Vulnerability to climate change hazards and risks: crop and flood insurance   总被引:2,自引:0,他引:2  
This paper reviews the widely used concepts of risk and vulnerability as they relate to climate and weather hazards, re‐conceptualizes these terms in the context of climate change and illustrates this development using crop and flood insurance as examples. Government subsidization of insurance against risks associated with adverse climatic conditions and weather events, such as flood damage and crop loss, may lead to individual decisions that actually increase the susceptibility of people, property and economic activities to those risks. The processes that give rise to this phenomenon are important in understanding the vulnerability of human populations to climate change. In many regions, existing conditions that give rise to flooding or crop failure are likely to be exacerbated by climate change over coming decades. In the climate change field, vulnerability has been conceptualised as a function of exposure to risk and as an ability to adapt to the effects. In this context, crop and flood insurance are possible adaptive measures. This treatment of vulnerability compares with similar concepts in insurance and risk management whereby events that cause loss are known as perils, and physical conditions, such as climate change, that increase the likelihood of a peril occurring, are known as physical hazards. Human behaviour that increases the exposure of individuals to potential perils is known as morale hazard or moral hazard, depending on the intentions of the person. Vulnerability consequently becomes a function of hazard and responses taken to reduce risk. Examples of crop and flood insurance programs from Canada, New Zealand and the U.S. are used to show how subsidized insurance might create a morale hazard in addition to physical hazards such as short‐term weather events and long‐term climate change, resulting in a higher level of vulnerability than would otherwise exist. These findings demonstrate that human behaviour affects the formation of both exposure and adaptive capacity in the context of vulnerability to climate change. Responses taken to increase adaptive capacity may in some cases be offset by individual behaviour that increases exposure.  相似文献

ABSTRACT

Seismic risk depends on three factors: seismic hazard, exposure of assets and communities, and vulnerability—physical and social. Whereas hazard and exposure are harder to act upon, vulnerability can be significantly reduced, if properly characterized for each asset, population, or society in general. This article assesses the social vulnerability and resilience level of the city of Nablus, an important urban center in Palestine. The region, considerably exposed to seismic hazard, features, from the in-built view point, very recent or very old historical buildings, without seismic design provisions. On the socio-economic side, the well-known political conflicts and societal challenges are key vulnerability factors. The method employed was based on Social Vulnerability Indicators (SoVI) extracted from census data, integrated with the more recent SCORECARD approach, which was applied to the urban community of Nablus. The goal was both to obtain an overall vulnerability score for the city and to characterize internal differences among its main areas, connected to its historical urban expansion and patterns. The results show that both physical and social vulnerability can be related and that the city development patterns can mirror the relative social vulnerability.  相似文献

This article examines the reactions of Finnish cultural policy to the neoliberal turn in its societal environment. The analysis of cultural policy documents in 1990–2010 concentrates on three particular elements of societal change: the reforms in public management, the reorientations in international relations and the paradigm of immaterial production. It is argued here that besides the mythical democratic pluralism of the Nordic welfare states, cultural policy treats newcomers to the political arena selectively. Consequently, the system, constructed originally for protecting free artistic expression and equal distribution of cultural possibilities, has been in the front line of political market orientation in Finland. The orientation is modelled rhetorically after the ideas of cultural pluralism and economic efficiency; in practice, the fight has been a technocratic one between different notions of governmental responsibilities. This mechanism stresses formal procedures at the expense of ad hoc negotiations, leading to a centralised market orientation.  相似文献

The failures associated with the Hurricane Katrina response call attention to the challenges of, and the need to better understand disaster management practices in the United States. This article reviews several recent contributions to the field of disaster research and considers four key issues: the concept of disaster vulnerability, how individuals respond to hazard risks, challenges associated with effective hazard mitigation, and the idea of policy learning in the area of disasters. Beyond a review of these aspects of disaster management, future directions in disaster research is discussed.  相似文献

