An enduring concern within Australian rural geography has been to understand the nature and implications of change. Much of the intellectual effort has been focused on interpreting how rural economies, populations, social institutions, cultures, and land uses have been transformed through processes operating across a range of spatial and temporal scales. This paper offers a critical appraisal of recent rural research in Australia and how this body of work has attempted to make sense of change. It argues that despite an ongoing focus on the nature of change, it is often reduced to a relatively simple historical narrative. We suggest that some of the emerging ideas in ‘evolutionary economic geography’ might offer an alternative means of conceptualising the trajectories of rural economies, institutions, and communities. The paper outlines the contours of evolutionary economic geography and the ways in which some of its key conceptual foundations might offer a means of understanding not only rural change, but also continuity. 相似文献

Few attempts have been made to consider the role of individual activities in path dependence. The purpose of this paper is to analyse how local entrepreneurial activities can lead to a break in the cognitive local path. The theoretical framework rests on the literature on path dependence, but focuses mainly on cognitive frames as carriers of path‐dependent behaviour. A qualitative case study has been used to analyse the formation and breaking of a local cognitive path through individual activities. Four main conclusions can be drawn. First, cognitive paradigms explain why the degree of adaptability differs between locations. Second, external shocks are translated to local change through individual activities. Third, acknowledging cognitive barriers to individual behaviour, the important role of outsiders is highlighted for breaking the cognitive path. Fourth, the long durability of cognitive paradigms and the importance of outsiders suggest the emergence of a parallel, alternative cognitive path. 相似文献

AbstractWith international arrivals surpassing 1.5 billion for the first time in 2019 the long-term evolution of tourism demonstrates prolific path dependence with a decade of growth since the global financial crisis. This latest period of unfettered international tourism development has come to an abrupt end as the impact of COVID-19 has brought the sector to a near standstill. As the world grapples with the realities of the global pandemic there is an opportunity to rethink exactly what tourism will look like for the decades ahead. Key concepts in evolutionary economic geography, especially path dependence/creation and institutional inertia/innovation, show variations in pathways for travel and tourism in a COVID-19 world. A path that leads to transformation in tourism can be realized if sufficient institutional innovation occurs on both the demand and supply side of tourism that can foster the emergence of new paths. COVID-19 presents a once in a generation opportunity where the institutional pump is primed for transformation. Whether that leads to a radical transformation of the tourism sector remains to be seen, but the imprint it will leave on both the demand and supply of tourism will have long-term, incremental impacts for years to come and ultimately move us closer towards the transformation of tourism. 相似文献

This paper reviews ‘Antipodean’ rural geography research published over the period 2012–2014 inclusive. A broad, inclusive stance was adopted to what should be regarded as Antipodean rural geography. Key publication outlets were identified and scanned for what were deemed to be relevant paper titles and abstracts, then the institutional and disciplinary affiliations of authors, bearing in mind a general concern for ‘rural issues’. The review concentrates on the prominent themes of the recent mining boom and its externalities, new perspectives on agrarian and regional development, and population issues. Australasian rural geographers have not only become adept at ‘writing back’ to the centre but have played leading roles in the intellectual development of the sub‐discipline and cognate areas (e.g. rural sociology). Indeed, at least in the short period covered by this review and in the admittedly selective scope of that survey, Australian and New Zealand rural geographers have been at the forefront in advancing the sub‐discipline internationally. In doing so, they have not only placed the discussion of Australasian rural issues within a global context but have further refined the philosophical and conceptual approaches and tools used. In important respects, then, Australasian rural geographers are very much at the core of the international project of contemporary rural geography. Moreover, they have made – and continue to make – important contributions to the broader discipline of human geography. 相似文献

Industrial policy, as one of the most potent weapons employed by governments, is recommended to adhere to the principles of high relatedness and high economic complexity, which can minimize risks and maximize returns. However, this approach may not be optimal in developing countries with poor industrial bases, limited innovative capabilities and weak institutional frameworks. Based on relatedness and economic complexity, this study illustrates the evolution paths of industrial policy in China and identifies underlying influencing factors deciding the patterns of policymaking. Different from developed countries, it takes several steps for developing countries to reach the final target, the smart specialization approach, instead of one-step jumping. Moreover, industrial policy is not always the panacea, and the effects of industrial policy vary depending on local contexts. In sum, this study extends research towards the complex co-evolution process of policy and industries in developing countries and provides more insights for policymaking. 相似文献

Studies of agglomerations and clusters in economic geography anticipate strong interdependency between firms and places. However, despite the extensive literature, we lack a coherent micro‐theoretical foundation. The relationship between the rationales and practices of firms remains somewhat unspecified. In this article, we analyse the diversity of rationales and practices in a firm–place nexus. Possible rationales for firm practice are outlined, examining the assumptions of three, main theoretical perspectives in economic geography. This microeconomic approach is applied through an analysis of the two key firms in the Lillehammer skiing industry cluster in Norway. The study contributes to a more nuanced understanding of how the agency of firms influence and are influenced by co‐location. 相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities. 相似文献

This response to Ganghof, Sebastian Eppner and Alexander Pörschke’s (GEP’s) challenging new account of government systems focuses on the extent to which their typology and arguments forces a reassessment of executive-legislature relations in Australia and particularly in New South Wales. First, I identify when and how different Australian governments might be claimed to have adopted their ‘semi-parliamentary’ model. Second, I question their claim that NSW constitutes an ‘ideal type’ case of semi-parliamentarism. Third, I explore the expectations of leading politicians in the 1970s about what would change following the reforms to the NSW Legislative Council (NSW LC), which in GEP’s terms shifted NSW from a parliamentary to a semi-parliamentary system. While the reforms were controversial, they were not seen as shifting NSW from parliamentary politics to some other type of government system. Fourth, I briefly explore the patterns of increased legislative activity and executive scrutiny exercised by the NSW LC after 1978, arguing that they are consistent with GEP’s concept of semi-parliamentarism. I conclude that semi-parliamentarism in NSW has been an accidental, unconscious development. 相似文献

