As the USA and Russia seek to reduce their nuclear arsenals en route to universal disarmament, they are hamstrung by the lack of a doctrinal basis for minimum deterrence. The cold war debate between Albert Wohlstetter and Patrick Blackett remains valid today. Though Wohlstetter's ideas, which produced large arsenals, remain influential, an examination of the history of nuclear rivalries shows that Blackett's thinking—offering security with more compact arsenals—is closer to reality. The minimalist doctrines and practices of China, India and, to a lesser extent, Pakistan offer useful lessons for the USA and Russia. But the Asian powers themselves need to iron out the inconsistencies in their thinking, which harbours elements of Wohlstetter's thought, if they are to be truly useful models that the bigger powers can emulate.  相似文献

In the four decades since Pakistan launched its nuclear weapons program, and especially in the fifteen years since the nuclear tests of 1998, a way of thinking and a related set of feelings about the bomb have taken hold among policy‐makers and the public in Pakistan. These include the ideas that the bomb can ensure Pakistan's security; resolve the long‐standing dispute with India over Kashmir in Pakistan's favour; help create a new national spirit; establish Pakistan as a leader among Islamic countries; and usher in a new stage in Pakistan's economic development. None of these hopes has come to pass, and in many ways Pakistan is much worse off than before it went nuclear. Yet the feelings about the bomb remain strong and it is these feelings that will have to be examined critically and be set aside if Pakistan is to move towards nuclear restraint and nuclear disarmament. This will require a measure of stability in a country beset by multiple insurgencies, the emergence of a peace movement able to launch a national debate on foreign policy and nuclear weapons, and greater international concern regarding the outcomes of nuclear arms racing in South Asia.  相似文献

The Chinese People’s Liberation Army (PLA) is in the midst of a sweeping reform programme to significantly transform its organisation, force posture, command and control structures, and internal politics. Among the many important aspects of this effort is the establishment of the PLA Rocket Force (PLARF). Creation of the PLARF solidified China’s missile forces as a critical element of China’s evolving strategic deterrent posture, portends continued significant investment in PLARF modernisation, and points to a more concerted effort to integrate PLARF capabilities into more effective PLA-wide joint operations—all key developments in the fundamental reshaping of China’s approach to strategic deterrence. These developments will affect U.S. strategic and extended deterrence postures, U.S.-China strategic stability, allied conventional force operations, information dominance and security, critical infrastructure, and other key aspects of national security. This study details the organisational, technological, and doctrinal changes afoot for the PLARF, and analyses how—if successful—they affect U.S. and U.S-allied military strategy in the Indo-Pacific region.  相似文献

India's nuclear breakout in 1998, foreshadowed as early as 1974, may have been understandable for reasons of global nuclear politics, a triangular regional equation between China, India and Pakistan, and domestic politics. Yet the utility of India's nuclear weapons remains questionable on many grounds. Nuclear deterrence is dubious in general and especially dubious in the subcontinent. Nuclear weapons are not usable as weapons of compellence or defence. They failed to stop the Pakistani incursion in Kargil in 1999 or the terrorist attack on Mumbai in 2008. They will not help India to shape the military calculations of likely enemies. And India's global status and profile will be determined far more crucially by its economic performance than nuclear weapons. Meanwhile, they do impose direct and opportunity costs economically, risk corrosion of democratic accountability, add to global concerns about nuclear terrorism, and have not helped the cause of global nuclear non‐proliferation and disarmament. Because the consequences of a limited regional war involving India could be catastrophic for the world, others have both the right and a responsibility to engage with the issue. For all these reasons, a denuclearized world that includes the destruction of India's nuclear stockpile would favourably affect the balance of India's security and other interests, national and international interests, and material interests and value goals.  相似文献

The ongoing international military withdrawal from Afghanistan has set the stage for energising the activities of Afghanistan's external stakeholders to re-evaluate their activities. The possible return of the Taliban in some form could compel Afghanistan's current external partners—Iran, India and Russia—to turn into limited spoilers. The absence of an international guarantor in Afghanistan from December 2014 is likely to encourage Pakistan—a greedy spoiler—to intensify its meddling as a means to reposition the Taliban—a total spoiler—at the helm of Afghan affairs. The combination of limited, greedy and total spoilers threatens to undermine security and state-building processes.  相似文献

