Industrial regions in eastern Europe developed under central planning are now confronting the pressures associated with political and economic transition to market‐focused systems. Using the case of the Bourgas region, on Bulgaria's Black Sea coast, the article examines how state industries are faring in these new conditions, analyzing developments in production, employment, ownership, management, market‐orientation and other factors. Massive financial and human resources were poured into the region's industrial development during more than four decades of state socialism, building a modem industrial infrastructure, but one heavily characterized by the particular features and constraints of central planning which emphasized quantity over quality and large‐scale, integrated plants. As central control collapses, the region's state‐owned firms are in crisis. Production is down, unemployment has risen, and except for a handful of plants restituted to former owners, privatization is moving slowly. The region's industries have been battered by highly unfavorable outside forces, yet have been mostly unable to marshal the necessary management, financial, or technical resources to implement coherently any indigenous strategic initiatives to address the changed institutional environment and new supply and demand conditions.  相似文献

Carbon sequestration in community forests presents a major challenge for the Reducing Emissions from Deforestation and Forest Degradation (REDD+) programme. This article uses a comparative analysis of the agricultural and forestry practices of indigenous peoples and settlers in the Bolivian Amazon to show how community‐level institutions regulate the trade‐offs between community livelihoods, forest species diversity, and carbon sequestration. The authors argue that REDD+ implementation in such areas runs the risk of: 1) reinforcing economic inequalities based on previous and potential land use impacts on ecosystems (baseline), depending on the socio‐cultural groups targeted; 2) increasing pressure on land used for food production, possibly reducing food security and redirecting labour towards scarce off‐farm income opportunities; 3) increasing dependence on external funding and carbon market fluctuations instead of local production strategies; and 4) further incentivising the privatization and commodification of land to avoid transaction costs associated with collective property rights. The article also advises against taking a strictly economic, market‐based approach to carbon sequestration, arguing that such an approach could endanger fragile socio‐ecological systems. REDD+ schemes should directly support existing efforts towards forest sustainability rather than simply compensating local land users for avoiding deforestation and forest degradation.  相似文献

This study provides evidence on an aspect of privatization that is increasing in popularity yet rarely considered in the literature: the effect that private-sector task forces have on privatization efforts. It uses case studies from Charlotte and Raleigh, North Carolina, to provide evidence on the role of task forces in reengineering government and suggests how future privatization efforts can benefit from this knowledge. Specifically, it suggests that task forces need to establish realistic timetables, understand that there are fundamental differences between the public and private sectors, and work without predetermined biases to achieve desired ends. In addition, they need to identify services that are appropriate for privatization, understand the nature of privatization, and accept both the strengths and weaknesses of it. While the results of privatization endeavors may vary, they may be enhanced by adopting a new awareness of how private-sector task forces influence privatization efforts.  相似文献

Abstract: In response to the growth of private sector involvement in water supply management globally, anti‐privatization campaigns for a human right to water have emerged in recent years. Simultaneously, alter‐globalization activists have promoted alternative water governance models through North‐South red‐green alliances between organized labour, environmental groups, women's groups, and indigenous groups. In this paper, I explore these distinct (albeit overlapping) responses to water privatization. I first present a generic conceptual model of market environmentalist reforms, and explore the contribution of this framework to debates over ‘neoliberalizing nature’. This conceptual framework is applied to the case of anti‐privatization activism to elucidate the limitations of the human right to water as a conceptual counterpoint to privatization, and as an activist strategy. In contrast, I argue that alter‐globalization strategies—centred on concepts of the commons—are more conceptually coherent, and also more successful as activist strategies. The paper concludes with a reiteration of the need for greater conceptual precision in our analyses of neoliberalization, for both academics and activists.  相似文献

This article addresses one of the most controversial issues in resource management: how do population and market pressures affect resource use? After examining some shortcomings in several major approaches to the issue, the authors use structural equation analysis to decipher the relative and reciprocal influence of population pressures, markets, and institutional arrangements on forest use in the Kumaon Himalaya in India. By deploying an approach which investigates comparatively the effects of these factors, the article attempts to find a way out of the stultifying positions that participants in the debate on overpopulation and environmental change are forced to adopt. The results presented in the second half of the article are especially interesting, showing that local institutions created by the state play a critical role in mediating the influence of structural and socio-economic variables. The findings thus possess significant implications for all who are interested in co-management of renewable resources by the state and the community.  相似文献

