Previous studies of morality policy adoption and diffusion often have failed to define the characteristics of a morality policy that result in certain kinds of politics. For example, studies of lottery diffusion include all lottery adoptions, treating them as possessing characteristics that render their politics similar. In this article we explore the possibility that different types of lotteries generate different types of politics. Although all lotteries involve considerations of morality, some types of lotteries can involve additional values beyond concerns about the “sin” of gambling. The dedication of lottery revenue to a specific purpose can arouse these additional concerns and change the politics of adoption. We hypothesize that dedication of lottery revenue to the general fund will therefore generate different politics of adoption than lotteries designed to fund education. We find that previous findings on lottery diffusion apply only to general fund lotteries. If lottery revenue is dedicated to education, the potent symbol of children's education significantly changes the politics of adoption.  相似文献

This study analyzes the evolution of educational and occupational patterns among migrants and natives, as well as income inequality in Germany from 1985 to 2015. We show that despite migrants catching up in education, employment, and income with their native counterparts, unfavorable societal attitudes toward them have remained virtually unchanged, which can be attributed to Bourdieu's conceptualization of cultural inheritance. We find that while income inequality has increased significantly over the 30-year period, this trend varied considerably by the federal state and that migration did nothing to add to inequality. Since both the German economy and society rely on migrants, there is a strong need for the narratives toward migrants to be based on empirical evidence. The findings of this study hold migrant-related policy implications not only for Germany but also for other developed nations that rely on migrants as a labor force.  相似文献

In this article, I use panel data methods to investigate possible factors influencing recent trends in income inequality across Canadian provinces. The ratio of the income share of the highest-to-lowest quintiles and the Gini coefficient of total income are used as measures of inequality. Both point to rising levels of inequality from 1981 to 1999, especially during the 1990s, and the estimation results suggest that several factors have had significant effects on such an increase. In particular, an increase in international trade, technological change, educational heterogeneity, and the unemployment rate are found to contribute to greater inequality. Deindustrialization and declining government transfer payments to persons are also factors explaining the rise in inequality. In contrast, an increase in the female labour force participation rate appears to have dampened inequality. There is also some evidence of a negative association between de-unionization and inequality while no significant association is found between inequality and other demographic shifts, such as immigration and the share of the population over the age of 65.  相似文献

This paper analyses the causal relationship between economic growth and income inequality in Spanish regions from 1970 to 2000. We examine such a relationship using a panel of data with four time observations on the level variables for each region. Thus, we use a modified form of traditional Granger causality tests to suit the short times series that are available. Applying a sum–difference test, we conclude that the empirical evidence supports the hypothesis that gross domestic product (GDP) per capita growth in Spanish regions leads to less income inequality, rather than any other possible causal relationship.  相似文献

The politics of so‐called “morality policies” including same‐sex marriage, abortion, gun control, and gambling have captured the attention of both the public and political scientists in recent years. Many studies have argued that morality policy constitutes a category of public policy that has distinctive characteristics (such as technical simplicity and less amenability to compromise) compared with non‐morality policy. However, in a recent contribution Mucciaroni argues that morality “policy” should instead be viewed primarily as a strategy for framing issues. Drawing on examples from the debate over gay rights, Mucciaroni finds that opponents focus on rational‐instrumental or procedural frames more so than engaging in “morality talk.” In this study, I seek to extend Mucciaroni's analysis to the issue of lottery gambling in the United States. Drawing on data from legislative records in four states, I find that lottery critics mostly avoid private behavior‐based morality arguments. Instead, they criticize government's role in sanctioning lotteries and denounce the negative consequences of gambling. Supporters, meanwhile, emphasize the potential benefits of lottery creation and the importance of allowing the state public a voice on the issue. The results indicate that rational‐instrumental arguments coexist alongside morality talk in state lottery debates, and that private behavior morality frames are on the decline while governmental morality frames are on the rise.  相似文献

Spatial inequality refers to unequal access to local public services between high‐ and low‐income households in relation to their residential locations. We examine two hypotheses regarding the role of income sorting and land‐use conditions in shaping spatial inequality in Chinese cities, where residents have little direct influence on local public service provision. First, in the presence of resource indivisibility, travel cost, and location‐based rationing, scarcity of public‐service resources in a city makes access to public services more uneven across neighborhoods, thus exacerbating income sorting and spatial inequality in the city. Second, the exacerbating effect of resource scarcity is mitigated by land‐use conditions that limit income sorting. Estimates of willingness to pay by households of different income levels for public‐service resources across cities corroborate both the exacerbating effect of resource scarcity and the mitigating effect of inclusive land‐use conditions.  相似文献

