Since the early 1990s major changes have occurred in the legal, policy and institutional context within which mineral development occurs on Aboriginal land in Australia. This article assesses whether these changes have substantially enhanced the capacity of Aboriginal people to control mining and share in its benefits. It examines, in turn, the major actors involved in mineral development in Australia, the policy positions they are adopting and the way in which they are behaving in relation to mining on Aboriginal land. It concludes that while some Aboriginal groups are gaining greater control over resource development, many have failed to do so, reflecting the fact that the legal, policy and institutional environment remains largely hostile to Aboriginal interests. Only adoption by Aboriginal people of effective political strategies operating on a number of scales can change this situation.  相似文献

This paper argues that feminist geography can provide some useful lessons in an attempt to increase Aboriginal peoples' representation in geography. It asks the question: How can we use the example of feminist geography to think about a geography that is more inclusive of Aboriginal people? The paper focuses on the issues of content in teaching, drawing on examples from urban and social geography, and on methodological challenges, especially the issue of reflexivity. Feminist geographer Suzanne Mackenzie argued that an emerging feminist geography left the discipline ‘conceptually unclad’, challenging scholars to consider new theoretical frameworks and new perspectives. I argue that emphasising the geographies of Aboriginal people also enriches geography, including feminist geography.  相似文献

Aboriginal peoples in Canada are gaining influence in post‐secondary education through Aboriginal‐directed programs and policies in non‐Aboriginal institutions. However, these gains have occurred alongside, and in some cases through, neoliberal reforms to higher education. This article explores the political consequences of the neoliberal institutionalization of First Nations empowerment for public sector unions and workers. We examine a case where the indigenization of a community college in British Columbia was embedded in neoliberal reforms that ran counter to the interests of academic instructors. Although many union members supported indigenization, many also possessed a deep ambivalence about the change. Neoliberal indigenization increased work intensity, decreased worker autonomy and promoted an educational philosophy that prioritized labour market needs over liberal arts. This example demonstrates how the integration of Aboriginal aspirations into neoliberal processes of reform works to rationalize public sector restructuring, constricting labour agency and the possibilities for alliances between labour and Aboriginal peoples.  相似文献

Aboriginal involvement in the management of parks was conceived as a means by which Aboriginal and conservationist interests could be reconciled. Participation in the management of parks increases Aboriginal control over land deemed to be of conservation value. Involvement in the management of parks as a means of empowering Aborigines is examined through a case study of Mootwingee National Park, in far western NSW. The management history of the park reveals that Aboriginal involvement has been facilitated by a policy commitment to consultation. Participation premised only on policy provisions has resulted in Aboriginal interests being underestimated or ignored. Aborigines will truly be empowered if their involvement is based on Aboriginal ownership of parks and a formal commitment to joint management.  相似文献

ABSTRACT This paper uses the repatriation and ceremonial reburial of Indigenous remains to La Perouse, an Indigenous community in Sydney, as a lens through which to examine the cultural politics of representation and recognition that are central to contemporary Aboriginal identity construction. The return of the skeletal remains of 21 individuals highlights the role that representative bodies — past and present, individual and organizational — play in engagements between the State and Aboriginal people. Heralded by some as a sincere sign of reconciliation and treated as suspect and misguided by others, the reburial produced diverse responses from both Aboriginal and non‐Aboriginal people alike. Speakers at the repatriation focused on righting the wrongs of the past, reconciliation, and moving forward in cooperation, suggesting the redemptive significance of these events. Among Kooris at La Perouse, debates about community, representation, and belonging expose the ways that Aboriginal people and communities operate through, against, and beyond ‘whitefella’ structures of recognition to define who they are and what their culture is.  相似文献

Australia's parliaments remain fundamentally white institutions. Since Federation, Aboriginal and Torres Strait Islander people have been poorly represented – or not represented at all – in the nation's State, Territory and Commonwealth legislatures. Today there remains an ambivalent assessment of the capacity for parliamentary representation to actually deliver meaningful change for Indigenous peoples. This article examines the complexities involved in Indigenous parliamentary representation, drawing on original interviews with current and past parliamentarians to examine tensions between party identification and indigeneity; between electoral and group-based representation; and between notions of a politics of presence versus the effective representation of a diversity of Indigenous interests. The paper concludes that while parliamentary representation is important in a symbolic sense, without structural transformation it will never be an adequate vehicle for representing Indigenous needs and concerns in the postcolonial state.  相似文献

