BaltCoast Abgestimmte Lösungen für gemeinsame Probleme der Küstenzonenentwicklung im Ostseeraum

Abstrakt Nach einer Laufzeit von gut drei Jahren wurde das INTERREG III B Ostseeraum Projekt BaltCoast, für das das Ministerium für Arbeit, Bau und Landesentwicklung Mecklenburg-Vorpommern die Federführung übernommen hatte, im September 2005 abgeschlossen. Dabei ist es gelungen, transnationale Kernempfehlungen zur Rolle der Raumplanung im Rahmen des Integrierten Küstenzonenmanagements (IKZM) und zur Ausweitung der Raumplanung auf See zu erarbeiten. Die mit BaltCoast gewonnenen Erfahrungen und Ergebnisse wurden bereits eingebracht in die sechste Konferenz der für Raumordnung zust?ndigen Minister der Ostseeanrainerstaaten (freiwillige Zusammenarbeit im Rahmen der Initiative „Visions and Strategies around the Baltic Sea 2010“ – kurz VASAB). Sie fand im September 2005 in Danzig statt. Die Ergebnisse von BaltCoast sollen auch im Hinblick auf die regionale Agenda Baltic 21 beraten werden. Darüber hinaus wurden sie bei der nationalen IKZM-Strategie berücksichtigt, die unter Federführung des Bundesministeriums für Umwelt erarbeitet wurde. Noch w?hrend der Laufzeit von BaltCoast konnte damit ein erster Schritt zur politischen Umsetzung der Projekterfahrungen und -ergebnisse realisiert werden.

City-Management – Eine Erfolgsstory?!

Seit geraumer Zeit wird das Thema Innenstadt kontrovers diskutiert. Neben dem Niedergang der City und der Konkurrenz zur „Grünen Wiese” werden zugleich die europ?ische urbane Stadt heraufbeschworen und zahlreiche Aktivit?ten zur (Re-)Vitalisierung unternommen. Von privaten Initiativen, H?ndlergemeinschaften über public-private-partnership-Projekte, wie z.B. „Ab in die Mitte” in Nordrhein-Westfalen, bis zum st?dtischen City-Manager und Landesf?rderung für Innenstadtprojekte reicht das Repertoire. City-Management ist dabei ein wesentliches Instrument. Wie City-Management in Deutschland aussieht und wie es sich entwickelt, zeigt der folgende Beitrag.

Die (neue) Rolle der Landwirtschaft bei der Umsetzung der EU-Wasserrahmenrichtlinie Erfahrungen aus Nordrhein-Westfalen

Die Wasserrahmenrichtlinie (WRRL) wird im Vergleich zur FFH- und zur Vogelschutzrichtlinie, deren Anforderungen etwa acht Prozent der Landesfl?che von Nordrhein-Westfalen (NRW) betreffen, mit aufzustellenden Bewirtschaftungspl?nen fl?chendeckend ganze Flusseinzugsgebiete erfassen und damit in ihren Auswirkungen für die Landwirtschaft alles Bisherige weit in den Schatten stellen. Insofern hat sich die Landwirtschaft recht frühzeitig in den Umsetzungsprozess der EU-WRRL aktiv eingebracht – angefangen von der Bestandsaufnahme über das Monitoring bis zu den jetzt anlaufenden Ma?nahmenprogrammen.

Im Vertrag von Verdun wurde im Jahre 843 das karolingische Gro?reich in drei Teile aufgeteilt: Ludwig II., der Deutsche, bekam den Ostteil (sp?teres Heiliges R?misches Reich) und Karl der Kahle den Westteil (sp?teres K?nigreich Frankreich). Lothar I. erhielt den Kaisertitel und den von Italien bis zur Scheldemündung reichenden Mittelteil, der nach seinem Tode unter seinen S?hnen wiederum dreigeteilt wurde. Dabei wurde das n?rdliche Drittel nach Lothar II. benannt und erhielt die Bezeichnung „Lotharingien“. In diesem lotharingischen Grenzraum, der sich als 100 bis 200 Kilometer breiter „Schlauch“ von der Nordsee bis zum Mittelmeer erstreckt, vollzog sich in einem über 1000-j?hrigen Proze? die Entwicklung der deutschen West- bzw. franz?sischen Ostgrenze. Die hier ausgetragenen Konflikte führten zur Errichtung zahlreicher Befestigungsanlagen, die heute als kulturelles Erbe in der Landschaft persistieren. Der SaarLorLux-Raum als Bestandteil des ehemaligen Lotharingiens war besonders stark umk?mpft. Der Artikel stellt den Militarisierungsproze? des SaarLorLux-Raumes dar und dokumentiert den heutigen Umgang mit dem festungsbaulichen Erbe.
