Across states, there is substantial variation in the degree to which immigrants and their children are offered public assistance. We present a theoretical framework for analyzing the effects of policy decisions about immigrant inclusion. We apply the framework to investigate the effect of the state safety net on educational attainment. We focus on the years following welfare reform in 1996, when states gained considerable autonomy over welfare policy, including decisions about the eligibility of immigrant residents. Leveraging state‐level data from before and after reform, we estimate a difference‐in‐difference model to identify the effect of variation in immigrant inclusivity on educational attainment. We find that when states broaden the inclusivity of the social safety net to immigrants, young Latinos are more likely to graduate from high school. This effect is present beyond the group of Latino residents who receive additional benefits, suggesting that policy decisions about immigrants spill over to broader communities and communicate broader messages about social inclusion to racial and ethnic groups. We find similar patterns among Asian youth, but not among black and non‐Hispanic white youth. We conclude that immigrant inclusion has consequences for the life prospects of the growing population of youth in high‐immigrant ethnic groups.  相似文献

The rapid growth of the immigrant population in the United States, along with changes in the demographics and the political landscape, has often raised questions for understanding trends of inequality. Important issues that have received little scholarly attention thus far are excluding immigrants’ social rights through decisive policy choices and the distributive consequences of such exclusive policies. In this article, we examine how immigration and state policies on immigrants’ access to safety net programs together influence social inequality in the context of health care. We analyze the combined effect of immigration population density and state immigrant Medicaid eligibility rules on the gap of Medicaid coverage rates between native‐ and foreign‐born populations. When tracking inequality in Medicaid coverage and critical policy changes in the post‐PRWORA era, we find that exclusive state policies widen the native‐foreign Medicaid coverage gap. Moreover, the effect of state policies is conditional on the size of the immigrant population in that state. Our findings suggest immigrants’ formal integration into the welfare system is crucial for understanding social inequality in the U.S. states.  相似文献

We analyze the relationship between residence in an ethnic enclave and immigrants' labor market integration with respect to finding a first job in the receiving country. The analysis distinguishes between the size and the quality of the ethnic enclaves, where quality is measured in terms of employment rate among ethnic peers in the same neighborhood. We use longitudinal geo‐coded registry data for two distinct groups of immigrants arriving in the Stockholm metropolitan area to investigate their initial labor market contact. The first group of immigrants moved from the Balkans in the early 1990s following the Yugoslavian war, and the second group arrived from the Middle East following the second Iraq War in 2006. We estimate the probability of finding a first job using probit regressions and complement the analysis with additional duration models. To draw causal inference, we use instrumentation that combines initial neighborhood variables with citywide variation over time. We provide empirical evidence that the employment rate of the respective immigrant group in the vicinity facilitates labor market integration of new immigrants. The influences of the overall employment rate and the share of conationals in the neighborhood tend to be positive, but less robustly so. Our results are consistent with the notion that the qualitative nature of an enclave is at least as important as the sheer number of ethnic peers in helping new immigrants find jobs.  相似文献

This paper examines the relative earnings and wages of immigrants working in the hi‐tech sector in Canada's cities. Between 1990 and 2000, a sizeable earnings advantage of immigrants over nonimmigrants employed in the hi‐tech sector evaporated, and this change was most noticeable in the largest cities. We use population census microdata to examine the geographical dimensions of this shift. After controlling for individual characteristics, we show that immigrants in the largest and tech‐intensive cities earn significantly less relative to nonimmigrants than those in midsized and smaller cities. We also present results comparing the hi‐tech immigrant wage and earnings gap for the five largest Canadian cities. The findings are consistent with the notion that geographic differences are an important component of the overall earnings gap between immigrants and nonimmigrants.  相似文献

