This paper uses the 1987 Australian Election Study to examine the attitudinal, social and political characteristics of the political factions and tendencies which exist within the Labor, Liberal, National and Australian Democrat parties. We show that attitudinal groups are identifiable in all four parties, the greatest diversity existing within the Democrats and the least diversity within the Nationals. Substantial differences exist between groups within each party in social background and political characteristics. A multivariate analysis of factional and tendency electoral support shows that incumbency and control of nominations is important among ALP factions, while electorate involvement and party membership are important within Liberal and National tendencies.  相似文献

Modern political campaigning is becoming increasingly professionalised to the extent that in Australia today the major parties use electoral databases to assist with their campaigns. The electoral databases of the Coalition (Feedback) and the Australian Labor Party (Electrac) store information on the constituents of each House of Representatives seat. The information gathered in the databases, such as the policy preferences and party identification of individual voters, are used by candidates for House seats to tailor correspondence to swinging voters, and to identify potential party supporters. Party organisations aggregate the information in the databases and use it to conduct polls and focus groups of swinging voters, and to tailor policy development and campaign strategies. Electoral databases have the potential to improve the level of communication between elected representatives and their constituents. There are, however, a number of ethical problems associated with their use. While the usefulness of the databases to the major political parties is undeniable, their use underlines the trend in modern campaigning towards targeting swinging voters at the expense of the majority of the electorate. Considerable public resources are devoted to the smooth operation of the databases. They would be much less effective were political parties not exempted from the Privacy Act. The use of personal information collected by members of parliament by political parties should be more closely regulated. Despite the wishes of the major political parties to keep their operation a secret, the advantages and disadvantages of the use of electoral databases should be more widely debated.  相似文献

This article analyses the operation of participatory democracy within the Australian Democrats, with reference to the development of the party's 1998 Goods and Services Tax (GST) policy and its subsequent application to debate in the Senate. The study extends beyond an evaluation of the formal participatory mechanisms codified in the party's Constitution, to their operation in practice—revealing the tensions faced by a small participatory party within a competitive electoral system. Difficulties include the primacy of the parliamentary party in everyday political decision making, and the importance of leadership and strong personalities, which sit uneasily with the formal democratic power accorded to the membership. The study also highlights a key debate applicable to all parties: whether parliamentarians represent the membership, party activists or the electorate, and how these levels of representation may be reconciled.  相似文献

The emergence of green parties has injected new lines of competition into national party systems, with discernible issue competition effects for established, ideologically-proximate social democratic parties. Despite a burgeoning literature on green and social democratic issue competition tactics in settings where coalition government is common, we have less understanding of these same effects in settings where majority government is the norm. Using the case of the Australian Greens and the Australian Labor Party, we explore issue competition dynamics in a polity where the majoritarian electoral system reduces opportunities for coalition formation. We find that the absence of strong electoral imperatives for either party to enter coalitions has encouraged them to compete adjacent to one another, rather than in direct competition.  相似文献

This article seeks to establish to what extent Silvio Berlusconi's entry into electoral politics as leader of Forza Italia signals an ‘Americanization’ of Italian politics. It argues that Italian party democracy is moving in an ‘American’ direction in two ways. First, Italian party organizations are declining, leading to a more candidate-centred type of electoral politics. Second, the decline of parties is enhancing the ability of business to use its financial clout to tailor public policy to its own requirements. However, these trends do not have identical effects in Italy and the United States. This article will also show that this process of ‘Americanization’ interacts with the existing political praxis and institutional framework of Italian politics to produce an outcome which differs from both the traditional Western European model and the American model of party democracy. It will be concluded that this outcome seriously undermines representative democracy in Italy.  相似文献

