东部企业进入西部地区投资、兼并,是实现东西部地区协调发展的主要方式。对于东部地区来讲,企业的对外投资和兼并可以加快丧失优势产业的退出、产业结构升级,以及进一步增强企业的竞争能力。对于西部来讲,则有助于使潜在的优势转化为产业优势和经济优势,并使现有资产得到充分有效利用。同时东部企业这种跨地区投资、兼并行为,能够使东西部地区的优势都能得到发挥,并有利于我国地区结构的调整和优化。  相似文献

ABSTRACT In a recent study, Holmes and Stevens (2002) identify for the first time the positive relationship that exists between establishment scale and local industry concentration using a large cross‐sectional plant‐level data set for the United States. Using an exhaustive plant‐level panel data set for Irish manufacturing covering nearly three decades, we are able to extend their analysis in two ways. First, we show that failing to control for fixed effects biases the relationship upward, although the essence of the result still remains after fixed effects are included. Second, the link is substantially weaker when plants locate for the first time in an area, but strengthens with age for those that survive in the long run. We link our results to recent contributions on the dynamics of geographic concentration.  相似文献

This article explores the discourse of development in southern Belize, and the appropriateness of post‐development ideas to understand its effects. It investigates a prevailing notion in development texts from the region that population pressure represents an environmental threat, an odd image for a country with so few inhabitants and so many trees. It also examines the consequences of apparent attempts by the government to employ development projects to defuse local contention over plans to privatize Maya land tenure. While post‐developmentalists have opened up fruitful avenues of analysis this study suggests that some of their conclusions are overstated. In particular, it questions the de‐politicizing effect of development discourse, and the notion of grassroots movements searching for alternatives to development, amounting to a ‘rejection of the entire paradigm’.  相似文献

During the transition towards a more market‐oriented economy and entrepreneurial governance, local authorities have attempted to create new cross‐jurisdiction regional entities to enhance their competitiveness through making city‐region plans or regional strategic plans in China. This article analyses the process of region building in China through a case study of Nanjing city‐region. We argue that region building is a state‐led regional project in China, not a spontaneous process. City‐region planning has played a legitimacy‐seeking role in the construction of new regions. Based on the discourse provided by the city‐region plan, associated city networks are being created as a mechanism for plan implementation and regional coordination. This signals that regional planning is entering the stage of regional institution building. By assessing the capacity of regional institutions, we argue that the newly‐emerged regional institutions or urban networks have facilitated regionalization in terms of the increasing involvement of non‐state actors, the formation of regional coherence and identity and the enhanced inter‐city co‐operation. However, it is still difficult to establish effective regional governance due to competing local governments, the arbitrary political leadership and the fragmented planning functions.  相似文献

This study empirically investigates traffic congestion effects on agglomeration through the lens of firm location decisions. A discrete choice model is applied to examine new establishments’ location choices within the Los Angeles metropolitan area. Employment centers are defined as the choice set to explore the nature and role of intraurban agglomerations. The results show that metro‐wide congestion negatively affects the location choices of firms in the high‐order office‐related activities, while local congestion have positive impacts on those firms’ location decisions. In contrast, firms in production‐related activities are positively influenced by regional congestion but are negatively affected by local congestion levels.  相似文献

Important characteristics of spatial agricultural production functions are derived by introducing a non‐negative curvilinear spatial demand function for production input intensities. Given the usual neoclassical rationale assumptions of spatial demand for capital and labor inputs under competitive environment of farming in developing agricultural economies, the optimal production levels are determined by optimizing spatial demand for production inputs. Decreasing price‐to‐transport costs ratio (that is, decrease in the prices of capital goods or increase in freight rates) and increasing wage‐to‐travel costs ratio (that is, increase in labor wages or decrease in the travel rate) expand the limits of the (spatial) optimal boundary of the demand for agricultural capital goods and labor input respectively. These effects occur on account of the operation of (positive) spatial price gradient and (negative) wage‐gradient in the market region. It may be noted that elasticities of demand for production factors are spatially variant and have significant effects on the alterations in the structure of agricultural production. However, the spatial optimal solution of production has a complicated relationship with them. The price elasticity has negative and wage elasticity has positive spatial gradients in the market region. Farmers located in the periphery of the market region are not much affected by the proportionate changes occurring in the prices of agricultural capital goods but are more sensitive to the proportional changes in labor wages. Because of a decreasing trend in capital input demand and increase in labor input with distance from the market, capital‐product diminishes with a decreasing rate and labor‐product increases with an increasing rate in the spatial structure of agricultural production. As a result, capital‐labor ratio falls toward zero, which raises profit rate per unit of capital investment especially in the outer part of the market region. The equilibria of optimal production with price elasticity as well as of capital intensity with labor employment (that is, capital‐labor ratio as unity) determine spatial limits of the optimal production zone which is shifted outward subject to the provision of cheap transportation, stabilizing market prices and/or increasing wage rate at the market center. It will help in extending outwardly the optimal spatial limits of capital investment and will mobilize capital resources of farmers in the periphery for efficient and competitive capital‐dominated farming.  相似文献