This article surveys and discusses prominent protagonists of the debate on socio-economic inequality in the Arab region, with a special focus on the World Bank and Egypt. According to official data, the region holds remarkably low Gini coefficients in a context of declining inequality. This contradicts the popular perception of high social inequality as a major cause of regional protests since the Arab Spring; hence the reference to a ‘puzzle’ in mainstream literature. The debate about the reality of social inequality in the region has developed since 2011 — particularly in regard to Egypt, where income and consumption data are periodically collected by means of household surveys. Inequality measures based on this method alone, while income taxation data are inaccessible, are highly questionable and conflict with various observations and calculations based on other indicators such as national accounts, executive income or house prices. Yet, the World Bank upholds official inequality findings in portraying the Arab upheaval as the revolt of a ‘middle class’ that aspires to greater business freedom, in consonance with the neoliberal worldview.  相似文献

ABSTRACT This paper provides an empirical study of the determinants of income inequality across regions of the EU. Using the European Community Household Panel dataset for 102 regions over the period 1995–2000, it analyses how microeconomic changes in human capital distribution affect income inequality for the population as a whole and for normally working people. The different static and dynamic panel data analyses conducted reveal that the relationship between income per capita and income inequality, as well as between a good human capital endowment and income inequality is positive. High levels of inequality in educational attainment are also associated with higher income inequality. The above results are robust to changes in the definition of income distribution and may be interpreted as a sign of the responsiveness of the EU labor market to differences in qualifications and skills. Other results indicate that population ageing, female participation in the labor force, urbanization, agriculture, and industry are negatively associated to income inequality, while unemployment and the presence of a strong financial sector positively affect inequality. Finally, income inequality is lower in social‐democratic welfare states, in Protestant areas, and in regions with Nordic family structures.  相似文献

ABSTRACT This paper reports evidence on the geographic pattern of income inequality, both within and between neighborhoods, across a sample of 359 U.S. metropolitan areas between 1980 and 2000. The results indicate that overall income inequality within a metro area tends to be driven by variation within neighborhoods, not between them, although we find that between‐neighborhood differences rose dramatically during the 1980s and subsided somewhat during the 1990s. While this trend is similar to what existing research has found, our findings reveal potentially important differences in the magnitudes of the changes depending on whether neighborhoods are defined by block groups or tracts.  相似文献

This paper explores regional (département or NUTS3) income inequality in France between 1860 and 1954. To this end we first document the existing evidence, evaluate the estimation methods and findings, assess the suitability of each approach and address potential concerns. We then present our own subnational estimates of per-capita income, derived following Geary and Stark. Overall, we find that indirect estimation (or top-down) methods provide somewhat differing results, thereby calling into question the validity of some of these approaches. Our estimates, meanwhile, appear to fit reasonably well with direct estimations (or bottom-up) of value-added and income and provide evidence in support of a decline in regional inequality over the period of study.  相似文献

City districts are often classified as ‘rich’ or ‘poor,’ a phenomenon that occurs within cities all over the world. While income inequality, wealth inequality, and other kinds of social inequality are frequently tracked, there is a surprising lack of research concentrating on how social inequality manifests as differences between parts of cities, especially outside of the U.S. That is mostly due to insufficient available data. In this paper, we propose a methodology for measuring the relative inequality between city districts by using the average prices of residential properties in various parts of the city, and assessing their relative difference. This approach has several advantages, as property listings are often readily available even in cities where income data is not. This methodology has potential for measuring developments in inequality in a much wider range of cities. As a proof of concept, we apply this methodology to property prices in Prague during the period 2003–2012 to identify a trend of either growing or decreasing inequality among individual parts of the city. We have found that during this period the disparity has grown only 5.97%, which means the overall growth of disparity between the city districts was negligible.  相似文献

The debate on inequality and social divisions in Western cities has been dominated by three positions - the polarization thesis, the 'skills mismatch' thesis and a specific European approach emphasizing the significance of welfare state structures. These three positions are examined with data from Oslo, Norway. It is shown that although income inequality has increased, there is no consistent pattern of social divisions. The evidence provides support both for the polarization and the mismatch thesis, dependent on the unit of analysis and the group in question. It is difficult to spot influences of the welfare state in these data, and it is argued that rising inequality, contrary to service provision, poverty and segregation, approaches a 'closed process'. Increased earnings at the very top, however, may be explained in terms of social networks.  相似文献

ABSTRACT Much of the inequality literature has focused on national inequality, but local inequality is also important. Crime rates are higher in more unequal cities; people in unequal cities are more likely to say that they are unhappy. There is a negative association between local inequality and the growth of city‐level income and population, once we control for the initial distribution of skills. High levels of mobility across cities mean that city‐level inequality should not be studied with the same analytical tools used to understand national inequality, and policy approaches need to reflect the urban context. Urban inequality reflects the choices of more and less skilled people to live together in particular areas. City‐level skill inequality can explain about one‐third of the variation in city‐level income inequality, while skill inequality is itself explained by historical schooling patterns and immigration. Local income also reflects the substantial differences in the returns to skill across, which are related to local industrial patterns.  相似文献

