The rapid growth of the immigrant population in the United States, along with changes in the demographics and the political landscape, has often raised questions for understanding trends of inequality. Important issues that have received little scholarly attention thus far are excluding immigrants’ social rights through decisive policy choices and the distributive consequences of such exclusive policies. In this article, we examine how immigration and state policies on immigrants’ access to safety net programs together influence social inequality in the context of health care. We analyze the combined effect of immigration population density and state immigrant Medicaid eligibility rules on the gap of Medicaid coverage rates between native‐ and foreign‐born populations. When tracking inequality in Medicaid coverage and critical policy changes in the post‐PRWORA era, we find that exclusive state policies widen the native‐foreign Medicaid coverage gap. Moreover, the effect of state policies is conditional on the size of the immigrant population in that state. Our findings suggest immigrants’ formal integration into the welfare system is crucial for understanding social inequality in the U.S. states.  相似文献

E-mail has changed the policy process in state legislatures because political actors now have a new way to present their message to state legislators. What little research has been conducted on this topic examines e-mail communication generally and does not compare results by policy actor. Using an original survey of state legislators in eight states, we test for systematic effects of variables on general e-mail views and for effects specific to particular policy actors. We find that legislators have a nuanced approach to e-mail usage in the policy process with their assessment of its impact differing significantly for constituents, intermediary groups, and policy insiders. Only gender consistently shapes legislators' beliefs about e-mail with all groups, but institutional features, legislator characteristics, and legislator beliefs shape views on e-mail with different target groups. Clearly, legislators are attuned to the audience communicating via e-mail, and they value e-mail with each group differently.  相似文献

One important criterion for assessing the quality of democratic governance is the extent to which the policy process effectively translates citizen preferences into collective choices. Several scholars have observed a discrepancy between citizen preferences for strong environmental protection and weak policies adopted in the United States, indicating that the United States may fall short on this criterion. We examine one possible mechanism contributing to this discrepancy—legislator defection from campaign promises. Our data indicate that legislators in the U.S. Congress routinely defect from their campaign promises in environmental protection, undermining the link between citizen preferences and policy choice. We also find that legislators are much more likely to defect from pro‐environmental campaign promises, which moves government policy toward less stringent environmental programs. Finally, the propensity of legislators to defect from their campaign promises is systematic, with defection affected by partisanship, constituency influence, the influence of the majority party, and the likely consequences of defection for policy choice. These findings contribute empirical evidence relevant to the “mandate theory” perspective on how citizen preferences are translated into collective choices through the policy process. These findings may also complement research in comparative politics concluding that legislatures selected through single member districts adopt less stringent environmental policies than do legislatures chosen via proportional representation in that the mechanism for this effect may go through legislator defection from campaign promises.  相似文献

Over the last two decades, the American states have become increasingly active in shaping U.S. immigration policies. One consistent predictor in studies of state immigration policies revolves around public opinion or mass political attitudes in the form of anti‐immigrant sentiment. Unfortunately, past research relies extensively on blunt demographic proxies or other alternative replacements to measure mass opinion. Through incorporating a direct measure of anti‐immigrant sentiment constructed from public opinion surveys, we uncover mixed results. In static models, anti‐immigrant sentiment predicts a state’s overall immigration policy restrictiveness or policy “tone”; however, mass opinion fails to consistently predict immigration restrictiveness in more dynamic models of annual policy change and total number of hostile policies. We theorize that state legislators are likely responding to mass opinion with immigration policy restrictiveness when citizens mobilize and demand accountability during times of heightened issue salience. However, during times of reduced salience among the populace the influence of anti‐immigrant sentiment wanes, and commercial and political elites are seemingly able to shift individual immigration policies in more accommodative directions. Anti‐immigrant sentiment can motivate state immigration policy restriction, but likely only during select periods of heightened issue salience and attentive, engaged citizenry.  相似文献

The success of State Children's Health Insurance Programs (SCHIP) in expanding insurance coverage among low‐income children varies considerably across states. Scholars have looked to different program characteristics to explain this variation, but have arrived at disparate conclusions regarding the impact of one of the most significant design choices—the decision to create a new program or to pursue increased child health insurance rates through an expansion of the existing Medicaid program. This study suggests that understanding the impact of programmatic choices requires a more careful consideration of the mechanisms through which these different program designs might influence enrollment than has been offered in previous research. Employing a multilevel governance framework, it suggests that there is a hitherto unexplored indirect impact, where design choices influence administrative behavior, which in turn influences enrollment success in SCHIP programs. It is important to understand the effect of administrative design choices because this is one of the key areas in which states exercise discretion in the implementation of many federal programs.  相似文献

This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U.S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments.  相似文献