A growing number of lower‐house seats at Australian State and federal elections rely on a distribution of preferences from Independent and small‐party candidates before seats can be awarded. Actors have attempted to gain political capital from this situation by claiming that the preferences of particular small parties have affected election outcomes. This paper uses the events of the Western Australian State election held in 2001 to explore the validity of such claims. More specifically, it investigates the widely propagated contention that the One Nation Party's anti‐sitting‐member preference strategy was a key determinant of the Coalition's electoral defeat. It concludes that the increased number of candidates contesting elections makes it difficult to assess whether the second and subsequent preferences of any particular small party were critical to the outcome.  相似文献

The flow of business money to political parties is a vital issue for Australian democracy. Nonetheless, there has been no systematic study of why Australian businesses contribute to political parties and why they contribute more to one party than to others. I exploit Australian Electoral Commission data on payments to parties by 450 large businesses over 7 years at the Commonwealth and State levels. Economic characteristics (income and sector) are important to understanding which businesses make political contributions. However, they are little help in understanding how businesses distribute their cash. This is best interpreted as an interaction of ideological bias and political pragmatism. If Labor has the political advantage businesses tend to split contributions evenly between the ALP and the Coalition. If the Coalition has the political advantage businesses overwhelmingly target their contributions on the Liberal and National parties.  相似文献

This article argues that the rise of parties as ‘public utilities’, that is, semi-state organs crucial in the functioning of democracy, which is currently observed by political scientists, has long historical roots. It looks from an institutionalist perspective to the development of party–state relations in Germany and Italy since the Second World War, paying specific attention to how institutional reform corresponded to changing normative assumptions about the position of political parties in twentieth-century democracy. The first notions on the ‘statist’ dimension of parties were put forward as an answer to the challenges of mass politics in the interwar era. After 1945, politicians and constitutional judges drew upon this tradition in their efforts to stabilize mass democracy. They deliberately constructed ‘party-state democracies’, in which parties influenced the state and the state managed individual parties and the party system. This became visible in the constitutionalization of political parties, as well as in the enactment and normative justification of party (finance) laws in the 1960s and 1970s. The advent of parties as public utilities, even though fiercely criticized today, was therefore embedded in an ideological tradition that sanctioned the ‘party-state’ as crucial for the stability of modern democracy.  相似文献

Public Choice analysis of democratic political institutions focuses on the issues that are most salient under US constitutional arrangements. Parliamentary systems offer different institutional arrangements and different challenges to the Public Choice approach. We outline a Public Choice account of parliamentary democracy which concentrates attention on the roles of electoral competition and disciplined political parties, while also offering a discussion of parliamentary procedure. The Public Choice approach is contrasted with the mainstream view of representative, responsible government in which disciplined political parties are often seen as a threat to parliamentary democracy.  相似文献

Pauline Hanson is well known for claiming that Australia's major political parties are out of touch with 'mainstream' Australia on issues related to race. Parallel surveys of the electorate and candidates in the 1996 federal election allow this claim to be tested, with items tapping general ideological dispositions, but including questions about Aboriginal Australians, immigration, and links with Asia. I make three critical findings: the electorate holds quite conservative opinions on these issues relative to the candidates, and is quite distant from ALP candidates in particular; attitudes on racial issues are a powerful component of the electorate's political ideology, so much so that any categorisation of Australian political ideology ignoring race must be considered incomplete; racial attitudes cut across other components of the electorate's ideology, placing all the parties under internal ideological strains, but the ALP appears particularly vulnerable on this score. The data show the coalition parties to be the net beneficiaries of the ideological tensions posed by race. Racial issues thus resemble a realigning ideological dimension, with possibly far-reaching consequences for the conduct of Australian electoral politics. Racism is as Australian as lamingtons and sausage rolls but the real political leader is the man or woman who can appeal to what Abraham Lincoln called 'the better angels of our nature'. By-elections have the capacity to result in political outcomes beyond simply filling casual vacancies when they arise. This paper examines data pertaining to federal by-elections in Australia since 1949 in order to ascertain the extent to which there have been changes in these special electoral contests. This paper argues that, although the rate of representational change has not been great in federal by-elections, there has nonetheless been an evolving notion that these contests give non-major party candidates greater scope to influence the political debate. However, it is also argued that this enhanced scope for non-major party 'trouble-making' has been the product of an emerging feature in Australian by-elections-specifically, the increasing incidence of strategic absenteeism by the major political parties.  相似文献