ABSTRACT This paper identifies the impact of cultural diversity on local economies, by explaining spatial disparities in wages and housing prices across Dutch cities using unique individual panel data of homeowners during the period 1999 and 2008. We distinguish between the effects of spatial sorting based on individual heterogeneity, interactions‐based productivity effects, and consumer amenities while controlling for interactions between the labor and housing market. In line with previous literature, we find a positive effect of cultural diversity on average housing prices. After controlling for spatial sorting, the effect of cultural diversity on housing prices is negative. The negative impact of cultural diversity on local housing markets is likely driven by a causal effect between the presence of immigrants and neighborhood quality that outweighs a positive effect of immigrant‐induced diversity in consumption goods.  相似文献

This paper argues that the net economic impact of new firm locations or expansions is determined by a multitude of opposing forces. Using a unique database, I set out to evaluate the net effects of these opposing forces by looking at the net change in local employment and population arising from large (greater than 300 new jobs) firm locations or expansions in the State of Georgia. The analysis suggests that the employment multipliers associated with new firm locations are much less than one; that is, the net employment effect of a large firm opening is smaller than the gross employment impact. This result is consistent with other empirical economic impact studies, which find multipliers much smaller than those of typical input–output models, often less than unity, and a previous study showing little net effect of large plant openings. Expansions of existing establishments are shown to have substantial multiplicative effects, however, with an average employment multiplier of 2.0. I discuss possible reasons for differential impacts across new and expanding firms, focusing on the nature of the firms. Differences in net impact across industries and high‐tech versus low‐tech firms also is evaluated. I find that the impact of large firm locations or expansions on population in the resident county generally is negative, but positive for the broader region encompassing the county of location and its contiguous neighbors.  相似文献

This paper estimates the influence that rural‐to‐urban commuting has on rural employment growth, and whether the strength and spatial reach of this effect depend on commuters’ levels of education. A main finding is that rural‐to‐urban commuting has a robust positive impact on rural employment growth in services and retail. There is no significant difference in how far these effects reach into rural Sweden for commuters with different levels of education. These results suggest that a viable policy for local employment growth in rural areas with reasonable commuting times to urban centers is to improve the commuting to urban centers.  相似文献

Ebel es‐Saqi, a village in the southern hills of Lebanon, emerged from 22 years of Israeli occupation in May 2000. In the ensuing years, several development projects took place in the region with the aim of reviving local economies through tourism, enhancing attachment to the land through employment and spreading environmental awareness. One of these projects, the Ecological Park Project of Ebel es‐Saqi, is the subject of this paper. Through examining local perceptions and reactions to the Ebel es‐Saqi project, this paper explores how local conceptions of landscape evolve in response to political, economic, and social change. The findings of the study, based on in‐depth semi‐structured interviews, suggest that the village landscape is an enabling medium through which traditional culture is preserved, local identities constructed and rural heritage acknowledged. This paper unfolds a conception of landscape based on the day‐to‐day lifestyles of the village community, inherited traditional agricultural practices, valued rural heritage and shared village identity.  相似文献

ABSTRACT The geographical distribution and persistence of regional/local unemployment rates in heterogeneous economies (such as Germany) have been, in recent years, the subject of various theoretical and empirical studies. Several researchers have shown an interest in analyzing the dynamic adjustment processes of unemployment and the average degree of dependence of the current unemployment rates or gross domestic product from the ones observed in the past. In this paper, we present a new econometric approach to the study of regional unemployment persistence, in order to account for spatial heterogeneity and/or spatial autocorrelation in both the levels and the dynamics of unemployment. First, we propose an econometric procedure suggesting the use of spatial filtering techniques as a substitute for fixed effects in a panel estimation framework. The spatial filter computed here is a proxy for spatially distributed region‐specific information (e.g., the endowment of natural resources, or the size of the “home market”) that is usually incorporated in the fixed effects coefficients. The advantages of our proposed procedure are that the spatial filter, by incorporating region‐specific information that generates spatial autocorrelation, frees up degrees of freedom, simultaneously corrects for time‐stable spatial autocorrelation in the residuals, and provides insights about the spatial patterns in regional adjustment processes. We present several experiments in order to investigate the spatial pattern of the heterogeneous autoregressive coefficients estimated for unemployment data for German NUTS‐3 regions. We find widely heterogeneous but generally high persistence in regional unemployment rates.  相似文献

