Abstract. This paper examines the initial location choice of legal employment‐based immigrants to the United States using Immigration and Naturalization Service data on individual immigrants, as well as economic, demographic, and social data to characterize the 298 metropolitan areas we define as the universal choice set. Focusing on interactions between place characteristics and immigrant characteristics, we provide multinomial logit model estimates for the location choices of about 38,000 employment‐based immigrants to the United States in 1995, focusing on the top 10 source countries. We find that, as groups, immigrants from nearly all countries are attracted to large cities with superior climates, and to cities with relatively well‐educated adults and high wages. We also find evidence that employment‐based immigrants tend to choose cities where there are relatively few immigrants of nationalities other than their own. However, when we introduce interaction terms to account for the sociodemographic characteristics of the individual immigrants, we find that the estimated effects of location destination factors can reverse as one takes account of the age, gender, marital status, and previous occupation of the immigrants.  相似文献

The 2008 Legal Arizona Workers Act (LAWA) requires all public and private employers to authenticate the legal status of their workers using the federal employment verification system known as E-Verify. With LAWA, Arizona became the first state to have a universal mandate for employment verification. While LAWA targets unauthorized workers, most of whom are Latino immigrants, other groups could experience LAWA's effects, such as those who share households with undocumented workers. In addition, employers may seek to minimize their risk of LAWA penalties by not hiring those who appear to them as more likely to be unauthorized, such as naturalized Latino immigrants and US-born Latinos. Existing research has found a reduction in foreign-born Latino employment and population in response to LAWA. This paper asks a different question: have groups that are most likely to be affected by the law migrated to other states? We find a significant and sustained increase in the internal outmigration rate from Arizona of foreign-born, noncitizen Latinos – the group most likely to include the unauthorized – after the passage of LAWA. There was no significant LAWA internal migration response by foreign-born Latino citizens. US-born Latinos showed some signs of a LAWA-induced internal migration response after the law went into effect, but it is not sustained. The results indicate that local and state immigration policy can alter the settlement geography of the foreign born. This leads us to speculate about how immigrant settlement may adjust in the coming years to the intersecting geographies of post-recession economic opportunity and tiered immigration policies.  相似文献

The U.S. Department of Labor admits temporary immigrant workers to address labor shortages in local markets. Yet, do elected officials make it less difficult for some immigrants than others to secure employment in a state? Using U.S. temporary immigrant labor admissions data between 2006 and 2014, I examine the extent to which growth rates of main foreign‐born subgroups influence E‐Verify policies that require employers to authenticate the legal immigration status of employees. I find that state policymakers are less likely to enact E‐Verify policies in response to the growth of immigrants who work in specialty occupations (H‐1b visas). In contrast, the growth of immigrants working in nonspecialty occupations (H‐2a and H‐2b visas) increases the likelihood of enacting E‐Verify policies over time. The results suggest that policymakers release strict rules for employment only for highly educated immigrants who work in specialty occupations that offer higher paying salaries and career advancement opportunities. Disaggregating a monolithic foreign‐born population indicator into more specific class components provides an important contribution to public policy studies. Scholars will likely overlook the contrasting effects of specialty and nonspecialty immigrant workforce growth on policy decisions relating to immigrant employment.  相似文献

We analyze the relationship between residence in an ethnic enclave and immigrants' labor market integration with respect to finding a first job in the receiving country. The analysis distinguishes between the size and the quality of the ethnic enclaves, where quality is measured in terms of employment rate among ethnic peers in the same neighborhood. We use longitudinal geo‐coded registry data for two distinct groups of immigrants arriving in the Stockholm metropolitan area to investigate their initial labor market contact. The first group of immigrants moved from the Balkans in the early 1990s following the Yugoslavian war, and the second group arrived from the Middle East following the second Iraq War in 2006. We estimate the probability of finding a first job using probit regressions and complement the analysis with additional duration models. To draw causal inference, we use instrumentation that combines initial neighborhood variables with citywide variation over time. We provide empirical evidence that the employment rate of the respective immigrant group in the vicinity facilitates labor market integration of new immigrants. The influences of the overall employment rate and the share of conationals in the neighborhood tend to be positive, but less robustly so. Our results are consistent with the notion that the qualitative nature of an enclave is at least as important as the sheer number of ethnic peers in helping new immigrants find jobs.  相似文献