This article examines an institutional approach to development in which indigenous institutions are viewed as a resource for achieving development. It concentrates on indigenous natural resource management (NRM) institutions which have been seen by some development agencies to be a means to address the needs of people and the environment in a way that is also participatory. Using material from Borana, Ethiopia, the article describes the indigenous NRM institutions and examines the outcome of one attempt to work with them. In the process, it shows that partnerships between development agencies and indigenous NRM institutions are often fragile, and tend to dissolve when they fail to meet the preconceptions of the developers. Through an examination of this approach to development, the article also examines the usefulness of recent broad approaches to institutions.  相似文献

Abstract: The Western Alaska Community Development Quota (CDQ) is an economic development program that allocates a portion of regional fisheries to groups representing poor, mostly indigenous people of western Alaska. The CDQ groups lease their quota to industrial fish firms and reinvest their revenues back into the fishery. In this way, quota becomes a form of property used for capital accumulation. The CDQ is conceptually confusing because it appears as neoliberal privatization and as redistribution motivated by social justice. Rather than choosing between these, this paper argues that quota‐as‐property brings together these seemingly opposed goals. Once the idea of property is expanded to include interdependence and reasons for property relations, it is possible to see that privatization in the CDQ embodies multiple logics without being incoherent. The paper concludes that the complex social relations of property open up space for identifying diverse practices within neoliberalism.  相似文献

Governance arrangements such as comanagement are regarded by many as promising arenas for effective natural resource management. However, measuring comanagement's success at achieving conservation goals has been equivocal. Our research evaluates the lack of conclusive outcomes through a critical consideration of how different goals and values inherent in comanagement affect the institutional (or policy) diagnostic of “fit.” More narrowly, sustaining natural resources requires that management policies foster fit between the scales of sociopolitical processes governing resource use and the scales of ecological processes regulating a resource. Without a process that encourages such harmonization, theoretical and empirical evidence suggests that comanagement regimes are unlikely to accomplish long‐term conservation goals. We use a case study of walrus comanagement under the U.S. Marine Mammal Protection Act to demonstrate that when the formal institutions preconditioning comanagement do not develop out of a deliberative process among comanagement partners, two major problems can arise: (i) Policy institutions mismatch ecological and social processes relevant to resources and communities; and (ii) data to assess the fit of institutions and support learning is more difficult to acquire. In our case study, both these factors constrain the ability of comanagement to foster walrus conservation or support the capacity of Native Alaskans to adapt to contemporary social and environmental conditions. Our research concludes that to achieve marine mammal conservation, previous institutional arrangements framing comanagement that are predicated on static conceptions of people and ecosystems must be redesigned to provide better policy fit across local to international priorities. To do so requires opening up deliberative spaces, where Western science and priorities are confronted with indigenous perspectives. However, the benefit of enhancing deliberation carries risks and costs related to trade‐offs between the values of democratic process, and protections for both wildlife species and indigenous groups.  相似文献

In recent decades the international wood chip industry has been the major cause of indigenous forest destruction in New Zealand. This paper analyses how changing state forest policies have affected wood chipping of indigenous forest. Emphasis is placed on wood chipping on private land through a case study of the reactions and changing attitudes of farmers. It is argued that farmers and Maori landowners often have no other alternative but to allow wood chipping on their land. Although government policies have been tightened in recent years, and although attitudes among private landholders are shifting towards forest conservation, the pressure on New Zealand's lowland indigenous forest remnants continues unabated.  相似文献

The Canadian ‘staples thesis’ literature has documented both the risks (in the tradition of Harold Innis) and the opportunities (in the tradition of W. A. Macintosh) inherent in economies that are dependent on the export of minimally processed natural resources. The key risk is that of retarded long‐term growth as a result of a lack of diversification and over‐dependence on foreign capital and markets. This article argues that the demographic consequences of staples approaches to development also make it difficult to achieve diversification. It profiles Australia's Northern Territory as an example of a mining‐dependent (fiscal) economy that demonstrates a particular demographic profile consistent with what might be expected of a resource frontier. The article argues, however, that restrictive demographic characteristics persist (high sex ratios, high population mobility, disadvantaged position of indigenous people and remote dwellers) even though mining has become an insignificant direct employer (less than one percent of the workforce) and the services sector drives the labour market. This persistence can be linked to the Territory and federal government expectations of economic development patterns in the region and the frontier mythology created around the Northern Territory. Addressing the demographic imbalance is a critical step towards realizing ambitions for economic diversification.  相似文献

