‘Participation’ has become an essential part of good developmental practice for Southern governments, NGOs and international agencies alike. In this article we reflect critically on this shift by investigating how a ‘participatory’ development programme — India's Employment Assurance Scheme (EAS) — intersects with poor people's existing social networks. By placing the formalized process of participation in the EAS within the context of these varied and uneven village–level relationships, we raise a number of important issues for participatory development practice. We note the importance of local power brokers and the heterogeneity of ‘grassroots’ (dis)empowerment, and question ideas of power reversals used within the participatory development literature.  相似文献

There has been a growing political and scholarly interest in the re-emergence of Chinese development cooperation and this work explores the construction of South-South spatial matrix of knowledge, power and imagination. The paper examines the critical geopolitics of producing international development studies in China as an intellectual project over the last 5–10 years, in close relation to the Belt and Road Initiative (BRI). Drawing on eight months' fieldwork in Beijing, it develops a political economic geography of individuals, institutions and ideologies that have shaped the geographically and politically situated processes of inventing Chinese international development studies. The paper traces the spatial genealogy of the disciplinary regime, making visible the rise of a division of social scientific labour at a complicated moment of geopolitical flux, especially against the backdrop of intensifying US-China rivalry. It also maps out the tensions and nuances in an uneven field of knowledge and power. The future of the nascent state-disciplinary apparatus is uncertain, not least dependent on China's ongoing reinterpretation of its national identity and national mission.  相似文献

Timor-Leste's struggle for independence has won it high international profile. Yet there is little known internationally about the role women played in the resistance movement and how independence has affected them. Has democratisation brought women greater freedom and rights? This article argues that some East Timorese women benefited from the construction of a new democratic state by mobilising and unifying in the political space created post-1999. East Timorese women's NGOs allied with international organisations and NGOs to form a campaign against domestic violence. This article takes a constructivist approach, analysing how international norms of women's rights and gender equality have: (1) emerged, (2) reached a tipping point, (3) cascaded and (4) been internalised in a post-conflict, democratising context.  相似文献

ABSTRACT. This article examines ethnic stereotypes in biological race classification of Europeans between the 1830s and 1940s as part of political discourse on national identity. Anthropologists linked physical‐psychological types to nations and national character stereotypes through ‘national races’, achieving an often quite enduring international consensus on each race's mentality. The article argues that race mentality narratives were therefore partly dictated by their place within a dynamic interlocking European system. I focus on two key interacting elements that structured this system: the central role of the Germanic‐Nordic blond and the geographically uneven process of modernisation. I consider the spatiality of socio‐cultural and political factors ‘external’ to the stereotype system, such as geopolitics and modernisation, but also emphasise that discursive relationships between national stereotypes helped structure the international stereotype system. My conclusion argues for greater consideration of the influence of both scientific and international systemic factors in research on national identity.  相似文献

相对于人文地理学的其他几个主要分支学科而言,政治地理学在中国发展缓慢。本文认为这主要不是由于中国缺乏政治地理研究的素材,也不单纯是由于中国缺乏研究政治的环境。从学科的角度看,有四个方面的原因束缚了政治地理学在中国的发展:地理学分析尺度的下移、建设性实证研究的缺乏、相关学科理论支持不足和地理学本身"远离政治"的惯性影响。本文在粗略梳理了西方政治地理学发展脉络的基础上,通过对比分析,提出了中国政治地理学发展的三个方向:城市政治地理、地方政治地理和新地缘政治学,期待中国政治地理多尺度、多样化的实证研究尽快展开。  相似文献

从国内和国外两条线回顾城中村相关研究进展。在国内研究综述方面,分别从对城中村现象的认识、城中村形成机制、城中村改造及发展建议三个方面概括各阶段学术界对城中村问题的研究成果;而在国外研究综述方面,按照自助型居住区研究、城中村流动人口居住研究、及城中村土地利用研究三个主题进行文献综述。通过回顾现有研究成果,指出基于城市地理学理论的城中村研究,在理论支撑方面需建立明确和多样的理论体系,在研究内容方面应选择更深层次的议题,在研究方法方面应加强定量研究方法的应用。  相似文献