The securitization of immigration has led to increased reliance on border enforcement, detention, and deportation to control unauthorized movements. Based on a case study of the ways that Salvadoran immigrants to the United States have experienced these tactics, this paper analyzes the spatial implications of current enforcement strategies. As movement across borders becomes more difficult for the unauthorized, national territories become zones of confinement. This carceral quality is a dimension of national territory in that undocumented and temporarily authorized migrants cannot exit their countries of residence without losing territorially-conferred rights, while if they are deported, their countries of origin become extensions of the detention centers they occupied before exit. This transformation of national spaces is accompanied by internal differentiation, as interior enforcement confines migrants to subnational spaces where they must remain to avoid detection or harassment. Securitization thus entails both extraterritoriality, that is the extension of U.S. legal regimes into foreign territories, and intraterritoriality, or the operation of different legal regimes within national territories. The paper also highlights the ways that securitization contributes to multidimensionality, such that spatial locations are rendered ambiguous, both inside and outside at the same time. Finally, the paper considers how these spatial transformations redefine citizenship and belonging.  相似文献

Despite similar permanent status immigration categories (Economic, Family, and Refugee), the experiences of skilled immigrants in Canada and the United States are quite different. The point system used to select applicants for the Economic Class in Canada makes skilled immigrants vulnerable to a number of perils after the migrant lands. Foreign credentials and work experience are discounted by Canadian employers, who also impose a discriminatory income penalty on minorities. While previous cohorts of Economic Class migrants may have been warned of these perils via reliable migrant networks, new Canadian research suggests that recent cohorts have no such safety net. This article examines the economic integration experiences of Economic Class migrants in the United States in light of the Canadian experiences. The vulnerabilities reported in Canada do not appear to be transferable to the United States, because immigration policy in the US stresses pre-landing employment commitments via employer sponsorship. Accordingly, prospective Economic Class migrants to the United States do not migrate without first knowing how their credentials and “minority status” will affect employment opportunities. However, for the 85,000 skilled workers admitted to the United States on H-1B temporary visas each year, the perils noted in the Canadian experience are relevant, as are a number of additional concerns.  相似文献

ABSTRACT. This paper applies the production-theory approach to assess the impact on domestic wages and employment of immigration to the United States. Inputs are disaggregated between recent immigrants, non-recent immigrants, native workers, and capital. Census cross-sectional data for 1980 and for 123 metropolitan areas are used. Empirical estimates are reported for alternative functional forms with special attention devoted to required curvature conditions which have frequently been violated in previous work. Elasticity estimates are reported for alternative settings, including for the short run where we view domestic factor prices as given and the long run where we treat them as flexible.  相似文献

Policies concerning undocumented immigrants are inevitably ambivalent, creating uncertainty and confusion in the implementation process. We identify a clear example of this ambivalence —U.S. law setting standards for determining the credibility of asylum seekers—that resulted in an increase in asylum grants despite policymakers' intention to make it harder for individuals to obtain the status. We argue that this law, The REAL ID Act of 2005, sent mixed messages to immigration judges (IJs), street-level bureaucrats who implement immigration policy. It increased IJ discretion, but set vague limits. We theorize that IJs, behaving in a bounded rationality framework, use their professional legal training as a short-cut and look primarily to the courts for guidance. Our evidence supports our argument. After the passage of the REAL ID Act, IJ decision-making is more closely aligned with the preferences of their political and legal principals, and, in the final score, the federal circuit courts are the winners.  相似文献

Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid-sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid-sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid-sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system.  相似文献

After the Second World War, the wool textile industry faced a significant labour shortage as its traditional workers escaped the poor wages and conditions of wool mills for better-paying, cleaner jobs. Three broad solutions to this crisis were adopted: the employment of immigrants, mainly from the Indian Subcontinent and Eastern Europe, the re-formatting and promotion of apprenticeships and the recruitment work undertaken by the Wool Industry Training Board. Of these solutions, employing immigrants was by far the most successful in bringing workers into the industry, while the latter two were resounding failures. In prioritising the recruitment of young, white, British men, the industry, trade unions and government missed a key opportunity to train immigrants and women to take the places of the skilled workers they so desperately sought.  相似文献

Given the recent focus of medical geography on the social influences of health and illness, this paper draws upon a socio‐theoretical framework to show the link between pregnancy health and the spaces of everyday life. The health of pregnant women is becoming increasingly important given that 85 percent of women work during their pregnancy. Employment during pregnancy is consistently linked with good health for infants; however, large discrepancies exist on the effects for employed mothers. This study estimates the health effect of women's employment during pregnancy with data from the National Longitudinal Survey of Children and Youth. Findings show that women's involvement in paid employment has a beneficial impact for infants compared to women not involved in paid labour. Women who work one job or more per week experience more health problems than women who work less than one job per week. Finally, women who work in male‐dominated and gender‐neutral workspaces experience significantly more prenatal problems than women in female‐dominated workspaces. In conclusion, there is evidence to support that differences in employment status, number of workplaces involved in and gendered workspaces influence the experience of health and illness that are negotiated in the spaces of everyday life.  相似文献