This paper challenges the hypothesis that Aboriginal fire‐regimes in the coastal wet tropics of north Queensland have been responsible for significant rainforest decline in the past, and rejects the narrative that recent rainforest expansion is the result of the disappearance of Aboriginal people and their fire practices from the area. Mapping of vegetation in the Mossman district in c. 1890 from surveyors’ plans, and in 1945 and 1991 from aerial photography demonstrates that the expansion of rainforest since 1945 represents a recovery following extensive rainforest destruction associated with sugar cane cultivation in the first 70 years of European occupation. Kuku‐Yalanji Aboriginal people continued to occupy their traditional lands, and participated in the sugar industry, throughout this period. They adapted their fire management practices to the changed economic and social circumstances. Management of fire by the Kuku‐Yalanji people prior to European occupation ensured the presence of extensive rainforest cover, whilst also providing access to fire‐prone forests and their cultural resources.  相似文献

This paper presents a case study, based on the experiences of two senior Aboriginal traditional owners who were engaged in negotiations surrounding the establishment of a Regional Forest Agreement (RFA) in southeast Queensland. This case is notable as an illustration of the capacity of natural resource management planning, through negotiation within a formal process, to extinguish native title. Importantly, the personal experiences of two senior Aboriginal people provide an insight into a situation designed to enhance interactions between government and community, with the overt intention of improving natural resource management. However, the record of this personal experience indicates that the communication was less than satisfactory and that the outcomes, at least in terms of the experiences recorded here, of the individual senior Aboriginal community members, was less than satisfactory. We conclude that, despite best intentions, there is an important lack of provision for community influence or power, including any legal or administrative institutional framework. We also conclude that there are important institutional and social processes of engagement still to be developed, including ways of engaging the community more widely that has conventionally been the case.  相似文献

This paper explores intersections between political economy and nature in the so-called Tiger economies that have risen to prominence since the 1960s. Whilst Tiger states are in many ways emblematic of the extremes of late capitalism, they are nevertheless characterized by socio-natural environments that are distinctive, both in terms of the political and economic interests that have underpinned them and their rates of production. Whilst produced under a distinctive set of capitalist social relations, the dialectical reading offered herein chooses to foreground the agency that socio-nature itself possesses in relation to prevalent class interests. This agency is conceptualized in terms of a series of cultural wars over transformed nature. Using a theoretically provocative case study that examines the politics of waste management in Ireland, the paper argues that in reflecting upon the role of such culture wars in the constitution of dominant social relations in Tiger states, the concepts of scalar strategies and struggles over scale may prove useful. Whilst social contests over the scaling of governance have tended thus far to focus upon the dialectical relations between scale and political economy, the paper argues that ecological projects too are fundamentally produced by and implicated in the structuration of scale. In calling for dialogue between political ecological studies and recent work in geography that has sought to theorize scale as a social process, the paper hopes to contribute towards the development of a political ecology of Tiger states.  相似文献

The nature and quality of representation in public participation is crucial to reaching acceptable environmental decisions that can be implemented. Ten case studies of natural resource management groups involved in agriculture in south western Australia were conducted at four spatial scales—state, regional, land conservation district (shire or county), and subcatchment. Qualitative analysis identified the desirable qualities of representatives, and then compared perceptions of current practice at the four scales against these ideals. Desirable qualities were being an active participant, competency (skills and knowledge), credibility, adopting the group identity and commitment, communicating outside the group, having established social networks, and an ability to function in multiple roles. Analysis across scales suggests that for groups at broader spatial scales of organizing, such as the state level, representation was closer to achieving the desired qualities than at other scales. This finding is contrary to much of the current rhetoric in natural resource management, and environmental management more generally, that "local is better." The article concludes with some thoughts as to why this is the case, suggesting that the success or otherwise of representation, and the public participation in which representatives are involved, is influenced not only by the scale of decision making but also by how representatives are selected and what they are expected to achieve.  相似文献

