This article examines the complex interactions between British national identity and the territorial identities of Northern Ireland and Scotland. We argue that the current literature on national identities in Britain misunderstands the nature of British identities in Northern Ireland and Scotland. Indeed, much of this literature wrongly defines Unionists in both of these areas. By examining the content of British national identity, a comparison of Scotland and Northern Ireland reveals that Unionism finds political significance through an ideological project committed to the Union. However, we also have to account for the differences in the Unionist ideology of Scotland and Northern Ireland. We argue that the institutional framework in which these identities and ideologies are exercised explains this variation. Overall, we argue that the debate on nationalism in the United Kingdom has not adequately shown how the integrative functions of British national identity can co-exist with the separatist nature of territorial national identity.  相似文献

When the Irish Free State was founded in 1922, the Irish language was a substantial feature of the politics that led up to this event. Subsequently the language was recognised as the national and first official language of the Irish Free State. Since then, the de jure position of Irish appears to have evolved. Most recently, legislation was introduced in the Republic of Ireland, and statutory duties were placed upon certain public bodies with regard to the Irish language in Northern Ireland. This article examines this historical shift in the status of Irish in the two political jurisdictions in Ireland, the Republic of Ireland and Northern Ireland [as a part of the United Kingdom of Great Britain and Northern Ireland (UK)], and explains its significance.  相似文献

This essay provides a general introductory survey of Iranian and Iran-related studies in the United Kingdom in the twentieth century (including languages, literature, and the arts), with a very brief preliminary foray into earlier Iran-related scholarship and wide-ranging imaginations of Iran in Britain and Ireland, as well as some concluding remarks on contemporary knowledge production about Britain in Iran. Among other themes covered in the essay are the varied contributions of non-Britons and non-Irish to Iran-related scholarship and imaginations in the United Kingdom, underscoring the overall transnational production, dissemination, reception, and utilization of knowledge (history, geography, archaeology, cultures, ethnography and anthropology, art and architecture, Iran-related Persian-language literatures and poetry, etc.). In particular, the essay highlights the contributions made by individuals from, and institutions in, the Indian subcontinent to “British” scholarship and knowledge about Iran.  相似文献

This paper explores the historical geography of the making of the Irish border through a focus on the practices of customs regulation through which it was constituted and on the impeded, permitted and concealed mobilities of people and objects across the customs boundary after 1923. It traces how legislative change at the level of the state – in this case the governments of the Irish Free State, Northern Ireland and the United Kingdom – was translated into the routine practices of those trying to regulate the movement of people and objects across the customs boundary, and considers the responses of those subject to, and regularly subverting, these efforts. Drawing on recent interests in the prosaic practices of the state, and in materiality and mobility more widely, our focus is both on the work of political power at the border through the practices, texts, tools and techniques of customs regulation, and on the experience and effects of customs control for those living near the newly defined line between Northern Ireland and the Irish Free State.  相似文献

Divided party government has become a frequent occurrence in both the United States and Australia in recent years. In the United States, Morris Fiorina has argued that this result is intentional on the part of the voters, who do not fully trust either party to govern by itself. We test this theory in both the United States and Australia by comparing the voting patterns of those who prefer divided versus united party government. It is hypothesised that Fiorina's theory will actually work better in Australia than in the United States, due to the presence of a strong party system as well as a voting system for the Australian Senate that facilitates strategic voting on behalf of small parties. Indeed, near-identical logistic regression models demonstrate that Australians' attitudes about divided government are a very significant predictor of straight-ticket voting even when a host of other factors is controlled for, whereas in the United States such attitudes are insignificant.  相似文献

The forces of internationalization have been central to the Republic of Ireland's dramatic transformation during the past four decades. The political, social, and economic changes brought about by membership in the European Union (EU) have been especially significant. Ireland has been described s a "Celtic Tiger" whose stellar economic growth rate during the past decade has given it one of the highest per capita GDP levels in the EU. Much of this success has resulted from imaginative and dynamic programs developed b y Irish political and administrative leaders. Ireland's good working relationship with the United Kingdom has enabled the two governments to achieve significant progress in the search for peace in Northern Ireland, whatever setbacks may occur during the long term evolution of this process.  相似文献