ABSTRACT This paper first investigates a relationship between economic growth and income inequality using U.S. states data, a state cost‐of‐living deflator, and nonlinearity. It then explores the distribution of income gains among different income groups. We find that the impact of inequality on growth is nonlinear. Lowering inequality or increasing it substantially reduces growth; thus stable inequality may be good for growth. Economic growth affects incomes of the poor, the middle‐income group, and the rich similarly with the elasticity of one. Education and labor market policies become important in promoting growth and improving income gains of the poor.  相似文献

This article shows that the increase of income inequality and global wealth concentration was an important driver for the financial and Eurozone crisis. The high levels of income inequality resulted in balance of payment imbalances and growing debt levels. Rising wealth concentration contributed to the crisis because the increasing asset demand from the rich played a key role in the growth of the structured credit market and enabled poor and middle‐income households to accumulate increasing amounts of debt. This analysis thereby puts both income and wealth inequality at the epicentre of the recent crisis, and as crucial for social scientists analysing the causes of the crisis. The authors’ findings suggest that the policy response to the crisis should not be limited to financial regulation but must involve policies to address inequality by increasing the bargaining power of labour as well as redistributive tax policies.  相似文献

Prior literature has emphasized demographic, economic, and political explanations for increasing income inequality in the United States, with little attention paid to the role of state‐level policy. This is despite great variation across states in both the level of inequality and the rate at which it is rising. This paper asks whether differences in state policy choices can help explain this variation; specifically, we examined a range of state redistributive policies enacted between 1980 and 2005 and identified four common approaches likely to impact inequality: taxes on the wealthy, taxes on the poor, spending on the poor, and labor market policies. We used pooled cross‐sectional time‐series data and a fixed‐effects model to assess the relationship between states’ use of each policy approach and two measures of market income inequality: the Gini coefficient and the income share of the top 1 percent. We find policies played a significant role in shaping income inequality in the states. For three of these four policy approaches, we found less inequality following expansions of state redistributive policy. Yet, for another, we identified the opposite pattern. These findings highlight the importance of state policy choices in shaping market inequality, and have implications for designing state policies to reduce income inequality since the success of these efforts depends on the policy approach used to redistribute income and wealth.  相似文献

Cultural and economic heterogeneity is often seen as a major threat to modern welfare states. This article contributes to the discussion of how much heterogeneity the welfare state can endure by theoretically and empirically focusing on the relationship between different levels of national identity and the support for welfare state policies. We analyse the effect of different types of national identity on attitudes towards taxation and redistribution. We show that it is the subjective aspect of national identity, or social cohesion, that in fact matters for predicting attitudes to the welfare state. In comparison, more objective measures of heterogeneity like the inequality of income distribution, language fractionalisation or the percentage of foreign‐born individuals do not have any effect on attitudes to the welfare state.  相似文献

This article reviews and analyses the evidence on the distribution of income and wealth in Australia since the 1960s. A number of scholars – most prominently among them Thomas Piketty – suggest that inequality has been increasing across the advanced capitalist world. Kuznets’ benign picture of an ‘inverted u-curve’ depicting declining inequality in modern industrial society is replaced with an altogether different and potentially quite alarming one. Does this hold for Australia? Surveying 25 income trend and 17 wealth distribution studies, we draw on the best available evidence and find that overall there has been far less of a rising inequality trend than is often assumed or argued.

US inequality has rapidly increased since the early 1970s. For advanced economies, inequality is linked to stronger incentives that enhance growth, education, innovation and entrepreneurship. However, the rise in US inequality is concentrated in the top 1%. Hence it is increasingly possible that economic rewards may be too uncertain to promote effort, suggesting the US has crossed a tipping point in which inequality reduces growth. Other costs include more social and political instability, making inequality the next potential “crisis” facing America. This study first examines trends in inequality and then reviews arguments that suggest that it is both good and bad for growth in America's cities. We then provide evidence that there has been a reversal in the effects of inequality after 2000 with it now being associated with less income and job growth in US metropolitan areas. We conclude by arguing that no general solution is possible without significant political reforms that equalize political influence.  相似文献

This article examines multiple dimensions of regional per capitaincome disparities in the USA between 1955 and 2003 with a particularfocus on scalar effects. It combines various exploratory analyticaltools of spatial disparities, including inequality indices,mobility indices, kernel density estimation, spatial autocorrelationstatistics and scale variances, to analyse regional averageper capita income distributions at multiple spatial scales,ranging from counties to multi-state regions.