His interests were varied, ranging from impacts of fiscal and economic distress on urban areas to understanding socioeconomic forces reviving our central cities. During the last several years, Professor James had turned his attention to examining the positive economic impacts immigrants and ethnic communities have for reinvigorating our central cities-and beginning to investigate how non-native American's will impact America's suburbs in metropolitan settings
This preliminary exploration examines destination choices of immigrants, the characteristics of immigrant labor markets, and the determinants of immigrant earnings. The article begins to explore indirect evidence on the economic efficiency with which immigrants and native workers distribute themselves within and among labor markets as well as the assimilation process facing new immigrants. Evidence is presented to explain how the earnings of recent immigrants are affected by their human capital characteristics, their race, and ethnicity, and other factors. We reject the hypothesis that immigrants participate in a tertiary sector of urban labor markets and conclude that the determinants of immigrant earnings are similar enough to those of U.S. natives that it makes sense to assume that they work in the same primary labor market in which most native White Americans work. We find that urban labor markets for immigrants are surprisingly efficient, thus enabling immigrants to take advantage of economic opportunities. A major exception concerns what appears to be a powerful effect of discrimination on the economic progress of Black immigrants.  相似文献

Augustine's Epistula 11* was addressed to the bishop of Hippo by an aristocratic laymen called Consentius. The letter recounts, ostensibly verbatim, the tribulations of the Spanish monk Fronto in his efforts to prosecute what he regards as a heretical conspiracy amongst the clergy of Hispania Tarraconensis. Fronto's narrative is a rare first-person account of the late antique judicial process, in all its complexity of overlapping imperial and ecclesiastical jurisdictions. In this paper, we analyze the role of culture in determining whether, or not, an individual is a homeowner. We use data on first-generation immigrants who arrived in the United States under 6 years old. Following the epidemiological approach, any dissimilarity in the proportion of homeowners by country of origin may be interpreted as a consequence of cultural differences. Our estimates indicate that there is a positive and statistically significant relationship between the cultural proxy and the immigrants’ choice of home-ownership. Additionally, we present evidence of different mechanisms of transmission of culture, which reinforces our results on the cultural effect.  相似文献

This study pioneers the quantitative research of second generation Iranian graduates in Germany. Second generation immigrants in Germany, immigrants raised in Germany with at least one parent born abroad, are relevant as they are a crucial part of German society. Second generation immigrants in general as well as Iranians in particular are assumed to have high extrinsic aspirations. But a dataset big enough to study the employment situation of second generation Iranian graduates in Germany did not exist. Therefore, the article uses the KOAB dataset from 2011 to 2015, which contains data from 53,429 full-time employed higher education graduates in Germany (among those are 161 second generation Iranians). Their extrinsic job aspirations and career success (income, job satisfaction) are analyzed. Multivariate analyses reveal the higher extrinsic job aspirations of second generation Iranian graduates compared to many other migrant groups and Germans but similar to second generation Turkish graduates. Nevertheless, the extrinsic job aspiration is relevant, though only one factor among others to predict career success.  相似文献

论文参考有关跨国主义的理论文献和实证研究,分析了移民个人、移民社会以及民族国家在国际移民进程和跨国活动中所扮演的不同角色,考察了在美国和新加坡的华人新移民及其社团组织与祖籍国之间互动模式的变化。结果显示,由于国际移民的迁移历史以及移居国(地)结构的多重差异,导致了海外华人社会在人口构成和族裔社区建设等方面存在显著差异。个人、社团、祖籍国和移居国实际上并不是单方面地影响着海外华人的跨国活动及其与祖籍国的互动关系,他们的互动关系还受到国家关系和地缘政治等宏观因素的制约。因此,国际移民参与跨国活动的主要目的是为了寻求更好的、更广阔的创业和就业机会,以便提高个人和族群在移居国的社会地位,但其结果因移居国社会的结构因素影响而产生差异。  相似文献

In this afterword to our special issue on immigrant identity and place, we explore the importance of place and context in forming immigrant identity, as well as the various ways in which immigrants make places. Discussions of immigrant adaptations often just consider reception at the national scale, whereas immigrants move into particular cities and towns. This article details some of the different ways that immigrants interact with their places, how the process of immigration introduces hybrid identities, and the differences in the immigrant experience by gender, status, and color.  相似文献