This article considers how environmental problematics are produced and interpreted, using case material from West Africa’s humid forest zone. Examing the experiences of several countries over the long term, it is possible to identify a deforestation discourse produced through national and international institutions. This represents forest and social history in particular ways that structure forest conservation but which obscure the experience and knowledge of resource users. Using fine‐grained ethnography to explore how such discourse is experienced and interpreted in a particular locale, the article uncovers problems with ‘discourse’ perspectives which produce analytical dichotomies which confront state and villager, and scientific and ‘local’ knowledges. The authors explore the day‐to‐day encounters between villagers and administrators, and the social and historical experiences which condition these. Instances where the deforestation discourse becomes juxtaposed with villagers’ alternative ideas about landscape history prove relatively few and insignificant, while the powerful material effects of the discourse tend to be interpreted locally within other frames. These findings present departures from the ways relations between citizen sciences and expert institutions have been conceived in recent work on the sociology of science and public policy.  相似文献

In the contemporary African context of rising competition and anxiety over access to land, neoliberal policy interventions designed to clarify property rights, broaden political participation and increase official accountability have frequently provoked rather than alleviated social and political conflict. Comparing case histories of local struggles over land and authority in selected rural areas in Ghana, Côte d'Ivoire and Bénin, this paper argues that in situations where access to land has been linked historically to claims on authority and social belonging, pressures to privatize or clarify ownership have intensified debates over citizenship and governance as well as over land claims per se. Ensuing struggles over land and entitlement have intersected with national as well as local economic and political dynamics, reinforcing ‘traditional’ hierarchies, contributing to the proliferation of formal and informal governing agents and institutions, and frequently disrupting or subverting open governance and sustainable resource use, rather than helping to create conditions for sustainable development and democratization.  相似文献

Policy makers and advocates of joint forest management (JFM) agree that women should be full participants and that their involvement is especially important because of the nature of women's work. This article examines how JFM policy has addressed gender in India. It argues that policy has been informed by instrumentalist positions in the debate over women's relationship to the environment. Consequently, gender planning in JFM has focused on two issues: formal representation for women in local institutions, and identifying women's ‘special’ values, knowledge and uses of forest resources. The scant evidence suggests that the impact of JFM on women has generally been negative. Finally, the article suggests that gender policy in JFM needs to be based on a more sophisticated understanding of gender relations and a wider examination of the gendered context of JFM processes.  相似文献

Is populism necessary to the articulation of counter‐hegemonic projects, as Laclau has long argued? Or is it, as ?i?ek maintains, a dangerous strategy, which inevitably degenerates into ideological mystification and reactionary postures? In this paper, I address this question by exploring the politics of discourse in Evo Morales's Bolivia. While, in the years leading to the election of Morales, a populist ideological strategy was key to challenging neoliberal forces, once the hegemony of the new power bloc was stabilised, indigenous demands for emancipatory socio‐environmental change began to be perceived as a threat to resource‐based accumulation. In this context, the populist signifiers that originated in indigenous‐popular struggles were used by the Morales government to legitimise repression of the indigenous movement. I argue, therefore, that ideological degeneration signals a problem not with populism per se, but rather with the class projects and shifting correlations of forces that underpin it in changing conjunctures.  相似文献

The history of political and economic inequality in forest villages can shape how and why resource use conflicts arise during the evolution of national parks management. In the Philippine uplands, indigenous peoples and migrant settlers co‐exist, compete over land and forest resources, and shape how managers preserve forests through national parks. This article examines how migrants have claimed lands and changed production and exchange relations among the indigenous Tagbanua to build on and benefit from otherwise coercive park management on Palawan Island, the Philippines. Migrant control over productive resources has influenced who, within each group, could sustain agriculture in the face of the state's dominant conservation narrative — valorizing migrant paddy rice and criminalizing Tagbanua swiddens. Upon settling, migrant farmers used new political and economic strengths to tap into provincial political networks in order to be hired at a national park. As a result, they were able to steer management to support paddy rice at the expense of swidden cultivation. While state conservation policy shapes how national parks impact upon local resource access and use, older political economic inequalities in forest villages build on such policies to influence how management affects the livelihoods of poor households.  相似文献

Large dams have proliferated in Malaysia in recent decades. Constructed mainly to meet mounting domestic demand for water and energy, they have destroyed large tracts of species‐rich tropical rain forest and displaced many already poor and marginalized indigenous groups from their homes and ancestral lands without their consent. Evicted indigenes were promised a better life in resettlement villages, but for the most part this has not occurred. Invariably traumatized by resettlement and widely forced into cash‐based economies for which they were ill prepared, many resettled indigenes suffered from frayed social relationships, high rates of unemployment and enduring poverty, in large part because the authorities failed to internalize project costs. The consequences for indigenous groups of dam‐induced environmental change and development‐forced displacement and resettlement (DFDR) are explored through a critical reading of the literature on four large dams: Sungai Selangor, Babagon, Batang Ai and Bakun. More large dams are under construction and many others have been proposed, resulting in threats to the future well‐being of many indigenous communities. Generally speaking, the experiences of Malaysia's dam‐affected indigenes mirror those of other indigenous minorities in the greater Southeast Asian region.  相似文献