The Public Choice literature has identified conditions in which voters in multi-candidate contests would have an incentive to vote strategically rather than vote for the most preferred candidate or candidates. In the US, where party registration and party primaries play a critical role in the electoral process—especially in states with closed primaries—the existence of multiple layers of elections across constituencies can induce strategic falsification of party registration that is tied to the geographic distribution of electoral strength. Following V. O. Key, we should expect that a long history of one party dominance in local elections should encourage voters to register in the party whose elections are most determinative of electoral choices, even if that is not the party with which they most identify. However, in many states, while politics may be dominated by one party locally, there may be real two-party competition for at least some offices at the state level and for the presidency.We use a `natural experiment' to view the link between party registration and voting for president and obscure judicial offices in order to test the hypothesis that, for whichever party is the minority party in the local unit, party registration will understate the voting support in presidential or other statewide elections, where that party's candidates have a realistic chance to win. In the modern South this hypothesis can be shown to imply that the relationship between Republican party registration and vote shares for Republican candidates for president or statewide office ought to be curvilinear. To test this and other related hypotheses, we examine data on political units (e.g. counties) with considerable variation in party registration and concomitant variation in the extent of one-party dominance of local politics by looking at county level data from North Carolina for the presidential elections and obscure judicial elections in 1984 and 1996. As hypothesized, for the North Carolina data the relationship between party registration and voting can best be fit by a quadratic function, but the strength of the quadratic term is much less for the 1996 data, reflecting the increase in Republican registration and the success of local GOP candidates in the 1990s.  相似文献

In recent years, the 'regional scale' within the European Union (EU) has become more central within academic and policy debates. In particular, there has been an increased focus upon the importance of so-called 'institutional thickness' for regional development within the EU. Furthermore, the fact that in several European countries, regionalist political parties have made significant electoral gains has ensured that the 'regional question' in Europe has become even more prevalent. This paper explores the linkages between institutions and regionalist political parties by focusing upon the situation in Italy where the resurgence of political regionalism, centred on the Lega Nord (LN) or Northern League political party, has been particularly strong. In particular, the paper focuses upon the development of the LN in a particular province of Northern Italy, Varese. This section explores the ways in which the LN has developed institutionally and electorally and indeed whether the party has been able to develop a specific political sub-culture to replace the previous one associated with the Christian Democrat (DC) party, which was the main party in Varese before the landmark changes that took place in Italian politics in the early 1990s.  相似文献

The 2004 Australian federal election established the Australian Greens (Greens) as the third largest political force in the country behind the Australian Labor Party (ALP) and the Liberal Party in electoral terms. Despite the Greens’ electoral achievements, the party has been largely dismissed as a radical single-issue political party. This paper will argue that while radicalism is an institutionally entrenched feature of the Greens in both organisational and programmatic terms, there are also strongly pragmatic aspects to the party's modus operandi. It suggests that the Greens are astute political operators who use radicalism in a highly pragmatic way to achieve their political objectives.  相似文献

How and why do political parties, seemingly focused on electoral politics, also mobilise within contentious arenas? Drawing on qualitative research with a centre-left Argentine party called Nuevo Encuentro (NE) in the city of Buenos Aires this paper demonstrates the importance of a geographical reading of “movement parties” for responding to this question. Specifically, the paper analyses NE’s territorialisation, understood as a strategy for organisation building via the political appropriation of space, typically by opening branches and mobilising activists in neighbourhoods. Between 2007 and 2019 NE’s strategy of territorialisation mobilised across multiple scales—the neighbourhood, city and national—yet in so doing its organisation became overstretched and struggled to engage across both contentious and electoral arenas. Through an analysis of NE’s territorialisation, grounded in the historical and geographical context of contemporary Argentina, the paper provides an original attempt to spatialise the concept of movement party.  相似文献