State legislative decision making on natural gas policy has become a balancing act, as legislators are forced to grapple with tensions between economically beneficial policies and environmental impacts. Despite increased public attention to the benefits and costs related to hydraulic fracturing, there has been little scholarly attention paid to how policy framing affects legislator behavior on this issue. We analyze recorded votes on bills relating to natural gas policy in Wyoming, Colorado, and New Mexico between 1999 and 2008; a time period spanning the recent boom. Using a novel database of bill frames, we create a ratio measure that accounts for the proportion of environmental to economic arguments within each piece of legislation. We find status quo–challenging, anti‐development policies can receive bipartisan support, as long as economic frames balance or are greater than environmental frames. Framing natural gas as a win‐win scenario where economic benefit and environmental protection can be achieved simultaneously is an effective legislative strategy. Using the case of natural gas policy, this study demonstrates bill framing substantively affects state legislator vote choice and implies bipartisan compromise is possible given the right balance of frames.  相似文献

Whether public opinion should be expected to play a role in the shaping of abortion legislation in the states is a debatable question. Representation is a difficult task, especially if legislators receive mixed cues from the public, activists, and the political parties. In this study, we find that grass-roots activism and public opinion tend to match, and both are reflected in state abortion policy. In addition, more Pro-Life policies are found in states with a tradition of conservative policies in other areas, Republican majorities in the state legislature, more Catholic residents, and fewer women legislators. These patterns hold true for a composite index of abortion policies and for the specific policy area of government funding of abortions. Slightly different patterns occur for parental consent laws, though these statutes also tend to reflect general preferences on abortion and interest group activity in a state.  相似文献

As state governments increasingly turn to the process of quantitative risk assessment to set environmental policy, the question of what state lawmakers know and believe about risk and the risk assessment process has become critical. The perceptions of state legislators may affect their decisions about a wide range of environmental conflicts, from funding water treatment facilities to siting hazardous waste incinerators. This article reports the results of a nationwide survey of state legislators and their staff that explored their intuitive understanding of environmental risk and risk assessment. The survey revealed strong support for the use of risk assessment by most state lawmakers, but significant differences, by gender and political affiliation, in perceptions of the risks from chemicals, the value of risk assessment for setting environmental policies, and the environmental risks faced by racial minorities.  相似文献

Employing theories and methods of agenda-setting analysis, this article explains the rapid rise of physician-assisted suicide (PAS) on the national political agenda based on its status as a morality policy. PAS reached the mass agenda before the professional agenda, probably because PAS is an outgrowth of previous right-to-die policies and Dr. Jack Kevorkian's assisted suicides provided major focusing events. As in other morality policies, competing groups fight for the last word, but PAS has been blocked on most governmental agendas because its image and media tone has been mostly negative and public opinion is divided. Groups in a few generally liberal states have tried to enact policy through referenda when legislators failed to address the issue. We speculate that competing interest groups will become more active and that state courts will become a venue of choice in the future.  相似文献

Prior literature has emphasized demographic, economic, and political explanations for increasing income inequality in the United States, with little attention paid to the role of state‐level policy. This is despite great variation across states in both the level of inequality and the rate at which it is rising. This paper asks whether differences in state policy choices can help explain this variation; specifically, we examined a range of state redistributive policies enacted between 1980 and 2005 and identified four common approaches likely to impact inequality: taxes on the wealthy, taxes on the poor, spending on the poor, and labor market policies. We used pooled cross‐sectional time‐series data and a fixed‐effects model to assess the relationship between states’ use of each policy approach and two measures of market income inequality: the Gini coefficient and the income share of the top 1 percent. We find policies played a significant role in shaping income inequality in the states. For three of these four policy approaches, we found less inequality following expansions of state redistributive policy. Yet, for another, we identified the opposite pattern. These findings highlight the importance of state policy choices in shaping market inequality, and have implications for designing state policies to reduce income inequality since the success of these efforts depends on the policy approach used to redistribute income and wealth.  相似文献

The identification of substantively similar policy proposals in legislation is important to scholars of public policy and legislative politics. Manual approaches are prohibitively costly in constructing datasets that accurately represent policymaking across policy domains, jurisdictions, or time. We propose the use of an algorithm that identifies similar sequences of text (i.e., text reuse), applied to legislative text, to measure the similarity of the policy proposals advanced by two bills. We study bills from U.S. state legislatures. We present three ground truth tests, applied to a corpus of 500,000 bills. First, we show that bills introduced by ideologically similar sponsors exhibit a high degree of text reuse, that bills classified by the National Conference of State Legislatures as covering the same policies exhibit a high degree of text reuse, and that rates of text reuse between states correlate with policy diffusion network ties between states. In an empirical application of our similarity measure, we find that Republican state legislators introduce legislation that is more similar to legislation introduced by Republicans in other states, than is legislation introduced by Democratic state legislators to legislation introduced by Democrats in other states.   相似文献

This paper suggests that the findings of the literature on gender differences in legislator policy priorities in advanced industrial democracies very well may be generalizable to nations in the developing world, particularly those in Latin America. Previous studies of gender differences in legislator policy priorities have been confined to a small number of advanced industrial democracies. These studies have found women legislators to give a higher degree of priority than men to policies in the thematic areas of women's rights and children and families. Employing data on bill introduction, this paper tests for and finds similar gender differences in the Argentine Chamber of Deputies and the United States House of Representatives. Significant gender differences were found in both national legislatures in the areas of women's rights and children and families. No significant gender differences were found in other areas widely considered to be of traditional interest to women.  相似文献