Immediately after the First World War the British Labour Party was forced to reconsider its relationship with an increasingly militant Irish nationalism. This reassessment occurred at the same time as it was becoming a major political and electoral force in post‐war Britain. The political imperative from the party's perspective was to portray itself as a responsible, moderate and patriotic alternative governing party. Thus it was fearful of the potential negative impact of too close an association with, and perceived sympathy for, extreme Irish nationalism. This explains the party's often bewildering changes in policy on Ireland at various party conferences in 1919 and 1920, ranging from support for home rule to federalism throughout the United Kingdom to ‘dominion home rule’ as part of a wider evolving British Commonwealth to adopting outright ‘ self‐determination’ for a completely independent Ireland outside both United Kingdom and empire. On one aspect of its Irish policy, however, the party was adamant and united – its opposition to the partition of Ireland, which was the fundamental principle of Lloyd George's Government of Ireland Bill of 1920 which established Northern Ireland. Curiously, that aspect of Labour's Irish policy was never discussed in the party at large. All the running was made by the Parliamentary Labour Party (PLP) in the house of commons in 1920. The PLP's outright opposition to the bill acted as balm throughout the wider party, binding together the confusing, and often contradictory, positions promulgated on the long‐term constitutional future of Ireland and its relationship with Britain.  相似文献

Abstract. This article, which is presented in two parts, analyses the changing conceptions of the status of the two sovereigns (the United Kingdom and the Irish Republic) whose competing claims to sovereignty over Northern Ireland has been the ultimate cause of conflict. In Part I (presented here) I adapt Ian Lustick's theory of state contraction and expansion to the British-Irish relationship as it affected the negotiation of the Sunningdale Power-sharing Agreement of 1973–1974. I argue that the failure to address the competing claims to sovereignty limited the possibilities of achieving and maintaining the consent of sufficient proportions of each ethno-national community. Part I of the article (forthcoming) will extend the analysis to explain the relative equalisation of sovereignty status between Britain and Ireland and presents a modification of a ‘liberal intergovernmentalist’ explanation of the evolution of the Anglo-Irish Agreement (1985) and Belfast Agreement (1998).  相似文献

Religion matters in Northern Ireland because it shapes social and personal identity and influences the very different worldviews of people within the two cultures of the province (Protestant and Catholic). Because religion matters so profoundly, no long-term solution to the political problems of the province will be possible without acknowledging its impact on values and thinking. The significance of the expressions "the Catholic community" and "the Protestant people" is explored as is the impact of religious ideas on current policy issues. A comparison of Northern Ireland and the United States is offered as a way of suggesting the effect social and economic mobility will have on attempts to resolve the province's political troubles.  相似文献

Government control of colleges and universities has been increasing in recent years. The challenge for higher education is how to make institutions properly accountable but less controlled by government. The experience in this regard in the United Kingdom and the United States is compared. The danger in both nations is that left unchecked, control will leave universities resembling regulated public utilities. As Northern Ireland moves further from the period of conflict known as the ‘Troubles’, attention has increasingly focussed on the social and material vestiges of that conflict; Northern Ireland is still a deeply-divided society in terms of residential segregation between Catholic nationalists and Protestant unionists, and urban areas are still, indeed increasingly, characterised by large defensive walls, known as ‘peacelines’, which demark many of the dividing lines between the two communities. In recent years a body of literature has emerged which has highlighted the spatial association between patterns of conflict fatality and proximity to peacelines. This paper assesses that relationship, arguing that previous analyses have failed to fully take account of the ethnic complexity of inner-city Belfast in their calculations. When this is considered, patterns of fatality were more intense within the cores or ‘sanctuaries’ of highly segregated Catholic and Protestant communities rather than at the fracture zones or ‘interfaces’ between them where peacelines have always been constructed. Using census data at a high spatial resolution, this paper also provides the first attempt to provide a definition of the ‘interface’ in clear geographic terms, a spatial concept that has hitherto appeared amorphous in academic studies and media coverage of Belfast during and since the Troubles. In doing so it embodies both the material and demographic aspects of social division in Northern Ireland, and suggests an urgent need to reappraise the true role of these forms of social boundary in influencing patterns of violent conflict.  相似文献