ABSTRACT

This paper argues that even when India had posited its peaceful nuclear explosion (PNE) of May 1974 as a mark of resistance against a prejudiced nuclear order based upon the NPT, India's policies in the post-PNE period confirmed with many aspects of the emerging non-proliferation consensus. India's response was guided by two major factors. On one hand, were its long-held principles such as the right to peaceful uses of nuclear energy (including PNE's) and the right to nuclear technology cooperation for peaceful purposes. On the other hand, were the pragmatic policy choices it had to make as advanced nuclear states worked towards a stricter non-proliferation regime. In this struggle between India's principles and its necessities, India's nuclear behavior was guided much more by pragmatism rather than by its normative preferences. Yet, even when India made major compromises on its nuclear principles in private, in public India stuck to the rhetoric of its principled opposition to the NPT regime. These tensions between India's actual practice and its public policy are evident on three major non-proliferation issues: nuclear safeguards, export controls and the danger of nuclear proliferation in its neighborhood.  相似文献

Efforts to explore Pakistan's nuclear weapons options had been underway since 1972 alongside Pakistan's quest for nuclear energy. However, the American concerns about Pakistan developing a nuclear weapons capability did not surface until after the Indian test in May 1974. The Indian nuclear test marked the beginning of the nuclear disorder in South Asia and paved way for Pakistan's nuclearization. This article assesses US non-proliferation policy towards Pakistan under the Gerald Ford administration from 1974 to 1977. The administration attempted to curb Pakistan's latent proliferation potential by pressuring France and Pakistan to cancel their plutonium reprocessing agreement. Though it remained unsuccessful in its attempts to restrain Pakistan's nuclear development, the administration tried to develop a quid pro quo with Pakistan by pushing the country to choose military aid over bomb. Pakistan chose the bomb for it felt that US non-proliferation policy in South Asia was skewed in favor of India.  相似文献

Australia in 2006 reaffirmed its close relationship with the United States while deepening engagement with other major power partners, with further agreements concluded with China, cooperation extended with Japan, and the profile of ties with India enhanced. Australia continued to navigate through the sometimes sensitive relations among the major powers, amid additional pressures arising from North Korea's nuclear test. Tensions with Indonesia were followed by a new security agreement, though increased confidence was needed in the relationship at both official and public levels. Internal disorder in several southwest Pacific states challenged Australia's capacities to provide effective short and medium term responses. Involvements in Afghanistan and Iraq continued, with the latter situation particularly problematic. Growing demand for energy in the Asia–Pacific region directed further attention towards Australia's uranium resources, as climate change issues assumed a higher profile in domestic debate and multilateral activities.  相似文献

Pakistan's status as a nuclear power, which was made manifest when it carried out six nuclear tests in May 1998, came under renewed international scrutiny following the terrorist attacks on the United States in September 2001. Of most immediate concern was the security of Pakistan's nuclear arsenal, which was believed to be vulnerable to Muslim terrorist groups with close links to the al-Qaida organization, headed by Osama bin Laden. However, the international crisis centering on the 'war against terrorism' is bound to revive debate about Pakistan's involvement in the nuclear non-proliferation regime; the risks of a nuclear war between India and Pakistan over Kashmir; and the need for tighter curbs on the export of nuclear technology to politically volatile regions in the Muslim world. These debates are likely to be overshadowed by Pakistan's own perceptions of the danger it faces of a military threat from a nuclear-capable India; its aspirations as a regional power; and its desire to be recognized as 'first among equals' in the Muslim world community of nations. Any attempt to draw Pakistan into the non-proliferation regime and to persuade it to assume its responsibilities as a nuclear power will need to address these concerns. Ultimately, however, it will be for Pakistanis to decide how long they wish to subordinate their country's economic well being to the pursuit of a nuclear programme whose priorities are defined by an unaccountable military regime.  相似文献