This paper explores the situation of community engagement in the heritage sector in China, which is facing increasing international pressure particularly through donor agencies. It is argued that government-led residents’ committees do not essentially serve the interest of the local communities, whilst grassroots civil societies and NGOs are, to a great extent regulated, by the prevailing political power. Given the situation of insufficient community involvement in the sector of cultural heritage conservation in China, local government has adopted the international approach introduced by donor agencies, but this has not resulted in power sharing and the state constrains community involvement within certain limits. This article explores how domestic NGOs responded to new opportunities that emerged during the 2015–2020 ‘modern slavery’ labour reforms in Thailand's seafood sector. The analysis takes place against the background of civil society transitions in a ‘post-aid’ setting. Like NGOs in other middle-income countries, the Thai NGO sector has struggled to remain relevant and financially viable in recent decades, as international donors have withdrawn from countries with steadily declining poverty rates. As a result of the ‘developmental successes’ of Thailand, the NGO sector needed to rethink its strategies. Examining the modern slavery labour reform process provides an opportunity to understand the strategic choices available to NGOs in the face of several important phenomena: the emergence of new actors such as international philanthropic donors; the growing influence of the private sector in governance matters; and the need for NGOs to balance multiple strategic alliances. The article draws on in-depth interviews to explore narratives of Thai labour NGO adjustments during the period of the modern slavery reform. The study contributes to a better understanding of how NGOs in post-aid countries transition and adapt to changing circumstances by embracing new roles as ‘sub-contractors’ for emerging global philanthropic donors and as ‘partners’ of private corporations.  相似文献

Land acquisition in suburban China is not merely the administrative means through which land is transferred from collectively owned rural land to state‐owned urban land; it is also a process of unlawful profit grabbing by rent‐seeking stakeholders. This licentiousness has been the source of intense controversy in recent years, becoming a major source of social unrest in contemporary China. Although standards of compensation are legally governed by strict policies, these standards are rarely followed as prescribed. As a result, we know very little about how revenue from land acquisition is shared in practice. This is because, as a contentious political issue rife with corrupt practices, accurate data are extremely difficult to obtain. This paper aims to address this vast empirical gap by tracing the flow of profit proliferation and distribution in a land acquisition case, using a suburban village in Shandong province, China, as an example. To expedite the drawn‐out acquisition process, the local government permits the corrupt behaviour of the village party secretary, who exploits his position to amass a great personal fortune. In contrast to previous research, which emphasises low compensation standards or excessive profit grabbing by local government, we find that villagers' protests are triggered by the corrupt practices of the village party secretary.  相似文献

Scholars have explained the rise of non-governmental organisations (NGOs) in China since the period of reform and opening in terms of a changing political and economic environment, NGO policy, international non-governmental organisations (INGOs), and the influence of communications media and the Internet. This article proposes a new explanatory factor: the philanthropy of China’s new wealthy. Four cases are used to analyse the influences of the philanthropy of the wealthy on NGO development. The article proposes not only that the philanthropy of the wealthy provides funding and intellectual support for NGOs but also that the wealthy use their influence and social networks to increase the autonomy, capacity, sustainability and impact of NGOs in China.  相似文献

Since the coup of May 2000 an estimated 24,000 Indo‐Fijians have left Fiji, the majority of them moving to Australia, New Zealand, Canada and the US. Those who remain in Fiji have faced increasing marginalisation as the government of Prime Minister Qarase has proposed significant reforms to both the administration of land and Constitutional arrangements of political representation. The situation has been further compounded through Qarase's recently proposed ‘Unity Bill’, which would grant amnesty to some of those responsible for the 2000 coup. These reforms are all part of an effort to ensure the ‘paramountcy’ of indigenous Fijians as well as to limit Indo‐Fijian participation in Fijian national politics. In this paper, I employ Greenhouse's concept of ‘empirical citizenship’ to analyse Indo‐Fijian responses to their political marginalisation in Fiji. After considering how national identities and sentiments of belonging are expressed in Indo‐Fijian discourse through the symbolic inter‐connection of the land and the Indo‐Fijian body, I argue that even if Indo‐Fijians are openly willing to recognize indigenous Fijian supremacy in national politics and the project of nation‐making, assertions of their right to live and labour on Fijian land constitute claims to ‘citizenship’ that are highly contestable in Fiji's current political climate.  相似文献

