This paper examines the degree of business cycle synchronicity among Greek regions and investigates the determinants of the business cycle co-movements of output associated with specific functional and spatial aspects of the integration process among the Greek regions. We analyse nearly 30 years (1980–2008) of data at the NUTSIII level (prefectures). We conclude that the business cycles of prefectures are more synchronized with the NUTSII regional cycle than with the national business cycle revealing a regional (NUTSII) border effect. Moreover, the intensification of the integration process seems to diachronically affect the structural characteristics of the Greek regions and the geography of cyclical synchronization. Our study reveals a two-stage integration process where in the first stage we detect the existence of urbanization economies, while in the second one the existence of localization economies. Furthermore, our study reveals that the metropolitan regions have a low level of business cycle synchronicity with the other regions, stressing Greece's pattern of economic and structural dualism.  相似文献

A variety of definitions of “territorial production complex” is analyzed in terms of the factors that enter into this concept of an integrated areal production unit of the Soviet economy. The author favors a definition that would encompass the interplay of all human activities within a given territory, from a major economic region to an individual place. The theory of cycles, developed by N. N. Kolosovskiy as an analytical tool for the study of regional economies, is criticized on the ground that it considers only the technological feasibility of combining a set of related industries into a so-called cycle, but ignores the issue of economic efficiency. The proposition is illustrated by comparing the location of a water-intensive and fuel-intensive chemical complex in Belorussia and Eastern Siberia. The technological basis for such a complex is present in both regions, but the economics favors an East Siberian location.  相似文献

Abstract: The “Middle East” is a readily accepted geographical category throughout much of the world. However, within this ambiguous geographic entity, both the term and the idea of the “Middle East” are often rejected as western‐imperialist constructs. Through a critical examination of an extensive sample of maps produced within several Arab states of the “Middle East”, I found that the regional designation “Middle East” is nearly nonexistent, while the Arab Homeland is unequivocally a more common regional category. However, the “Middle East” did occasionally appear in a few maps. This paper provides an explanatory examination of the normative cartographic discourses in this region, and more focused analysis of the atypical maps of the “Middle East”. My analyses render unique insights into how the “Middle East” is both contested and re‐created from within a western‐imperialist defined region.  相似文献

Abstract. Recent natural and manmade disasters have had significant regional economic impacts. These effects have been muted, however, by the resilience of individual businesses and of regional markets, which refers to the inherent ability and adaptive responses that enable firms and regions to avoid potential losses. Computable general equilibrium (CGE) analysis is a promising approach to disaster impact analysis because it is able to model the behavioral response to input shortages and changing market conditions. However, without further refinement, CGE models, as well as nearly all other economic models, reflect only “business‐as‐usual” conditions, when they are based on historical data. This paper advances the CGE analysis of major supply disruptions of critical inputs by: specifying operational definitions of individual business and regional macroeconomic resilience, linking production function parameters to various types of producer adaptations in emergencies, developing algorithms for recalibrating production functions to empirical or simulation data, and decomposing partial and general equilibrium responses. We illustrate some of these contributions in a case study of the sectoral and regional economic impacts of a disruption to the Portland Metropolitan Water System in the aftermath of a major earthquake.  相似文献

In recent discussions on local sustainable development, notions like “local for local” and “home bias” have often played a role. The purpose of this paper is to investigate whether preferences for specific place‐based attributes might constrain or support tourism participation and tourism destination choice of distinct socioeconomic groups of visitors. To test this proposition, a large data set from the Italian Households Budget Survey for the period 1997–2007 has been used and, by means of the double‐hurdle model, tourism participation and expenditure are modeled over the life‐cycle of tourists. These data are next merged with location‐specific attributes including natural amenities and infrastructural and regional‐economic context variables. Our results show that location‐specific or place‐based characteristics affect intra‐ and interregional tourism differently, as well as destination choices. Regional differences between residents in two different macroareas in Italy (North and Center‐South) are investigated. Location‐specific characteristics may be either push or constraint factors for tourism participation. For families living in the North, participation in the tourism market is supported by the tourist characteristics of their home region. For families living in the central and southern regions however, economic conditions of the area where they reside appear to be more significant.  相似文献