Despite the importance of immigration to Australia, there is little systematic research on the causes of support among Australian citizens for increased, stable or decreased immigration. This paper advances our understanding of Australian public attitudes to immigration levels in the light of the established international literature on public opinion and immigration. Using 2013 Australian Electoral Study (AES) data, we show that, as in other countries, Australian citizens’ attitudes to immigrant numbers are partly driven by a combination of sociotropic economic considerations and perceptions of the socio-cultural impact of immigrants. In addition, we argue that political mobilisation has an impact on attitudes toward immigration that has not received sufficient attention. We demonstrate that citizens who accepted the Coalition's rhetoric on asylum seeker arrivals were more likely to want overall immigrant numbers reduced. Finally, we combine the individual level AES data with electoral district level data to test the impact of contact with immigrants on attitudes to immigrant numbers. Australians living in electoral districts with higher percentages of non-white immigrants are more likely to want lower immigrant numbers than those living in districts with fewer non-white immigrants.  相似文献

Franklin J. James spent much of his career working to understand and improve our metropolitan communities. His interests were varied, ranging from impacts of fiscal and economic distress on urban areas to understanding socioeconomic forces reviving our central cities. During the last several years, Professor James had turned his attention to examining the positive economic impacts immigrants and ethnic communities have for reinvigorating our central cities-and beginning to investigate how non-native American's will impact America's suburbs in metropolitan settings
This preliminary exploration examines destination choices of immigrants, the characteristics of immigrant labor markets, and the determinants of immigrant earnings. The article begins to explore indirect evidence on the economic efficiency with which immigrants and native workers distribute themselves within and among labor markets as well as the assimilation process facing new immigrants. Evidence is presented to explain how the earnings of recent immigrants are affected by their human capital characteristics, their race, and ethnicity, and other factors. We reject the hypothesis that immigrants participate in a tertiary sector of urban labor markets and conclude that the determinants of immigrant earnings are similar enough to those of U.S. natives that it makes sense to assume that they work in the same primary labor market in which most native White Americans work. We find that urban labor markets for immigrants are surprisingly efficient, thus enabling immigrants to take advantage of economic opportunities. A major exception concerns what appears to be a powerful effect of discrimination on the economic progress of Black immigrants.  相似文献

This article examines articulations of merit and deservingness in relation to immigrants in the US South. In a context of pronounced anti‐immigrant sentiment, scholars have rightfully focused on state practices that marginalize immigrants. Yet xenophobia and exclusion are but one set of responses to immigrants. Societies also construct immigrants as meritorious figures: hard workers, entrepreneurs, and upholders of family values. The figure of the “good immigrant”, like that of the “bad immigrant”, is routinely produced and reproduced in social settings that are not obviously political, including churches. Christian faith communities in the US South, we show, offer the potential for a politics built around inclusive understandings of belonging. But Christian universalism is in constant tension with nationalist ways of thinking and acting. Whether they praise immigrants for their virtues or criticize them for their shortcomings, congregants and pastors tend to cast immigrants in the role of foreign Other.  相似文献

The U.S. Department of Labor admits temporary immigrant workers to address labor shortages in local markets. Yet, do elected officials make it less difficult for some immigrants than others to secure employment in a state? Using U.S. temporary immigrant labor admissions data between 2006 and 2014, I examine the extent to which growth rates of main foreign‐born subgroups influence E‐Verify policies that require employers to authenticate the legal immigration status of employees. I find that state policymakers are less likely to enact E‐Verify policies in response to the growth of immigrants who work in specialty occupations (H‐1b visas). In contrast, the growth of immigrants working in nonspecialty occupations (H‐2a and H‐2b visas) increases the likelihood of enacting E‐Verify policies over time. The results suggest that policymakers release strict rules for employment only for highly educated immigrants who work in specialty occupations that offer higher paying salaries and career advancement opportunities. Disaggregating a monolithic foreign‐born population indicator into more specific class components provides an important contribution to public policy studies. Scholars will likely overlook the contrasting effects of specialty and nonspecialty immigrant workforce growth on policy decisions relating to immigrant employment.  相似文献

It has been estimated that about 700,000 Poles moved to the UK after Poland joined the European Union in 2004, with London receiving a large portion of Polish immigrants. In agreement with the British perception of migrants from Eastern Europe, the majority of Polish immigrants can be generally classified as labor migrants with close cultural and national ties to Poland. However, Polish migration to the UK also includes a growing group of professionals and social and financial elites who are often overlooked by academic research. This paper analyzes the migrant experiences of Polish professionals and elites in London, and the relationships between their transnational identities and immigrant spaces such as ethnic enclaves, private and social spaces. Furthermore, this paper uses Polish elites in London as a foundation to explore concepts of cosmopolitanism and transnationalism, suggesting that global elites can maintain strong national affiliations, and their global ambitions can be fueled by local contexts and standards.  相似文献

