Israeli rule over the territories it occupied in the June 1967 war has been the subject of animated international debate in the past half century. This article explores the policy-making process behind Israel’s immediate postwar propaganda and public diplomacy, or “hasbara” in Hebrew, intended to put before foreign audiences the necessity and legitimacy of the occupation. Based on unpublished archival sources, this paper will delineate and analyze the Israeli government’s numerous difficulties in explaining the occupation, faced by media and other reports of Palestinian postwar hardship and resistance to Israeli rule, as well as the harsh measures enforcing Israeli military control and the beginning of Israeli settlement. It also demonstrates the problem of conflicting demands placed on the Israeli government by its domestic audience. It finally argues that the perceived dent to Israel’s image so often discussed by its government and public, has much to say generally about the limits of any propaganda and public diplomacy.  相似文献

This paper seeks to sketch a number of geographical patterns pertaining to the ongoing process of confiscation of Palestinian-Arab land in Israel and the 1967 occupied territories. It points out a geographical pattern and process of “enclaving” and “exclaving”, a form of spatial apartheid and exclusionary zoning which was adopted during the pre-state period of Jewish settlement and has continued down to the present day. The centrality of land possession and its transfer to Jewish national and state ownership is shared by almost all political classes in Israel. Even during key points in peace negotiations over the past several years, land confiscation never ceased nor was interrupted. The present paper employs the term “shrinking” to underscore that land confiscation is a continuous process in Palestine/Israel. This of course has both political and social ramifications for the type of state Israel seeks to be, declaring its desire to live in peace and harmony with its own Palestinian citizens and Palestinians elsewhere once a peace deal has been reached. Seen from the perspective of land, its control and use, this paper argues that there is no other alternative in achieving peaceful resolution between Jews in Israel and Palestinians except a return to square one: redefining a new geography for Palestinian villages and towns in Israel and for those many hundreds of villages which were demolished and have since been obliterated.  相似文献

The imbalance in the age structure of the U.S. population has created conditions for heavy demand and consequently pressures for rising relative prices in the market for owner-occupied single family housing in the 1980s and 1990s. Working in reverse, the unbalanced demographics may well lead to the falling relative price of housing around 2010, the period in which the baby boom generation will be retiring and may wish to liquidate its housing investment. Changes in housing policies during the 1980s could help offset the anticipated costs associated with the swings in demand pressures in the housing market over the next forty years. Current favorable tax and financial policies toward homeownership encourage both the overconsumption of housing and the overinvestment in housing as a retirement asset. Tax and financial policies could be changed to neutralize the attractiveness of owner-occupied single family units relative to alternative types of housing units. To avoid overbuilding for the future, policies could encourage the efficient use of existing housing resources through intergenerational turnover, upgrading of units and neighborhood improvement, and condominium-style conversion of multiunit structures from rental to owner-occupancy. Finally, tax and financial policies toward investment could encourage the baby boom generation to diversify its retirement assets outside of housing.  相似文献

The British government had played an important role during the 1950s and 1960s as a mediator in the Arab–Israeli conflict, most notably through the development of Project Alpha between 1954 and 1956, and through the negotiation of United Nations Security Council resolution 242 in 1967. Between 1977 and 1979, British Prime Minister James Callaghan played a supporting role to US President Jimmy Carter as he negotiated the Camp David Accords of 1978. Callaghan adopted a pro-Israeli stance, cultivating close relations with the Israeli Prime Minister Menachem Begin and defending Begin’s position over key issues, particularly his reluctance to remove settlements from the occupied territories. In this respect Callaghan’s government departed from established British policy, even abstaining over United Nations Security Council resolution 446 in March 1979 which condemned continuing Israeli settlement activity. This resulted in damage to Britain’s relations with moderate Arab states such as Egypt and Jordan.  相似文献

The study of the Israel–Palestine conflict is a live laboratory for political geographers and this is reflected in a number of studies undertaken by Saul Cohen during his career. Despite the recent collapse of the Israel–Palestine peace process, the ongoing attempts at conflict resolution continue to focus on the territorial dimensions of the conflict. All attempts to configure State territories which are acceptable to both sides must take account not only of the tangible dimensions of boundary demarcation and strategic sites, but also the symbolic aspects of territory and the way in which such territories are part of the process through which national identities are constructed and maintained. Notions of territorial partition remain much the same as they were prior to the establishment of the State of Israel in 1948. However, the changing demographic and settlement realities that have emerged during this period have resulted in the creation of new facts on the ground which must constantly be re-fed into the negotiation process at any given time.  相似文献

本文以古城西安为例,在第一手调查资料的基础上,构建了住宅市场消费满意评价模型,采用消费者指标选择累积统计的方法,构建了重要性与满意差异模型,进行了重要性与满意差异分析。研究结果显示:评价项目中,住房价格与中观小区空间因素满意评价较低;满意且重要区域主要集中于宏观区域因素;重要不满意区域,价格因素主导突出。  相似文献