First Nations peoples are revitalising diverse cultural fire practices and knowledge. Institutional and societal recognition of these practices is growing. Yet there has been little academic research on these fire practices in south-east Australia, let alone research led by Aboriginal people. We are a group of Indigenous and settler academics, practitioners, and experts focused on cultural fire management in the Victorian Loddon Mallee region. Using interviews and workshops, we facilitated knowledge sharing and discussion. In this paper, we describe three practice-oriented principles to develop and maintain collaborations across Aboriginal groups, researchers, and government in the Indigenous-led revitalisation of fire on Country: relationships (creating reciprocity and trust), Country (working with place and people), and power (acknowledging structures and values). Collaborations based on these principles will be unique to each temporal, social, cultural, and geographic context. Considering our findings, we acknowledge the challenges that exist and the opportunities that emerge to constructively hold space to grow genuinely collaborative research that creates change. We suggest that the principles we identify can be applied by anyone wanting to form genuine collaborations around the world as the need for social–ecological justice grows.  相似文献

This paper examines the relationship between the contested domains of Aboriginal traditional owners and non‐Aboriginal Park users, specifically bushwalkers, in Kakadu National Park in the Northern Territory of Australia. It argues that Kakadu remains a cultural borderland where a negotiated relationship between local Aboriginal traditional owners and non‐Aboriginal Park users is struggling to emerge. It finds that the rhetoric of Aboriginal/non‐Aboriginal co‐existence, which pervades the Park, is infused by the legacy of a colonial settler state, which has presumed access to territory, marginalized Indigenous people and obviated their social and cultural landscape in favour of an expansionist aesthetic of wilderness preservation and appreciation. This paper finds that the activities of bushwalkers and the concerns that these activities generate in the local Aboriginal domain produce a novel space where place is contested and transformed, a space of negotiation and resistance where people's cherished values both compete with and influence one another.  相似文献

The relationships between traditional Aboriginal land owners and other Park users in Kakadu National Park in the Northern Territory are characterised by competing agendas and competing ideas about appropriate ways of relating to the environment. Similarly, the management of recreational fishing in the Park is permeated by the tensions and opposition of contested ideas and perspectives from non‐Aboriginal fishers and Aboriginal traditional owners. The local know‐ledge and rights of ‘Territorians’[non‐Aboriginal Northern Territory residents] are continually pitted against the local knowledge and rights of Aboriginal traditional owners. Under these circumstances, debates between non‐Aboriginal fishers and Aboriginal traditional owners are overwhelmingly dominated by the unequal power relationships created through an alliance between science and the State. The complex and multi‐dimensional nature of Aboriginal traditional owners’ concerns for country renders these concerns invisible or incomprehensible to government, science and non‐Aboriginal fishers who are each guided by very different epistemic commitments. It is a state of affairs that leaves the situated knowledge of Aboriginal traditional owners with a limited authority in the non‐Aboriginal domain and detracts from their ability to manage and care for their homelands.

Anthropologists working on native title cases in Australia are commonly asked to identify the Aboriginal ‘society’ that holds the body of laws and customs that confer land ownership rights on certain groups of people. In this paper I investigate how the early documentation of bora initiation ceremonies is relevant to understanding contemporary Aboriginal societies and the normative laws and customs that give rise to rights and interests in land. The vast ethnographic oeuvre of R.H. Mathews (1841–1918) includes detailed documentation of bora gatherings, which allows the reconstruction of the wider social reaches of people's networks in the lower Darling Downs of eastern Australia, and can in turn be understood as the ‘society’ so often sought in current native title case law.  相似文献

Western thought tends to see aboriginal identity as dependent upon a particularistic ubiety. Myles Lalor, a New South Wales Aborigine, proposes another kind of identity which recognises that for his generation the tie between place and people is liable to be ruptured, but asserts that wherever there are Aboriginal people there are other places to be Aboriginal. Lalor presents his refusal of nostalgia in the form of an autobiography which articulates memories through a sense of his own agency.  相似文献