In this afterword to our special issue on immigrant identity and place, we explore the importance of place and context in forming immigrant identity, as well as the various ways in which immigrants make places. Discussions of immigrant adaptations often just consider reception at the national scale, whereas immigrants move into particular cities and towns. This article details some of the different ways that immigrants interact with their places, how the process of immigration introduces hybrid identities, and the differences in the immigrant experience by gender, status, and color.  相似文献

This paper demonstrates the positive effect of immigrant entrepreneurs on manufacturing exports over and above that of diasporas. Using small-scale regional administrative data, our instrumental variable estimates of export gravity models imply that ceteris paribus, that is, holding constant the total number of immigrants, the expected protrade effect of a migrant becoming an entrepreneur amounts to an average increase of US$5,946 in the export flows toward her country of origin. Besides these dyadic effects, immigrant entrepreneurs unlike nonentrepreneurial immigrants raise a region's overall competitiveness and export flows toward other destinations as well.  相似文献

Questions of heritage, of ownership of discourses of past and present are important elements in present‐day struggles over identity and belonging, not least those related to immigration policy. None the less, the perspective of immigrant groups is often overlooked when decisions are taken concerning preservation of heritage sites. Since the late 1960s the area around Frederiksværk, Northern Zealand has become the home of large numbers of immigrants, notably from ex‐Yugoslavia, who were brought to Denmark to serve as rank and file in the then booming steel industry. In spite of their undeniable contribution to the development of the town, the cultural heritage of this relatively large immigrant population takes up very little space in the official branding of the town as a key site in the industrial history of Denmark. This article discusses the various place narratives in relation to immigrants in the case of Frederiksværk. We take as our point of departure the Danish notion of kulturmiljø (cultural milieu), which is more material than the notion of heritage. This discussion focuses on the ability of kulturmiljø to capture and incorporate the multiple and often contradictory cultural practices of different groups of actors and not the least to transgress the often rather static and confined view on local history, which often results from the heritage perspective. We analyze how different actors, notably the Yugoslavs, are represented in the narratives of the town, and how Yugoslav immigrants themselves perceive their position in Frederiksværk. Furthermore, we attempt to register some of the imprints made by immigrants on the material and cultural fabric, possibly useful to include in a kulturmiljø of Frederiksværk. The conclusion assesses the potentials and limitations of the kulturmiljø approach with regard to making visible the place narratives of immigrants.  相似文献

Abstract. This paper examines the initial location choice of legal employment‐based immigrants to the United States using Immigration and Naturalization Service data on individual immigrants, as well as economic, demographic, and social data to characterize the 298 metropolitan areas we define as the universal choice set. Focusing on interactions between place characteristics and immigrant characteristics, we provide multinomial logit model estimates for the location choices of about 38,000 employment‐based immigrants to the United States in 1995, focusing on the top 10 source countries. We find that, as groups, immigrants from nearly all countries are attracted to large cities with superior climates, and to cities with relatively well‐educated adults and high wages. We also find evidence that employment‐based immigrants tend to choose cities where there are relatively few immigrants of nationalities other than their own. However, when we introduce interaction terms to account for the sociodemographic characteristics of the individual immigrants, we find that the estimated effects of location destination factors can reverse as one takes account of the age, gender, marital status, and previous occupation of the immigrants.  相似文献