This article examines an often overlooked but nevertheless important element of Canada’s Cold War-era development assistance policies—the export of nuclear reactors to the developing world. In particular, the focus is on societal responses to India’s explosion of an underground nuclear device in May 1974, an accomplishment made possible in part through the export of Canada’s nuclear expertise, technology, and material. India’s entrance into the nuclear club sparked an intense and wide-ranging debate in Canadian society concerning the nature of Canada’s development and foreign policies, and more specifically, the types of policies that would enable the country to fulfill its main international purpose as a middle power—contributing to conditions of international peace and security. The protracted debate which involved not only politicians but many civil society actors revealed stark divisions among Canadians centered on the extent to which nuclear reactor exports served Canadian national interests.  相似文献

William Walker's article, ‘Nuclear enlightenment and counter‐enlightenment’, raises fundamental questions about the history of efforts to construct order in international politics in relation to nuclear arms and weapons‐related capabilities. However, Walker's ‘enlightenment’ and ‘counter‐enlightenment’ tropes are clumsy and unsatisfactory tools for analysing contemporary policies concerning nuclear deterrence, non‐proliferation and disarmament. Walker holds that in the 1960s and 1970s most of the governments of the world came together in pursuit of ‘a grand enlightenment project’. This thesis cannot withstand empirical scrutiny with regard to its three main themes—a supposed US‐Soviet consensus on doctrines of stabilizing nuclear deterrence through mutual vulnerability, a notion that the NPT derived from ‘concerted efforts to construct an international nuclear order meriting that title’, and the view that the NPT embodied a commitment to achieve nuclear disarmament. Walker's criticisms of US nuclear policies since the late 1990s are in several cases overstated or ill‐founded. Walker also exaggerates the potential influence of the United States over the policies of other countries. It is partly for this reason that the challenges at hand—both analytical and practical—are more complicated and dif cult than his article implies. His work nonetheless has the great merit of raising fundamental questions about international political order.  相似文献

India's and Pakistan's nuclear tests have dismayed the international community. However, they can be seen as a culmination of the deterioration of international nuclear relations that has taken place since the mid-1990s. The author examines the reasons for this deterioration which he finds in US–Russian relations, the Middle East and South Asia, in disputes over arms control objectives, and in normative and procedural dilemmas that emerged as the number of countries with nuclear weapon programmes was reduced to a 'hard core' of eight states. This discussion provides the background for an assessment of the consequences of the actions of India and Pakistan. Despite the dangers, the author stresses the opportunities that could lie ahead. If key states act positively and cooperatively, the climate and processes of nuclear arms control could be transformed.  相似文献

The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post‐Cold War ‘unipolar moment’ of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the ‘BRICs’—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states’ strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post‐2001 British strategy.  相似文献

China and Pakistan share what is widely known as an ‘all weather friendship’. The historical roots of this friendship can be traced to 1963, when the two countries entered into a border agreement that divided territory in Pakistan-administered Kashmir. Since then, China has provided missile and nuclear technology to Pakistan. It has limited the potential for escalation in the time of war between India and Pakistan and is the largest economic investor in Pakistan. The benefits of this friendship for Pakistan are clear. Yet, there is little detail on what led to the making of the ‘all weather friendship’. This article provides a detailed account of Sino–Pakistani relations between 1949 and 1963. It argues that whilst the 1963 agreement led to a turning point, the Pakistani establishment – military and civilian – sought to engage China since 1949. They did so to create strategic options for themselves in the event that the US and the UK – Pakistan's main allies following independence – limited or worse, ended their support for Pakistan in its troubled relations with India. This article is based on primary sources available in the US, Britain, as well as recently declassified and hitherto unused papers in India.  相似文献