This paper aims to evaluate the additionality of innovation policy in terms of innovative behaviours at the regional level. Innovative behaviours are identified both within and across firm and regional boundaries. The role of policy is evaluated for a sample of firms in the Italian region of Emilia–Romagna (ER), exploiting an original, survey-based data set. Propensity score matching is applied to investigate the effects of an innovation subsidy. Funded firms are found to be more likely to upgrade their competencies, compared with similar non-subsidized firms. On the other hand, in most cases, innovation cooperation with other business partners within or outside the region is not significantly affected by policy. Ultimately, the investigated innovation policy in the ER region seems to show what might be termed “cognitive capacity additionality”, rather than “network additionality”.  相似文献

ABSTRACT

This article presents the quantitative synthesis of mental maps that identify different types of world regions. It is the result of a large-scale survey conducted in 18 countries, based on a sketch map approach. The number, shape, and extension of these vernacular world regions vary according to countries, cultures, and the personal styles of respondents who drew the maps. However, when we collectively analyze the regions identified by respondents, we observe that the figures of global regions are more or less recurrent. While the most commonly used division of the world is into “continents”, we can identify “hard” and “soft” regions of the world. Whereas a “hard” region, such as Africa, can be recognized relatively unambiguously as a continent, “soft” regions may include numerous regional distinctions such as East Asia, Russia, South East Asia, and the Middle East. Our methodology involves defining a set of characteristics that discriminate between “hard” and “soft” regions (measuring spatial uncertainty and the relative vagueness of limits and fringes), then accounting for the correlation of these areas on the world map.  相似文献

Scientists analyze sustainability at the regional level with a combination of multiple indicators which reflect different characteristics of regions without combining the results in a single comparative unit. Moreover, the assessment of interdependencies between different characteristics requires experts' analyses, which makes sustainability analysis subjective, time consuming, and limited in use. This article analyzes the relative sustainability of subnational level regions through the application of regional sustainability assessment methodology (RSAM) based on accounting of resources capital and its internal and external transfers. This approach allows for assessment of regional sustainability as a function of resource quantity, quality, and interchangeability. The comparison of the two case study regions presented in the paper indicates the difference between a more sustainable region and a region of “weak sustainability.” First, the article indicates the discussion of the relevant geographic, economic, and social literature for both sustainability assessment and regional comparison. This discussion is followed by a conceptual representation of proposed RSAM and its application to various regions. Next, the article covers the data used and applied methods to test the proposed methodology and compare the two case study regions. The article concludes with a discussion of findings and recommendations for further application and testing.  相似文献

Singapore, a leading country in the Asia‐Pacific region, is currently attempting to transform its cultural industry into creative economy. Creative economies capitalise on how knowledge can be marketed by merging arts, technology and business. They ensure a nation's competitiveness within an integrated global economy. This paper critically examines Singapore's recent cultural policy developments in tourism, broadcasting and new media. It argues that new creative industries have produced new consumption patterns and identities that harness the place‐branding of “New Asia” as a form of cultural capital and a strategy of regional dominance. Cybernetics is proposed as an approach to frame creative cultural governance and consumption in Singapore.  相似文献

As social communities, regions are built through discourses that convey images of what the region is. Regions are built for a variety of reasons, including political and economic ones. This implies that changing economic circumstances have the potential to change the discourses on regional identities. Petroleum discoveries represent such a potential change in the economic circumstances of a region. This study of an emerging petroleum region in the north of Norway shows that a regional identity discourse is used to claim ownership over the petroleum resources in the Barents Sea in order to justify the need for a production plan that maximizes regional economic benefits. In this way, the discovery of petroleum represents an opportunity to reinforce regional identities around a set of common interests. However, “the region” is vaguely defined in this discourse, being used in reference to two different scales: Finnmark and Northern Norway.  相似文献

