The changing economic and technological conditions often referred to as ‘globalization’ have had a deep impact on the very nature of the state, and thus on the aims, objectives and implementation of cultural policy, including film policy. In this paper, I discuss the main changes in film policy there have been in Mexico, comparing the time when the welfare state regarded cinema as crucial to the construction of national identity, and actively supported national cinema at the production, distribution and exhibition levels (about 1920–1980), and the recent onset of neoliberal policies, during which the industry was privatized and globalized. I argue that the result has been a transformation of film production, from the properly ‘national’ cinema it was during the welfare state – that is, having a role in nation building, democratization processes and being an important part of the public sphere – into a kind of genre, catering to a very small niche audience both domestically and internationally. However, exhibition and digital distribution have been strengthened, perhaps pointing towards a more meaningful post-national cinema.  相似文献

The collapse of Communism in eastern Europe has led to significant changes in the research climate for archaeology. Traditional sources of funds have evaporated while others are becoming available. Personnel have changed and many institutions find themselves in a precarious position. Nonetheless, archaeological research has continued throughout the waning days of the People's Democracies and into the new era of market economies. This article surveys the state of archaeological research in eastern Europe between the Elbe and the Pripet Marshes and between the Baltic and the Adriatic during the late 1980s and early 1990s.  相似文献

This article analyzes the possible conflict between regional cooperation and jurisdiction and the cases in which cooperation is compatible with competition. This analysis is carried out beginning with the concrete case of regional cooperation that has been called the ‘Four Motors for Europe’ established in the field of cooperation in science and technology. The basis for the analysis of cooperation between jurisdictions in science and technology is the same as that for cooperation in the same field between companies. It allows the establishment of when this cooperation can degenerate into collusion or else when the result is a socially efficient organization. The risk of regional cooperation in science and technology is that it degenerates into collusion between the regions that occupy a more favourable technological position at the cost of those that are in a worse situation. The solution in order to avoid this risk would be to guarantee political competition in the same way that through regulations competition in the market is guaranteed.  相似文献

"Afro-Caribbean labour in France plays a distinctive role relative to the French population as a whole and the foreign immigrant population. Using a variety of qualitative and quantitative sources, this paper demonstrates that the role of the state in the process of migration from the French Caribbean islands of Martinique and Guadeloupe from the early 1960s onwards was crucial.... Aggregate sources are used to describe detailed occupational distributions while records of individual migrants illustrate the process of migration and the influences on employment. At a time usually characterized by lack of direct involvement in migration by the French state, for Afro-Caribbeans state intervention in recruitment, training and settlement is shown to be very substantial."  相似文献

The study analyses the chemical composition of 57 glass samples from 40 beads discovered at 20 archaeological sites in Poland. The beads are dated to Hallstatt C–Early La Tène periods (c.800/750–260/250 bce ). Analyses were carried out using laser ablation-inductively coupled plasma-mass spectrometry (LA-ICP-MS). Two groups were distinguished among the glasses based on the MgO/K2O ratio: high-magnesium glass (HMG), five samples; and low-magnesium glass (LMG), 52 samples. The former were melted with halophyte plant ash, the second with mineral soda. These glasses were produced in the Eastern Mediterranean (more likely in Mesopotamia or Syro-Palestine than in Egypt) and transported in the form of semi-products to secondary glass workshops in Europe. Some of the white opaque glass was coloured and opacified in Europe.  相似文献

Much recent scholarship has identified an urgent need to address distribution opportunities for Australian cinema in a digital age. In trying to understand why Australian film policy has been beleaguered by complacency for distribution, this paper looks abroad to see what precedents and attitudes exist in distribution-related cultural policy. Why hasn’t support for distribution and exhibition been the touchstone of cultural policy for national cinemas? Why has policy support for the production sector prevailed, when distribution is the film industry’s key zone for profit? This paper surveys international policy examples of what governments are doing beyond the production realm. It examines legal interventions into the distribution realm, including direct state measures such as subsidies, levies, quotas and import restrictions, indirect state aid, and cultural initiatives by film funding bodies that stimulate audience engagement in the distribution and exhibition sectors. The paper combines these primary sources of film policy information with film historians’ accounts to provide a comparative analysis of national film distribution policies. It then examines the politics underlying the various policy frameworks, before mapping out an alternative strategy for the future of policy in Australia that is equipped to deal with the huge changes in digitalisation.  相似文献

Community consultation is widely employed in contemporary Australia as a means of improving the formulation and implementation of public policy. However, little is known about the optimal expenditure of effort required for any given consultation. This article develops a rational choice model of community consultation that seeks to encapsulate the major elements involved in optimising consultation effort. The framework is particularly useful for understanding and explaining why actual community consultation processes may be sub-optimal. The rational choice model is then applied to the Living Murray debate over water resources in the Murray-Darling Basin of Australia.  相似文献