This article examines the recent involvement of Emberá indigenous women from eastern Panama in the production and commercialization of handicrafts for national and international markets, using life stories collected in two Emberá communities. Emberá women's increased participation in market economies provides a critical medium through which dominant norms of gender roles are partly reworked and new subjectivities are forged, providing them temporary spaces of authority from within to negotiate relationships with men in domestic spaces. The study does not look for obvious shifts of power inside the household. Instead, it conceptualizes handicraft activities and the conflicts they spark as discursive sites, thus focusing on how women (through their work and purchases) understand themselves and their roles, and how power operates through competing discursive constructions of ‘women’, ‘men’, or ‘work’ in everyday practices. This approach produces a nuanced understanding of the complex reconfiguration of gender relations, and the particular shapes that changing social interactions and meanings of femininity/masculinity take, and it challenges dominant representations of indigenous societies as static and inexorably harmed by capitalist transformation. Findings demonstrate that indigenous women's experiences and realities are multifaceted and dynamic, and that the outcomes of market economies in indigenous communities are complex and ambiguous, rather than uniform and necessarily oppressive.  相似文献

The Finnish forest workers' trade union and employers' organizations signed their first wage agreement in 1957 and first collective labour agreement in 1962. Many other sectors had concluded such agreements years earlier. This article challenges the widely accepted idea that collective labour agreements were becoming ubiquitous in Finnish industrial relations soon after the Second World War. Forest workers were left out of this process, and up until the late 1950s their wages and working conditions were not determined by the labour market parties but by state authorities – the state legislated and regulated forestry wages. The explanation for the delayed development of labour market practices in this sector can be found in forest work itself as well as the state's active role. This work was, up until the 1960s, done mainly by small farmers who were reluctant to unionize and unable to otherwise promote their interests. The situation changed when professionalization made them more or less full-time forest workers who more often joined the union. At the same time, the state created organizations and institutions which encouraged labour market parties to cooperate. Their shared struggle against political interference pushed labour market parties towards collective bargaining.  相似文献

Abstract

Exclusively planned tourism destinations, such as all-inclusive resorts, gated resort communities, private cruise liner-owned islands and privatized beaches, have increased over the last few decades. Researchers have analyzed these kinds of tourism environments as enclaves, which are typically driven by external forces and actors, strongly supported by globalization and the current neoliberal market economy. Existing research shows that tourism enclaves are characterized by active border-making, power issues and material and/or symbolic separation from the surrounding socio-cultural realities, leading to weak linkages with host communities and the local economy. Tourism enclaves involve power inequalities, injustices and unsustainable practices that often have serious negative impacts on local socio-economic development. The articles of the special issue focus on tourism enclaves in different theoretical and geographical contexts and they contribute to our understanding of how these exclusive spaces are created and transformed and how they shape places and place identities. The individual research articles are contextualized and discussed with the key theoretical perspectives and empirical findings on tourism enclaves. Future research needs include analysis of linkages and flows of labor, goods, ideas and capital in different scales; policymaking, planning and regulations; environmental impacts; and locals’ land and resource access in the respect of bordering, privatization and land grabbing. By focusing on these topics, the tourism industry could be guided towards more responsible and sustainable development path.  相似文献

Since the early 1980s, most African countries have experienced unsatisfactory rates of economic growth and profound changes in livelihood systems, which have affected the way their modern institutions function. However, when confronted with evidence of poor economic performance in countries undergoing adjustment, the international financial institutions often blame governments for their lack of political will in regulating the activities of bureaucrats and vested interests. They recommend policies aimed at restructuring public sector institutions through privatization, public expenditure cuts, retrenchment, new structures of incentives and decentralization. Despite efforts to implement these measures in a number of countries, the problems of low institutional capacity remain. Two key contradictions appear to explain why institutions have been largely ineffective in crisis economies in Africa: the growing contradiction between the interests of bureaucratic actors and the goals they are supposed to uphold; and the contradiction between the institutional set-up itself and what goes on in the wider society. To understand how these contradictions work, it is necessary to look more closely at the set of values and relationships that anchor institutions on social systems. The issues here are social compromise and cohesion; institutional socialization and loyalties; overarching sets of values; and political authority to enforce rules and regulations. The crises in these four areas of social relations, which are linked to the ways households and groups have coped with recession and restructuring, have altered Africa's state institutions so that it has become difficult to carry out meaningful development programmes and public sector reforms without addressing the social relations themselves.  相似文献