论文分别梳理了美国和中国关于铁路华工研究的学术史,并进行了比较与思考。认为美国横贯大陆铁路的通车,保障美国实现了真正的国家统一,开拓了美国的太平洋贸易时代。华工是铁路西段的建设主力,铸造了历史的丰碑。目前,对铁路华工的研究成果主要是"美国视角"下的学术实践:美国学界的研究起步早;研究资料主要来自美国;学术话题主要是美国学界在引领;中国的铁路华工研究仍处于边缘地位。这种状况既具有时代特点,也具有学术的时代局限。需要从地理和学术两个层面去突破"美国视角",深化铁路华工研究。  相似文献

Terrorist attacks on the United States, Spain and the United Kingdom have underlined the differing responses of Europe and the United States to the 'new terrorism'. This article analyses these responses through the prism of historically determined strategic cultures. For the last four years the United States has directed the full resources of a 'national security' approach towards this threat and has emphasized unilateralism. Europe, based on its own past experience of terrorism, has adopted a regulatory approach pursued through multilateralism. These divergences in transatlantic approaches, with potentially major implications for the future of the relationship, have appeared to be mitigated by a revised American strategy of counterterrorism that has emerged during 2005. However, this article contends that while strategic doctrines may change, the more immutable nature of strategic culture will make convergence difficult. This problem will be compounded by the fact that neither Europe nor America have yet addressed the deeper connections between terrorism and the process of globalization.  相似文献

The Irish dimension of Anglo-American relations is a relatively marginalized aspect of the historiography of transatlantic studies. Historians have focused on the role of the Clinton administration in the Northern Ireland “peace process” but previous American contributions also warrant attention. As the Speaker of the United States House of Representatives, Thomas P. “Tip” O’Neill was one of the most prominent Irish-American politicians. This article demonstrates O’Neill's attempts to ensure that the American contribution to the Anglo-Irish process steadily increased, despite the transition from arguably his natural political ally in the President Jimmy Carter administration to President Ronald Reagan in 1981. O’Neill's interest in Northern Ireland and position as speaker helped ensure that Carter's promise of financial aid to Northern Ireland in 1977 following progress in the political process was fulfilled in March 1986.  相似文献

How does political structure affect ethno‐national distinction? Partitioned societies are a good test case where we can see the effects of changed socio‐political circumstances on historically inherited distinction. This article takes nominally identical distinctions of nationality and religion with common historical roots and shows how they are differentially understood in two polities partitioned in 1920: Northern Ireland, a devolved region of the United Kingdom, and the Irish state. Using a data base of interviews with over 220 respondents, of which 75 in Northern Ireland, conducted between 2003 and 2006, it shows how complex, potentially totalising and exclusive ‘ethnic’ and ‘ethno‐national’ divisions are built up from simpler and more permeable distinctions. Respondents interrelate the same elements into a loosely‐knit symbolic structure – different in each jurisdiction – which frames expectations and discourse, and which is associated with different logics of national discourse, one focussing on personal orientation, the other on group belonging. The resultant ‘ethno‐national’ distinctions function differently North and South.  相似文献

ABSTRACT

In the early 1970s, both the Canadian and United States federal governments introduced modern land claim agreements as a first step forward in the states’ recognition of Indigenous goals for self-determination. Since then, both the United States and Canadian federal governments have incrementally expanded their recognition of Indigenous rights to include Indigenous goals for political self-determination. Yet, despite the fact that both countries began implementing broadly similar policies at approximately the same time, the degree to which Indigenous political and economic self-determination has been realized varies considerably both within and between the two countries. The variation in Indigenous self-governing power and authority suggests that the policy shift towards Indigenous self-determination is incomplete and has faced important barriers to implementation. This paper investigates two key aspects of this variation in Indigenous self-determination in the United States and Canada: (1) institutional histories embedded in geography, and (2) the temporal nature of policy frameworks. I argue that the full realization of Indigenous self-determination has been shaped in different ways and, ultimately, is limited by the intersection of embedded institutional legacies and federal political dynamics.  相似文献

Discussion of upper house reform in the United Kingdom has been relatively muted in recent years, given the House of Lords' status as the world's last hereditary second chamber. However, a reform in 1999 removed the bulk of hereditary peers from the chamber and started a process of reflection about the appropriate role, functions and composition of the upper house. Fundamental questions arise about the power of the respective chambers at Westminster, the power of the government's mandate, and the possible territorial role of the upper house given the new devolution settlement. This paper describes recent developments, and contrasts the recent reform debate in the United Kingdom with the ongoing Senate reform debate in Australia. It discusses the extent to which views are converging and the likely outcomes of reform.  相似文献
