ABSTRACT

The presidential elections that brought the Workers’ Party (Partido dos Trabalhadores, or PT) to federal power represented a new moment for Brazil with the implementation of democratic, inclusive and sovereign policies. In the area of culture, the Ministry of Culture reclaimed a leadership role for the State and developed public policies with the critical participation of civil society. During the administrations of presidents Luis Inácio Lula da Silva and Dilma Rousseff, culture finally reached a new level. This article seeks to determine to what extent the cultural policies undertaken by these administrations promoted cultural citizenship. Based on a study of the course of cultural policies in the country, we argue that despite a conceptual and ideological orientation in this direction, the Ministry was unable to surpass certain barriers and overcome longstanding problems.  相似文献

ABSTRACT

This article proposes a novel approach to cultural policies and cultural policy change, drawing on public policy and institutional analysis to study how decision-making power is distributed between actors in the public and private sectors and at different state levels, as well as the precise roles of public administrations, elected officials and cultural actors. Indeed, rather than directly defining cultural policy, laws on culture mostly designate actors in charge of policy implementation. Based on an empirical application of this analytical framework to the case of Swiss cantons and focusing specifically on the positions of cultural actors, findings show that cultural policies are transformed in different ways, affording more or less power to actors from the cultural sector in implementation arrangements generally dominated by administrative actors.  相似文献

ABSTRACT

The debate around ‘cultural value’ has become increasingly central to policy debates on arts and creative industries policy over the past ten years and has mostly focused on the articulation and measurement of ‘economic value’, at the expense of other forms of value—cultural, social, aesthetic. This paper’s goal is to counter this prevalent over-simplification by focusing on the mechanisms through which ‘value’ is either allocated or denied to cultural forms and practices by certain groups in particular social contexts. We know that different social groups enjoy different access to the power to bestow value and legitimise aesthetic and cultural practices; yet, questions of power, of symbolic violence and misrecognition rarely have any prominence in cultural policy discourse. This article thus makes a distinctive contribution to creative industry scholarship by tackling this neglected question head on: it calls for a commitment to addressing cultural policy’s blind spot over power and misrecognition, and for what McGuigan (2006: 138) refers to as ‘critique in the public interest’. To achieve this, the article discusses findings of an AHRC-funded project that considered questions of cultural value, power, media representation and misrecognition in relation to a participatory arts project involving the Gypsy and Traveller community in Lincolnshire, England.  相似文献

How can the many institutional and ideological changes of Argentine cultural policy at the beginning of the 21st century be explained? This paper analyses how representations of culture, programs and public actions are translated into different ‘philosophies of action’ depending on the political stripe of each government and the agents of cultural policy. If the predominant philosophy of action during the whole period is ‘culture as an economic resource’, it coexists with other philosophies: ‘culture as show’, ‘a communication tool’, ‘social inclusion’ and finally ‘a factor of citizenship’.  相似文献

The concept of cultural landscapes as remarkable windows onto the past, and rich historical documents that can be read has gained increasingly wide acceptance in Australia over the past few years. Allied to this, and informing it. is the way in which landscape as a cultural construct plays a major role in attachment to place and sense of Australianness. The understanding of cultural landscapes as a setting where human history is on display is a community movement as well as a professional one. Abstract

On the eve of the Civil War, Sir Francis Wortley's deer park near Sheffield attracted the persistent attention of well armed plebeian poachers. The killing of Wortley's deer was an act of defiance that slighted his honour. His reputation was further undermined by the verbal abuse of several yeoman, prompting him into defending his reputation in the West Riding Quarter Sessions and the High Court of Chivalry. An examination of this litigation leads into a discussion of Sir Francis's concept of honour, distrust of popular politics and identification with the ideology of Charles I's personal rule. A micro-history approach to Sir Francis and his poacher enemies addresses the historiographical debate over whether deference or defiance defined plebeian attitudes to the ruling elite. It also impacts upon the formation of popular allegiance at the outbreak of civil war, and Wortley's brief notoriety as a national figure when he drew his sword for the King at York on 30 April 1642.  相似文献

Abstract

This paper seeks to cast some light on a so-called Green Man ivory knife handle from Perth and on the cultural context from which it sprang. It was made and lost or disposed of during the 14th century and, although its full life-story includes its archaeological recovery and subsequent curation in Perth Museum, its main importance lies in what it can tell us of medieval people. Exploring its material and production, its function as a handle, its iconography and its cultural background reveals this importance. Bringing these strands together gives us a snapshot of medieval cognition, focusing, on the way elements of seasonal ritual were consumed in the medieval burgh of Perth.  相似文献

