This article examines the intersection between the Cold War and decolonisation in anti-Communist Asia in the 1950s. Drawing on the papers of former South Korean President Syngman Rhee housed at Yonsei University, the article explores both the motivations behind as well as the constraints upon South Korea's efforts to cultivate a military alliance in what it called ‘Free Asia’. Articulating some of the concrete political differences between South Korea and its potential partners in Asia, the article argues that Rhee's hardline views of the Cold War were interwoven with his ambivalence about Japan's reintegration in the post-war world. As a result of this intersection between the Cold War and decolonisation, the South Korean President was unable to achieve consensus with the rest of anti-Communist Asia. In exploring this chapter of South Korean diplomacy, the article calls on Cold War diplomatic history to integrate non-Communist Asia and for the historiography of decolonisation to investigate the legacies of Japan's empire in post-war Asia. It also suggests that scholars ought to reflect more deeply on the interrelationship between the Cold War and decolonisation.

The article argues that previous research into how Sweden came to be eligible to purchase armaments in the United States in the early Cold War has misread the historical evidence. Instead of there being a change in US policy in early 1950, as has been argued by several Cold War scholars, this article states that it was the incremental changes of Sweden’s security policy that eventually made the US government view the Swedes as possible non-aligned allies in the Cold War. The difference is crucial. The Swedish adherence to the Coordinating Committee for Multilateral Export Controls (CoCom) embargo is a critical factor when trying to understand the perceived change in the US policy, because this was a confirmation of the Swedish consent to US hegemony in Western Europe. Furthermore, this article argues that, contrary to what prior research has assumed, it was never part of US policy to get Sweden to join the North Atlantic Treaty (NAT or NATO later). The evidence for assuming that this was ever a US policy objective is simply lacking. The article thus presents a much needed re-evaluation of US–Swedish security relations during the late 1940s and early 1950s.

The Soviet politicization of international youth during the inter-war and wartime years was identified by British policy-makers as a most serious threat to British imperial power. Asserting the significance of and interplay between colonial youth and imperial ideology in the politics of the cultural Cold War, this article thus examines how the British conceptualized and sought to compete in the Cold War ‘youth race’ between 1945 and 1949. While funding was the most obvious disadvantage, this article argues that Britain’s fatal weakness was its inability to escape the consequences of colonialism, including the tendency to rely on repressive legislation.

This article explores how the notion of American domesticity promoted by US occupation forces in postwar Japan was decoded and rearticulated by non-elite Japanese women, a social group that has been largely overlooked in studies of the global promotion of the American way of life during the early Cold War years. Specifically examined here is the case of Takehisa Chieko, an actress and the wife of an American officer, who enjoyed high visibility in popular women’s magazines as the embodiment of the idealised postwar American lifestyle. A reading of Takehisa’s magazine writings, interviews, and photographs suggests, however, that she was far from a passive recipient and transmitter of this cultural message. As such, a close unpacking of her rearticulation of the idea of American domesticity toward the particular socio-cultural fabric of postwar Japan reveals the particular nature of this supposedly universal American model. In demonstrating the various dilemmas that stemmed from confronting both the seductive and alienating features of the American way as promoted in occupied Japan, this study illuminates a point of rupture in the larger US global promotion of American domesticity as a means toward cultural hegemony and political containment in the early Cold War period.

This paper sheds light on the largely unknown negotiations between Chile and the World Bank (WB) during the presidency of Salvador Allende (1970–1973). The prevalent understanding of the WB's involvement in Latin America portrays the Bank as a loyal ally of the U.S. government and as an institution with the power to impose its views on its borrowers. Yet, an in-depth analysis of previously unexamined primary sources demonstrates that rather than reflecting a dynamic in which the relationship was between Washington and the WB on the one hand, and Chile on the other hand, these relations constituted a WB–U.S.–Chile asymmetric triangle. Despite profound ideological discrepancies, multiple pressures, and constraints, Allende's government and the WB conducted high-ranking negotiations that challenged the U.S.-promoted economic embargo against Chile. The examination of this counterintuitive relationship sheds new light on Allende's positioning in the international arena and on the functioning of the World Bank, thereby providing a unique prism through which to reconsider dichotomist perceptions of the Cold War in Latin America.

In the last two decades, scholars have increasingly looked to understand the way that socially constructed norms and values have influenced the course of international diplomacy. Yet while much work has been produced on areas such as gender, far less has been written on the way that perceptions of illness affected the way that leading policymakers saw themselves, their allies, and their respective roles in the world. This article, by focusing on former US secretary of state John Foster Dulles, looks at the influence that perceptions of illness had on US foreign relations during the 1950s. First, it argues that US perceptions of British and French weakness – as typified by the ill-health being suffered by those nations’ respective leaders – shaped American responses to the diplomatic crisis that erupted over the battle of Dien Bien Phu in 1954. Second, it highlights the substantial changes that took place in US policy when first President Eisenhower, and then subsequently Secretary Dulles, were stricken down by severe illness. In doing so it demonstrates how a better understanding of the relationship between illness, emotions and masculinity can help historians to better understand the course of Cold War foreign relations.