ABSTRACT It seems that every public function I attend includes a ‘welcome to country’ speech presented by a representative of a local Aboriginal group claiming traditional ownership of the land where the gathering is conducted. Indeed, while it was already becoming customary for white officials to acknowledge traditional Aboriginal ownership prior to introducing any kind of its own business in recent years, it seems to have become de rigueur since the 42nd Federal Parliament was opened with a ‘Welcome to Country’ speech from a Ngunnawal representative in February, 2008. As this paper demonstrates, welcome to country might be understood by whites as a ‘safe’ kind of inclusive gesture of recognition all the time knowing that such claims are not legally enforceable. But, as the two ethnographic examples I present in this article demonstrate, Indigenous agency, once acknowledged in performance, cannot be fully directed by the nation state to serve its own ends.  相似文献

ABSTRACT This paper explores the ambiguous and dynamic nature of Aboriginal identity in south‐western Sydney. While for most of the Aboriginal people in rural and remote areas, identity has been primarily a matter of kinship ties associated with their perceived place of origin, Aboriginal people often recognize each other as Aboriginal by sharing and recognizing certain ‘Aboriginal’ cultural mores and traits. These two principles of identity are flexible enough to be extended to those who are not raised in an Aboriginal family environment; one meeting with their Aboriginal family is a minimum requirement. In south‐western Sydney, where organizations dealing with Aboriginal issues provide ways of connecting Aboriginal people from various backgrounds, in line with the government's homogenized notion of Aboriginality, Aboriginal people from Aboriginal family environments encounter those who cannot even meet this compromised criterion. Their presence gives rise to tension and conflict revolving around the concept of Aboriginality. Aboriginal cultural values that emphasize actual engagement provide ways of overcoming such dilemmas. Through common participation in the activities of the aforesaid organisations, Aboriginal people in south‐western Sydney develop a new sense of ‘Aboriginality’, which embraces those who cannot claim kinship ties.  相似文献

In this paper I extend upon the categories of appropriation identified by Beings, land and people. Using the work of Nancy Munn (1984) and Annette Weiner (1992), I argue that the relationship between objects, place, Beings and people is of a consubstantial and inalienable nature. Following on from this argument, I propose that Aboriginal and Torres Strait Islander rights and interests in land or waters, as defined by the recent Native Title legislation, cannot be alienated from rights and interests in other cultural possessions. These other cultural forms include tjurunga, as well as songs, ceremonies and paintings. As this suggests, in the post-Mabo landscape museums represent important collecting sites for indigenous people; a somewhat different identity to the former status of museums as sites of indigenous collections.  相似文献

Investigation of social values is essential to understanding relationships between people and place, particularly in Indigenous cultural heritage management. The value of long-term ethnographic studies is well recognised, however, such approaches are generally not possible in many heritage studies due to time or other constraints. Qualitative research methods have considerable potential in this space, yet few have systematically applied them to understanding Indigenous peoples’ relationships with place. This paper reports on a qualitative study with Alngith people from north-eastern Australia. It begins by exploring the embodied, experiential nature of Alngith peoples’ conception of Country and their emphasis on four interrelated themes: Respect, Care, Interaction and Closeness when describing relationships to Country. We suggest that Alngith people-to-place relationships are underwritten by these ideals and are central to local expectations for respectful, inclusive heritage practices. The results also reveal new perspectives and pathways for Aboriginal communities, and heritage managers dissatisfied with the constraints of ‘traditional’ cultural heritage assessment frameworks that emphasise archaeological methods and values. The paper further demonstrates how qualitative research methodologies can assist heritage managers to move beyond the limitations of surveys and quantitative studies and develop a deeper understanding of Indigenous values, concepts and aspirations (social values).  相似文献

ABSTRACT

Much has been written about the history of the Queensland Native Mounted Police, mostly focussing on its development, its white officers, how much the Colonial Government genuinely knew about the actions of the Force, and how many people were killed during the frontier wars. Far less attention has been given to the Aboriginal men of the force, the nature of their recruitment, and the long-term traumatic impacts on Aboriginal peoples’ and communities’ psyches rather than broadscale changes to Aboriginal culture per se. This article examines the historical and ongoing psychological impacts of dispossession and frontier violence on Aboriginal people. Specifically, we argue that massacres, frontier violence, displacement, and the ultimate dispossession of land and destruction of traditional cultural practices resulted in both individual and collective inter-generational trauma for Aboriginal peoples. We posit that, despite the Australian frontier wars taking place over a century ago, their impacts continue to reverberate today in a range of different ways, many of which are as yet only partially understood.  相似文献