During the third quarter of 2009, there was a spate of reports in the news media and on the Internet accusing Burma and North Korea of engaging in a range of activities that potentially threatened regional security. It was claimed that the Naypyidaw regime had developed a close relationship with Pyongyang that included North Korea's sale to Burma of conventional weapons, assistance in the development of Burma's defence infrastructure and arms industries, and even collaboration on a nuclear weapons program. Given the lack of hard evidence, however, these reports raised more questions than they answered. Burma's nuclear status remains unknown. Another puzzle is why no government or international organisation has yet made an official statement on this particular issue, despite all the publicity it has attracted. Should it be determined that Burma does indeed have a secret nuclear weapons program, then a key question would be whether the generals are likely to be any more receptive to international concerns than they have been in the past, on other issues.  相似文献

Because most of the world's proliferators have used the Nuclear Non‐proliferation Treaty's (NPT) call on nations to ‘share the benefits of the applications of peaceful nuclear energy’ to help justify their nuclear activities, it is unclear just how much any proliferator ultimately has been restrained by these rules. This needs to change but is unlikely, unless the NPT's qualifications on the right to ‘peaceful’ nuclear energy are read in a much more restrictive fashion to only authorize nuclear projects that are clearly beneficial economically and that truly can be safeguarded against diversion to make bombs. In this regard, our best hope is that, as nations consider how to prevent global warming, they might adopt clear economic guidelines that would compel all energy projects—both nuclear and non‐nuclear—to compete economically against one another on a much more level playing field. This would make dangerous, uneconomical nuclear projects far less likely to be pursued, and a centering of the world's security on a proper reading of the NPT much more likely and sustainable. Indeed, unless economic discipline of this sort is attempted internationally, it is quite likely that the continued implementation of the current egregious view of the NPT will only serve to accelerate nuclear proliferation more rapidly than if there was no NPT at all.  相似文献

Independence in the case of British India occurred at relatively short notice in August 1947, but tying up the loose ends of empire stretched over years. Under these circumstances, the realignment of subjecthood and citizenship necessitated by decolonisation was protracted, and raised complex questions about identity in both the new states of India and Pakistan and the former imperial power itself. This article thus takes as its focus the drawn-out process of disengagement that followed formal independence in relation to one case study: the various ways in which Britain sought to square the working of its 1948 Nationality Act with Indian and Pakistani citizenship legislation that took shape in the 1950s. India and Pakistan faced the common challenge of establishing who now belonged within their new borders. Britain likewise was forced to recalibrate its ideas about nationality and think afresh about the rights of its subjects in view of the new sets of relationships that now linked colonies, old dominions and the ‘mother country’ within the Commonwealth. In practice, applying the 1948 Act's provisions in relation to India and Pakistan became infused with anxieties about ‘race’, which surfaced repeatedly as British officials in London, Delhi, Karachi and consulates around the world sought to manage its operation to suit British interests.  相似文献

A noted specialist on India's energy security reviews the range of energy-related issues that will have a bearing on that country's ability to sustain the high current rates of economic growth and development into the future. Focusing on the construction of London's West India Docks in 1802, I argue that this project established a feedback loop with conditions of production in the Caribbean. Through an analysis of committee minutes, letters, parliamentary papers and visual art, I move beyond economic accounts of slavery's impact to demonstrate how geographies of security and surveillance—first developed on the sugar plantation—were imported into the design and function of London's port. As such, I argue that London's docks produced a geography of segregation which offers a unique insight into the workings of racial capitalism and its exploitation of group-differentiated vulnerabilities. Positioning my discussion alongside London's contemporary landscape, I excavate Britain's repressed memories of slavery to illustrate how they still scar the urban environment.  相似文献

The purpose of this paper is to put into an appropriate theoretical frame the rural development issues in enlarging Europe and to analyse the rural development perspectives in the European Union (EU) accession countries. Based on comparisons of developments in the Common Agricultural Policy (CAP) and features of the rural areas in incumbent EU member states with the status of the rural sectors in accession countries, implications for the future of CAP are discussed. It is argued that despite coming from different development doctrines, the dominant rural sector—agriculture—in both eastern and western Europe is similarly characterized by dual structure. Thus, emphasis on rural development structural policies currently being promoted by the reforming CAP can be fruitful in both new and incumbent member states.  相似文献