Policy diffusion literature generally studies the adoption of similar policies across jurisdictions, but often overlooks how opposing policies or legal constraints may influence the enactment of rigid state constitutional amendments. The current study models the spread of state constitutional amendments designed to prevent future policy change. Using conditional event history analysis on all states from 1999 to 2011 the empirical models analyze the spread of same‐sex marriage prohibitive amendments across the United States. Findings suggest that the nearby adoption of opposing policies encourage state legislatures to introduce prohibitive amendments. The regional diffusion effect suggests that policymakers “protect” their jurisdiction from nearby diffusion forces or seek electoral gains by symbolic protection by committing an already existing policy into the rigid state constitutional framework. Regional policy diffusion may, therefore, be explained by a countermovement mechanism unique to the state constitutional amendment process. This protective strategy among state legislatures and citizens may explain why many policy areas are frequently codified in state constitutions.  相似文献

In this paper we investigate empirical relationships between Unemployment Insurance (UI) and welfare policies using a unique database covering 48 states annually from 1973 through 1989. We first document substantial variation across states in UI program outcomes. Having established that UI is so variable, we explore the simultaneous interaction between UI and Aid to Families with Dependent Children (AFDC), Medicaid, and total state and local welfare spending. Our econometric results indicate substitution between the two cash assistance programs, AFDC and UI, by state governments. On the other hand, states that operate relatively generous UI programs also tend to allocate more resources to Medicaid and other in-kind, low-income assistance programs.  相似文献

States have increasingly taken leading roles in U.S. environmental policymaking over the past two decades. As laboratories of democracy, states have developed different levels and mixes of policies to address climate change, nonpoint source pollution, alternative energy, and other challenging environmental issues. Policy scholars have sought to explain variation in state environmental policy through two primary theoretical lenses: internal determinants and regional diffusion. While our understanding of state environmental policy adoption has grown to identify which variables are most important, less is known about how these variables interact in particular states to influence policy adoption. This study examines the interactions of variables from both theories to explain how state policies for small‐scale wind energy promotion were adopted in three U.S. states. Our results highlight the nuanced role of citizen ideology, which may be important in contexts at either end of the ideological spectrum but less important in the middle—where economic development is more critical. Results also indicate that interstate competition may be over environmental as well as economic leadership. Interestingly, strength of the wind resource is not necessarily correlated with policy adoption for small‐scale wind energy promotion.  相似文献

We provide evidence regarding potential policy feedback effects of healthcare reform by estimating the effect of Medicaid expansion on public support for the state actor most closely associated with responsibility for the expansion decision—the governor. The discretion granted to state governments concerning Medicaid expansion has created the potential for significant variation in mass feedback effects across the states. We are particularly interested in how these effects are influenced by the emerging racial polarization over healthcare policy, and how this may lead to different types of feedback effects that align with partisan, ideological, and racial cleavages. We estimate the impact of Medicaid expansion on gubernatorial approval, utilizing five waves of the Cooperative Congressional Election Study (2008–16). We find that on average, expansion led to a modest, yet statistically significant increase in gubernatorial approval. However, there is important variation both within and across states in the effect of expansion. Specifically, we find that governors were more likely to be rewarded for expansion by those who supported President Obama, and those who resided in states where the Medicaid recipient population is more likely to be white.  相似文献

This research examines state support for higher education by first ascertaining the amount supplied and demanded of this service. The approach assumes that supply and demand occur simultaneously, and that each is affected by higher education spending policies among the states. We argue that enrollment is the most satisfactory proxy for both supply and demand. State policy is measured as expenditure effort. We estimate three time-series equations using two-stage least squares regression with data for the years 1986–95. In the final equation, supply/demand (enrollment) emerges as the strongest predictor of state spending effort. Commitment to higher education (effort) is also especially sensitive to variations in the number of employees (per student). Employee costs clearly are a major factor in fueling increases in state higher education spending effort. State per capita income exerts a negative effect on the final dependent variable. Poor states exert greater financial effort in support of their colleges and universities than do more affluent states.  相似文献

Elected leaders adopt “anticipatory feedback strategies” in designing public policies that generate support and forestall opposition. This contention is at the core of a social construction theory of feedback. Officials anticipate approval when policies allocate benefits to powerful groups socially constructed as deserving and allocate costs or punishment to groups viewed as undeserving, particularly if these groups lack political power. Designs for powerful groups that are widely viewed as unworthy provide mainly benefits in ways that are hidden from the general public who would not approve. For politically weak groups regarded as deserving, legislators generally design policies that provide promises, but not much in terms of material benefits. Often, deception will be used to protect or enhance this particular allocation pattern, including the reinforcement, perpetuation, or change in the social constructions along with the stereotypes, labels, stigma, and accompanying narratives. Using data from legislation introduced by the 2016 Arizona Legislature, we find that most policy is directed toward providing benefits to positively viewed target populations, as expected by the theory, and legislators employ deceptive feedback strategies that protect themselves. Feedback from the general public, which otherwise might be expected, may be precluded by the deceptive strategies being used.  相似文献