Abstract

Canada and the United States are two democracies on the North American continent sharing a common border, common British heritage, and for the most part a common language. At the same time, the two political systems abound with structural differences. Canadians, unlike voters in the U.S., cannot split their votes among various parties and candidates, and the single house Parliamentary system with tight party discipline renders an individual back-bench MP relatively powerless. The questions addressed by this article concern similarities and differences of Canadian and U.S. urban voters as they make electoral selections in these similar cultures and dissimilar, yet democratic, political systems. First, do social factors such as class, ethnicity, and religion provide similar bases for cleavage in Canada and the U.S.? Canadian society supposedly has a more easily defined class structure than the U.S. Does this difference carry over into the area of electoral choice? Do ethnicity and religion, as reported, differentiate party support in both countries? Second, individual factors such as the voter's party identification and impression of the party leaders (or presidential candidates) have been shown in the U.S. to be of dominant importance in predicting an individual's vote. What is the relative importance of these factors in determining voting choice in the two countries? The three-party Canadian context renders difficult any clear-cut comparisons to the two-party U.S., but useful avenues of speculation emerge. The NDP has a working-class base, but cannot attract the poor. Class does not significantly distinguish PC's and Liberals, the dominant parties, and on ethnicity and religion PC and NDP supporters bear a strong resemblance to each other. In the U.S. the expected associations obtain between Democratic vote and working class, Catholic religion, and foreign-born parentage. Party identification and attractiveness of the party leader, long recognized as important influences on voters in the U.S., seem from these data to play a similar role in Canada. Consequently, the individual electoral decision is dominated by more similarities than might be suggested from observing the differences in electoral and decision-making structures. Perhaps culture rather than political structure is dominant (within certain limits) in a voter's electoral decisions.  相似文献

This paper highlights the geographical contributions made to academic debate about democracy, representation and the role of the political party. It argues that while geographers have made important arguments in relation to the structure and operation of representative democracy, there is scope for paying greater attention to the internal spatial dynamics of the political party. A successful political party requires a balance between the national party machine and its local membership base. This paper draws on research to explore the way in which the British Labour Party sought to renew its local membership base by adopting community organising techniques and establishing a new arms-length organisation, Movement for Change (M4C), between 2010 and 2015. It uses this research material to highlight the importance of the internal balance of power within any political party, and the need for a multi-scalar approach to understanding the successful operation of any political party.  相似文献

Election to the Australian Senate under proportional voting and statewide quotas gives to minor parties of the political centre a chance to win parliamentary representation otherwise denied them in the single member constituency‐based House of Representatives. Focusing on the Australian Democrats, vote splitting in the context of ? consistently higher levels of support for the Democrats in the upper house provides some evidence of differences among sources of electoral support between House and Senate, but within a context of general similarity of voter behaviour. Findings support a view that, as a party of ‘concerns’ rather than ideology, with a highly unstable support base, the future of the Democrats as other than a focus for protest must remain in doubt.  相似文献

Huntingdon's ‘third wave’ of democracy came late to Africa, but five countries held general elections in 2004, providing an opportunity to reflect on degrees of democratic consolidation in the region. African political dynamics are considered in relation to the political and economic environment together with national, ethnic and regional identities and the way in which these may influence democratic consolidation. The electoral systems of the five countries are considered in relation to the dominant party effect. The course and outcomes of the five elections are examined in relation to indicators of participation and competition suggested by Lindberg. The latter's indicators of legitimacy are considered in relation to more detailed analysis of each election in its national context, paying attention to the influence of ethnic, regional and other divisions on outcomes, which are mapped. Major procedural flaws prevented democratic consolidation in Mozambique and hindered it in Malawi, where the party system also proved unstable. South Africa, Namibia and Botswana satisfied most of the criteria apart from turnover and provide convincing evidence of the institutionalisation and acceptance of democracy, albeit qualified by the continuing dominance of their governing parties. In all five countries the equation of democracy with socio-economic benefits threatens disillusionment in the face of poverty and inequality.  相似文献