This study examines the local processes, effects, and responses to large‐scale logging and agricultural development efforts in subsistence communities on New Hanover Island, Papua New Guinea (PNG). Recently, New Hanover became the site of three special agricultural and business leases (SABLs) that combined to cover approximately 79% of the island. The proliferation of SABLs within PNG is an outcome of recent national development initiatives promoting a significant increase in the production of commercial agricultural crops such as oil palm and biofuel. Accordingly, SABLs are designed to facilitate the development of long‐term commercial agricultural industries in rural locations across the country through the conversion of forested lands and the simplification of communal land tenure, for the purposes of private lease. However, SABLs have simultaneously provided a convenient loophole around more restrictive national forestry policies and thereby become attractive to traditional logging interests in the Asian/Pacific region. Consequently, many SABLs across PNG have failed to produce viable agricultural development or broad local benefit. It is within this context, that this study pays particular attention to the experiences of women and lower‐status landowners living through the processes of SABL conversion, during the El Nino drought of 2015. The study details the statuses and roles of these groups within the overall development process, the ways in which their social relationships changed in the context of development, why these groups were particularly vulnerable to the broad livelihood effects of forest conversion and drought, how they adapted to these effects, and what their hopes were regarding the future of the development project and life on the island. This study adds to current theoretical interests on emerging neoliberal frontiers of land and resource control by examining these SABL landscapes on New Hanover as contemporary examples of land grabs and documenting the very real local level consequences of this phenomenon. The study is also particularly significant in light of the growing threats to forests and forest‐dependent livelihoods and the recognition of the importance of local forest practices to global sustainability.  相似文献

Water rights are best understood as politically contested and culturally embedded relationships among different social actors. In the Andean region, existing rights of irrigators’ collectives often embody historical struggles over resources, rules, authorities and identities. This article argues, first, that the neo‐liberal language that is increasingly used in water policies is ill‐suited for recognizing and dealing with these social, cultural and political dimensions of water distribution. Local water rules and rights, their dynamics, and the way they are linked to power relations, local identities and contextualized constructions of legitimacy, remain invisible in neo‐liberal policy discourse. Second, this same discourse actively destroys these local rights systems and presents itself as the only viable cure to the problems it generates. The ways in which local irrigators’ collectives attempt to protect their water security raise questions about the fundaments and effects of neo‐liberal water reforms, but these questions are neglected or poorly understood. This article proposes a more situated, layered and contextualized approach to Andean water questions, not just to improve representational accuracy but also to increase political visibility and legitimacy of peasant and indigenous water claims. What is needed is not just a new ‘typology’ or ‘taxonomy’ of water rights, but an alternative ‘water rights ontology’ that understands locally existing norms and water control practices, and the power relations that inform and surround them, as deeply constitutive of water rights.  相似文献

The changing dynamics of regional and local labor markets during the last decades have led to an increasing labor market segmentation and socioeconomic polarization and to a rise of income inequalities at the regional, urban, and intraurban level. These problems call for effective social and local labor market policies. However, there is also a growing need for methods and techniques capable of efficiently estimating the likely impact of social and economic change at the local level. For example, the common methodologies for estimating the impacts of large firm openings or closures operate at the regional level. The best of these models disaggregate the region to the city (Armstrong 1993; Batey and Madden 1983). This paper demonstrates how spatial microsimulation modeling techniques can be used for local labor market analysis and policy evaluation to assess these impacts (and their multiplier effects) at the local level‐to measure the effects on individuals and their neighborhood services. First, we review these traditional macroscale and mesoscale regional modeling approaches to urban and regional policy analysis and we illustrate their merits and limitations. Then, we examine the potential of spatial microsimulation modeling to create a new framework for the formulation, analysis and evaluation of social and local labor market policies at the individual or household level. Outputs from a local labor market microsimulation model for Leeds are presented. We show how first it is possible to investigate the interdependencies between individual's or households labor market attributes at the microscale and to model their accessibilities to job opportunities in different localities. From this base we show how detailed what‐if microspatial analysis can be performed to estimate the impact of major changes in the local labor market through job losses or gains, including local multiplier effects.  相似文献