ABSTRACT. A first step in the process of economic analysis of housing markets in Third World cities is the econometric analysis of housing trait prices. The information on market price of housing is basic to the derivation/estimation of other market parameters such as housing demand and supply elasticities. In addition, housing trait prices constitute invaluable inputs into the analysis of effects of government housing programs. This paper presents estimates of housing trait prices in a Third World city housing market, the city of Jos in Nigeria. Nonlinear stochastic specification of a policy constrained hedonic price function is presented as an unbiased estimator of housing trait prices. The Box-Cox statistical procedure was employed in the paper to obtain hedonic regression coefficients which are the parameters needed to compute the average prices evaluated both at the mean of each trait and at their margins. The potential uses of housing trait prices for policy analysis are discussed briefly.  相似文献

城市企业主义是理解地方政府行为与城市空间变迁的重要政治经济视角,在中国推进经济全球化和住房市场化的背景下,企业化的地方政府,特别是大城市政府,在保障房的建设实践中往往采取偏向性的策略选择。本文着重讨论企业主义视角下大城市政府保障房建设的策略选择及其社会空间后果。研究发现,大城市政府主要通过实施保障房政策的异化和保障房住区的边远化策略,来履行其住房保障职责。然而,这种选择性策略带来的直接的社会空间后果是低收入群体的边缘化,具体表现为外来务工人员等在保障政策上的边缘化,以及保障房居民在社会空间上的边缘化。文章进一步指出,保障房应回归其保障本位,以满足低收入群体的真实需求。  相似文献

本文以我国典型的老工业城市沈阳为例来分析其住房价格空间分异特征与影响机理。通过大数据方法获取该市1450个住宅小区的房价及特征数据,利用Kriging空间插值法模拟其房价空间分布格局,并从社区、公共配套设施和交通出行等方面构建地理加权回归模型,探究各因子对房价空间分布的影响机理。结果表明:①沈阳市住房价格呈现出多中心的空间结构,且长白区域已成为新的价格峰值区。②特征因素对住房价格的影响具有显著的空间异质性,其中,公共配套设施和地铁站对房价表现出较高的影响力,并对住房价格的作用程度呈现明显空间差异性。③受“强政府、弱市场”等的长期影响,政府调控下的城市资源分配不均衡成为沈阳等老工业城市住房价格空间分异的根本原因。  相似文献

The Longitudinal Survey of Immigrants to Canada (LSIC) is used to investigate the participation of immigrants in Canada's housing market during the first four years of the settlement process, beginning in 2000–2001. The analysis focuses on the changing rate of homeownership, crowding and affordability. Special attention is given to differences between landing classes and population groups (especially visible minority groups). In general, the housing situation of LSIC survey respondents improved remarkably over the years covered by the survey. This is registered in a much higher rate of homeownership in the third wave of the survey (at four years after landing) compared with the first (six months after landing). Similarly, the ratio of survey respondents spending more than 30 percent of their total family income on housing dropped dramatically, as did the percentage living in crowded conditions. In other words, at least according to the measures explored here, LSIC suggests that the proportion of immigrants in precarious housing situations drops significantly in the early settlement period. This positive outcome is not universally shared, however, and certain groups—notably refugees, and immigrants of black and MiddleEastern background—see much less improvement in their circumstances than the average survey respondent.  相似文献

United Nations Security Council Resolution 242 of 22 November 1967 continues to rank as a key point of reference for the Arab-Israeli peace process. The resolution laid down a ‘land for peace’ formula for the resolution of the Arab-Israeli conflict, under which Israel would withdraw from territories occupied during the June 1967 Arab-Israeli War in exchange for full peace agreements with its Arab neighbours. This article analyses the Anglo-American diplomacy at the United Nations which led to the passing of the resolution. It argues that the policy-making of the Johnson administration was rendered incoherent by internal rivalries and disorganisation. US Ambassador to the UN, Arthur Goldberg, was perceived as excessively sympathetic to Israel by the Arab delegations. The British approach, by contrast, was perceived by all parties as more even-handed. The clear position adopted by Foreign Secretary George Brown on Israeli withdrawal from the occupied territories, together with the skilful diplomacy of the Ambassador to the UN, Lord Caradon, explains the British success in sponsoring Resolution 242. The episode holds broader lessons for the conduct of Anglo-American relations showing that Britain was better placed to achieve diplomatic success when it retained its freedom of manoeuvre in relations with the United States.  相似文献

Recent housing-market studies have modeled slow stock and price adjustment with some success. However, the empirical procedures used in these models break down if housing stocks or prices are driven by stochastic growth. In this paper I suggest an error-correction model for analyzing housing supply and demand under conditions of stochastic growth for a regional housing market. The model is applied to the housing market in Boulder, Colorado from 1981 through 1995—a period of rapid growth in housing values in the area. Long-run housing supply and demand are shown to be inelastic with respect to changes in the price of housing. The results indicate that developers respond more accurately to housing-market disequilibrium attributable to supply-side disturbances than to disturbances generated by changes in the demand for housing. On the other hand, price appreciation is driven primarily by demand disturbances.  相似文献

