Politicians often use ‘independent experts’ to avoid blame for contentious public policy. The use of multiple agents, however, has attracted relatively little attention. We extend the blame-avoidance literature to identify additional opportunities and risks that arise when multiple agents are used to support/oppose particular public policies. We then test our propositions using evidence from recent local government reforms in New South Wales. The picture which emerges is largely one of confusion whereby independent agents provide contradictory opinions, attempt to shift blame to one another, and dispute interpretations of earlier advice. We conclude our analysis with a discussion of the salient factors for successful pursuit of the multiple-agent variant of the blame games.  相似文献

This paper explores the challenges of engaging and assessing students in residential field learning. Fieldwork presents students with complex learning environments, wherein they are asked to participate in a variety of learning activities. Difficulties arise, however, over how to sustain engagement in field learning while simultaneously capturing and nurturing its different dimensions within assessment. Drawing on debates over student engagement and assessment for learning, this paper argues that engagement and assessment must coalesce for effective learning to occur. It is suggested that ‘exhibitions’ which develop the concept of ‘storytelling’ are a powerful way of promoting engagement and assessment for learning.  相似文献

Cities raise major challenges and opportunities for achieving sustainability. Much literature on urban sustainability focuses on specific aspects such as planning practices, urban policy or the diffusion of more sustainable technologies or practices. However, attempts at understanding the mechanisms of structural change towards sustainability have resulted in the emergence of an interdisciplinary field of sustainability transitions research. Transitions research has developed a phase model of transitions in which predevelopment, take-off, acceleration and stabilization phases are distinguished. However, the acceleration phase has received limited attention so far. This is a crucial gap as policy-makers are keen to accelerate transitions. This paper aims to enhance our understanding of how local actions contribute towards accelerating urban sustainability transitions. It does so by testing an acceleration mechanisms framework through exploring the collective agency of local initiatives in urban sustainability transitions. Drawing on a case study of the city of Brighton and Hove (UK), the paper finds that despite favourable local political conditions, there is a lack of evidence of acceleration apart from in individual domains such as food or mobility. Progress is found to depend on the agency of initiatives to both scale up sustainable practices and embed these practices into local governance arrangements.  相似文献

Since the 1990s, the adoption of new public management (NPM) as a management philosophy has translated into multiple waves of reform in the employment services sector in Australia, namely Working Nation (1994–96), Job Network (JN: 1996–2009) and Job Services Australia (JSA: 2009–present). Each wave has sought to improve the preceding policy. In this article, we examine changes implemented during the Rudd/Gillard Labor governments. Using government policy documents and survey data from frontline employment services staff, we compare JSA to JN against five benchmarks. Our data indicate that JSA has generated modest improvement. JSA is also a system with less emphasis on strong forms of sanctioning. Our combined data suggest that policy actors operating under NPM conditions are indeed able to influence specific aspects of frontline practice, but they must spend great effort to do so and must accept new imperfections as a consequence.

This article looks at the issues facing the regulation of commercial public service broadcasting in Norway. A document analysis of the 2010 renegotiation process to renew TV 2’s public service licence illuminates how a general marketization affects the regulation of the television sector. This process comments on Hallin and Mancini’s model of democratic corporatism in the Nordic countries regarding the power of the state to regulate private media enterprises as cultural institutions. As such, the process of commercialization should include not only the broadcasting sector, but also the political sector. As part of a solution to retain TV 2’s licence agreement, the government effectively had to re‐regulate the cable distribution sector. This case study demonstrates not only the enduring strength and value of the public service institution in a political context, but also the extent to which regulation is guided by technical and economic forces to sustain democratic considerations.  相似文献

In recent years, the boundaries of what is understood as cultural policy have been appraised and pushed. Ahearne proposed to study implicit cultural policy, which is not overt about its cultural objectives but has an impact upon culture, understood in a broader sense regarding systems of values and attitudes. Similarly, Bennett has advocated studying implicit cultural policy beyond governments, as in the case of the Catholic Church. How far can this broadening go? This paper will consider a transcultural and anonymous form of contemporary folklore, the crime urban legend, as the case study of authorless narratives that participate, among other factors, in the implicit cultural policy behind neopunitivism upon the consequences of its digital transit, which contributes to modifying different beliefs, attitudes and values on a given territory.  相似文献

This contribution is organized along two main interpretive lines. First: the Italian public sphere is very polarized because of well-established historical attitudes, a crowded media market and new technologies that push towards segmentation of the audience. The arrival of Berlusconi has only reinforced the already existing polarization that goes well beyond the borders of partisanship involving the content of news, the structure and professionalism of news outlets and also the recipients that divide themselves along the lines of political attitudes. The second characteristic feature of the Italian public sphere involves the tendency towards dramatization, which is also produced by the sudden commercialization of the entire mass media system that started in 1980. This article's thesis is supported by examples of dramatization and extreme political discourse. The consequences that derive from this situation are discussed in the conclusion.  相似文献

As the most visible element of the marketing communications mix, advertising has had its critics and, given the choice, developed countries usually select a self-regulatory approach to deal with unacceptable or irresponsible advertising. This article reviews the literature in this area and incorporates thoughtful contributions from research conducted with New Zealand's Advertising Standards Authority. This approach helps bridge the gap between theory and practice and assists advertising practitioners and regulators concerned with advertising control to eliminate undesirable features of such systems in the future. Findings indicate that practice differs from theory in the areas of complaint acceptance procedures and code enforcement. A challenge for future research lies in addressing these two key components of the model in more detail and less breadth.  相似文献