We examine the contribution to economic growth of entrepreneurial marketplace information within a regional endogenous growth framework. Entrepreneurs are posited to provide an input to economic growth through the information revealed by their successes and failures. We empirically identify this information source with the regional variation in establishment births and deaths. To account for the potential endogeneity caused by forward‐looking entrepreneurs, we utilize instruments based on historic mining activity. We find that the information spillover component of local establishment birth and death rates have significant positive effects on subsequent entrepreneurship and employment growth for U.S. counties and metropolitan areas.  相似文献

ABSTRACT This paper studies antiagglomeration subsidies in a core–periphery setting when firms are heterogeneous in labor productivity, focusing on the effects of a relocation subsidy on firm location in various tax‐financing schemes (local vs. global). I discuss how a subsidy can enhance welfare and average productivity in the periphery. As a result, I find that a subsidy proportional to profits can induce the relocation of high‐productivity firms and thus increase welfare and average productivity in the periphery. Concerning tax‐financing schemes, a local tax‐financing scheme has an optimal level of subsidy.  相似文献

Conventional approaches to development in areas that are experiencing economic decline invariably focus on business growth through interventions such as incentives, infrastructure development and job readiness training. This paper reports on a pilot project aimed at developing an alternative approach to community and economic development in the context of the Latrobe Valley, Victoria, a resource region that has experienced downsizing and privatisation of its major employer, the state‐owned power industry. The project was shaped by a poststructuralist concern with the effects of representation. It sought to challenge familiar understandings of disadvantaged areas, the economy, community and the research process in order to open up new ways of addressing social and economic issues. The resulting four‐stage research project was informed by the techniques of asset‐based community development and action research, as well as by discourses of the diverse economy and communities of difference. During the two‐year span of the project, four community enterprises were developed. The varying degrees of success they have met with in the four years since the project concluded highlight the critical role of local agencies such as the council in providing ongoing support for such endeavours.  相似文献

This paper examines the impact of economic and development zones (EDZs) on the productivity of incumbent firms in China. To deal with the selection issue, I first take into account potentially different selection mechanisms across two popular types of EDZs—economic and technological development zones (ETDZs) and high‐tech development zones (HTDZs)—by relying on multiple treatment propensity scores matching techniques. Next, I apply the difference‐in‐differences estimator to the matched sample and conduct an event study analysis. The results show that the respective effects of ETDZs and HTDZs on firm productivity are positive, but subject to a nonlinear trend over time. The size of the productivity gains depends critically on the type of EDZ, however. A new HTDZ (ETDZ) leads to an average productivity gain of up to 30.2% (18.4%) for incumbent firms in the 5 years after the zone was created. These findings suggest that the size of productivity spillovers for spatially targeted firms differ quite significantly depending on the strategic development and policy goals of the EDZ: HTDZs that focus on promoting indigenous‐based factors of learning lead to higher productivity spillovers compared with ETDZs that focus on promoting extra‐local linkages.  相似文献

This article presents a study of the micropolitics of dispossession for a proposed medium‐sized irrigation project in an Adivasi region of Central India. The article explores the complex micropolitics of dispossession and collective action in the project planning stage, long before the formal processes of land acquisition actually begin. It highlights the importance of training the researchers’ gaze on the functioning of the local state in the pre‐acquisition phase. It shows how the local state uses various powers of exclusion to fracture emerging cross‐class, multi‐caste alliances, while maintaining formal compliance with a range of social safeguard policies aimed at protecting vulnerable groups and fragile landscapes. The ‘everyday’ decisions of local state actors during the project planning stage produce site‐specific, differentiated and shifting matrices of risks and opportunities for the local people, who are already divided along class and caste lines. This, in turn, is likely to inform their political responses at the actual moment of enclosure. Thus the durability and success of anti‐dispossession collective action is likely to vary depending on the dynamic interactions of local state and non‐state actors, mediated by regional electoral politics and the overall safeguard policy regime governing land acquisition.  相似文献

Residents of northeastern British Columbia's Peace River region concurrently confront intensifying oil/gas drilling, reinvigorated coal mining and the construction of a third massive hydroelectric dam. After years of approaching industrial impacts as temporally and spatially isolatable, calls to acknowledge cumulative ecological effects are finally being heard. Yet the sociocultural disruptions that accompany biophysical alterations are equally essential components of a comprehensive cumulative effects agenda. This article considers how frameworks for comprehending the consequences of landscape‐altering, life‐changing projects could be expanded to address both the complex realities of ecological degradation and the entangled cultural and political transformations that contour local communities and lives. Ultimately, the resource extraction experiences at the forefront of regional residents’ minds must be recognized as key determinants of forthcoming socio‐natural worlds, as they arise and aggregate out of countless culturally constituted and politically mediated decisions to embrace, accept or oppose extractive schemes.  相似文献