The article looks at mono‐industrial cities in the Baltic States during the Soviet era. In terms of economy, ethnicity and their urban appearance these heterotopic towns were outposts in the integration of the occupied European‐like territories into the Soviet Union. Thanks to the principles of planning and state‐favoured development that were applied across the Soviet Union, these towns, built for Russian speaking immigrants, stood out from the surrounding patterns of settlement that had developed naturally over time. The uranium producing town of Sillamäe in Estonia was built in secret and with lightning speed amidst the panic concerning the atom bomb immediately after the war, and provides us with a perfect model of Stalinist urban development. Stu?ka, built in the 1960s near a hydro‐electric power station in Latvia and Snie?kus, built in the 1970s next to a nuclear power station in Lithuania, were less separated from the surrounding landscape, but both provide a perfect example of Soviet modernism, which had been learned from mass‐housing in the West.  相似文献

This article examines the pattern of minimum wage changes in Malawi and some of their effects, and considers more generally the appropriateness of a minimum wage policy in developing country situations similar to that of Malawi. After a progressive decline in the real value of the minimum wage during the 1970s there is evidence that the government is attempting, through periodic and rather erratic corrective action, to maintain something like a constant real wage. Data from a Ministry of Labour survey demonstrate that such changes in the minimum wage do have a direct effect on wages paid, but that this is concentrated in specific sectors: outside these, minimum wage policy is ineffectual, and the effective coverage achieved in terms of the national work-force is very narrow. Since the most significant influence on the wages of hired workers is the elastic supply of unskilled labour available at very low wages from the smallholder sector, efforts need to be concentrated on raising the supply price of labour through positive policies pursued in the rural sector. Some special features of the rural labour market are therefore examined. Various measures could be taken here: one which seems likely to be effective in producing immediate results is the progressive transfer of burley tobacco quotas to smallholders.  相似文献

In both World Wars, the German armies enacted a prostitution policy in all the occupied territories of Western and Eastern Europe. Through a comparative study, this article uses archival research in Poland, France, Belgium and Germany as well as existing studies in five languages to examine the continuities and discontinuities in German prostitution policies between the Western and the Eastern territories during both wars. In exploring the question of continuity, we consider the interaction of local authorities with occupation forces and how prostitution policies in Western and Eastern countries differed from the German ‘home front’. Strong continuities existed between the First and Second World War, including a severe backlash against the abolitionist trend in Europe and the extension of regulatory controls beyond the prostitutes to include other ‘suspect’ women, often justified by concerns over the spread of venereal diseases and public morality and health. Despite these continuities, prostitution policies were even more regressive during the Second World War, with the racial ideology of Nazism as the main trigger for the brutalisation of prostitution policies. German authorities pushed the system to greater extremes, overseeing its evolution from control to terror.  相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why.  相似文献

Do social protests affect government housing-related decisions? If so, in what way? To answer this question this study examines the influence of Israel's 2011 social protest on the government's housing policy, using an empirical cumulative-aggregative analysis of housing-related decisions over the past two decades. The empirical analysis is based on two generic classifications of government interventions commonly used in housing literature: first, decisions aimed at increasing the housing stock (supply-side), as opposed to policies aimed at augmenting consumers' financial capacity to obtain adequate housing (demand-side); and second, decisions that encourage homeownership as opposed to those that promote rental housing. The research findings show that the 2011 social protest definitely affected Israel's housing policy, because it prompted the government to engage in housing. However, the interventions introduced focused largely on increasing the inventory of housing units (supply-side) for homeownership and benefited mainly members of the middle class who qualify for mortgages and investors. Thus, despite the increase in government involvement in the post-protest period, Israel's housing policy has remained neoliberal, though in an advanced form of neoliberalism that combines market-oriented policies with centralized tendencies, which we call “centralized neoliberalism.” The study discusses the findings and their implications for various population groups. Given the current global affordable-housing crisis, the findings are relevant to many countries whose existing neoliberal housing policy is failing to address housing-market problems and challenges.  相似文献

In April 1986 housing finance allocation procedures were deregulated. The impact of this decision on levels of finance borrowed by households was assessed for 2562 buyers of houses and home units in the Adelaide Statistical Division during May and June 1986. Sales price and mortgage data suggest two tendencies influencing the relationship between price and mortgage. Firstly, low price purchasers have small deposits and borrow heavily to effect their purchase. Secondly, high price buyers, with large deposits, are nevertheless taking out large loans to finance housing. Levels of gearing show market socio-economic bias, low cost buyers being more likely to be overcommitted.  相似文献