This paper engages with the military‐humanitarian technology of migration management from the vantage point of the European Union Naval Force Mediterranean (EUNAVFOR MED) “Operation Sophia”, the naval and air force intervention deployed by the EU in the Central Southern Mediterranean to disrupt “the business model of human smuggling and trafficking” while “protecting life at sea”. We look at the military‐humanitarian mode of migration management that this operation performs from three vantage points: logistics, with a focus on the infrastructure of migrant travels; subjectivity, looking at the migrant profiles this operation works through; and epistemology, building on the mission's first stage of intelligence and data gathering. Through this multi‐focal approach, we illuminate the productivity of this military‐humanitarian approach to the migration crisis in the Mediterranean.  相似文献

This research theorizes Colombia's 2011 Victims’ and Land Restitution Law (the Victims’ Law) as a biopolitical program that intends to foster the lives of conflict‐affected populations through providing an array of reparation measures. Based on fieldwork with internally displaced landmine victims in Colombia's Magdalena Medio region, I highlight how the Victims’ Law constitutes the identity of which populations count as “victims” worthy of reparations, how such parameters are contested, and how landmine survivors’ sense of themselves as “victims” is mediated via their experiences with the Victims’ Law and the reparation programs it provides. In particular, I highlight the possibilities and limitations of reparation measures that hinge on small‐scale business incubation programs for landmine victims to show how a legally recognized victimhood category presupposes “self‐responsible” neoliberal subjects who must confront contexts of conflict and state neglect.  相似文献

Building on theories of internal orientalism, the objective of this study is to show how intra‐national differences are reproduced through influential media representations. By abstracting news representations of Norrland, a large, sparsely populated region in the northernmost part of Sweden, new modes of “internal othering” within Western modernity are put on view. Real and imagined social and economical differences between the “rural North” and the “urban South” are explained in terms of “cultural differences” and “lifestyle” choices. The concept of Norrland is used as an abstract essentialized geographical category and becomes a metonym for a backward and traditional rural space in contrast to equally essentialized urban areas with favoured modern ideals. Specific traits of parts of the region become one with the entire region and the problems of the region become the problems of the people living in the region. I argue that the news representations play a part in the reproduction of a “space of exception”, in that one region is constructed as a traditional and undeveloped space in contrast to an otherwise modern nation. A central argument of this study is that research on identity construction and representations of place is needed to come to grips with issues of uneven regional development within western nations.  相似文献

A North Vietnamese graduate student at Moscow University offers a division of North Vietnam into four economic regions and assesses their future development in terms of energy-and-production cycles (groups of technologically interrelated activities proposed by N. N. Kolosovskiy). In a second paper, the author conceptualizes economic regions as consisting of a core or center, accounting for most of the production; an inner shell dependent on the core, and an outer shell that may gravitate to any of a number of adjoining core areas depending on the purpose of the study. The original boundaries of the four-region system of North Vietnam are reviewed in light of the “outer shell” concept. The four-region system is essentially confirmed, but the allocation of some provinces in the “outer shell” is found to be disputable, and regional boundaries have been adjusted.  相似文献

ABSTRACT The paper presents a simple three‐region, two‐sector general equilibrium model that is used for analyzing the effect of regional tax policies aimed at combat depopulation. The model includes exogenous asymmetry in terms of transport costs as well as a vertical industry structure that can account for endogenous location development in order to distinguish between the effects of “first nature” and “second nature” on the required subsidy for meeting the population policy target.  相似文献