Since the beginning of its post-socialist transition, Serbia has been going through a major political and economic crisis, thus isolated from the mainstream trends of the European integration and convergence. The country's comparative advantages and competitiveness have worsened in terms of two key aspects, that is, its structural qualities and its territorial capital. The economic recovery after the year 2000 assumed a form of “growth without development”, mostly based on poorly legitimized transition reforms, whereby Serbia's inherent unsustainable spatial development patterns have been perpetuated. Today, Serbia finds itself in the position of an economic, ecological and financial semi-colony of a few powerful international political, economic and financial actors, paralleled by the collapse of its strategic thinking, research and governance. Rather bleak development prospects for Serbia call for prompt further research on predictable development scenarios. Therefore, we have discussed the key issues in the current planning system and practice and analysed the basic elements of the prospective future using the scenario approach.  相似文献

Over the past decade, international non‐governmental organizations (NGOs) have been contesting the neo‐liberal economic order in international politics by campaigning for normative conditions to bring about what Richard Falk calls ‘humane governance’. However, the degree to which NGOs have contributed to the formation of global social contracts remains controversial. While NGO activists and various scholars advocate the establishment of such contracts, empirical testing of this normative argument is underdeveloped. Drawing upon this lack of empirical support, critics dismiss the global social contract concept and question the roles played by NGOs in international politics. This article addresses the controversy through a review, refinement and application of global social contract theory and an empirical study of two prominent international NGO campaigns directed at the World Trade Organization (WTO), an institution that represents a ‘hard test case’. It explores the ways in which NGOs and their networks are challenging the neo‐liberal basis of WTO agreements and contributing to the emergence of global social contracts. The article concludes that in some circumstances, NGOs have the capacity to inject social justice into international economic contracts and there is some basis for optimism regarding the formation of global social contracts involving NGOs, nation‐states and international organizations.  相似文献

ABSTRACT

Developed and developing countries are increasingly cooperating on migration management, and human rights NGOs have harshly criticised these instruments for cooperation. This article asks how and to what extent parliaments are challenging policies for international cooperation on migration management. On the one hand parliaments have traditionally been described as ‘moral tribunes’ in international relations, due to their principled support for human rights. On the other hand, parliaments are increasingly operating in political systems marked by anti-immigrant sentiment and increased support for right-wing populist parties. How do parliaments navigate between these two poles when it comes to international cooperation on migration management? Based on examples from Australia, the EU and Israel, this article shows that the use of non-legally binding instruments for cooperation limits the formal role of parliaments, but also and more importantly that there is a lack of political will to scrutinise these instruments and hold executives to account (notwithstanding attempts by some members of parliament or some political groupings to challenge policies through informal means). The lack of political contestation implies that, as far as migration management is concerned, ‘politics stop at the water's edge’.  相似文献

Abstract

The conservation of archaeological sites in mainland China has not attracted much academic and public attention until recently. However, after the 1990s, both the Chinese government and academia have been increasingly concerned with the management of archaeological sites, as illustrated by the introduction of national guidelines (China Principles) and the establishment of research centres in universities and research institutes. Economic development and related social needs are major driving forces behind this phenomenon, while the impact of globalization on academic development in China cannot be denied. However, the natural and social environments in mainland China, as well as the characteristics of archaeological sites, differ from other countries, and whether international principles regarding conservation and management of archaeological sites are applicable to China needs to be considered. While it is a challenging task for mainland Chinese scholars to find suitable strategies to conserve and manage hundreds of thousands of archaeological sites, the problems and experiences in the process of applying international principles to China may provide valuable lessons, not only for Chinese scholars but also for scholars in other areas.  相似文献

Human rights-based approaches (HRBAs) can challenge the underlying structures and power relations that perpetuate poverty. They have thus emerged in the development field as a prominent instrument for addressing development issues. Access to clean water and sanitation are now internationally acknowledged as human rights, and have become a stand-alone Sustainable Development Goal of the international community’s commitment to international development. This paper analyses the potential use of HRBAs by local Non-Governmental Organisations (NGOs) working on sanitation issues in slums in Mumbai. It is argued that it is more productive for local NGOs to build (i) partnerships with duty-bearers (in this case the state and the Municipal Corporation of Greater Mumbai) and (ii) the capacity of rights-holders, in particular women, than to rely on litigation strategies to create momentum for change. HRBAs are more useful as a political tool for NGOs for establishing good working relationships with government agencies rather than as a legal instrument, which can be counter-productive to the poverty reduction objectives of NGOs.  相似文献