ABSTRACT

This article reveals how the Cold War impinged upon not just national, but local political considerations and became woven into communal narratives. It contributes to the examination of religion in the conflict, adds to the historiography of Britain and the Cold War, and provides a context by which British Cold War experience and responses can be assessed. With Northern Ireland’s political similarities to Great Britain, its consistency with European norms and its overlaps with popular sentiment in the United States, Northern Ireland offers a gauge to better understand the nature of anti-Communism in the Cold War’s first decade and offers an unexplored perspective on the conflict.

The Soviet-sponsored World Festival of Youth and Students brought an exceptional number of US citizens to Helsinki in the summer of 1962. The event was made important by the fact that it took place in neutral territory. Furthermore, this event briefly made Helsinki a centre of extensive Cold War operations. This article examines the background and impact of this festival in the larger context of the Cold War and international relations. The timing of the festival is especially intriguing, between two major Cold War confrontations, the Berlin crisis of 1961 and the Cuban missile crisis of October 1962. However, instead of being an open conflict between warring parties, the festival reminds us of other conflicts of the cultural Cold War: it was waged through front organizations. Both the KGB and CIA were involved behind the scenes deploying their representatives and trying to impact the Finns' – but also the other festival delegates' – thinking, and win them over to their respective causes. This article exploits both Finnish and American archival sources, mostly intelligence reports from the festival. Apart from the festival in Helsinki, therefore, this article illustrates the way in which Finland was subjected to political and cultural influencing by the superpowers during the height of the Cold War.

Public and political discourse around the 2016 US Presidential election constructed it as a time of crisis for America. Yet, while over 80% of white evangelicals voted for Donald Trump, religion’s role in this crisis has been marginalized. Analyzing Trump’s support among premillennial dispensationalists, this article explores connections between dispensationalist discourses of divine providence and constructions of Trump’s election as a “turning point” for America. Charting links between conflicts over domestic cultural homogeneity and attempted impositions of US power over global “deviants” (terrorists, rogue states), it argues that the crisis of American identity figured by Trump’s election is tied to religious and secularized soteriologies emerging from notions of American exceptionalism and empire inaugurated by the end of the Cold War.

Throughout the Cold War, India maintained a policy of non-alignment, first in relation to China and later in relation to the US and USSR. This policy allowed India to receive support from both superpowers during the Cold War, and bolstered Jawaharlal Nehru’s efforts to craft a secular nation that would modernize rapidly along socialist lines. As is inevitably the case, reality proved more complicated than policy. The political context became messy, and myriad translations of socialism in regional contexts pulled at the seams of Nehru’s dream, particularly in the rural areas he sought to modernize through dams, irrigation projects, and infrastructural development. In this paper, I interrogate Cold War socialism at its highly translated margins through the work of Sant Tukdoji Maharaj, a singer-saint from rural Eastern Maharashtra whose influence was local, national, and international. Tukdoji was many things to many people: a devotional singer, a Gandhian, a champion of progressive land reform, an international spokesperson for World Peace, and a supporter of nuclear defence at the Chinese and Pakistani fronts. Tukdoji’s music absorbed influences from beyond rural Maharashtra, but many of his songs obscure the depth of his international political engagements and the complexity of his intersecting ideologies. Through close readings of his songs and writings, this article explores how Tukdoji Maharaj adapted cosmopolitan political ideas to particular contexts, crafting each cultural translation to be optimally intelligible and impactful for a given audience.

The Nordic countries Sweden and Denmark have a long and intertwined history. The Second World War, though, formed different experiences in the two countries that led to diverging paths in the Cold War. Denmark became a member of North Atlantic Treaty Organization, while Sweden stayed non-aligned. Thus, it can be assumed that Denmark was more likely to adopt Western foreign policies and doctrines than Sweden. Or was it? On a programmatic political level this may have been the case, but what about cultural perceptions developed in Swedish and Danish ‘minds of men’? Is there a tension between les évenéments and les longues durées?

The underlying assumption in this article is that there is a contradiction and a tension between the programmatic political level and historically-inherited enemy images, and that this tension may be studied through the concept of totalitarianism and its position in the historical cultures of Sweden and Denmark in the post-war era. The totalitarianism doctrine was one of the main ideological weapons during the Cold War, serving as a basis for the Truman doctrine. It implies that Nazism and Soviet communism shared common features and may be subsumed under the same label. But would a Dane find it reasonable to view the Red Army, which belonged to the Allies which liberated his or her country, as of ‘the same kind’ as the German occupants? And would it make sense to a Swede to stay neutral to Soviet Russia, the historical enemy? The one who for a Swede is ‘the other’ might for a Dane appear as a historical ally.

The empirical sources are history textbooks for senior secondary school students, studied as artefacts of national historical cultures.

During the central decades of the Cold War, China was Albania’s only ally. The aim of this article is to analyse how the Chinese Cultural Revolution affected Sino-Albanian relations. This article argues that the events in China threatened to undermine the Sino-Albanian alliance, because Albania did not endorse most of the Cultural Revolution’s policies, but supported it only for the sake of relations with China and the benefits received from this alliance. In a time when the Cultural Revolution caused enormous difficulties to the Chinese economy, Albania nonetheless received an increasing amount of aid. Based on recently released archives, this case study sheds light on this underexplored Cold War alliance and adds to our understanding of how the Cultural Revolution had implications beyond China’s borders.

