The nature of the political culture itself is often seen by commentators as the cause of democracy failing to take root in China; the antidemocratic elements of that culture being overemphasised while the democratic elements are underemphasised. This paper examines the application of the ideas of democratic culture in China to the current state of play, including the possibility of the democratic card being played by factions within the Chinese Communist Parry (CCP). There are indeed cultural problems associated with Chinese democratisation such as cultural anomie, unconscious authoritarian personalities, the legacy of egalitarianism, the radical polarisation of Chinese culture, difficulties of institutional compromise and the irrational control of aggression and fear. While the antidemocratic culture is stronger at present than the democratic culture, the new Chinese democratic culture is likely to gather strength in the future.  相似文献

This case study of mental retardation in Connecticut during 1818-1917 questions the existing model of interpretation. The discovery of mental retardation in Connecticut did not emanate from social fear over those who were different, difficult, or dangerous. Nor did state government initiate the institutionalization of the feeble-minded. Instead, Dr. Henry M. Knight, who founded the private Connecticut School for Imbeciles in 1858, was motivated by antebellum religious benevolence. His altruism was additionally motivated by cultural concerns to shape behavior according to middle-class, Protestant norms. By the end of the century, his son and successor Dr. George H. Knight departed from his father's emphasis on education and assimilation to embrace eugenics and segregation of the mentally retarded. Connecticut's pioneering marital ban (1895) and sterilization law (1909) were, however, virtually ineffective. Instead, the state sponsored in 1917 a large-scale custodial facility that sought to isolate the feeble-minded, whom reformers now portrayed as a menace to society. In sum, the Knights show a clear departure in policy between the first and second generation of administrators.  相似文献

The image of Zwarte Piet, as part of Dutch Sinterklaas celebrations has caused heated debate in the past decade, which has polarized tensions between the ‘Dutch’ and ‘strangers’. This article argues that the debate cannot be resolved within a framework of a methodologically nationalist cultural policy. Building on Kwame Anthony Appiah’s book Cosmopolitanism: Ethics in a World of Strangers, I argue that a cosmopolitan framework for belonging is not only a normative but also a policy imperative. Cultural policy should recognize our shared global belonging, rather than building a national polis predicated on difference that sets us apart. However, a methodologically cosmopolitan cultural policy cannot be a blanket approach to replace or undermine national frameworks. It should embed the nation in a cosmopolitan public policy to accommodate cultural and religious diversity under globalization that has irrevocably eroded the illusion of a national unity.  相似文献

As the tide turns against econometric calculations of cultural value, scope exists for careful reconsideration of the social value of culture. In Cuba after 1959, culture was placed at the heart of a society undergoing radical transformation. This article examines the socially orientated initiatives to which this revalidation gave rise. It shows that substantial changes were wrought in professional circles as art was acknowledged as a form of social production and remunerated accordingly. It also outlines the sustained efforts that were made to diminish the gap between creative intellectuals and the rest of society, by encouraging widespread appreciation of, and participation in, creative activity. This comprehensive programme was underscored by ideas around democratisation and emancipation that remain vital to contemporary discussions.  相似文献

This introduction to the special issue ‘Slavery, Servitude and Freedom in the Danish-Norwegian West Indies, 1672–1848’, edited by Niklas Thode Jensen and Vibe Maria Martens, situates the five essays in the issue in the framework provided by previous research. It begins with a historiographical overview of research carried out since c. 1950 concerning Caribbean and Danish-Norwegian West Indian racial slavery, and continues to locate the essays within this field and its recent historiographical trends. The introduction ends with a brief overview of the history of the Danish-Norwegian and later the Danish West Indies to provide the general context for the five essays.  相似文献