ABSTRACT

It is not a novelty for art to come under attack: cultural heritage has always been endangered by wars, conflicts and political violence. Since the last century, the international community has started reacting, moved by the concern that these threatened monuments be protected. Lately, cultural heritage can be seen to undergo a veritable crescendo from politicisation to criminalisation and securitisation. Accordingly, this article seeks to analyse the pathway that characterises the international protection of cultural heritage in crisis-torn contexts, employing a discursive lens and mapping the narrative threads that the main international actors have constructed in reaction to recent attacks on archaeological sites (i.e. Palmyra) and historical artefacts, especially in the Middle East (namely Syria and Iraq). After having traced this process, we will offer a tentative explanation of what we consider a process of securitising an under-researched field (i.e. cultural heritage).  相似文献

Abstract

This article reviews the singularities of Indian doctrine and practice of cultural diplomacy, beginning with the observation that this term and the notions of ‘soft power’ and ‘public diplomacy’ commonly associated with cultural diplomacy elsewhere do not have much purchase in India, where the spirit and letter of ‘international cultural relations’ are the preferred currency. The essay explores the historical grounding for this preference, as well as the attitudes and practice that flow from it. Another singularity is the role and importance of the Indian diaspora: overseas populations of Indian origin have been both a significant segment of the target audience for international cultural relations – as if a certain idea of India had to be projected abroad to a part of itself – and a significant ‘co-producer’ in projecting that image. A third is the emergence of a new avatar of the diasporic Indian, now identified with capitalist entrepreneurship.  相似文献

ABSTRACT

This article undertakes an explanatory case study of the South Korean cultural industries policy shift instituted under the Kim Dae-Jung and Roh Moo-Hyun governments (1998–2008). This shift can be well positioned within the broader context of the creative turn in national cultural policy around the world, which was initiated by the British New Labour governments (1997–2010). Despite the similarities in the driving discourses and policy methods, the Korean policy shift was significantly distinguished from its British counterpart because of the differing pace and trajectories of industrialisation in the two countries. Adopting the concept of the East Asian developmental state as an entry point, this article explores how and why South Korea went through a cultural industries policy shift in the period following the 1997–98 Asian financial crisis and, additionally, examines what kinds of changes the policy shift brought about. Understanding the rationales and implications of this neo-developmental transformation can provide a unique opportunity to re-think the fashionable creative industries policies among various nations.  相似文献

Elements of culture and cultural policy have now become firmly integrated within urban design and regeneration practice. Culture is recognised as a driver of economic renewal and many cities have utilised culture as an additional means of achieving regeneration outcomes through the application of designated cultural quarters. This study provides a critical evaluation of the regeneration and development of Cathedral Quarter Belfast, exploring the integration of cultural and economic strategies to encourage greater cultural provision and economic development as well as examining the role of culture as a catalyst in the regeneration process. It does so by utilising a mixed methodology incorporating qualitative key informant interviews and a quantitative survey of visitors to the quarter. This research examines and challenges existing theories in relation to culture-led regeneration making a valuable contribution to the literature on the application of cultural quarters and identifies areas for further investigation.  相似文献

Abstract

There are many different diagnoses of what constitutes the “post-secular.” My own view is that it constitutes the unprecedented and paradoxical coexistence of two supposedly contradictory social, religious, and cultural trends: on the one hand, the persistence of secular objections to public religion and on the other, the novel re-emergence of religious actors in the global body politic. John Caputo’s much quoted aphorism — that God is dead, but so also is the death of God — captures this agonistic model of the post-secular, in which what we are looking at is not the revival of religion, or the reversion of secular modernity into a re-enchanted body politic, but something more unprecedented and complex. Yet it also means there is little in the way of agreed discourse about the nature of the public square and the legitimacy of religious reasoning within it. This article considers one possible model, that of “post-secular rapprochement,” as one way of envisaging how newly-emergent forms of religious activism and discourse might be mediated back into a pluralist public domain.  相似文献