ABSTRACT

The 2010–2011 Canterbury earthquake sequence provided extensive evidence of the significant seismic vulnerability of New Zealand unreinforced masonry (URM) churches. Given the high seismicity of the country, the exposure of human lives and the societal significance of ecclesiastic buildings, for both historical and religious reasons, the reduction in seismic vulnerability of this building type is of primary importance. By analyzing the seismic performance of a sample of 80 affected buildings, regression models correlating mean damage levels against ground-motion parameters were developed for observed collapse mechanisms, accounting for vulnerability modifiers whose influence was estimated via statistical procedures. Considering the homogeneity of New Zealand URM churches, the vulnerability models developed for the Canterbury region were extended to the whole country inventory, and a synthetic index was proposed to summarise damage related to several mechanisms. Territorial scale assessment of the seismic vulnerability of churches can assist emergency management efforts and facilitate the identification of priorities for more in-depth analysis of individual buildings. After proper calibration, the proposed approach can be applied to other countries with similar building heritage.  相似文献

Urbanization and re-urbanization continually alter spatial patterns of social disadvantage and hazard exposure, which in turn affect social vulnerability. The current study explores vulnerability to hazards in Greater Vancouver over a 15-year period (1986 to 2001). Results illustrate how social disadvantage is multi-dimensional and emerges from the social geography of a city. The study illustrates the speed with which both the structure and spatial patterns of social disadvantage can change in cities experiencing rapid growth or redevelopment. The study also suggests that Greater Vancouver does not display consistent patterns of minority- or income-based environmental inequity in hazard exposure, which raises questions about the role of various policies in ameliorating vulnerability to natural and technological hazards .  相似文献

Internationalization of geography in higher education comes in many guises. This paper discusses some of these, with particular attention to curriculum development and transfer. The context is Bangladesh and a case study is presented of a link programme between three higher education institutions in that country and one in the UK. The British Council funded project INSPIRE provided funding and organizational support for a project that lasted 4 years and enabled 22 staff visits from Bangladesh to the UK and 6 in the other direction. As a result, curricula of 43 teaching modules in the general area of environmental hazard and risk, environmental change and climate change have been initiated or revised. While this type of transnational knowledge transfer has its drawbacks, we argue that there are specific circumstances in which it can work.  相似文献

This article focuses on natural, institutional, and human factors threatening archaeological sites. A methodology is developed for assessing risks to multiple assets on a territorial scale. The methodology consists of hazard assessment, vulnerability assessment, and risk assessment. Hazard assessment involves identifying hazard exposure areas and measuring the frequency and intensity of each hazard. Vulnerability assessment incorporates examining physical, managerial, and contextual vulnerabilities of structures and remains. Geographical information systems are utilised for producing hazard, vulnerability, and risk maps. An overall picture of risks for an entire territory allows decision-makers to make informed decisions at an upstream level to limit further degradation and ensure the preservation of archaeological assets. The methodology was tested by conducting a comprehensive study in ?zmir (Turkey), where 229 archaeological sites located in 21 metropolitan districts were studied. The proposed approach provides the promise of applicability across a range of historic environments.  相似文献

This article systematically reviews and synthesises academic, peer‐reviewed literature to assess the state of knowledge concerning socio‐economic vulnerability to climate change impacts and environmental hazards in New South Wales and Queensland, Australia. It focuses upon empirical research that identifies socio‐economic factors associated with vulnerable subpopulations. Using systematic review methods, 35 articles met the inclusion criteria. These articles are analysed according to their general characteristics, the methods used, and the factors reported to be associated with socio‐economic vulnerability. This body of evidence reveals that (1) the majority of the knowledge about socio‐economic vulnerability in New South Wales and Queensland has only recently emerged; (2) more knowledge has been published about Queensland; and (3) extreme temperature is the most researched environmental hazard. Despite increased research activity over time, the number of factors repeatedly demonstrated to influence socio‐economic vulnerability is small. Age, gender, place of residence, and pre‐existing illness were the most commonly reported factors, although the influence of these factors upon socio‐economic vulnerability is complex. There is scope to extend the empirical research base across a broader range of climate‐related hazards and to better link findings from the domains of climate change vulnerability and population health.  相似文献

Crisis and economic reforms have changed the status of intellectuals and their relations with dominant élites and policy makers. Because of the technical and ideological nature of these reforms, policy makers have tended to rely on intellectuals as opposed to bureaucrats to shape the agenda of change. This has converted a large number of intellectuals into technocrats and undermined the fabric of academic life in universities. Nowhere is this more pronounced than in developing countries with a large middle class and an economic or financial base that ensures some degree of independence from the multilateral financial institutions. Understanding the success or failure of economic reforms in developing countries requires some analysis of the complex relations between technocrats and political leaders and the societal constraints both sets of actors face. This article explores these issues in the context of Nigeria, whose academic community, bureaucrats and professionals grew in leaps and bounds in the 1970s, following an oil-induced boom. The crisis of the 1980s led to attempts at economic reform and a highly programmed strategy of political change in which academics played a leading role. The article examines the effectiveness of intellectuals in government, and compares the Nigeria case with technocratic experiments in Ghana, Botswana and Côte d?Ivoire.  相似文献