A number of trends in recent immigration to Canada are discussed: the scale of contemporary movement; the transformation of national origins over the past generation; the diversity of entry classes and the lack of any singular immigrant condition; the remarkable contraction of immigrant destinations to a few large cities; the contribution of immigration to population growth and housing demand in these metropolitan areas; and the distinctive geography of the various entry classes, with higher-status arrivals disproportionately located in Vancouver. The remainder of the paper considers and rejects two common myths in the discussion of immigration: first, the myth of an immigrant underclass, and second, the myth of an immigrant overclass. Using research from Vancouver associated with the Metropolis Project, the first myth is challenged from an analysis of Census data that emphasizes the social context of immigrant life and upward mobility; the second myth is shaken by a qualitative methodology that reveals the unexpectedly fragile experience of a number of business immigrants. Certaines tendances relatives à l'immigration récente au Canada sont examinées: l'envergure des déplacements actuels, les changements dans l'origine nationale des immigrants au cours de la dernière génération, la diversité des catégories d'immigrants admis et, par conséquent, l'absence d'une seule condition pour tous, le fait que les immigrants choisissent essentiellement de s'établir dans quelques grandes villes, la croissance de la population et la demande en logement attribuables aux immigrants dans ces régions métropolitaines, et les choix géographiques distincts des immigrants selon leur catégorie à l'admission, comme c'est le cas de Vancouver, qui accueille un nombre disproportionné d'arrivants de statut élevé. This paper explores assumptions made and measurement approaches in the nuanced pathway between enacted state immigration policies and the outcomes they affect in Latino immigrant communities. Scholars across a variety of fields have found that contemporary state immigrant policymaking is associated with outcomes in immigrant communities including political engagement, mental and physical health, access to education, and labor opportunities. In this paper, we explore questions of how state immigration policies produce these and other outcomes. Much of this literature relies on the assumption that members of the immigrant communities are aware of the state policies being enacted, yet few quantitative studies of the effects of state immigration policy contain measures of both policy and of perception. We seek to determine the extent to which Latino immigrants are aware of state immigrant policymaking to help determine whether state immigration policies are a valid approach to measure perceptions of the immigration policy environment in Latino immigrant communities. Additionally, we explore alternative measures of immigration policy. Our findings are particularly relevant to policymakers and immigration scholars as the contemporary political environment has helped to fuel anti‐immigrant sentiments and rhetoric contributing to Latinos’ perceptions of the state immigrant policy environment.  相似文献

We study the reproduction and change of participatory political culture by examining how immigrants' political engagement develops in the cross-pressure between their country of residence and their ancestral country. To explain patterns of political (re)socialization, we suggest a mechanism of proximity-conditioned social diffusion, which stipulates that immigrants' retention and adoption of a given participatory culture is a function of spatial and temporal proximity to native bearers of this culture, from which diffusion occurs. Analyzing the political participation of thousands of first and second generation immigrants in the European Social Survey (2002–2018), we find that immigrants come to adopt the participatory culture of their new country and lose that of their ancestral country through a symmetrical temporal process: having stayed longer in the destination country—either being a second generation immigrant or a first generation immigrant, who lived there longer—they adopt this participatory culture more strongly, while at the same time loosening their connection to the culture of the ancestral country. Spatial proximity to natives also conditions immigrants' adoption of the prevailing culture of the destination country as immigrants’ participatory inclinations resemble that of natives in their residential regions within the destination country.  相似文献

This article reflects on the methodology of a study of immigrant and refugee women's settlement experiences in Vancouver, Canada. It specifically takes up the ways in which the women's accounts were co‐constructed through social and political processes and relations operating at different geographical scales, but were experienced at the local scales of body, home and neighbourhood. The study consisted of in‐depth interviews with 16 immigrant and one refugee woman and their teenaged daughters. Here we focus on the mother's accounts showing how their story‐telling of life since coming to Canada was framed by multiple discourses and local material conditions. We use two case examples from the study to raise substantive issues in the research, focusing particularly on the women's talk of work and health and how these framed their understanding of ‘womanhood’ in Canada, routes to a desired ‘integration’ and their daily practices. Their quotidian life embodied their multiple identities as women, mothers, wives, workers and immigrants and the interviews were used by them to express the frustrations and hardships which were in direct contradiction to their expectations as ‘desirable’ immigrants or refugees under protection. We argue that methodological reflection is not simply an important dimension of rigour in feminist qualitative research, but is also critical to the opening up of taken‐for‐granted categories brought to the politically charged study/construction of ‘the other’. In this research the identities of study participants and researchers, in the specific space of the interview, were intricately involved in ‘telling it like it is’ for these immigrant and refugee women settling in an outer suburb of one of the three major destination cities for immigrants to Canada.  相似文献