ABSTRACT

As the potential for cultural and creative industries to drive growth and job creation is increasingly recognised, developing countries like South Africa are examining their cultural goods and services trade in a new light. This article investigates the pattern of South Africa’s cultural trade, with a focus on the strategically important BRICS trading bloc. Results show that, like many small, open developing countries, South Africa has a significant cultural goods trade imbalance, especially with China and India. While cultural trade policy is still somewhat fragmented, there are indications that where policies have been put in place, such as in the crafts and audio-visual sectors, progress in reducing significant deficits has been made. At the same time, the pattern of CCI trade preferences currently favours SADC, the EU and EFTA over BRICS partners. Finally, South Africa performs well in a number of services sectors for which cultural trade is important.  相似文献

ABSTRACT

Over the last twenty years, cities around the world have seen the multiplication of cultural district projects, which aim to concentrate cultural organisations in a circumscribed urban space, or to label a neighbourhood’s cultural scene. This paper examines the adoption and adaptation of a globally circulating cultural policy model as an instrument of urban governance. Moving away from the notion of policy transfer, understood as a neutral and unidirectional process through which successful culture-led development models spread to other contexts, I show how local actors mobilise external references to position themselves in a transnational cultural policymaking field, and construct their city as a model. I compare the multi-scalar politics of urban modelling in Doha and Singapore, where globally circulating culture-led development models have been introduced not only as instruments of economic growth, but also as diversity management tools. On the one hand, cultural districts serve as discursive nation building/branding instruments to project an imagined identity locally and internationally. On the other hand, urban elites can mobilise cultural districts to make strategic shifts in the diversity management discourse, through an engagement with the urban environment, and the co-optation civil society actors at multiple scales.  相似文献

Abstract

This article aims to analyse the meaning and implications of cultural rights for cultural policies concerned with sustainable development. Although references to both cultural rights and sustainable development have become widespread within cultural policy documents in recent decades, the actual conceptual and operational implications often remain vague, as an ambitious discourse that may conceal a poverty of resources and capacities. As a result, the ideal horizon suggested by cultural rights and sustainable development may not always be achieved in practice, nor are the mechanisms to achieve it always well known. In this respect, the article aims to dissect the actual requirements posed by cultural rights and sustainable development, including their different notions and areas of synergy and intersections, in order to shed light on relevant cultural policy approaches. To this end, a range of examples taken from a variety of contexts will also be examined as areas of expressed needs or areas of possible solutions.  相似文献

ABSTRACT

This paper introduces a new teaching method, poetry, into the geography classroom, accompanied by an out-of-class discussion on a blog, and finds that its effects are rather different from those of traditional teaching methods, as it allows new perspectives on instructional content related to migrant workers’ lives and identities in China. The method enables students to analyse content from the perspective of cultural geography, in which poetry acts as an art form that connects people’s identities and social spaces. On the basis of this, we also provide some suggestions to engage students in critical analysis of poetry, from the perspective of cultural geography, through interactive online platforms such as blogs.  相似文献

Abstract

In this essay I examine the debate between Jürgen Habermas and Charles Taylor on the post-secular state. I argue that, although their views on the relation of religion and politics converge in certain respects, a profound difference remains between their overall approaches. Their disagreement on the epistemic status of religious as opposed to secular moral reasons, and on the role religious arguments can play in the public sphere testify to a deeper schism. Thus what might at first seem like a quarrel about details proves to be a fundamental philosophical divide on the issue of modernity. I conclude that Taylor’s model of post-secularism is more promising as an approach to the challenge posed by growing religious and cultural diversity, for, if understood as a version of “reiterative universalism,” it avoids both moral relativism and Eurocentrism.  相似文献

ABSTRACT

This article discusses the methodological implications of the relations we have to our object of study as cultural policy researchers. We ask: What research relations we typically are part of and what social dimensions structure these relations? These questions are discussed by comparing field experiences from two cultural forms that can be characterized as polar opposites when it comes to the degree to which they are legitimized: contemporary opera and dance bands. We suggest that four dimensions are especially relevant to help ‘unpack’ the relations we typically find ourselves in as cultural policy researchers; cultural hierarchy, research conditions, geography and, gender and age. The coexistence of these dimensions means that the cultural policy researcher regularly finds him/herself in complex situations that we suggest should be analysed in terms of the ways in which, and the extent to which, we develop roles as insiders – or outsiders – in the field  相似文献

Beehive coke ovens in Derbyshire were used to provide fuel for local blast furnaces, for the Sheffield crucible steel industry and for railway locomotive fuel. Members of the Industrial Archaeology Section of Derbyshire Archaeological Society have made a careful survey of four ranges of beehive coke ovens at Ramshaw, near Unstone, formerly the site of Ramshaw Colliery.  相似文献