Sustainable flood risk management in Scotland is underpinned by the Flood Risk Management (Scotland) Act 2009. Effective delivery of actions to reduce the adverse impact of flooding are dependent on a collaborative approach by Responsible Authorities and a common understanding of flood hazard and risk. Over the last few decades, flood hazard maps have established a prominent role as essential tools in supporting effective flood risk management. They have developed as a result of improved national datasets and advances in computer processing. Improvements in modelling confidence and in the spatial representation of hazard and risk-inform confident actions set out in Flood Risk Management Strategies that coordinate actions supporting adaptation to future hazard conditions. The continued development of the accurate spatial representation of flood hazard and risk is an essential component of enhancing resilience in the face of future climate change.  相似文献

Consideration of aesthetic values in resource and environmental management in North America emerged in the 1960s. It soon became enshrined as 'visual resource management', which emphasized a singular visual notion of aesthetics and an expert‐based approach to assessment. This paper challenges this dominant view. An empirical research study is presented in which a broader conceptualization of the landscape aesthetic and a participatory methodology for assessment were developed and used to explore the landscape experiences of inhabitants of the Cariboo region of British Columbia. Themes, categories and ideas of landscape experience grounded in participant perspectives revealed a richness of landscape and can be seen as an opportunity to supplement and enrich current landscape assessment and 'visual' management. More importantly, this conceptual and methodological reorientation in understanding landscape aesthetic sensibilities both reflects and supports the shift in current thinking within resource and environmental management more generally, from technocratic, state‐centred, expert‐based approaches to locally responsive (place‐based), participatory and inclusive approaches for dealing with environmental concerns and resource‐development issues .  相似文献

ABSTRACT

Research on Yellow River flooding and on its governance has always been an important focus on the history of water conservancy in China. In recent years, scholars have reflected on this topic and provided in-depth empirical discussions that reveal the multiple and complex relationships of water management to the state, region, and people. Jia Guojing’s latest research on Yellow River governance during the Qing dynasty is an outstanding example. Based on the intricate relationship between water conservancy projects, local society, and state power, the present article summarizes and evaluates Jia Guojing’s research in the context of China’s “water management history” as conceived using Wittfogel’s Oriental Despotism as a point of departure. In doing so, it points out the long-existing issues in the history of China’s water conservancy and brings in as well those from abroad. While the cancellation of a number of high‐profile loans because of corruption concerns has made headline news, the World Bank's principal approach to poorly governed countries is lending in order to support reforms. Although designed to be an apolitical technocratic development financier, increasingly the Bank has focused its attention and resources on promoting good governance in its borrowers. Bank lawyers and presidents have attempted to hive of apolitical aspects of governance by arguing a distinction between the rule of law and the political character of government, but this distinction is illusory. The Bank's inability to address the political embeddedness of poor governance in neo‐patrimonial governments skews risk assessments and impedes the formation of effective strategies. Reform of the charter would not eliminate the Bank's bureaucratic and political constraints.  相似文献

In theory everyone has the right to health. However, in reality many low income households are unable to fully access health services and therefore cannot fully claim their rights. Recently, in an attempt to overcome these limitations, health reforms in Chile under the Plan AUGE have proposed a series of legal entitlements to health care that are available to everyone regardless of income level. While this is an important starting point in ensuring more universal access to health, the process has raised a number of important issues, particularly on how these entitlements have been defined and how far they will be able to transform (gender) inequalities within the health system. Looking at this from a gender perspective enables us to see that despite the shift from a health care system based on redistributive rights towards one based on the right of recognition, certain sectors of the population remain excluded. Decision‐making processes have remained technocratic, and women's groups have been marginalized from the debate around the reform. Moreover, health policy makers continue to ignore the role of the unpaid care economy in health care provision. The current reform has served to reinforce the gender roles around health care.  相似文献