The literature on global and world cities points towards a growing concentration of advanced producer services (APS) firms in a restricted number of cities, who execute strategic command and control functions over globalised capitalism. However, relatively little attention has been paid to how APS are located within such cities. We argue that APS locations within cities are related to two partly independent processes: localisation economies and centralisation dynamics, which result in patterns of concentration and centrality superimposed on socio-historical constructions of urban space. Utilising data from a national company register, we analyse the local insertion of APS firms in the Brussels’ metropolitan area in light of these two processes. The outcome reveals that only some of Brussels’ APS firms are concentrated and central, which we suggest to be the most strategic and internationalised APS functions. 相似文献

ABSTRACTBuilding on recent evolutionary thinking, this paper focuses on inter-industry differences in the receptiveness of firms to inflows of skills from different domains of the external economy. The empirical analysis of innovation performance finds that firms’ dependences on recruiting outside their own industry domains were inversely related to the vibrancy of knowledge dynamics within them. Moreover, inflow distances that are ‘optimal’ from the perspective of learning are closer to manufacturing firms’ own industry domains, than they are to the domains of services firms. As a result, only low-tech manufacturing and technology-intensive services firms exhibit the receptiveness to inflows from ‘related’ industries found in prior evolutionary research. Firms in high-tech manufacturing, by contrast, capture strong learning benefits from intra-sectoral mobility flows, whereas firms in traditional professional services depend on skills developed outside their own industry domains. Implications for the theory, empirics and policy relevance of evolutionary economic geography are discussed. 相似文献

Who does the work in sustainable households? A time and gender analysis in New South Wales,Australia

Households in the affluent West have become an important target of government and NGO campaigns to encourage more environmentally sustainable behaviours, but there has been little research into the gender implications of such policies. This article investigates the role of gender and time in the sustainability practices of six heterosexual households with young children, committed participants in the Sustainable Illawarra Super Challenge programme in 2009. Women spent more total time on sustainable practices, and did so more often. Men's contributions related mostly to gardening and transport, in longer blocks of time. In these households, sustainability became a highly gendered practice because of the different roles in homemaking. Women resisted constructions of themselves as being closer to nature, and shouldered expectations of sustainability as part of their roles as mothers and household managers. They experienced time as overlapping and fragmented, with no distinction between work and leisure. Men contributed to sustainable practices mainly through activities understood as leisure, in longer blocks of time. Our temporality lens also illustrates the gendered ways that old practices become deroutinised and new practices reroutinised. While men were often responsible for the labour and upfront time required to start or research a project, the responsibility of everyday implementation and habit-changing commonly fell to women. These findings illustrate how gendered analyses help identify both opportunities for, and constraints against, change towards sustainability. Opportunities include the strong connections between both mothers' and fathers' understanding of good parenting and the importance they attach to household sustainability. Constraints include the temporal challenges faced by households, and how these interact with wider structural and labour roles. 相似文献

This paper analyses new firm formation in the Amsterdam restaurant industry, on the basis of an in‐depth research of 37 new restaurants, through the lens of the theory of evolutionary economic geography. The findings show that restaurateur‐chefs largely replicate the kitchen of their parent firms whereas restaurateur‐managers can more easily switch to a different type of kitchen. It means that replication of individual knowledge and skills are more important than replication of routines. Restaurateurs who came from other related industries did not bring something special from their former jobs in their restaurants. In addition, new restaurants benefit differently from extra‐firm relations (with respect to attracting capital, monitoring other restaurants, finding chefs and cooks, relations with suppliers and media) during their start‐up process and thereafter. Those extra‐firm relations are found at the local, national, and global scale. 相似文献

The National (Country) Party, traditional beneficiary of a countrymindedness ethos in rural and regional Australia, suffered a significant electoral setback at the 1998 federal election from a new conservative force in Australian politics, the One Nation Party. One Nation has been characterised as the party of the ‘old’ Australia, those least able to cope with the pace of recent social and economic changes, rationalisation and centralisation of services and the exodus of people from rural and regional areas. Such a characterisation is supported by findings from this study of the geography of voting and the social correlates of One Nation's support base in the Farrer electoral division in south‐western New South Wales. 相似文献

Reindustrialization has become a major political objective in the European Union. This paper provides three urban case studies on reindustrialization pathways and experiences during the global economic crisis to reveal the specificities of place-based approaches on the local level despite common policies on EU, federal and state levels. Moreover, the evolutionary perspective on reindustrialization and economic resilience shows the importance of adaptive capabilities on the local level, although the sources for these capabilities differ according to context- and place-specific structures. 相似文献

In recent years, economic resilience has become a popular term in both theory and policy practice. This interest was triggered by the fact that some regional economies were extremely vulnerable, while others have managed to overcome, more or less effectively, the worse consequences of the current economic crisis. Within this context, questions arise regarding the role that policies at both the national and subnational levels can play in shaping regional economic resilience. Although high in the academic and political agenda, understanding the policy and governance aspects of resilience still remains a relatively underdeveloped area. The paper contributes to this debate focusing on an area which has been most severely hit by crises, the Region of West Macedonia, in Greece. The case study builds on the historical trajectory of the region in order to explain how different types of policies have influenced the ability of West Macedonia to respond to economic slumps and crises of the last 30 years. Evidence suggests that national protectionist policies largely explain not only resilience of the region against previous crises, but also its vulnerability towards the still ongoing economic crisis. 相似文献