The US arms embargo during the Spanish Civil War (1936–1939) can play a key role in our understanding of the transformation of American strategic thought in the late 1930s. The embargo's most well-documented causes are isolationist sentiment, the influence of the Catholic vote in the New Deal coalition and the forceful diplomatic leadership of Britain's Foreign Office in European affairs. Less well known is the importance of Latin America, which was considered throughout the conflict in the debates about lifting the Spanish embargo. This article examines the Spanish embargo and the reasons behind it. It also analyzes the Latin American dimension of Roosevelt's Spanish policy. By doing so it reveals how the perceived threat of Fascist penetration in Latin America influenced US diplomacy regarding Spain. Since that threat was first perceived, Washington began to fear the consequences of a Francoist military victory. It considered that the success of German and Italian military interventions in Spain could encourage similar initiatives in Latin America. The lessons learned in Spain reinforced Roosevelt's Good Neighbor policy in Latin America and, at the same time, also provided a subtle reasoning for abandoning continental isolationism.

ABSTRACT

This paper’s main focus is the case of the killing of Chinese citizen Liu Ziran by the American soldier Robert G. Reynolds in Taipei on March 20, 1957. Following this unfortunate event, a United States court-martial was inappropriately held in Taiwan. Reynolds’ acquittal provoked a violent response from the Chinese people. The riot on May 24, 1957, is best interpreted within a framework of nationalism rather than Cold War discourse. That same year, in the Girard case, another American soldier killed a Japanese woman in Japan. Due to the unequal positions of Taiwan and Japan in US Cold War strategy, these two killings were handled differently and led to dissimilar reactions. Washington viewed Taipei as somewhat of a troublemaker rather than a reliable ally and expressed great suspicion of Chiang Kai-shek and his eldest son, Chiang Ching-kuo. The US government had already declined to support Chiang Kai-shek’s plan for parachute raids in China. Meanwhile, Chiang’s authoritarian regime created a hotbed for the outbreak of nationalism. The people of Taiwan experienced a “pawn complex” and, in the Reynolds case, gave vent to accumulated ideological and social pressures.

This article traces the evolution of Colombian responses to the early Cuban revolution. For the governing Liberal Party in particular, developments in Cuba only gradually came to be read in terms of the Cold War. Instead, Colombians primarily interpreted the revolution through the lens of their own recent post-authoritarian transition, as well as a commitment to inter-American diplomacy. Using Colombian, US, and UK government as well as press sources, the article challenges recent historiography on the Cold War in Latin America, to demonstrate how the Cold War was but one reading of Latin American politics in the era of the Cuban revolution.

This paper examines the links between Cold War geopolitics and economic development to explain the relatively rapid proliferation of the concept of river basin development throughout so-called “developing areas” of Asia, the Middle East, Africa and Latin America during the latter half of the twentieth century. The research focuses on the United States Bureau of Reclamation, the most significant water resource development agency of the US government, and its engagement in what it termed “foreign activities” beginning in the aftermath of World War II. Grounded in recent work on technopolitics, the constructed scales of water resource development, and histories of the “global” Cold War, this research examines the advancement of water resource development in the Litani River basin in Lebanon—as guided by staff of the US Bureau of Reclamation—during the period from 1950 to 1970. The Bureau operated as a geopolitical agent attempting to implement a universalized model of river basin development, but encountered continuous difficulties in the form of political and biophysical contingencies. The Bureau’s efforts, centred on the basin as the most appropriate unit of development, were consistently undercut by scale-making projects related to global and regional geopolitical concerns. The research concludes that understandings of the technopolitics of development interventions would benefit from a closer engagement with recent discussions regarding the construction of spatial scale within political geography and related fields. River basin development and its material transformation of multiple locales remains one of the largely neglected, but vitally important, legacies of Cold War geopolitics.

The apparent failure of recent US nation-building efforts in Iraq and Afghanistan has re-awakened interest in earlier American efforts at nation-building and the scholarly literature that provided the intellectual framework and justification for those efforts. In the aftermath of the Second World War, a generation of scholars, shaped by their wartime experience, contributed to that literature under the general label of modernization theory. Modernization theory was promulgated under the auspices of three major institutions: Harvard's Department of Social Relations, the Social Science Research Council's Committee on Comparative Politics and MIT's Center for International Studies. All three institutions provided homes for scholars conducting multidisciplinary research on conditions in the ‘new states’ – that is the former colonial countries. Drawing on the work of key scholars that contributed to modernization theory, this article offers a more sympathetic analysis than is typical of many contemporary assessments of the theory. In order to provide that sympathetic appraisal, the widest perspective on the various approaches to modernization theory is required so that the scholars whose work are highlighted include: Gabriel Almond, Lucian Pye, Karl W. Deutsch, Daniel Lerner, Alex Inkeles and Walt Rostow.
