Climate instruments such as REDD+ (Reducing Emissions by Deforestation and Degradation) promise a win–win proposition as villagers in Africa are paid for their efforts to conserve forests and sequester carbon. REDD+ assembles divergent interests at different scales—from bureaucrats to individual villagers. We argue that climate assemblages are shifting the space of the political by regulating practices that previously had local and national provenance. They are producing “state‐like” effects that touch deeply on citizenship. Villagers are drawn into a shifting REDD+ assemblage and subject to new identifications as entrepreneurs and responsible environmental citizens, meant to look after a new global commons. We shift the discussion to deal seriously with questions of a “global” citizenship, not in its utopian sense, but by bringing into light the dark side of global citizenship already in practice in environmental governance. This paper outlines the emergence of a New Washington Consensus associated with leading philanthropies of the new millennium. This emergent development paradigm by no means represents a historic break with the market rationalities of neoliberalism, nor does it represent a radical departure from older models of early 20th century philanthropy. Rather, it is new in its global ambition to foster resilient market subjects for a globalized world; and new in its employment of micro‐market transformations to compensate for macro‐market failures. Focusing on reforms pioneered by the new philanthropic partnerships in education and global health, the paper indicates how the targets of intervention are identified as communities that have been failed by both governments and markets. The resulting interventions are commonly justified in terms of “return on investment”. But the problems they target keep returning because the underlying causes of failure are left unaddressed.  相似文献

This article analyses the evolving politics of claims making in relation to women workers in the global South. It asks what claims are being made and by whom, who these claims are addressed to and what strategies are being employed to press these claims. It distinguishes between women working for global markets and those working for domestic markets in order to identify possible differences in constraints, priorities and opportunities underlying these strategies. It also distinguishes between the different kinds of organizations involved in making claims: organizations of women workers, organizations working with women workers and organizations working on behalf of women workers. The article is one of several papers forming a cluster on feminist mobilizations.  相似文献

Oliver Cromwell's speeches are used frequently by historians of the interregnum, yet all current printed editions of the speeches have significant problems. They fail to consider the variations in different versions of each of the speeches and they consequently ignore the complexity of the sources. Each speech exists in more than one early version and each source has a provenance which is often difficult to determine. Additionally, no two versions of the same speech are identical, as each version has its own unique variations. These small variations in the wording have the potential to alter the meaning. This article looks in detail at these issues in relation to Cromwell's kingship speeches of 1657; some versions portray him as a conservative gentleman who ruled similarly to a king, while others present him as a religious fanatic who sympathised with the religious sects. Such differences can often be attributed to the personal beliefs of particular authors. As a result of the variations in the sources, the historian's interpretation of Cromwell is necessarily affected by which source he or she uses for Cromwell's speeches. Cromwell's speeches are an important source, but if historians hope to make use of them, they must acknowledge the complexities of the original sources.  相似文献

ABSTRACT

The claim that the Gough map was originally produced in or about the 1370s, then overwritten and re-inked about fifty years later, is unconvincing. The ‘earlier’ hand seen north of Hadrian's Wall cannot be dated accurately, but is as likely to be from after 1400 as before. Outside one small area of the map, I find almost nothing to indicate rewriting of names or other text, and even in that area the rewriting proves little about date. Nor do I find evidence for the reworking or re-inking of town signs or other pictorial elements. The claimed extensive erasure of earlier writing in the area of the map which is said to be revised is not evident to me. The serious but uneven and erratic fading of the ink on the map, which is not surprising, accounts for most of the anomalies and variations that we see. Dr Solopova's claim, based on her theory of revision, that the map displays contrasting political or ‘ideological’ emphases from two different periods seems unrelated to the actual content of the map. The known history of the development of chorography in medieval Europe indicates that the appearance of a map as advanced as the Gough map in northern Europe before 1400 is almost unimaginable.  相似文献