In this essay, we argue that assemblage thinking has much to offer geographers attempting to conceptualize the interrelationships between sexualities, subjectivities and contemporary urban spaces. In our current research on queer mobilities, we found that despite the explanatory weight provided by mobilities approaches, two fundamental questions remained: how to conceptualise the nature of ‘the queer subject’, and how to better explain why certain kinds of urban spaces still seemed to support these newly mobile queer subjects. Here we speculate on the potential of assemblage thinking to formulate some new theoretical and conceptual responses to these questions. While quite preliminary, there is the potential to understand how interlocking (but temporary and unstable) notions of identities, subjectivities and mobilities (of ideas, people, knowledge, capital, etc.) can be ‘assembled’ in and across urban spaces, recursively reshaping sexualities and places.  相似文献

McIvers Baths is an ocean pool in the Sydney beach of Coogee which is open to women and children only. In December 1992, a male resident of Coogee lodged a formal legal complaint of 'discrimination on the grounds of sex' with the Anti-Discrimination Board of New South Wales. Over the next three years, a coalition of activists and institutions campaigned successfully to oppose this complaint and maintain the exclusion of men from McIvers. In this article, the author considers some of the implications of this dispute for contemporary debates over the meaning of urban public space. Drawing on recent re-theorisations of urban public space and the political public sphere, the author suggests that the problematisation of exclusion in critical urban analysis should not necessarily take the form of opposition to exclusion per se. Rather, exclusions should be interrogated with respect to processes through which they are politically justified, thus enabling critical theorists to distinguish between different kinds of exclusion. The article offers some reflections on the dispute over McIvers as a way of thinking through some of the conditions in which certain forms of exclusion might be compatible with a democratic 'right to the city'.  相似文献

This editorial calls for an alternative approach to writing ethnographies. Instead of treating a group as a cultural whole to make writing about it easier, the author emphasizes the importance of understanding the intracultural diversity that exists within that group. In addition, he asks ethnographers to step away from a framework which places them as the primary interpreters of a group. Instead, he calls for more dialogic, multicentric narratives, that allow the people they study (as well as their readers) to compose their own empowering narratives about the group. Important pressures still increase the vulnerability of peri‐urban farming despite initiatives to protect agricultural land and activities since the mid‐1960s in several jurisdictions in the USA and Canada. Often, farmland is still removed from agricultural reserves for the ‘good of society’ (for example, creating industrial parks). In 2008, an action research project was initiated to attempt to reduce agricultural vulnerability in several peri‐urban and rural areas near Montreal by emphasising the importance of the appropriation of the value of these farmlands by non‐farm citizens and actors. The action research roles involved accompanying the farmers, facilitating meetings, mobilising non‐farm actors, and informing farmers of possibilities when asked to do so. In this article, one specific project is analysed in Senneville (in the west of Montreal Island). While the project was initiated by the farmers to guarantee their long‐term future, they also sought to involve other, mostly non‐agricultural, actors. In a colloquium, a collective vision for the project was constructed, integrating other functions of farmland such as conservation and leisure activities. Many meetings were organised over a three‐year period and formal presentations were made to the municipality. The project is ongoing, including new farm operations and the reinforcement of local markets for marketing mainly organic produce. The area is now an integral part of an emerging ‘green belt’ of the Montreal agglomeration and is already part of a ‘green coalition’ of both urban and peri‐urban actors (farmers and non‐farmers), and an emerging food system movement which represents a more holistic approach to food production.  相似文献

This article is a survey of the monetary reform of 1854 in the Duchy of Schleswig, then part of the Danish monarchy. The reform can be seen as the third of three major attempts to overcome the economic and political difficulties associated with a heterogeneous and divided monetary system within the Danish state in the period from the end of the eighteenth to the middle of the nineteenth century. Informed by theories of institutional economics and state-building and based on contemporary sources, the article critically examines the problematic implementation of a single currency in a nineteenth-century region torn by ethno-political tensions and upheaval. The national split between German and Danish in the Duchy seriously hampered the dissemination of the new currency, thus obstructing the reform and the fulfilment of its underlying ambition: to transform Schleswig into a more harmonious polity within the institutional framework of the Danish composite monarchy.  相似文献

The histories of maize in northeastern North America are not well understood at the subregional level. The complexity of formation processes for various lines of evidence for maize use requires the application of many analytical methods and techniques to produce data on subregional maize histories. The present analysis uses bulk δ13C values on directly dated charred encrusted cooking residues to provide the first direct correlation of water-based maize cooking to trends in pottery wall thinning. The results add to the growing body of evidence for the history of maize use in central New York.  相似文献

This article considers suburban development in Australia through the lens of its second largest city, Melbourne. Contemporary urban policies have focussed on the low densities within Australia's capitals and tried to achieve sustainability through urban consolidation policies. The article argues that these policies are often based on a distorted understanding of the relationship between housing markets and labour markets in Australia's large metropolises. The analysis of suburban development in Melbourne shows that suburban development involves complex links between changes in housing and job location and that urban sustainability policy needs to include actions designed to change the distribution of employment as well as the location and density of housing. The article shows that the vast spread of the Melbourne population masks closely linked regional labour and housing markets.  相似文献
