文献

Abstract

The protection of Palestine's archaeological heritage faces several serious obstacles: unenforced laws, lack of public awareness, deterioration of Palestine's economic status, unregulated urban development, and the protracted political conflict between the Palestinians and Israelis. As a result, a significant number of archaeological features and sites have been vandalized, looted, or intentionally destroyed without compunction over the past several decades. The Palestinian-Israeli political conflict has negatively affected the archaeological heritage in “Area C,” which remains under complete Israeli civil and military control. This area includes nearly 60% of the archaeological heritage located within the Palestinian Occupied Territories, but the Palestinian Department of Antiquities and Cultural Heritage lacks the authority to monitor and protect these sites. Furthermore, the Israeli civil and military authorities in the West Bank do not provide the necessary protection of cultural heritage resources in Area C. The devastation of these resources throughout the Palestinian Territories provides the impetus for this research. The main aim is to identify the results of the political conflict on Palestinian archaeological and cultural heritage sites, using a case study at the site of Khirbet el-Lauz.  相似文献

This article examines the introduction of archaeological ethnography as an approach to establish positioned research and bring context-specific and reflexive considerations into community archaeology projects. It considers recent critiques of heritage management in archaeology and the role of archaeologists as experts in it, contending that smaller and less prominent sites exist in different contexts and pose different problems than large-scale projects usually addressed in the literature. We describe how the ‘Three Peak Sanctuaries of Central Crete’ project, investigating prehistoric Minoan ritual sites, involves communities and stakeholders and what demands the latter pose on experts in the field. Archaeological work is always already implicated in local development projects which create and reproduce power hierarchies. It is therefore important that archaeologists maintain their critical distance from official heritage discourses, as they are materialized in development programmes, while at the same time engaging with local expectations and power struggles; they also have to critically address and position their own assumptions. We use examples from our community archaeology project to propose that these goals can be reached through archaeological ethnographic fieldwork that should precede any archaeological project to inform its methodological decisions, engage stakeholders, and collaboratively shape heritage management strategies.  相似文献

This article argues that the Somali people have a distinctive view on heritage and a different approach to its preservation relevant to their society. It suggests that a locally appropriate theoretical framework for heritage management and archaeological research can only be achieved if this local approach is taken into consideration and integrated into archaeological and heritage methodologies. The lack of qualified Somalis and indigenous perspectives in the archaeological research and heritage management policies characterizes Somali cultural heritage and archaeological research history. This research shows that previous approaches that have been pursued lacked dialogue and incorporation of local views of heritage practice. This lack of dialogue has been of paramount importance for the failure of the preservation of Somali cultural heritage, evident both in the previous neglect of its preservation and in the current looting and destruction of archaeological sites in Somaliland, Puntland and south-central Somalia. It is demonstrated how Somali indigenous perspectives are concurring and contributing to world heritage management and archaeological research methods. I suggest that any heritage work must integrate local approaches and trained local groups should lead archaeological research and heritage management in order to achieve sustainable development and self-representation.  相似文献

Throughout the course of time, environments built within landscapes have been transformed into conserved archaeological heritage sites through natural, but mostly anthropogenic, forces. Today, cultural heritage is the product of visual and spatial features of architectural material and landscapes created through conservation, but also through social and economical needs and interests. In Western Anatolia, archaeological heritage sites with ecologically rich areas, countryside, coastlines and seascapes are the most essential visual, spatial and structural features of cultural (historical) landscapes. Moreover, western Anatolian landscapes have retained their authentic character regarding intangible cultural diversity, ecology, rural traditional systems and agricultural practices. However, rapid changes and developments due to urbanisation and mass tourism have made their impacts on cultural historical landscapes in recent years. In this paper, an attempt is made to explore the cultural heritage within the evolution of cultural archaeological landscapes in Western Anatolia and to propose a sustainable approach for development and conservation options for cultural heritage and their landscapes.  相似文献

This article explores the ways in which the archaeological excavations at Amphipolis, Northern Greece, were transformed into a ‘heritage spectacle’ during the summer of 2014. The article argues that the spectacularisation of Amphipolis excavations constituted a powerful, political medium for dis-orientating the wider Greek public from issues related to the severe economic crisis of the country. Although the practice of heritage spectacularisation is not new, the media spectacle of Amphipolis introduced an advanced mechanism for spectacularizing archaeological research and the past. The article deconstructs this mechanism through a thematic content analysis of about 100 newspaper articles published in the Greek press, filtered through the lenses of spectacle theory. As it is demonstrated, the spectacularisation process of Amphipolis excavations is embodied by emotive dramatisation, banal cultural symbols, escapism and power imbalances. The article concludes with an interpretive framework for heritage spectacles while highlighting ethical and practical implications regarding the role of archaeologists and heritage practitioners towards political ‘abuse’ of heritage in times of socio-economic and political crises.  相似文献

Remotely sensed data and imagery have revolutionized the way we understand archaeological sites and landscapes. LiDAR / airborne laser scanning (ALS) has been used to capture the often subtle topographic remnants of previously undiscovered sites even in intensely studied landscapes, and is rapidly becoming a key technology in survey projects with large extents and/or difficult terrain. This paper examines the practical application of this technology to archaeological heritage management, with special attention given to how ALS can support the World Heritage List nomination process and management of WHS archaeological sites and landscapes. It presents a number of examples from published ALS studies alongside case studies from projects undertaken by the authors at Cultural Site Research and Management and the Cultural Site Research and Management Foundation, Baltimore, Maryland, USA. The paper opens with a review of how ALS has been used at established World Heritage Sites, focusing on the Archaeological Ensemble of the Bend in the Boyne, Ireland, and the Angkor Archaeological Site in Cambodia. ALS applications for site prospection and demarcation, and viewshed analysis is explored in this section. Following this, we explore how ALS has been used to support two recent applications: the successfully nominated Monumental Earthworks at Poverty Point, USA and the recently nominated Orheiul Vechi Archaeological Landscape in Moldova. We propose that the detail offered by ALS data greatly strengthens nomination dossiers by emphasizing the outstanding universal value of sites, highlighting significant features and providing greater context to wider landscapes, and is particularly efficacious in delineating site boundaries for legal protection and long-term management. Finally, we conclude with a look at some of the practical considerations involved in the use of ALS, including access and training.  相似文献

Through a case study of the Musanze Caves, this paper describes the impact of Rwanda’s heritage tourism industry on archaeological resources. The paper outlines Rwanda’s tourism industry and describes how it privileges ‘natural heritage’ above ‘cultural heritage’, a situation which is negatively impacting upon archaeological sites such as the Musanze Caves. To create the Musanze Caves tourism experience there has been significant non-archaeological excavation and construction in the caves, which has damaged regionally significant archaeological remains that date from 1000 CE to the present. Furthermore, the Musanze Caves tourism experience does not incorporate extant archaeological information into the presented narrative, which is instead based on ‘natural heritage’ and adventure tourism. This situation is damaging rare resources that might help construct new historical narratives to replace untenable colonial and pre-genocide ones, and is generally unhelpful in communicating the knowledge that we do have about the region’s history.  相似文献