Since the early nineteenth century political opposition became a central concept of political representation in constitutional monarchies. While this concept marked the political language of unified Italy on the national level, in local administration the legitimacy of political opposition remained an issue of dispute, as illustrated in this analysis of the political language in Bologna's local council. Local perceptions of national events, like the government's reaction to Garibaldi's unsuccessful Mentana-campaign, assumed major symbolic meaning in local politics and challenged traditional understandings of municipal administration by introducing the concept of political opposition. In Bologna, after Rome the second city of the former Papal State, the Moderates were able to grow into a position of political hegemony after the Unification of Italy and remained the predominant political force also after Italy's “parliamentary revolution” of 1876 and the electoral reforms of the 1880s. As a consequence of its limited influence on the local administration, Bologna's Left defined its ideological profile earlier and more clearly than the Left in other parts of Italy and integrated issues of national importance into local political discourse. Analysing the relationship between central administration and periphery, the article reveals the development of political language and the changing meanings of political representation between Unification and World War One and explains on this basis the escalation of social and political conflict in Finesecolo Italy.  相似文献

This article critically examines the Struga Poetry Festival established in 1961 when it placed Macedonian poets and writers on the wider map of world poetry, international literature and language. With this the festival carried a subversive and an emancipatory task that not only promoted Macedonia's national poetry but also pushed the nation itself onto the world stage. Although highly politicized (and deeply political), the festival emerged as a seemingly apolitical event that celebrated the “universal language of poetry”. Yet, with its aesthetic form of an open event devoted to poetry, this festival (in a very Bakhtinian manner) pinpoints the obvious carnivalesque element in manoeuvring and subverting established social and political hierarchies. Initially, it allowed Macedonian language and poets to join established national states that have “undisputed” (or less disputed) literary traditions. The subversive nature of this festival after the 2001 military conflict in Macedonia changed the direction and intensity of the Albanian struggle for improving their status into the Macedonian society. This event has effectively allowed a minority group to initiate social movement and engage in serious identity politics related to territorial self-governance, language and cultural representation.  相似文献

Indicators offered by available international statistical data and observations of many researchers point out that women's formal political involvement at the local level is stronger than that at the national level for the majority of states. However, gendered political patterns in Turkey have been following a rather different path. One and the most significant contradictory aspect is that women's representation at local elected organs is weaker than the national parliament. This article, first, investigates the reasons for this relatively weak existence in formal local politics. The references of this relativity are both national formal politics of Turkey, and the dominant worldwide model. Secondly, the article tries to establish country‐specific links between formal and informal local politics concerning women's participation. The experience in Turkey has proven that women's local engagement does not necessarily propel decision‐making power and women's empowerment. Women's local mobilization in Turkey has been mostly limited to socio‐cultural and charity activities instead of central decisions on the settlement, and of efforts for establishing women's local political agendas. Moreover, as a very prominent factor concerning the maintenance of asymmetric gendered structures of local politics, women's movement at the national level has been lacking in systematic political interest in the issue until very recently. In this article, these pretensions and future prospects are discussed in terms of the actual global‐national circumstances affecting local politics as well as women's local conditions. To these ends, existing quantitative‐qualitative research, data and analysis, and relevant findings of the author's recent (2000–2003) original research, as well as her observations through participation in recent feminist activism targeting local politics are being evaluated.  相似文献

In this paper, the most recent wave of Copenhagen's waterfront development is analyzed and interpreted in the context of broader economic tendencies and political strategies. Recent events illuminate relationships among politicians, bureaucrats and capital to regulate an accumulation process that is highly intertwined with international, national as well as urban interests. Beginning in the late 1980s, the national state, the local state and the port authority, undertook a number of planning and policy initiatives to create a process for transforming Copenhagen's waterfront. When contradictions from the logic of profit maximization became apparent and threatened to de‐rail long term economic growth, a new ad hoc and ‘flexible’ process of urban governance was established to get development back on track. Senior politicians created a so‐called ‘Vision Group’ that functioned as a ‘meta‐steering’ committee providing direction to local development by identifying a development approach that attempted to resolve, at least temporarily, tensions among global market tendencies and the interests of the main actors. In this way, the Vision Group achieved its political purpose to create a shared vision and a discourse for the development of the waterfront. The new strategy was effective at various scales of governance, but circumvented local planning practices.  相似文献