Abstract: Adopting a historical materialist position, this article looks at new methods deployed to expand processes of accumulation and the impact that this has at different scales. Focusing upon the Baku–Tbilisi–Ceyhan (BTC) oil pipeline (traversing Azerbaijan, Georgia and Turkey), the article pays particular attention to the technocratic tools of “social neoliberalism” and corporate social responsibility, which variously incorporate environmental and social impact assessments, community investment programmes and voluntary codes of conduct. While such approaches seek to relegitimise the efforts of capital and its assistants and mitigate their risks, the assessment below details how these approaches actually assist in facilitating an increase in risk for many people. The article begins by looking at the accumulation drive pushing BTC and then provides an account of how new approaches to pipeline governance have both emerged and been incorporated into the project. The article then details what it is that these approaches have actually facilitated at four scales—the local, the national, the regional and the supra‐regional.  相似文献

ABSTRACT

Childhood vulnerability attracts more societal and scholarly attention than child resilience. This article presents experiences of some Zimbabwean Unaccompanied Minors (ZUMs) in South Africa as an example of children who adapt to living as migrant minors separated from their parents. Using life history and aspiration interviews with eighteen ZUMs, we explore their coping strategies to test theoretical perceptions about childhood vulnerability and expand knowledge of how they are being affirmed and/or challenged. With research conducted in Makhado (Louis Trichardt), a non-border town in South Africa, the article highlights the nuances of ZUMs living in-shelter with catered needs versus ZUMs living out-of-shelter and fending for themselves. The interconnected effects of this on the children’s agency, vulnerability and resilience, now and potentially in future are also explored. In engaging the philosophy that some childhoods are inherently difficult, the study confirms that some ZUMs cope successfully despite being caught-up in tensions between structure-agency and vulnerability-resilience. The coping strategies of ZUMs reinforced some forms of vulnerability, while they camouflaged or silenced others. This cautions against the adoption of uncritical, or generic views about children’s agency and capabilities. The study concludes that individual and societal context matter greatly in discourses about child agency, vulnerability and resilience.  相似文献

The management of urban stormwater and flooding is challenging, particularly within older, post‐industrial urban environments where infrastructure, housing and businesses already operate. The urban environment constrains opportunities for the development and integration of new approaches to drainage management, particularly the use of sustainable drainage systems (SuDS). These issues are investigated through a case study of Glasgow. The northeast of the city suffered significant urban flooding in July 2002 following an intense con‐vective summer storm. This event overloaded the urban drainage system, which was heavily integrated and led to the back flow of foul water into streets and homes. This study examines the response to this event and the construction of an integrated drainage management plan for the city, the Glasgow Strategic Drainage Plan (GSDP), which includes greater use of SuDS in tackling the city's capacity problems. Reflecting on the interdisciplinary nature of urban drainage management, this study adopts a social science method, undertaking semi‐structured interviews with key actors involved in producing the GSDP.  相似文献

ABSTRACT

The vulnerability index and capacity spectrum-based methods used to assess the expected physical damage in dwellings are revisited, and their main advantages and shortcomings are analyzed and discussed. Then, a vulnerability index-based method is used to assess the expected damage in the oldest district of Barcelona, Spain. The risk analysis is performed for earthquake scenarios defined by macroseismic intensities of V, V-VI, VI, VI-VII, and VII to design seismic emergency plans. According to the Spanish Seismic Code, the basic peak ground acceleration for a 475-year return period is 0.04 g, which corresponds to an intensity of VI. Thus, the expected physical damage is quantified and its impact on population and other quantities, such as debris and economic cost, are studied. In spite of the low-to-moderate seismic hazard in Barcelona, the results show that the risk is high, due to the high exposure and vulnerability of the built environment.  相似文献

In the current era of globalization, manufacturing decline and place marketing, many cities have turned to culture as a favoured means of gaining competitive advantage. The European Capital of Culture (ECOC) programme has been a significant catalyst for culture-led regeneration. In 2008 the ECOC title will be held by a UK city, and in 2000 the UK government launched a major competition to decide the nomination. This article reports on a study of three of the cities that participated in the competition: Liverpool, Cardiff and Bristol. The main aim of the study was to explore how far the Capital of Culture process in the UK had led to fresh thinking on what culture can do for a city. The paper has three main sections. First, it gives a brief account of the background of the ECOC programme and briefly reviews evidence on the impacts of the programme to date. Second, it outlines the process that was used to decide the UK nomination. It then looks in more detail at the experience of the three case study cities, examining in particular the discourses of culture and the city that seem to be at work in their ECOC bids.  相似文献