A “new civic regionalism” – based on participatory, inclusive and partnership models of governance – has recently been rolled out in California to tackle the challenges of urban growth, planning and economic development across the State's diverse metropolitan and rural regions. Backed by non-profits and private foundations, California's New Regionalism has been packaged as a flexible and responsive grassroots governance initiative, which is designed to circumnavigate State and local government. Its proponents have been influenced by New Regionalist ideas and practices circulating nationally and internationally. Despite this, our explanation for the rise of the New Regionalism in California is not grounded in these wider theoretical and policy developments; nor do we see it as the outcome of a “new politics of scale” framed around the region. Instead, California's newest regionalism is part of a much longer-standing social movement spearheaded by large-scale business interests and directed at reorganizing local and State government powers particularly in urban regions. This regional reform movement has sought to rationalize land use and environmental planning, coordinate infrastructure, and make government more fiscally efficient and responsive to growth. Over the longer term, its efforts have been undermined by the fiscal fallout of the property tax revolt, Proposition 13. Our analysis calls into question some of the claims in the literature on state rescaling and suggests the value of collapsing the conceptual distinction made between new spaces of political regionalism and regional economic spaces.  相似文献

In the Netherlands, the formation of governance arrangements around planning issues that cross administrative boundaries has been assisted frequently by a design approach that is often referred to as “regional design”. This is a distinctive method of policy argumentation that makes use of spatial representations of the plausible future of regions. Such representations are intended not only to indicate physical changes, but also to stimulate debate on sharing responsibilities and resources for planning tasks among planning actors. This paper contributes to a better understanding of the performance of regional design in the context of fragmented regional governance through a case study in the southern part of the Randstad in the Netherlands. We argue that regional design has contributed to institutional capacity in a complex polycentric and, looking at the governance structure, pluricentric region like the Randstad South Wing, largely by allowing for multiple interpretations.  相似文献

The paper focuses on the resurgence of the regions as protagonists of the process of the state rescaling in many European countries. In the EU countries this process can be seen as a result of a mix of economic and institutional factors, which have been producing an increasing competition between the central governments and the regional authorities. The rise of the multi-level governance and of the so-called Euroregionalism has reinforced the role of the regional scale in the territorial development: on one hand, with new actors like agencies and organizations engaged in the economic development (FDI attraction, place marketing, innovation and learning), on the other hand by the resurgence of “old” actors, such as the regions, in many cases empowered by processes of institutional devolution. The literature has investigated this re-composition of the political space with regard to the “hollowing out” and the “rescaling” of the state. On the base of these theoretical underpinnings, we discuss some empirical evidence from the Italian experience, in order to show whether and how the regional structures are not only “spaces for policies”, but also “spaces for politics”. Over the last decade, the changes in legal framework, the external inputs from supranational levels of government—the European Commission—and the re-territorialization processes have introduced many elements of innovation in the role of the regions. By illustrating the case of the Piedmont Region, we try to demonstrate that the transition towards the region as an active space of politics can be mediated by the sphere of the policies, especially the spatial ones.  相似文献

A shifting American cultural geography, stemming from clustering of like-minded people, has been much-discussed in recent years. The “voluntary region”, proposed by Wilbur Zelinsky in his path-breaking The cultural geography of the United States, is a regional construct relatively unexplored by cultural geographers that may help in their contributions to such conversations. As described by Zelinsky, voluntary regions are places that attract individual, like-minded people away from long-standing “traditional regions” based on a desire for amenity and economic opportunity. I review the concept and its sparse embrace in the literature and suggest that it has much to offer our discipline. Using Las Vegas as a paradigmatic example, I explore methods that can be used to explore the formation and character of voluntary regions. I argue that the voluntary region framework is an encompassing lens through which cultural geographers can examine the complex nature of place and regional construction at the hands of dynamic forces that lead people to resettle in new places.  相似文献

ABSTRACT Working within the “distributional approach,” this research offers evidence of past and future polarization in aggregate regional labor productivity in EU‐15. This finding is robust to alternative definitions of the spatial units used and does not appear to be the result of regional structural change. Spatial effects are found but are of rather localized nature. Turning to separate sectoral analyses suggests that past and future polarization in labor productivity across European regions may be associated with regional productivity differences in the services sectors.  相似文献
